<p>It is hereby intimated that approval for extension of Annual Identification for SPARSH migrated pensioners has expired on 28th of February 2023. Pensioners who have yet not performed identification are advised to perform annual identification by 20th of March 2023 to avoid stoppage of pension.</p>

<li>(B) Manual Life Certificate using SPARSH Portal</li>



<li>(C) Digital Life Certificate using SPARSH Portal</li>



<li>(D) SBI API (pensioners having bank Account with SBI)</li>
</ul>



<p>SPARSH Pensioners may visit nearest Common Service Centers or Departmental Service Centers or Bank Service Centers for submitting their Annual Identification (Life Certificate).</p>

<p><strong>Subject: Submission of Annual Life Certificate</strong></p>



<p>Every Central Government pensioner has to submit&nbsp;<strong>Annual Life Certificate</strong>&nbsp;in the month of November for further continuation of pension. It has been observed that a large number of Central Government pensioners physically visit bank branches for this purpose.</p>



<p>2. As a measure to enable an additional exclusive window to very senior pensioners, this Department, vide its OM No. 1/20/2018-P&amp;PW(E) dated 18.07.2019, has allowed the pensioners in the age group of 80 years and above, to submit Annual Life Certificate from 1st October onwards, instead of 1st November onwards, every year.</p>



<p>3. The different modes available to a pensioner for submission of Annual Life Certificate are once again summarized for Pensioners’ awareness. An Annual Life Certificate can be submitted manually or digitally as per convenience of the pensioner by following modes:</p>



<ul class="wp-block-list"><li>Life certificate can be recorded by Pension Disbursing Authorities (PDAs), if the pensioner physically appears before the PDA.</li><li>Personal appearance of a pensioner will not be required, if the pensioner submits the life certificate form signed by any ‘<strong>designated official</strong>’. In accordance with para 14.3 of the Scheme Booklet issued by CPAO, a pensioner who produces a life certificate in the prescribed form, signed by persons specified, is exempted from personal appearance. A list of designated officials specified for signing the Life Certificate as per the scheme booklet of CPAO is attached as Annexure-I.</li><li><strong>Pensioners can submit Life Certificate online through Jeevan Pramaan Portal.</strong> The process of submission of Digital Life Certificate through “Jeevan Pramaan” may be seen at <a href="https://www.youtube.com/watch?v=rCYbSx9YPo8">https://youtube.com</a>. UIDAI has provided details of all biometric devices which are permissible for capturing biometrics of a person. Pensioners may visit the site www.uidal.gov.in to get information of all such devices.</li><li><strong>India Post Payments Bank (IPPB) of Department of Posts along with Meity have successfully launched the initiative of the Department of Pension &amp; Pensioners’ Welfare:</strong> <strong>“Doorstep Service for submission of Digital Life Certificate through Postman”</strong> in November 2020. IPPB is utilizing its national network of more than 1,36,000 access points in Post Offices and more than 1,89,000 Postmen &amp; Gramin Dak Sevaks with smart phones and biometric devices to provide Doorstep Banking Services for generation of Digital Life Certificates. For leveraging this facility through a mobile phone, a pensioner has to download<strong> “Postinfo APP”</strong> from Google Play store. The process of submission of Digital Life Certificate through Postmen/Gramin Dak Sevaks may be seen at https://youtu.be/cERWM_U7g54.</li><li><strong>Doorstep Banking is also available through the Alliance comprising 12 Public Sector Banks which do “Doorstep Banking” for its customers in 100 major cities of the country under Ease of Banking reforms.</strong> PSB Alliance has introduced the service for collection of Life Certificates under the umbrella of Doorstep Banking. DSB Agent shall visit the doorstep of Pensioner to render the service. Service can be booked by the pensioner through any of the 3 channels 1.e. Mobile App, Website or Toll – Free Number.</li></ul>

<ul class="wp-block-list"><li>Pensioners can also submit Life Certificates using the Face Authentication technology system based on UIDAI Aadhaar software whereby it is possible to generate a Digital Life Certificate from any Android based smart phone by capturing the live photograph of the pensioner for online submission on the Jeevan Pramaan mobile application. <p>Following are the initiatives of the Ministry of Personnel, Public Grievances and Pensions during the year 2020:</p>



<ol class="wp-block-list"><li><strong>Cabinet approved creation of National Recruitment Agency (NRA), paving the way for a transformational reform in the recruitment process for central government jobs</strong></li></ol>



<p>The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has given its approval in August, 2020 for creation of National Recruitment Agency (NRA), paving the way for a transformational reform in the recruitment process for <a href="https://centralgovernmentnews.com/category/central-government-jobs/" target="_blank" rel="noreferrer noopener">central government jobs</a>.</p>



<p><strong>Recruitment Reform &#8211; a major boon for the youth</strong></p>



<p>At present, candidates seeking government jobs have to appear for separate examinations conducted by multiple recruiting agencies for various posts, for which similar eligibility conditions have been prescribed. Candidates have to pay fee to multiple recruiting agencies and also have to travel long distances for appearing in various exams. These multiple recruitment examinations are a burden on the candidates, as also on the respective recruitment agencies, involving avoidable /repetitive expenditure, law and order/security related issues and venue related problems. On an average, 2.5 crore to 3 crore candidates appear in each of these examinations. A common eligibility Test would enable these candidates to appear once and apply to any or all of these recruitment agencies for the higher level of examination. This would indeed be a boon to all the candidates.</p>



