<p>Subject: <strong>Implementation of recommendation of 7th CPC &#8211; Para 11.12.140 &#8211; Grant of Grade Pay of Rs. 5400(PB-2) i.e. Level 9 of Pay Matrix in case of Assistant Accounts Officer of IA&amp;AD, Indian Civil Accounts Organisation and P&amp;T Accounts.</strong></p>
<p>In pursuance of the recommendation of 7th Central Pay Commission as contained in Para 11.12.140 of the Report, read with this Ministry’s Resolution No. 1-2/2016-IC dated 25th July 2016, the undersigned is directed to say that the pay scales of the post of Assistant Accounts Officer in Indian Audit &amp; Account Department, Indian Civil Accounts Organization and P&amp;T Accounts shall be as under in the pay structure of 7th Central Pay Commission w.e.f 01/01/2016.</p>

<p>Subject: <strong>CCS (RP) Rules, 2008 &#8211; Section II of the Part &#8216;A&#8217; of the First Schedule &#8211; entry pay to DR appointed on or after 1.1.2006 and pay fixation in the case of persons other than such direct recruits</strong>.</p>
<p>The undersigned is directed to invite the attention to the provisions contained in Section-2 of Part &#8216;A&#8217; of the First Schedule Of the Central Civil Services (Revised Pay) Rules, 2008 which provides for entry pay in the revised pay Structure (pay structure effective from 1.1.2006 up to 31.122015) for direct recruits appointed On or after 1.1.2006 on a post and to say that pay in respect Of persons appointed to the same posts before 1.1.2006 is required to be fixed as on 1.1.2006 under Rule 7 and pay in respect persons appointed on the Same post on promotion on or after 1.1.2006 is required to be fixed under Rule 13 thereof</p>
<p>2. A number of references were received in Ministry of Finance, Department of Expenditure. Stating that the pay of seniors of a post was fixed at a stage lower than the entry pay applicable to the persons appointed on direct recruitment basis on that post on or after 1.1.2006. In such cases, steppiry of pay was allowed to the senior employee at par with the entry pay of direct recruits of those posts, subject to the conditions. inter-alia. that stepping up of pay of Seniors is applicable only in those cases which have an element Of direct recruitment and where a directly recruited junior is actually drawing more basic pay than the seniors. Thus, the stepping up of pay of Senior employees was admissible from the date a junior direct recruit joined on or after 1.1.2006</p>
<p>3. The matter was also considered in the meeting of the National Anomaly Committee (NAC) held on 177.2012 based on a demand raised by the Staff Side under the JCM NAC had recommended that in cases where Recruitment Rules provide for direct recruitment, then the Stepping up of pay of senior may be considered, even if no actual direct recruitment takes place or no direct recruit has actually joined. However. it was decided that stepping up of the pay of seniors can be claimed only in the case of those cadres which have an element of direct recruitment and in cases where a directly recruited junior is actually drawing more basic pay than the Seniors. Thus, stepping up of pay was dependent upon actual joiniry of a direct recruit.</p>
<p>4. Trained Graduate Teachers (TGTs) of the Government of National Capital Territories of Delhi (GFETD) filed OA No. 3217/2014 before the Honble Bench of CAT. The 13 petitioners of the post Of Trained Graduate Teachers (TGT) those who were appointed as TGT before 1.1.2006 as also those who were promoted to the post of TGT on or after 1.1.2006. The pay Of these 13 employees had been fixed as per the relevant provisions Of the CCS(RP) Rules. 2008 and the happened to be lower than the entry pay as applicable to direct recruits Of the post of TGT appointed on or after 1.1.2006. These petitioners prayed for re-fixing their pay as applicable to direct recruits appointed on or after 1.1.2006</p>
<p>5. The Hon&#8217;ble Principal Bench of CAT in their order dated 4.4.2016 in OA allowed the application and directed the Government to ensure that Of the applicant&#8217;S pay is fixed at a Stee lower than the which could be drawn by a direct recruit appointed an after 1.1_2006. The order of Hon ble CAT dated 4.4.2016 was upheld by the Honble Delhi High Court in terms Of their order dated 2332017 in WP(C ) No.2634/2017. The Honble Delhi High Court in its order dated 23.32017 observed. that the plea of stepping up of pay, as mentioned in para 2 above. means the direct recruits should actually joined before any stepping up Of pay be granted and the date of joining would be different as filling up of direct recruit vacancies in the cadre would vacancy position. Selection etc. The Honble Delhi High held that this Was unacceptable.</p>
