<p>SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:-</p>
<p>(a) whether the Government has revised the ‘Guidelines for conducting written examination for persons with disabilities’ issued by the Ministry on 26th February 2013;</p>
<p>(b) if so, the details of the revision and the reasons therefor;</p>
<p>(c) whether any restrictions have been imposed on educational qualifications of scribe/reader/lab assistant, if so, the details thereof and the reasons therefor;</p>
<p>(d) whether the new guidelines mandate the production of a certificate from the Chief Medical Officer/Chief Surgeon/ Medical Superintendent of a Government Hospital in addition to the disability certificate; and</p>
<p>(e) if so, the details thereof and the reasons therefor?</p>
<p style="text-align: center;"><span style="text-decoration: underline;"><strong>ANSWER</strong></span></p>

<p>(a) &amp; (b) Yes, Sir. The Ministry has issued revised guidelines for conducting written for persons with benchmark disabilities on 29/08/2018 replacing the earlier guidelines issued on 26/02/2013. The revised guidelines were issued on the basis of the recommendations of the Expert Committee constituted on 26/03/2015 to look into the issues raised by UPSC and others relating to implementation of the guidelines for conducting written examination for persons with disabilities</p>
<p>(c) As per Clause VI of the guidelines for conducting written examination for persons with benchmark disabilities issued on 29/08/2018, In case the examining body provides the scribe/reader/lab assistant, it shall be ensured that qualification of the scribe should not be more than the minimum qualification criteria of the examination. However, the qualification of the scribe/reader should always be matriculate or above.</p>
<p>In case the candidate is allowed to bring his own scribe, the qualification of the scribe should be one step below the qualification of the candidate taking examination.</p>
<p>(d) &amp; (e) As per clause IV of the guidelines dated 29/08/2018, the facility of Scribe/Reader/Lab Assistant should be allowed to any person with benchmark disability as defined under section 2(r) of the RPwD Act, 2016 and has limitation in writing including that of speed if so desired by him/her.</p>
<p>In case of persons with benchmark disabilities in the category of blindness, locomotor disability (both arm affected-BA) and cerebral palsy, the facility of scribe/reader/lab assistant shall be given, if so desired by the person.</p>
<p>In case of other category of persons with benchmark disabilities, the provision of scribe/reader/lab assistant can be allowed on production of a certificate to the effect that the person concerned has physical limitation to write, and scribe is essential to write examination on his behalf, from the Chief Medical Officer/Civil Surgeon/ Medical Superintendent of a Government health care institution as per the specified proforma</p>

										<content:encoded><![CDATA[<p><strong>Employment to Differently Abled </strong></p>
<p>Section 34 of the &#8221; The Rights of Persons with Disabilities Act, 2016&#8243; mandates every appropriate Government to appoint in every Government establishment, not less than four per cent of the total number of vacancies in the cadre strength in each group of posts meant to be filled with persons with benchmark disabilities of which, one per cent each shall be reserved for persons with benchmark disabilities under clauses (a), (b) and (c) and one per cent for persons with benchmark disabilities under clauses (d) and (e), namely:-</p>
<blockquote><p>(a) blindness and low vision;</p>
<p>(b) deaf and hard of hearing;</p>
<p>(c) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy;</p>
<p>(d) autism, intellectual disability, specific learning disability and mental illness;</p>
<p>(e) multiple disabilities from amongst persons under clauses (a) to (d) including deaf-blindness in the posts identified for each disabilities.</p></blockquote>
<p>Section 34 of the Act also provides that the reservation in promotion shall be in accordance with such instructions as are issued by the appropriate Government from time to time.</p>
<p>Promotions to the higher grades are made as per provisions of the relevant Recruitment Rules. In some of the Recruitment Rules, provisions exist for promotion either on the basis of seniority in service or through Limited Departmental Competitive Examinations. The candidates, who do not qualify the Limited Departmental Competitive Examination are promoted on the basis of their inter-se-seniority in the feeder grade.</p>
<p>However, in cases where the departmental promotion test is the only mode of promotion, proposal to give promotion on the basis of the seniority or merit in service alone is not under consideration.</p>
<p>This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State for Prime Minister&#8217;s Office, Dr Jitendra Singh in a written reply to question by Shri Chandu Lal Sahu in the Lok Sabha today.</p>