<p><strong>National Recruitment Agency (NRA)</strong></p>



<p>A multi-agency body called the National Recruitment Agency (NRA) will conduct a Common Eligibility Test (CET) to screen/shortlist candidates for the Group B and C (non-technical) posts. NRA will have representatives of Ministry of Railways, Ministry of Finance/Department of Financial Services, the SSC, RRB &amp; IBPS. It is envisioned that the NRA would be a specialist body bringing the state-of-the-art technology and best practices to the field of Central Government recruitment.</p>



<p><strong>Access to Examination Centres</strong></p>



<p>Examination Centres in every District of the country would greatly enhance access to the candidates located in far-flung areas. Special focus on creating examination infrastructure in the 117 Aspirational Districts would go a long way in affording access to candidates at a place nearer to where they reside. The benefits in terms of cost, effort, safety and much more would be immense. The proposal will not only ease access to rural candidates, it will also motivate the rural candidates residing in the far-flung areas to take the examination and thereby, enhance their representation in Central Government jobs. Taking job opportunities closer to the people is a radical step that would greatly enhance ease of living for the youth.</p>



<p><strong>Major Relief to poor Candidates</strong></p>



<p>Presently, the candidates have to appear in multiple examinations conducted by multiple agencies. Apart from the examination fees, candidates have to incur additional expenses for travel, boarding, lodging and other such. A single examination would reduce the financial burden on candidates to a large extent.</p>



<p><strong>Women candidates to benefit greatly</strong></p>



<p>Women candidates especially from rural areas face constraints in appearing in multiple examinations as they have to arrange for transportation and places to stay in places that are far away. They sometimes have to find suitable persons to accompany them to these Centres that are located far away. The location of test centres in every District would greatly benefit candidates from rural areas in general and women candidates in particular.</p>



<p><strong>Bonanza for Candidates from Rural Areas</strong></p>



<p>Given the financial and other constraints, the candidates from rural background have to make a choice as to which examination they want to appear in. Under the NRA, the candidates by appearing in one examination will get an opportunity to compete for many posts. NRA will conduct the first-level /Tier I Examination which is the stepping stone for many other selections.</p>



<p><strong>CET Score to be valid for three years, no bar on attempts</strong></p>



<p>The CET score of the candidate shall be valid for a period of three years from the date of declaration of the result. The best of the valid scores shall be deemed to be the current score of the candidate. There shall be no restriction on the number of attempts to be taken by a candidate to appear in the CET subject to the upper age limit. Relaxation in the upper age limit shall be given to candidates of SC/ST/OBC and other categories as per the extant policy of the Government. This would go a long way in mitigating the hardship of candidates who spend a considerable amount of time, money and effort preparing and giving these examinations every year.</p>



<p><strong>Standardised Testing</strong></p>



<p>NRA shall conduct a separate CET each for the three levels of graduate, higher secondary (12th pass) and the matriculate (10th pass) candidates for those non-technical posts to which recruitment is presently carried out by the Staff Selection Commission (SSC), the Railway Recruitment Boards (RRBs) and by the Institute of Banking Personnel Selection (IBPS). Based on the screening done at the CET score level, final selection for recruitment shall be made through separate specialised Tiers (II, III etc) of examination which shall be conducted by the respective recruitment agencies. The curriculum for this test would be common as would be the standard. This would greatly ease the burden of candidates who are at present required to prepare for each of the examinations separately as per different curriculum.</p>



<p><strong>Scheduling Tests and choosing Centres</strong></p>



<p>Candidates would have the facility of registering on a common portal and give a choice of Centres. Based on availability, they would be allotted Centres. The ultimate aim is to reach a stage wherein candidates can schedule their own tests at Centres of their choice.</p>



<h3 class="wp-block-heading">OUTREACH ACTIVITIES BY NRA</h3>



<p><strong>Multiple languages</strong></p>



<p>The CET would be available in a number of languages. This would greatly facilitate people from different parts of the country to take the exam and have an equal opportunity of being selected.</p>



<p><strong>Scores – access to multiple recruitment agencies</strong></p>



<p>Initially the scores would be used by the three major recruitment agencies. However, over a period of time it is expected that other recruitment agencies in the Central Government would adopt the same. Further, it would be open for other agencies in the public as well as private domain to adopt it if they so choose. Thus, in the long run, the CET score could be shared with other recruiting agencies in the Central Government, State Governments/Union Territories, Public Sector Undertaking and Private Sector. This would help such organizations in saving costs and time spent on recruitment.</p>



<p><strong>Shortening the recruitment cycle</strong></p>



<p>A single eligibility test would significantly reduce the recruitment cycle. Some Departments have indicated their intention to do away with any second level test and go ahead with recruitment on the basis of CET scores, Physical Tests and Medical examination. This would greatly reduce the cycle and benefit a large section of youth.</p>



<p><strong>Financial Outlay</strong></p>



<p>The Government has sanctioned a sum of Rs. 1517.57 crore for the National Recruitment Agency (NRA). The expenditure will be undertaken over a period of three years. Apart from setting up the NRA, costs will be incurred for setting up examination infrastructure in the 117 Aspirational Districts.</p>



<ol class="wp-block-list" start="2"><li><strong>Cabinet approved &#8220;Mission Karmayogi&#8221;- National Programme for Civil Services Capacity Building (NPCSCB)</strong></li></ol>



<p>The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has approved launching of a <strong>National Programme for Civil Services Capacity Building (NPCSCB)</strong> with the following institutional framework in September, 2020: &#8211;</p>