<p>6. The arising Out Of the order Of Honble Delhi High Court dated 23.32017 was heard by the Hon&#8217;ble Supreme Court as part of the SLP md in its order dated 01.09.2017 (by. No. 23663/2017). the Honble Supreme Court has observed that once the question, in principle. has been settled. it is only appropriate on the part Of the Government to issue a Circular. The Honble Supreme Court further observed that the present Situation is that the stepping up is available only to those who have approached the Court, but since the issue other-wise became final, the Honble Supreme Court directed Government to immediately look into the and issue appropriate orders.</p>
<p>7. Accordingly, the nutter has been considered in the light of the above background and in the context of the specific orders of Hon&#8217;ble Supreme Court dated 0109.2017 as arising out Of the origiml issue raised by the Trained Graduated Teachers Of Gt•ETD in terms Of their OA No. 3217/2014. AS mentioned above. the petitioners in that case were those who were appointed as TGT before 1.1.2006 Md also promoted as TGT on after 1.1.2006. and had occasion for grievance because their in the pay Structure in vogue from 1.12006 had been fixed lower than the entry pay as prescribed for direct recruits appointed as TGT on or after 1.1.2006. Therefore. the principle of the benefit of py fixation, as flowing from the aforesaid orders Of Hon&#8217;ble CAT, Hon&#8217;ble Delhi</p>
<p>High Court and the Hon&#8217;ble Supreme Court, is that the pay of those who were appointed to the post prior to 1.1.2006 and those who were appointed to the post on promotion in the pay structure effective from 1.1.2006 onwards, and where in respect of Such posts entry pay for direct recruits appointed on or after l. 1.2006 has been prescribed giving rise to differential pay, may not be lower than the said entry pay. It is the case of differential pay in respect of employees Of a post, as caused by the existence of entry pay applicable for direct recruits on that post appointed on or after 1.12006, that has been addressed in the aforesaid case Of the post of TGTs. In case entry pay as per Section 11 of Part A of the First Schedule of the CCS(RP) Rules, 2008 is not applicable in case of a post, the Same will not give rise to differential pay for holders of the post and, hence, not covered under the ratio of the case of TGT.</p>
<p>8. Accordingly, the President is pleased to decide that in respect of those posts where entry pay for direct recruits appointed on or after 1.1.2006, as per Section 11 of Part A Of the First Schedule of CCS(RP) Rules, 2008, becomes applicable by virtue Of the provision of the element of direct recruitment in the relevant recruitment rules, the pay of Central government employees who were appointed to such posts prior to 1.1.2006 and whose pay, as fixed in the revised pay Structure under Rule 7 thereof as on 1.1.2006 turns out to be lower than the prescribed entry pay for direct recruits of that post, shall not be less than such entry pay w_e.f. 1.1.2006. Likewise. the pay of Central Government employees who were appointed to such posts by way of promotion on or after 1.1.2006 and whose pay. as fixed under Rule 13 of CCS(RP) Rules, 2008, happens to be lower than the said entry pay, Shall also not be less than such entry pay from the date of their promotion taking place on or after 1.1.2006.</p>
<p>9.In their application to the employees of office of Indian Audits and Accounts Department. these orders issue after consultation with the Comptroller and Auditor General Of India.</p>

<p>Subject:<strong><em> Grant Of Dearness Allowance to Central Government – Revised Rates effective from 1.1.2018.</em></strong></p>
<p>The undersigned is directed to refer to this Ministry’s Office Memorandum No.1/9/2017- E-II (B) dated 20th September, 2017 on the subject mentioned above and to say that the President pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 5% to 7% of the basic pay with effect from 2018.</p>
<p>2. The term &#8216;basic pay&#8217; in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.</p>
<p>3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).</p>
<p>4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and fractions of less than 50 paise may be ignored.</p>
<p>5. The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of March, 2018.</p>
<p>6. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.</p>
<p>7. In so far as the employees working in the Indian Audit and Accounts Department are Auditor concerned, these orders are issued with the concurrence of the Comptroller General of India.</p>

