CIRCULAR

It is intimated that Directorate of Estates has commenced the process of filling-up the application Forms for Clearance Certificate/No Demand Certificate etc. through online. No Demand Certificate/Clearance Certificate Is issued to the Allottees’ on Surrender of superannuation required for clearance of 10% Gratuity With-held by Concerned office.

All concerned (allottees) are requested to filling the NDC application form online on vacation of quarter, after retirement or so, duly forwarded by their office.

It is stated that all the staff/employees of Rent/Allotment Section of Directorate of Estates should accept the Online application Form, of the allottees, duly forwarded by their concerned office.

The guidelines may be strictly adhered to.

OFFICE MEMORANDUM

Subject : Revision of flat rates of Licence fee for General Pool Residential Accommodation (GPRA) throughout the country.

In terms of SR-324(4), the Government has decided to revise the flat rates of licence fee recoverable for the residential accommodation available in General Pool and also in Departmental Pools of Ministries & Departments of the Government of India throughout the country (except in respect of substandard/unclassified accommodation of Ministry of Defence, accommodation for service personnel of the Ministry of Defence and accommodation under the control of Ministry of Railways), as shown in the Annexure.

2. The revised rates of licence fee would be effective from 1st July, 2013. All Ministries / Departments are requested to take action to recover the revised licence fee in accordance with these orders in respect of accommodation under their control all over the country.

3. This issues with the concurrence of Integrated Finance Wing of the Ministry of Urban Development under its Diary No. 440/C(C)/FD/13 dated 19.09.2013.

Directorate of Estates under Ministry of Urban Development has informed through an Office Memorandum vide No. D-11016/66/2013-Regions dated 11th October 2013 that the booking of Guest House at Koramangala, Bangalore is being temporarily stopped till end of November, 2013 or till further orders, whichever is earlier.

Sub: Revision of guidelines for allotment of government accommodation from General Pool to the Political Parties.

The Directorate of Estates, Ministry of Urban Development had issued the revised guidelines for allotment of government accommodation from general pool to Political parties vide O.M.No.12014/2/96-pol.II dated 20.7.2000. These guidelines have been reviewed by the competent authority and it has been decided to modify para 1 (iii) of the aforesaid O.M. dated 20.7.2000. After modification the revised guidelines shall be as under:

i. The National Political Parties, which have been recognised as such by the Election Commission of India, shall be allowed to retain/secure allotment of one housing unit from General Pool in Delhi for their office use on payment of licence fee under FR 45A i.e. the normal licence fee.

ii. The said accommodation will be provided for a period three years during which the party would acquire a plot of land in an institutional area and will construct its own accommodation for party office.

iii. One residential accommodation would be allotted/allowed to be retained by the Party President of a recognized National Party provided that no other accommodation has been allotted to him / her in another capacity.

iv. The facility of office accommodation will also be given to the State level parties recognised by the Election Commission of India provided it has in the opinion of the Accommodation Committee of Cabinet, adequate representation in Parliament and its case for allotment is approved by the CCA on its merit.

v. The other buildings allotted or in occupation of any political party stand cancelled. However, a period of six months or upto the time the allotment has been made, whichever is earlier would be given to the party to make alternate arrangement and vacate the Government accommodation.

2. This O.M. supersedes the Directorate of Estates O.M.No.12014/2/96-Pol.II dated 20.7.2000.

CIRCULAR

Sub:- Holiday Home at Gangtok in West Bengal Region.

It is informed to all concerned that a Holiday Home at Gangtok will be operational w.e.f. 16th August, 2013 for a period of 3 (three) years. Details of Holiday Home and terms & conditions are appended below :

1. The allotment of Holiday Homes will be as per the rules regulations and rates as laid down in Hqrs. Office Circular No.D-11/27/TOR/Policy/09/CT dated 22/12/2009 on the subject “Policy for allotment of Camp Accommodation”.

2. Booking of the rooms will be strictly on ‘First come first serve basis’.

3. Application for booking should be in advance to the Addl. Commissioner & Regional Director (Estt. Br.-II), ESIC, Regional Office, 5/1 Grant Lane, Koldata-700012 in the prescribed Proforma enclosed by Post  /  Fax-033-22365279  /  E.mail-re-westbengal@esic.nic.in.  Incomplete application will not be entertained and no booking whatsoever shall be done in such case.