<p>New Delhi: Work is on to make 100 government websites differently-abled friendly and 16 such websites are ready, Union Minister for Electronics &amp; Information Technology Ravi Shankar Prasad said today.</p>
<p>Optical fibre measuring 1.39 lakh kms to connect village panchayats with internet has been laid since last two years as against 398 km from 2011-14 during the UPA.</p>
<p>He claimed nearly 104 crore people, comparable to the size of population of Italy and France, are in the ambit of the Aadhar and mobile connections in India since last two years.</p>
<p>“What is Digital India? We are seeking to bridge the divide between Digital Haves and Digital Have-nots,” he said while listing the achievements of Modi government since last two years.</p>
<p>“Of 125 crore people 104 have Aadhar card. They are digitally verifiable. With one click, you can view your face, your iris and finger-tip. It has happened in a completely secure condition and we have are the first ones to have done this,” Prasad claimed.</p>
<p>He was speaking at the launch of Sugamya Pustakalaya- an online library for persons with visual disabilities.</p>
<p>The online library was launched by Prasad, Union HRD Minister Prakash Javadekar, Union Minister for Social Justice and Empowerment Thaawarchand Gehlot, and his two deputies Krishan Pal Gurjar and Ramdas Athawal.</p>
<p>Books are available in accessible formats for people with visual impairment and other print disabilities.</p>
<p>People can access over two lakhs books in diverse languages, integrating libraries across India and the globe, including the largest international library ‘Bookshare’.</p>
<p>“We have linked ‘divyangjans’ with the common service centres in our country. National Informatics Centre (NIC) is in the process of making 100 Government websites ‘divyang’ friendly of which 16 have already been made ‘divyang’ friendly,” Prasad said, as he urged NGOs and citizens to use ‘My Gov’ to provide valuable inputs on central schemes.</p>
<p>Prasad said in order to help children suffering from autism, an e-learning tool has also been developed by the National Institute of Mentally Handicapped and all the scholarships will be under one banner.</p>
<p>Javadekar said there are 23 lakh people special ability under the Sarva Shiksha Abhiyan.</p>
<p>As the HRD Minister, Javadekar said, he receives invitations for convocations, but he has accepted the first invitation from the University meant for differently abled in Thiruvanathapuram.</p>
<p>Gurjar said people with special abilities don’t need sympathy of the people but deserve their love, affection and support.</p>

<p>The Department of Personnel and Training has informed that as per information submitted on-line by 71 Departments/Ministries, as on 01.01.2013, there were 9341 number of persons with disabilities who were employed in the Departments/Ministries of the Central Government. State/UT-wise information is not compiled.</p>

<p>As per section 46 of the Persons with Disabilities (Equal Opportunities, Protection of justifys and Full Participation) Act, 1995, the appropriate Governments and the local authorities are required to provide for-</p>
</div>
<div></div>
<div>
<p>(a) ramps in public buildings;</p>
</div>
<div>
<p>(b) adaptation of toilets for wheel chair users;</p>
</div>
<div>
<p>(c) braille symbols and auditory signals in elevators or lifts;</p>
</div>
<div>
<p>(d) ramps in hospitals, primary health centers and other medical care and rehabilitation institutions.</p>

<p>All the Ministries/Departments have been requested to comply with this provision. The Ministry of Railways provides concessional fare for various classes of persons with disabilities as under:</p>

<p>Similarly, State Governments have their own schemes for providing concessional fare for persons with disabilities while traveling by the buses owned by State transport undertakings.</p>

<p>As per Section 33 of the Persons with Disabilities (Equal Opportunities, Protection of justifys and Full Participation) Act, 1995, every appropriate Government are required to appoint in every establishment such percentage of vacancies not less than three per cent for persons or class of persons with disability of which one per cent each is reserved for persons suffering from blindness or low vision; (ii) hearing impairment; (iii) locomotor disability or cerebral palsy, in the posts identified for each disability.</p>