<ul class="wp-block-list"><li>Prime Minister&#8217;s Public Human Resources (HR) Council,</li><li>Capacity Building Commission.</li><li>Special Purpose Vehicle for owning and operating the digital assets</li><li>and the technological platform for online training,</li><li>Coordination Unit headed by the Cabinet Secretary.</li></ul>



<p><strong><span style="text-decoration: underline;">Salient Features</span></strong></p>



<p>NPCSCB has been carefully designed to lay the foundations for capacity building for Civil Servants so that they remain entrenched in Indian Culture and sensibilities and remain connected, with their roots, while they learn from the best institutions and practices across the world. The Programme will be delivered by setting up an <strong>Integrated Government Online Training- iGOT Karmayogi Platform</strong>. The core guiding principles of the Programme will be:</p>



<p>Supporting Transition from &#8216;Rules based&#8217; to &#8216;Roles based* HR Management.Aligning work allocation of civil servants by matching their competencies tothe requirements of the post.</p>



<ul class="wp-block-list"><li>To emphasize on &#8216;on-site learning&#8217; to complement the ‘off-site’ learning,</li><li>To create an ecosystem of shared training infrastructure including that of learning materials, institutions and personnel,</li><li>To calibrate all Civil Service positions to a Framework of Roles, Activities and Competencies (FRACs) approach and to create and deliver learning content relevant to the identified FRACs in every Government entity,</li><li>To make available to all civil servants, an opportunity to continuously build and strengthen their Behavioral, Functional and Domain Competencies in their self-driven and mandated learning paths.</li><li>To enable all the Central Ministries and Departments and their Organizations to directly invest their resources towards co-creation and sharing the collaborative and common ecosystem of learning through an annual financial subscription for every employee,</li><li>To encourage and partner with the best-in-class learning content creators including public training institutions, universities, start-tips and individual experts,</li><li>To undertake data analytics in respect of data emit provided by iGOT- Karmayogi pertaining to various aspects of capacity building, content creation, user feedback and mapping of competencies and identify areas for policy reforms.</li></ul>



<p><strong><span style="text-decoration: underline;">Objectives</span></strong></p>



<p>It is also proposed to set up a <strong>Capacity Building Commission</strong>, with a view to ensure a uniform approach in managing and regulating the capacity building ecosystem on collaborative and co-sharing basis.</p>



<p>The role of Commission will be as under-</p>



<ul class="wp-block-list"><li>To assist the PM Public Human Resources Council in approving the Annual Capacity Building Plans.</li><li>To exercise functional supervision over all Central Training Institutions dealing with civil services capacity building.</li><li>To create shared learning resources, including internal and external faculty and resource centers.</li><li>To coordinate and supervise the implementation of the Capacity Building Plans with the stakeholder Departments.</li><li>To make recommendations on standardization of training and capacity building, pedagogy and methodology</li><li>To set norms for common mid-career training programs across all civil services.</li><li>To suggest policy interventions required in the areas of HR Management and Capacity Building to the Government.</li></ul>



<p><strong>iGOT- Karmayogi</strong> platform brings the scale and state-of-the-art infrastructure to augment the capacities of over two crore officials in India. The platform is expected to evolve into a vibrant and world-class market place for content where carefully curated and vetted digital e-learning material will be made available. Besides capacity building, service matters like confirmation after probation period, deployment, work assignment and notification of vacancies etc. would eventually be integrated with the proposed competency framework.</p>



<p>Mission Karmayogi aims to prepare the Indian Civil Servant for the future by making him more creative, constructive, imaginative, innovative, proactive, professional, progressive, energetic, enabling, transparent and technology-enabled. Empowered with specific role-competencies, the civil servant will be able to ensure efficient service delivery of the highest quality standards.</p>



<p><strong><span style="text-decoration: underline;">Financial implications</span></strong></p>



<p>To cover around 46 lakh Central employees, a sum of Rs.510.86 crore will be spent over a period of 5 years from 2020-21 to 2024-25. The expenditure is partly funded by multilateral assistance to the tune of USD 50 million. A wholly owned Special Purpose Vehicle (SPV) for NPCSCB will be set up under Section 8 of the Companies Act, 2013. The SPV will be a &#8220;not-for-profit&#8221; company and will own and manage <strong>iGOT- Karmayogi </strong>platform. The SPV will create and operationalize the content, market place and manage key business services of <strong>iGOT- Karmayogi</strong> platform, relating to content validation, independent proctored assessments and telemetry data availability. The SPV will own all Intellectual Property Rights on behalf of the Government of India. An appropriate monitoring and evaluation framework will also be put in place for performance evaluation of all users of the <strong>iGOT</strong>&#8211; Karmayogi platform so as to generate a dashboard view of Key Performance Indicators.</p>



<p><span style="text-decoration: underline;"><strong>Background</strong></span></p>



<p>Capacity of Civil Services plays a vital role in rendering a wide variety of services, implementing welfare programs and performing core governance functions. A transformational change in Civil Service Capacity is proposed to be affected by organically linking the transformation of work culture, strengthening public institutions and adopting modern technology to build civil service capacity with the overall aim of ensuring efficient delivery of services to citizens.</p>



<p><strong>A Public Human Resources Council </strong>comprising of select Union Ministers, Chief Ministers, eminent public HR practitioners, thinkers, global thought leaders and Public Service functionaries under the Chairmanship of Hon&#8217;ble Prime Minister will serve as the apex body for providing strategic direction to the task of Civil Services Reform and capacity building.</p>