4. All the applications should be routed through the Controlling Officer of the applicant. Application received directly from the applicant shall not be entertained.

5. Booking requests should be forwarded at least 30 days prior to date of booking otherwise it will not be considered.

6. The Holiday Home charges in respect of serving personnel of ESIC will be paid in advance or will be recovered from the salary of the employee by controlling authorities. In respect of other allottees evidence of deposit of Holiday Home charges to be submitted 10 days prior the date of reservation asked for so that the reservation can be confirmed from this end.

7. The check-in/out time will be 12.00 noon. Hence, the applicant should clearly mention both the date and time of his/her proposed visit in the apppliction Form.

8. No refreshment/Food/Tea/Beverage, except Bed-tea & Breakfast and normal drinking water, will be provided by the Hotel Management.

9. The guest is required to produce the allotment order to be issued by this office to the Hotel Mangement before check in, otherwise they will not be allowed to check in.

10. The guest is also required to carrry proper identification documents along with his/her and produce before the concerned caretaker before Check-in on demand.

11. The allottee shall maintain utmost discipline / decency and decorum and he/she should not indulge in any indecent behavior.

This has been issued with the approval of the AC & RD.

OFFICE MEMORANDUM

Subject:- Introduction of automated system in the allotment of Servant Quarters/garages for allottees of Curzon Road Hostel, K.G.Marg, New Delhi.

With a view to provide for choices of the allotment of Servant Qtrs/garages to the eligible applicants of Curzon Road Hostel, it has been decided to introduce automated system of allotment w.e.f 01.08.2013.

For this purpose only online applications for allotment of Servant Quarters/Garages will be accepted henceforth. On receipt of the filled up application duly forwarded by the controlling office of the applicant, his/her request for allotment of Servant Quarter/Garage will be wait listed.

All the existing and new applicants for Servant Quarter/Garage will have to indicate their choices from the vacancies on offer.

All the Servant Quarters/garages falling vacant up to the last day of a month, would be displayed on the website of the Directorates of Estates(estates.nic.in) for allotment during the coming month. The applicant will have to choose/prefer Servant Qtrs/garages of their choice during 1st to 9th of the month and allotment will be made on 10th of the month. During 1st to 9th of the month, an applicant can revise/modify his/her choices as and when required.

Only those applicants will be considered for allotment on 10th of the each month who have submitted their choices online during 1st to 9th of the month.

An applicant will have to accept the allotment of a Servant Qtrs/garage of his /her choice failing which he/she will be debarred for a period 3 months.

A particular Servant Quarters/garage choosen/preferred by an applicant will be allotted to him/her if he/she happens to be the senior most applicant for the particular Servant Quarters/garage. After the allotment, acceptance from duly forwarded by the concerned office as per the enclosed Annexure may be sent to Hostel Section for acceptance of the Servant Quarters/garages.

All the existing and new applicants are also requested to furnish their e-mail ID and mobile number to the Directorate of Estates urgently, to enable the Directorate of Estates to activate their account, however, those who have already got their accounts activated need not send e-mail ID and mobile number.

In supersession of the O.M. No.DE/Misc./2005-RTIC/DE dated 17.10.2012. it has been decided to designate the Officers as PIO/CPIO/APIOs for the Dte. of Estates for the purpose of discharging duties as per the provisions under Section – 4(xvi) of the RTI Act, 2005 as per list attached.

The requests received from persons seeking information under the Act would be processed and disposed off on top priority by the PIO/CPIO/APIOs within the time frame prescribed in the Act to obviate any undue embarrassment. The subordinate staff concerned with the processing of such requests may also be appropriately directed by the PIO/CPIO/APIOs to accord utmost priority to such matters.

Accordingly, booking of Guest House at Bangalore is being temporarily stopped for two months w.e.f. 01.08.2013 to 30.09.2013 or till further clarifications whichever is earlier. Application for booking for the aforesaid period will not be entertained by the booking authority.