<p>Sub: <strong>Central Government Employees Group Insurance Scheme-1980 Tables of Benefits for the savings fund for the period from 01.01.2018 to 31.03.2018 &#8211; reg.</strong></p>
<p>The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry&#8217;s 0M of even number dated 17.03.2017, for the quarter from 01.01.2018 to 31.03.2018, as worked out by IRDA based on the interest rate of 7.6% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution dated 01.01.2018, are enclosed.</p>
<p>2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs. 15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.</p>
<p>3. These orders are in respect of Table of Benefits for the period from 01.01.2018 to 31.03.2018.</p>
<p>4. In their application to the employees of Indian Audit and Accounts Department, these orders are issued after consultation with the Comptroller &amp; Auditor General of India.</p>

<p>Subject:<strong><em> Guidelines on Air Travel on Official Tours &#8211; Purchase of air ticket from authorized agent.</em></strong></p>
<p>The undersigned is directed to refer to this Departments&#8217; O.M No, 19024/22/2017-E.IV dated 19.07.2017 regarding guidelines on Air travel where the Govt. of India bears the cost of passage. As per this 0.M., Ministries/Departments were asked to ensure that these instructions are given adequate coverage and were to be circulated to all so that ‘lack of knowledge’ of the rules is not cited as an excuse. In spite of these instructions, a large number of cases for relaxation of air travel guidelines due to purchase of air ticket from unauthorized travel agents, are still being received in this Department.</p>
<p>2. The matter has been re-considered and it has been decided that all such cases of air travel where tickets have been purchased after issue of this Department&#8217;s O.M. dated 19.07.2017, seeking relaxation of air travel guidelines pertaining to purchase of air ticket from authorized agent, should have the approval of Secretary of the Administrative Ministry before referring the same to Department of Expenditure.</p>