<ol class="wp-block-list" start="3"><li>Doorstep Service for submission of Digital Life Certificate through Postman launched<br />Huge relief for pensioners to submit Life certificate while staying at home.</li></ol>



<p><strong><a href="https://centralgovernmentnews.com/doorstep-collection-of-life-certificate-from-the-pensioners-by-banks-doppw-circular/" target="_blank" rel="noreferrer noopener">Doorstep Collection of Life Certificate from the Pensioners by Banks – DOP&amp;PW Circular</a></strong></p>



<p>India Post Payments Bank, IPPB of Department of Posts &amp; Meity have successfully launched the initiative of the Department of Pension &amp; Pensioners’ Welfare: “Doorstep Service for submission of Digital Life Certificate through Postman” in November, 2020. The facility to submit life certificate online through Jeevan Pramaan Portal was launched by the Hon&#8217;ble Prime Minister in November, 2014 with the objective to provide a convenient and transparent facility to pensioners for submission of Life Certificate.</p>



<p>Ever since, DoPPW, under the able guidance of Dr. Jitendra Singh, Minister of State, Ministry of Personnel, PG &amp; Pensions, has been leveraging technology year after year, to make the system seamless and more and more convenient for the elderly Pensioners.</p>



<p>In order to make this facility available across the country, DoPPW roped in the India Post Payments Bank (IPPB) and utilise its huge network of Postmen and Gramin Dak Sevaks in providing doorstep facility to pensioners for submission of life certificate digitally.</p>



<p><strong><a href="https://centralgovernmentnews.com/tag/IPPB/" target="_blank" rel="noreferrer noopener">IPPB</a></strong> has customized its Bank software and dovetailed the same with Jeevan Pramaan software of Ministry of Electronics &amp; Information Technology (MeitY) and UIDAI, to provide DLC services at the doorstep of Pensioners. This facility shall be in addition to other facilities such as withdrawal of money from bank account etc. while sitting at home. IPPB is utilising its national network of more than 1,36,000 access points in Post Offices and more than 1,89,000 Postmen &amp; Gramin Dak Sevaks with smart phones and biometric devices to provide Doorstep Banking Services. As a result a huge number of pensioners across the country shall be able to avail doorstep service through Postmen/ Gramin Dak Sevak, without visiting to bank branch or standing in a queue outside the bank branches.</p>



<p>In order to avail “<strong>doorstep service for submission of DLC</strong>” through IPPB, pensioners can get detailed information on ippbonline.com. It is a chargeable service and will be available to all Central Government Pensioners across the country irrespective of the fact their pension accounts are in different bank. The process to avail “<strong>doorstep service of DLC</strong>” through IPPB can be viewed @ Youtube(Pension DOPPW) and facebook of D/o Pension &amp; Pensioners Welfare . In view of current pandemic, it is a huge relief for pensioners to submit Life certificate while staying at home.</p>



<ol class="wp-block-list" start="4"><li>Union Minister Dr. Jitendra Singh launched the revamped Scheme for PM’s Awards for Excellence in Public Administration 2020 and web portal www.pmawards.gov.in</li></ol>



<p>In July, 2020, the Union Minister of State (Independent Charge) Development of North Eastern Region (<strong>DoNER</strong>), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh launched the revamped PM’s Awards for Excellence in Public Administration and the web portal www.pmawards.gov.in. Addressing the Central Ministries and State/ UT Governments on this occasion, Dr. Jitendra Singh said that the Scheme has been revamped in tune with Prime Minister Shri Narendra Modi’s governance model of citizen participation. He said that the Mantra of “Maximum Governance, Minimum Government” is incomplete without citizen participation and citizen centricity and added that transparency and accountability are its twin hallmark.</p>



<p>The Scheme Prime Minister’s Awards for Excellence in Public Administration 2020, has been revamped to recognize the performance of the District Collectors towards outcome indicators, economic development, peoples’ participation and redressal of public grievances. Nominations have been called in four major categories – District Performance Indicators Programme, Innovation General Category, Aspirational Districts Program and Namami Gange Program. Under the District Performance Indicators Programme, District Collectors would be evaluated on their contribution to Inclusive Development through credit flow to priority sector, Promoting peoples movements &#8211; Jan Bhagidari through effective implementation of priority sector schemes of SBM (Gramin) and SBM (Urban) programs, Improving service delivery and redressal of Public Grievances. The Innovations category of the Scheme has been broad-based to provide separate award categories for innovations at National, State and District level. The period of consideration for the awards is 1st April 2018 to 31st March 2020. In all 15 Awards would be conferred under the Scheme in 2020.</p>



<ol class="wp-block-list" start="5"><li><strong>Interviews for jobs abolished in 23 States and 8 UTs in India so far</strong></li></ol>



<p>Interview for jobs has been abolished in 23 States and 8 Union Territories of India. This is a follow up to the abolition of interview for Group-B (Non- Gazetted) and Group &#8211; C posts in the Central Government ever since 2016.</p>



<p>It was on the 15th of August 2015, while speaking from the rampart of Red Fort on the occasion of Independence Day, Prime Minister Narendra Modi had suggested abolition of interview and making the job selection totally on the basis of written test because whenever an interview call was received by a candidate, his entire family would get disturbed with apprehension and anxiety. On a quick follow up to the Prime Minister’s advice, the DoPT undertook an expeditious exercise and within three months completed the entire process to announce abolition of interview for recruitment in Central Government with effect from 1st January, 2016.</p>



