Directorate of Estates revised guidelines for allotment of Government accommodation to the Journalists and Press Cameramen and published on its portal today. According to the getting payment the entitlement of Government accommodation has been revised. An office memorandum is directed clearly the revised guidelines and we are reproduced here:

Subject:- Review of guidelines for allotment of Government accommodation to Journalist and Press-cameramen.
The undersigned is directed to refer  this Directorate’s OM of even number dated 19.11.2001 vide which revised guidelines for allotment of Government accommodation to the Journalists and Press Cameramen were circulated. The matter has been further considered by the Government and it has been decided to revise limit of emoluments for Journalists / Press-cameramen Category- I and category- II. Accordingly para 1(b) (i) to (iii) of this office OM of even number dated 19.11.2001 has been substituted as under:
Para 1 (b)
(i) Journalists/Press Cameraman drawing emoluments up to Rs. 20,000/- per month (excluding (conveyance allowance), – Category-I
(ii) Journalists/Press Cameraman drawing emoluments from Rs. 20,001/- to Rs.40,000/- per month (excluding (conveyance allowance) – Category-II
(iii) Type-IV accommodation may be allotted to Category-I of journalists/Press Cameramen drawing emoluments up to Rs.20,000/- per month (excluding conveyance allowance) and Type-IV Spl. Accommodation may be allowed to Category-II of Journalists/Press cameramen drawing emoluments between Rs.20,001/- to Rs.40,000/- per month.
2. Other terms and condition of allotment of Government accommodation to the Journalists/press-cameramen from the Press Pool shall remain the same as were circulated vide this Directorate’s OMs of even number dated 15.06.2001 and 19.11.2001.

Subject : Revision of rates of damages for unauthorised occupation of General Pool Residential Accommodation.
The undersigned is directed to refer to this Directorate / O.M. No.18011/2/2002 Pol-III dated 25th November 20th on the above subject and to say that the it has been decided to make revision of the rates of damages recovered from unauthorised occupants of General Pool accommodation a regular exercise as a multiple of normal rate of licence fee as given in the Annexure to this OM. Henceforth, the rate of damages / market rent will automatically get revised as and when the rat of normal licence fee under FR-45-A is revised. In addition to this, garden charges as applicable will also be recovered.
2. These rates will be effective from 1st January 2013 and will also be in force till next revision of rate of normal licence fee.
3. In respect of other departmental pools ot accommodation in Delhi/other stations, the rates of damages prescribed for General Pool accommodation wherever such accommodation exists, have to be adopted by various other Ministries/Departments. Similar rates of damages are to be worked out by the CPWD for other stations where General Pool Accommodation is available and the rates so assessed are to be adopted for recovery of damages not only in respect of General Pool residential accommodation at that station but also in respect of departmental pool accommodation in all stations. In stations, where there are no General Pool
Residential Accommodation, the Ministry of Department have to get suitable unit rates worked out by the CPWD/local PWD.

All the affected allottees of Qtr. No. 185 to 504 in Block ‘D’ and Qtr. No.25 to 32, 185 to 544 in ‘E’ Block in Type-I and Qtr. No. 65 to 76, 309 to 335, 361 to 380, 389 to 396 in Block ‘A’ and Qtr. No. 49-68 in Block ‘B’ in Kidwal Nagar East are hereby requested to be prepared for shifting of their accommodation at a very short notice. In this connection it has been decided to offer alternate houses through Automated System of Allotment (ASA) to enable the affected allottees to get houses of their choice as per their seniority in order to maintain complete transparency. Automated System of Allotment was open for these allottees for bidding from 3rd October 2012 to 14th October2012. Since all allottees have not updated their pay details by submitting “Supplementary DE-2 from” the date is extended upto 26th October 2012.

 

Those allottees who have not updated their Personal Information so far, are requested to fill up the ‘Supplementary DE-2 Form’ on-line and get it forwarded from their administrative office and submit it to this Directorate. In case any allottee has not received Log-in ID and Password, he/she may contact this Directorate immediately.
The above said allottees can give their option through Automated System of Allotment upto 26-10-2012 for Type-I, II, III.

Subject: Suspension of Booking of holiday home at Mysore for two months (from 15.08.2012 to 15.10.2012) regarding.

The work of vertical extension of existing holiday home at Mysore is in full swing as well as dismantling of existing water proofing at Ground Floor has started due to which there is a seepage in the Ground Floor Rooms. Besides, there is a disturbance to occupants due to construction activities and dust and breakage of water supply and electrical pipes.

2. in view of above and to avoid any inconvenience to the visitors of holiday home at Mysore. booking of Holiday Home at Mysore is being suspended for two months from 15.08.2012 to 15.10.2012. Application for booking for the aforesaid period will not be entertained and where booking already confirmed, the visitors are advised not proceed to the holiday home at Mysore.

Sub: Extension of the facility of retention of Government accommodation at the last place of posting for Central Paramilitary Force (CPF) personnel deployed in LWE affected areas.
Sir,
I am directed to convey sanction of the Government for extension of the facility of retention of Government accommodation at the last place of posting for Central Paramilitary Force personnel (BSF, CRPF, CISF, ITBP, SSB, AR & NSG) deployed/posted in Left Wing Extremism (LWE) affected areas/district (except State Capitals), as notified by the Government of India from time to time, on payment of flat rate/normal licence fee. The CPF personnel transferre  from North-Eastern Region and J&K to the above mentioned LWE affected  areas/districts will also be allowed to retain the accommodation already retained by them. It is clarified in this regard that if they were to surrender the accommodation and move their family to another private accommodation, I HRA will be admissible on this account.

2. LWE affected districts/areas for this purpose will be the districts (excel State Capitals) as identified/notified for implementation of Security Relate Expenditure (SRE) scheme by Naxal Management Deivision of this Minister from time to time.
3. This order will be applicable to all personnel of CPFs posted a physically working in the districts as at para 2 above, and occupyie Government accommodation.
4. As and when CPF personnel are posted out of LWE affected areas, they will be required to vacate the accommodation retained by them within two months. While ensuring that the Government accommodation is vacate within the stipulated time, the Directors General of the concerned CPFs would endorse a copy of the posting order of CPF personnel out of the LWE affected areas in respect of General Pool accommodation, to Ministry of Urban Development and Ministry of Home Affairs in all cases.

Sub: Nomination of PIOs/CPIOs/APIOs for the Dte. of Estates.

In supersession of the O.M.No.DE/Misc./2005-RTIC/DE dated 6.6.2011, it has been decided to designation the Officers as PIO/CPIO/APIOs for the Dte. of Estates for the purpose of discharging duties as per the provisions under Section – 4(xvi) of the RTI Act, 2005 as per list attached.

The requests received from persons seeking information under the Act would be processed and disposed off on top priority by the PIO/CPIO/APIOs within the time frame prescribed in the Act to obviate any undue embarrassment. The subordinate staff concerned with the processing of such requests may also be appropriately directed by the PIO/CPIO/APIOs to accord utmost priority to such matters.