<p>C. Details of the posts (Minimum educational qualification, experience, age limit etc.);</p>
<p>1. Pay Scale: Pay Band-I (Rs.5,200 &#8211; Rs. 20,200) plus Grade Pay of Rs.1800/-. In New Pay Matrix Level-I (Rs.18000 &#8211; 56900) as per recommendations of 7th CPC.</p>
<p>2. Educational Qualification: Matriculation or equivalent from any recognized Institute/ board / Organisation.<br />
3. Age limit: 18-25 Years.</p>
<p>4. Age relaxation: As per existing rules. Relaxation of age limit upto 40 years for Government Servant in accordance with the order issued by the Central Government from time to time.</p>
<p>5. Candidates should apply as per the enclosed proforma only. Application in any other format will not be accepted.</p>
<p>6. Candidates will forward application properly sealed in an envelope to, &#8220;The Under Secretary (Admn.), Ministry of Finance, Department of Expenditure, Room No. 225-E, North Block, New Delhi-110001&#8243;, through ordinary posts/by hand. Registered applications will not be accepted. <p style="text-align: center;"><strong>ANNUAL REPORT ON PAY &amp; ALLOWANCES FOR THE YEAR 2016-17</strong></p>
<p><strong>SALIENT FEATURES</strong></p>
<p>1. The total expenditure on Pay and Allowances (excluding Productivity Linked Bonus/Ad-hoc Bonus, Honorarium, Encashment of Earned Leave and Travelling Allowance) for Regular Central Government Civilian employees including employees of the Union Territories was Rs.182513.25 crore in 2016-17 as compared to Rs.150028.57 crore in 2015-16. Thus, there is an increase in expenditure by Rs.32484.68 crore over previous year which in relative terms works out to around 21.65%.</p>
<p>2. The Total expenditure on pay and allowances as a percentage of Revenue Receipts and Revenue Expenditure of the Central Government during the financial year 2016-17 is 10.88% and 9.18% as compared 10.45% and 8.43% respectively during the financial year 2015-16.</p>
<p>3. Out of the total expenditure of Rs.182513.25 crore, the percentage expenditure on Pay, Dearness Allowance (DA), House Rent Allowance (HRA) and other allowances are 65.75%, 16.57%, 3.42% and 14.26% respectively.</p>
<p>4. Out of the total expenditure of Rs.6253.93 crore on HRA in 2016-17, the HRA expenditure for &#8216;X&#8217; class cities is Rs.2817.83 crore which is around 45.06% of the total expenditure on HRA.</p>
<p>5. Almost 86% of the total expenditure was incurred by five major Ministries/Departments (Railways, Defence (Civil), Home Affairs, Posts and Revenue) during 2016-17.</p>
<p>6. Of the total expenditure on Pay and Allowances in 2016-17, the Ministry of Railways continues to have the largest share i.e 38.92% , marginally increased from 34.98% in 2015-16. Share of Ministry of Home Affairs has decreased from 26.59% to 25.06% and department of Posts has been decreased from 7.74% to 5.55% . Share of Ministry of Defence (Civil) has decreased from the previous year i.e. from 12.11% to 12.04%.</p>
<p>7. The expenditure of UT administrations is Rs.3781.92 crore in 2016-17 as compared to Rs.3382.19 crore in 2015-16. Thus, there is an increase in expenditure by Rs.399.73. crore over previous year which in relative terms works out to around 11.82%.</p>
<p>8. The expenditure of Indian Missions/ Embassies abroad is Rs.1426.08 crore in 2016-17 as compared to Rs.1159.54 crore in 2015-16. Thus, there is an increase in expenditure by Rs.266.54 crore over previous year which in relative terms works out to around 22.98%.</p>
<p>9. As on 01.03.2016, the total number of Regular Central Government Civilian Employees in position was 32.21 lakh against the sanctioned strength of 36.34 lakh and approximately 11.36% of the posts were vacant.</p>
<p>10. Almost 92% of the total manpower is covered by five major Ministries/Departments viz, Railways, Defence (Civil) , Home Affairs, Posts and Revenue. Of the total strength of 32.21 lakh, the percentage share of the Railways is 41.33%, Home Affairs 29.44%, Defence (Civil) 12.37%, Posts 6.02 %, Revenue 3.11% and all other Ministries/ Departments 7.73%</p>
<p>11. Against the sanctioned strength of 9.57 lakh in Central Police Forces, 9.01 lakh employees were in position as on 01.03.2016. In Union Territories (UTs) 64910 employees were in position as on 01.03.2016.</p>

<p>Sub<em><strong>: Central Government Employees Group Insurance Scheme-1980 &#8211; Tables of Benefits for the savings fund for the period from 01.10.2017 to 31.12.2017.</strong></em></p>
<p>The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.10.2017 to 31.12.2017, as worked out by IRDA based on the interest rate of 7.8% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(1)-B(PD)/2017 dated 23.10.2017, are enclosed.</p>
<p>2.The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.</p>
<p>3.While these orders are in respect of Table of Benefits for the period from 01.10.2017 to 31.12.2017, the Tables already issued for the quarters from 1.1.2017 to 31.3.2017, from 1.4.2017 to 30.6.2017 and from 01.07.2017 to 30.09.2017 are also reproduced for the sake of convenience and consolidation.</p>
<p>4.In their application to the employees of Indian Audit and Accounts Department, these orders are issued after consultation with the Comptroller &amp; Auditor General of India.</p>

<p>Subject: <b>Implementation of the recommendations of the Seventh Central Pay Commission &#8211; Dress Allowance</b>.</p>
<p>Consequent upon the decisions taken by the Government on the recommendations of the Seventh Central Pay Commission, in supersession of the existing orders relating to Uniform related Allowances viz. Clothing Allowance, Initial Equipment Allowance, Kit Maintenance Allowance, Robe Allowance, Robe Maintenance Allowance, Shoe Allowance, Uniform Allowance and Washing Allowance which have been subsumed in a single Dress Allowance, the President is pleased to decide the rates of Dress Allowance in r/o the following categories of Central Government employees as under :-</p>