<ol class="wp-block-list" start="6"><li><strong>Three new Information Commissioners administered oath of office in November</strong></li></ol>



<p>The Chief Information Commissioner Shri Y.K. Sinha administered the oath of office to Information Commissioners Shri Heeralal Samariya, Ms. Saroj Punhani and Shri Uday Mahurkar at a swearing-in ceremony organized in Central Information Commission in November this year. With their induction, the total number of Information Commissioners including the Chief Information Commissioner has risen to 8 in the Central Information Commission.</p>



<p>Shri Heeralal Samariya, a former IAS officer, was Secretary, Ministry of Labour &amp; Employment in Government of India before retirement. He holds a Bachelor’s degree in Civil Engineering. His area of expertise includes Administration and Governance.</p>



<p>Ms. Saroj Punhani, an IA&amp;AS officer, before joining as Information Commissioner in the Central Information Commission, was holding the post of Deputy Comptroller &amp; Auditor General (HR &amp; Training) in Government of India. She holds a Bachelor’s degree in Humanities. Her area of expertise includes Administration and Governance.</p>



<p>Shri Uday Mahurkar, a veteran journalist, before joining as Information Commissioner in the Central Information Commission, was functioning as Senior Deputy Editor with a leading media house. He graduated from Maharaja Sayajirao University in Indian History, Culture and Archaeology. His area of expertise includes his vast experience in media.</p>

<h2 class="wp-block-heading">EPFO facilitates multiple options for submission of Digital Life Certificate by EPS pensioners</h2>

<p>All pensioners of Employees Pension Scheme 1995 (EPS’95) are required to submit Jeevan Pramaan Patra (JPP) / Digital Life certificate (DLC) each year to continue drawing pension . In the current scenario of <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> pandemic, the Employees’ Provident Fund Organization (EPFO) has facilitated multiple options for EPS pensioners to submit their DLC, close to their home or at their door step. JPP submitted through all these modes/agencies are equally valid.</p>



<p>In addition to the 135 regional offices and 117 district offices of <strong><a href="https://centralgovernmentnews.com/category/epfo/">EPFO</a></strong>, EPS pensioners can now submit DLC at pension disbursing bank branch and nearest post offices. DLC can also be submitted at nation-wide network of over 3.65 lakh Common Services Centers (CSC). Apart from this, EPS pensioners can also submit DLC using the UMANG app.</p>



<p>Recently, India Post Payments Bank (IPPB) has launched the doorstep Digital Life Certificate (DLC) service for pensioners. EPS pensioners can now submit online request for availing doorstep DLC service on payment of a nominal fee. A postman from the nearest Post Office will visit a pensioner and complete the process of generating DLC at the home of the pensioner only.</p>



<p>As per fresh guidelines, EPS pensioners can now submit DLC at any time during the year, as per their convenience. The life certificate will remain valid for one year from date of submission of DLC. The pensioners who have been issued Pension Payment Order (PPO) in 2020 need not upload JPP till completion of one year.  Earlier, all EPS pensioners were required to submit the DLC in the month of November. This resulted in difficulties faced by pensioners due to long queues and generated rush for submission of Digital Life Certificate. This pro-pensioner step has been taken to provide hassle free social security cover to EPS pensioners.</p>

During this difficult time of Covid-19 pandemic, EPFO stands with its pensioners by ensuring timely release of pension and bringing services at their doorstep. These initiatives will benefit approximately 67 lakh EPS pensioners out of which about 21 lakh are widow/widower, children and orphan pensioners.</p>

<p>Digital Life Certificate is a biometric enabled digital service for pensioners. Pensioners of Central Government, State Government, EPFO or any other Govt. organizations can take benefit of this facility at doorstep or at any post offices.</p>



<p>The pensioners need not visit office of <a href="https://centralgovernmentnews.com/category/pension/">Pension</a> department or pension disbursing agency for submission of Life Certificate</p>



<ul class="wp-block-list"><li>Completely paperless issuance of Digital Life Certificate with Aadhaar authentication.</li><li>Instant issuance of certificate.</li><li>Service available at nominal fee of Rs. 70 (inclusive of taxes)</li></ul>



<p>Pensioner needs to carry the following information for the generation of the DLC:</p>

<p><strong>No need to step out for submission of Life Certificate: Pensioners may avail Doorstep DLC through IPPB.</strong></p>



<p>In order to avail doorstep service for submission of Life Certificate, one has to download Doorstep Banking App or Post info App from Google Play store. Request for doorstep service for submission of Life Certificate can be placed through any of the App . Doorstep Banking App is being managed by alliance of banks (PSB) and Postinfo App is being managed by D/o Posts through India Post Payments Bank. India Post Payments Bank is providing doorstep service for DLC to all pensioners irrespective of the fact that pensioner is having pension account in any of the bank .</p>

<p>Within 48 hrs, a Postman / Gramin Dak Sevak <a href="https://centralgovernmentnews.com/tag/GDS/" target="_blank" rel="noreferrer noopener"><strong>GDS</strong> </a>will be assigned to collect DLC from home after seeking convenient time of pensioner.</p>



<p><strong>Step &#8211; 7</strong></p>



<p>Keep Aadhaar number, PPO number, details of Pension Disbursing Agency handy when Postman/ Gramin Dak Sevak is visiting for DLC service .</p>



<p><strong>Step &#8211; 8</strong></p>



<p>It may be noted that charge will be paid to postman or Gramin Dak Sevak in cash only, if successful DLC is generated.</p>