<p>2. Allowances related to maintenance, washing of Uniform are subsumed in. Dress Allowance and will not be payable separately.</p>
<p>3. Further categories of staff who were earlier being provided Uniforms, will henceforth not be provided with Uniforms.</p>
<p>4 The amount of Dress Allowance shall be credited to the salary of employees directly once a year in the month of July.</p>
<p>5. This allowance covers only the basic uniform of the employees. Any special clothing like that provided at Siachen Glacier or inside submarine or fluorescent clothing provided to Trackmen or Indian Railways or to lB personnel posted at high altitudes will continue to be provided by the concerned Ministry as per existing norms.</p>
<p>6. Outfit Allowance, paid to Indian Foreign Service officers and employees will continue to be provided as before, is enhanced by 50%.</p>
<p>7. The rates of Dress Allowance will go up by 25% each time Dearness Allowance rises by 50%.</p>
<p>8. These orders shall take effect from 01st July, 2017.</p>
<p>9. Separate orders will be issued by Ministry Of Defence, Ministry Of Home Affairs, Ministry Of Railways, Ministry Of Health &amp; Family welfare, Ministry of corporate Affairs, Ministry Of External Affairs, Department of Revenue, Department Of Personnel &amp; Training and Cabinet Secretariat in respect of employees of these Ministries/Department.</p>
<p>10. In so far as the persons serving in the Indian Audit &amp; Accounts Department are concerned, these orders issue in consultation with the comptroller &amp; Auditor General Of India.</p>

<p>Subject: <strong>Guidelines on Air Travel on Official Tours &#8211; Purchase of air ticket from authorized agent.</strong></p>
<p>The undersigned is directed to refer to this Departments’ OM. No.19024/1/2005-E.IV dated 24.03.2006, OM. No.19024/1/2009-E.IV dated 16.09.2010 and OM. No.19024/1/2012-E.IV dated 09.07.2013 regarding guidelines on Air travel. As per these guidelines, in all cases of Air Travel where the Government of India bears the cost of air passage, Air Tickets may be purchased directly from Airlines (at Booking counters/office/website of Airlines) and if needed, by utilizing the services of three Authorized Travel Agents viz. M/s Balmer Lawrie &amp; Company Limited (BLCL), M/s Ashok Travels &amp; Tours (ATT) and Indian Railways Catering and Tourism Corporation Ltd. (IRCTC).</p>
<p>2. This Department is receiving a large number of proposals from various Ministries/Departments seeking ex-post-facto relaxation of the prescribed procedure for purchase of air tickets from authorized travel agents only.</p>
<p>3. The matter has been reconsidered in this Department. All Ministries/Departments are again directed to:</p>
<blockquote><p>(i) Ensure strict compliance of extant guidelines for purchase of air ticket directly from Airlines (at Booking counters/office/Website of Airlines) or from three authorized Travel Agents viz. M/s Balmer Lawrie &amp; Company Limited, M/s Ashok Travels &amp; Tours and IRCTC only by all officials/offices under their control. Henceforth relaxation on account of ignorance/unawareness of these guidelines will not be considered by this Department.</p>
<p>ii) In case of non-availability of authorized agent at a particular place, ticket may be booked from website of Airlines or web portal of Balmer Lawrie &amp; Company Ltd., M/s Ashok Travels &amp; Tours and lRCTC.</p>
<p>iii) In respect of Non-officials of Committees/Boards/Panels, the concerned Ministry/Department have to mention in the meeting notice that the Non-official Member has to purchase the ticket from authorized travel agent only otherwise his claim will not be settled by that Ministry/Department.</p>
<p>iv) All Ministries/Departments of the Government of India, etc. have to widely circulate this OM. in all offices including attached/subordinate offices/ autonomous bodies under their control with specific instructions to Heads of Departments concerned for strict compliance of these guidelines. Non-compliance of these guidelines by Ministries/Departments will be treated as lapse on the part of the concerned Ministry/Department.</p></blockquote>