<p><strong>Step &#8211; 9</strong></p>



<p>After successful generation of DLC, it will automatically be forwarded to Pension Disbursing Bank and pensioner will not be required to visit bank.</p>



<p><strong>Step &#8211; 10</strong></p>



<p>Pension Disbursing Bank will confirm the acceptance of DLC through SMS within T+2 days on the mobile number linked with pension account.</p>



<h3 class="wp-block-heading">Key points to ensure that DLC is successfully accepted by Pension Disbursing Bank:</h3>



<p>1. Pension account shall be linked with Aadhar number.</p>



<p>2. Check the accuracy of information submitted by Postman / Gramin Dak Sevak w.r.t. Bank Account number and PPO number while generating DLC.</p>

<p>In the present scenario of <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> Pandemic, Employees Provident Fund Organization desires that all the Pensioners should stay safe and stay at home in the prevailing Pandemic situation. Therefore, <a href="https://centralgovernmentnews.com/category/epfo/" target="_blank" rel="noreferrer noopener">EPFO</a> has proactively partnered with Common Service Centre( CSC) to provide facilities to submit Digital Jeevan Pramaan Patra. Further Post offices have also started collection of Digital Jeevan Pramaan. A multi- agency model adopted by EPFO empowers EPS pensioners with choice and autonomy to select the service delivery agency as per their convenience.</p>



<p>In this regard, a key policy change has been brought by EPFO to allow <strong><a href="https://centralgovernmentnews.com/tag/EPS/" target="_blank" rel="noreferrer noopener">EPS</a></strong> pensioners to submit their Digital Pramaan Patra at any time during the year as per their convenience and not just during the months of November &amp; December. The Life Certificate will remain valid for One year from the date of submission. For example, The Digital Life Certificate submitted in November/ December 2019 is valid for release of monthly pension for one year i.e up to November / December 2020, respectively. This pro -pensioner step has been taken to provide hassle free Social Security cover to EPS pensioners.</p>



<p>EPS Pensioners are hereby requested to avoid visiting PF Offices and instead submit Aadhar based Biometric Digital <a href="https://centralgovernmentnews.com/tag/life-certificate/" target="_blank" rel="noreferrer noopener">Life Certificate</a> for Jeevan Pramaan Patra at respective Bank branches, nearest Post Offices or at Common Service Centers, for details about nearest Common Service Centre use link https://locator.esecloud.in. Pensioners only need to carry their mobile, Bank pass book, Pension Payment Order number and Aadhar number. They can also avail this service by contacting their local Postman/ Nearest Post Office. There are 254 post offices and 100 Common Service centers all over Goa providing services of Jeevan Praman Patra.</p>



<p>For bed ridden pensioners or those suffering for infirmity, Goa Office shall make arrangement to collect Life Certificate from their home for availing such facility, Pensioner/his her family members should send a request through email at ro.goa@epfindia gov.in with complete details.</p>



<p>Therefore, EPFO strongly advises the pensioners to visit their Pension disbursing Banks, nearest Post Offices, Common Service Centers to submit the Digital Life Certificate/ Jeevan Pramaan Patra, in this COVID-19 Pandemic situation in order to stay safe.</p>

<p>This is regarding the <strong>provision of Jeevan Pramaan / Digital Life Certificate Services in Assisted Mode through India Post Payments Bank (IPPB)</strong>.</p>



<p>2. With reference to the ongoing engagement between IPPB and DoPPW for providing Jeevan Pramaan/ Digital Life Certificate (DLC) Services through IPPB, we are delighted to inform you that IPPB has made provision for catering to pensioners in the Assisted mode for getting their Digital Life Certificates Services. In the initial phase, IPPB Shall be providing these services at 100 locations in the country. From November 1, 2020, IPPB shall be enabling this service across the national network of DOP, which comprises of over 189,000 Postmen &amp; Gramin Dak Sevaks, equipped with smartphones and biometric devices to provide Doorstep Banking Services for all IPPB services, including Assisted DLC services.</p>

The Assisted DLC service can be availed by any pensioner irrespective of the Pension Disbursing Agency and shall be based on Aadhaar enabled biometric authentication in the DLC application developed by NIC. This service would increase the convenience for the pensioners and also reduce the Turn Around Time (TAT) of issuance of Jeevan Pramaan certificate.</p>

<p>4. We have attached a 1 pager service proposition which can be shared with all Central Government Ministries/ Departments for creating awareness amongst employees and pensioners. We are thankful to the assistance offered by your office in completion of this project and making the service live. Going forward, we seek your assistance in creating the awareness about the availability of the convenient and hassle-free services to the pensioners under the jurisdiction of the department through the following interventions:</p>



<ul class="wp-block-list"><li>Communication to all the Ministries/ Departments, including Railways and Defence, informing about the Assisted Jeevan Pramaan services of IPPB.</li><li>Announcement about the IPPB Jeevan Pramaan service through social media of DoPPW</li><li>SMS intimation to pensioners’ database available with DoPPW</li><li>Communications to the Pensioner’s Associations to avail the benefit of the service from IPPB Postmen/Grameen Dak Sevaks.</li></ul>



<p>5. Considering that the Model Code of Conduct is in-force in Bihar due to State Assembly Elections, Department had approached Election Commission for formal intimation /approval for start of the service across India (except Bihar).  Consequently, the go-ahead has been received from Election Commission and the services are now being rolled out by IPPB in all states except Bihar. Your kind support is once again sought in disseminating the details of the service to all concerned so that Pensioners can benefit from this service.</p>

<h3 class="wp-block-heading">Broad flow of the DLC generation through IPPB:</h3>



<ol class="wp-block-list"><li>Pensioner calls a Postman/ Gramin Dak Sevak <strong><a href="https://centralgovernmentnews.com/tag/gds/" target="_blank" rel="noreferrer noopener">GDS </a></strong>to his/her doorstep or visits the nearest post office. The pensioner can request for a doorstep service through the Post info app/ website of the Department of Posts.</li><li>The Postman/Grameen Dak Sevak, equipped with a smartphone and biometric device, accesses DLC app interface from his/her mobile and assists the pensioner to generate the DLC</li><li>The pensioner provides the required details to Postman/ Gramin Dak Sevak for entry into the application and verifies the provided data through Aadhaar based biometric.</li><li>The Jeevan Pramaan ID is generated based on the valid inputs like PPO number, pension disbursing agency, etc provided by the pensioner and updated directly to the pension disbursing agency.</li></ol>

<p>It 1s to inform that pensioners receiving pension directly from CCA offices via SAMPANN/ FMS have been given relaxation to submit their Life Certificates (LC) in a staggered manner by way of staggering. a pensioner has to submit the Life Certificate within one scar of last submission of in November as per convenience.</p>

<p>2. Further, several such pensioners did not submit <a href="https://centralgovernmentnews.com/tag/life-certificate/" target="_blank" rel="noreferrer noopener">Life certificate</a> in November, 2019 who were due to submit their LCs in the months between February, 2020 and July, 2020 as one-year period was getting over by then keeping in mind the vulnerability of senior citizens to <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">Covid-19</a></strong> pandemic and convenience of pensioners, the timelines for submission of Life Certificates were extended from time to time. The last extension was given till 30th September, 2020 by which pensioners had to submit their Life certificates i.e. for such pensioners, for whom the pension till August has been paid. Additionally, CCA offices had been advised to reach out to pensioners via SMS and calls to ensure submission of the Life certificates on time.</p>



<p>3. Thereafter several additional measures have been taken to facilitate pensioners for submission of Life certificate in Aug-Sep 2020.</p>



<ul class="wp-block-list"><li>I. BSNL has directed its units to set up DLC facility at one CSC in each SSA and the same is being coordinated by CCA offices.</li><li>II. Banks have been asked to provide <a href="https://centralgovernmentnews.com/tag/digital-life-certificate/" target="_blank" rel="noreferrer noopener">Digital Life Certificate</a>/ Life certificate to pensioners having hank account with them. SBI has already directed its branches for the same. Further, list of pensioners- hank branch wise has been circulated among all CCA offices so that pensioners can be assisted.</li><li>III Further, CSC e-Governance Services India Ltd has also been asked to continue its support for generation of DLC across all of the branches of CSCs across India.</li><li>IV. Further, a user friendly video on the process of generation of Life certificate generation has been circulated among CCA offices and Pensioners Associations. It is already hosted on YouTube channel of DOT and the websites of DOT and SAMPANN.</li></ul>



<p>4. In the meantime, in view of the ongoing Covid-19 pandemic and keeping in view of the vulnerability of elderly population to Corona Virus, it has been decided by DoP&amp;PW to extend the existing timeline for submission of Life Certificate vide letter under reference (enclosed)</p>

<p>5. Therefore, in the light of above. I am directed to convey that:</p>



<ul class="wp-block-list"><li>I. Those SAMPANN/FMS pensioners whose Life Certificate would be expiring on 31st October 2020 (1. pension payable till October 2020) or 10th November 2020 (i.e. pension payable till November 2020), may be allowed to submit DLC/LC from 1st November, 2020 onward till 31st December 2020. However, the pensioners in the age group of 80 years and above. in above category. can submit Life Certificate from 1st October, 2020 onwards, to 31st December, 2020. Further. the pension shall continue to be paid by the CCA offices uninterrupted till Dec 2020 in above cases.</li><li>II. Pensioners whose LC/DLC has expired by 30 September 2020 or prior to it (including those who have been given relaxation for submission of LC/DLC by previous orders) may once again be requested to submit their LC/DLC to ensure uninterrupted disbursement of pension.</li><li>III. Pensioners who are due to submit their LC in Jan 2021 – Feb 2021 of onwards, including the BSNL/ MTNL VRS 2019 retirees, may also be motivated for submitting their LC/DLC well in advance as per their convenience to avoid any difficulty in the event of deterioration in local Covid-19 pandemic conditions.</li><li>IV. CCA offices may take all measures to inform the pensioners regarding above measures taken by the department to facilitate the submission of LC/DLC by SMS etc.</li></ul>

<p><strong>What is Jeevan Pramaan/Digital Life Certificate (DLC) ?</strong></p>
<p>Jeevan Pramaan is a biometric enabled Aadhaar-based Digital Life Certificate for pensioners. Jeevan Pramaan i.e DLC is generated for individual pensioner using his/her Aadhaar number and Biometrics.</p>
<p><strong>How is this different from traditional Life Certificate issued by Govt Officers/ </strong><strong>Agencies?</strong></p>
<p>For Jeevan Pramaan (DLC) the pensioner is not required to present himself/ herself personally before the Pension Disbursing Officer. DLC does not have to be submitted physically to the Pension Disbursing Agency ( Bank/Post Office etc ) as it is available to them digitally and. is automatically processed by the Pension Disbursing Agency. Also each DLC has a unique id called the Pramaan-Id.</p>
<p><strong>Is the Pramaan ID / Jeevan Pramaan i.e DLC valid for life ?</strong></p>
<p>The Pramaan ID/Jeevan Pramaan is not valid for life. The validity period of the certificate is as per rules specified by the Pension Sanctioning Authority. Once the validity period is over a new JeevanPramaan Certificate i.e a new Pramaan Id needs to be obtained.</p>
<p><strong>Who is eligible for Jeevan Pramaan i.e Digital Life Certificate ?</strong></p>
<p>A pensioner whose Pension Sanctioning Authority (PSA) is onboarded on to JeevanPramaan is eligible for Jeevan Pramaan. List of onboarded PSA, can be found under &#8216;Circulars&#8217; tab on the https://jeevanpramaan.gov.in portal.</p>
<p><strong>From where can I obtain a JeevanPramaan i.e Digital Life Certificate</strong></p>
<p>You can obtain a DLC from</p>
<ol>
<li>various Citizen Service Centre (CSC) located across India</li>
<li>office of Pension Disbursing Agencies (PDA) such as Post Office, Banks, Treasury etc</li>
<li>It can also be generated from home/any location on a Windows PC/Laptop( ver 7 &amp; above) or Android Mobile ( KitKat &amp; above ), for more details click here</li>
</ol>
<p><strong>What is required, if I want to generate DLC on my PC/Laptop/Mobile</strong></p>
<ol>
<li>A STQC certified Biometric Device is required.</li>
<li>&#8216;RD Service&#8217; of the Biometric Device being used should be installed on the PC/Laptop/mobile.</li>
<li>The &#8216;JeevanPramaan Application&#8217; has to be installed on your PC/mobile. It can be downloaded from the &#8216;Download&#8217; tab from https://jeevanpramaan.gov.in 4. An Internet Connection is required.</li>
</ol>
<p><strong>How can I find a Citizen Service Centre (CSC) ?</strong></p>
<p>You can search nearest CSC by clicking on &#8216;Locate a Centre&#8217; on https://jeevanpramaan.gov.in portal or alternately you can send SMS to 7738299899. The SMS body must start with keyword “JPL” and after space write your pin-code. e.g. JPL 110003 and send it to 7738299899.</p>
<p><strong>What information is required to be provided by a pensioner to generate the Jeevan Pramaan? </strong></p>
<div> The Pensioner has to provide Aadhaar Number, Name, Mobile Number and self declared Pension Related Information like PPO Number, Pension Account number, Bank details, Name of Pension Sanctioning Authority, Pension Disbursing Authority, etc. The pensioner has to also provide his/her biometrics either Iris or Fingerprint. Note : Incorrect information may lead to rejection of the DLC by the authorities.</div>
<p><strong>What is the procedure for generating a JeevanPramaan from a CSC/office of </strong><strong>PDA?</strong></p>
<ol>
<li>Pensioner visits a CSC or office of PDA</li>
<li>He/She provides the required information to the operator. The operator feeds/enters this information into the system i.e JeevanPramaan Application</li>
<li>The pensioner has to then provide his/her biometrics by placing his/her finger on the finger print scanner or eye in front of the Iris scanner.</li>
<li>On successful aadhaar based biometric authentication, JeevanPramaan is generated with a unique id called Pramaan Id.</li>
<li>An acknowledgement message quoting the Pramaan Id is sent as an SMS to the mobile number provided by the pensioner. Note &#8211; The JeevanPramaan/DLC thus generated is subject to approval of the Pension Sanctioning/Disbursing Authority as provided by the pensioner.</li>
</ol>
<p><strong>Do I have to submit the Jeevan Pramaan i.e DLC to my bank/post office etc?</strong></p>
<p>No, You do not have to submit the DLC to the bank/post office/pension disbursing agency. The DLC is automatically available to them electronically.</p>
<p><strong>Can I get my Digital Life Certificate i.e JeevanPramaan downloaded online, after it </strong><strong>is generated?</strong></p>
<p>Yes, once your praman-id is generated, you can download the Digital Life Certificate by following the link https://jeevanpramaan.gov.in/ppouser/login<strong>.</strong></p>
<p><strong>How can I know the status of my Digital Life Certificate, whether it has been </strong><strong>accepted/rejected ?</strong></p>
<p>You need to download the DLC from the https://jeevanpramaan.gov.in portal to know the status.</p>
<p><strong>I have received SMS on my mobile that my JeevaanPramaan is rejected, what should I do?</strong></p>
<p>Contact your Pension Disbursing Agency. JeevanPramaan is rejected in case wrong particulars are provided by pensioner while generating the DLC. It is recommended that a new JeevanPramaan i.e Pramaan-ID be generated by providing all correct information and biometrics.</p>
<p><strong>Is Electronic Jeevan Pramaan i.e DLC a must for the pensioner?</strong></p>
<p>JeevanPramaan i.e DLC is an add on facility to the already existing ways of submission of Life Certificate.</p>
<p><strong>What is the procedure for getting Aadhaar Number?</strong></p>
<p>Contact nearest Aadhaar Enrolment Centre in your city for getting a Aadhaar Number. You can find permanent Aadhaar Enrolment Centres from UIDAI website https://appointments.uidai.gov.in</p>
<p><strong>Is this certificate valid?</strong></p>
<p>Yes, Digital Life Certificate is a valid certificate and recognized under the IT Act. The system benefits the pensioner from having to go before the Pension disbursing Authority to prove that he/she is alive.</p>
