<p>Subject: <strong>Up gradation of pay scale for Laboratory Technicians working in the DGOF Organisation &#8211; Clarifications regarding</strong></p>



<p>Refer OFB ID No. 044/01/15/ NIE/PER/M dated 30.07.2018 &amp; 042/BPMS/CAT/ PER/M dated 25.11.2019 on the above mentioned Subject.</p>



<p>2. Clarification/ comments with regard to (i) the review of ACP/ MACP benefits for awarding Grade Pay Rs. 4600 to Laboratory Technicians in <a href="https://centralgovernmentnews.com/tag/OFB/" target="_blank" rel="noreferrer noopener">OFB</a> Hospitals who has already been awarded ACP-I in the scale of Rs. 5000-8000 corresponding to Grade Pay Rs. 4200 and (ii) grant of Upgraded Pay to Laboratory Technicians who do not possess qualification as per RRs of 2005 have been examined in this Department in consultation with DoP&amp;T and Department of Expenditure, Ministry of Finance. The clarifications in this respect as provided by the <a href="https://centralgovernmentnews.com/latest-dopt-orders-2020/" target="_blank" rel="noreferrer noopener">DOPT</a> &amp; concurred in by Department of Expenditure, Ministry of Finance are as follows</p>

<ul class="wp-block-list"><li>Two Laboratory Technicians, whose case has been referred to the DOPT, would, be eligible to get their pay fixed as on 01.01.2006 under the CCS(RP) Rules, 2006 initially in PB-2, Grade Pay of Rs. 4200/-, being their replacement scale as they fulfil the eligibility norms under the RRs notified in 2005. Thereafter, as per para &#8216;5&#8217; of the <strong><a href="https://centralgovernmentnews.com/category/macp/" target="_blank" rel="noreferrer noopener">MACP</a></strong> guidelines, the 1st ACP earned by them in 2001 in the scale of pay of Rs. 5000-8000 (pre-revised) shall be ignored, and they would be entitled to get their pay refixed as on 01.09.2008 on grant of 1st MACP in PB-2, Grade Pay of Rs.4600/- and further grant of 2nd MACP as on 28.04.2009/03.05.2009, on completion of 20 years of service, in PB-2, Grade Pay of Rs. 4800/-, provided they fulfil the other eligibility norms prescribed under DOPT’s OM dated 19.05.2009, as amended from time to time.</li><li>For the remaining 5 Laboratory Technicians, who do not fulfil the eligibility norms prescribed under the revised Recruitment Rules of 2005, the financial upgradation granted under the erstwhile ACP Scheme, if any, in the pre-revised Day scale of RS. 5000-8000 prior to 0.01.2006 or revised pay scale of PB-2, Grade Pay of Rs.4200/- between 01.01.2006 to 30.08.2008, as the case may be, shall be counted against their entitlement of benefits under the MACP scheme w.e.f. 01.09.2008 and they shall be eligible for only 2nd MACP on completion of 20 years of regular service and that too in PB-2, Grade Pay of Rs. 4600/-.</li></ul>

<p>Sir,<br />
The matter regarding grant of Qualification Pay to eligible Nursing Staff as laid down vide M of H &amp; FW OM No. 11017/4/2008. N dated 15.01.2010 has been under examination at M of  D for some time. It has been decided that eligible Nursing Staff will be granted Qualification Pay as indicaded below :-</p>
<p>2. (a) One increment to the Nursing Staff holding any of the following post Certificate Diploma of 10 months duration or any other 10 months Diploma Course designed and approved by the Indian Nursing Council form time to time.</p>
<p>(i)  Diploma in Nursing Deucation and Nursing administration;<br />
(ii) Diploma in Psychiatric Nursing;<br />
(iii) Diploma in Pediatric Nursing;<br />
(iv) Diploma in Public Health Nursing<br />
(b)  Two increments to the Nursing Staff possessing any of the following qualification :-</p>
<p>(i)   B. Sc.  (Hons.)/B. Sc./Post Basic B. Sc./Post Certificate B. Sc.  In Nursing;<br />
(ii)  Post Graduate Degree in Nursing i.e.,  M. Sc. (Nursing).</p>
<p>3.   Only one/two additional non-absorbable increments are admissible to a Nurse ina particular grade where possession of such qualifications is not required as per Recruitment Rules.</p>
<p>4.  The grant of aforesaid increments is subject to the condition that the concerned Nursing Staff is not required to possess the qualification, for which the incfement is claimed, as a condition of employment and higher initial pay.</p>
<p>5.  The increment to be granted will be 3% of the current basic pay of the Nursing<br />
Staff concerned.</p>
<p>6.  This issues with the concurrence of the Integrated Finance Devision of Ministry of efence vide no.  741/IF/DP.I dated 21.02.2014.</p>

<p>Dear Colleagues,</p>
<p>13th STEERING COMMITTEE (11TH TERM) MEETING OF  JCM III LEVEL COUNCIL OF OFB HELD ON 27.02.2013 AT OFB HQRS, KOLKATTA UNDER THE CHAIRMANSHIP OF DDG/IR. MEMBER/PERS ALSO PARTICIPATED FOR SOME TIME TO HEAR THE VIEWS OF THE STAFF SIDE MEMBERS.</p>
<p>Prior to this meeting, Member/Pers, OFB convened a meeting to discuss the co-relation piece work on revised pay of 6th CPC in continuation of the earlier meeting held on 12.12.12.  In the last meeting three Federations have strongly objected to any reduction in the job rate/Estimates on account of Co-relation in every pay commission.</p>
<p>No conclusion could be arrived taking our views Member/Pers discussed with DGOF &amp; Chairman and then convened this meeting with Federation leaders.</p>
<p><strong>OFFICIAL SIDE PROPOSED THE FOLLOWING PROPOSALS</strong></p>
<p><strong>PROPOSAL – I  </strong>       Rs.5200/- PB-I will be the basic pay for SSK, SK, HS II, HS I and MCM without any reduction.  This minimum of pay Rs.5200/- will be correlated irrespective of the job and skill.</p>
<p><strong>PROPOSAL II  </strong>        Rs.5200/- PB-1 will be co-related to SSK, SK to HSII &amp; I and for MCM Rs.9300 will be co-related as minimum pay but 70% to 80% will be reduced in the earnings.<br />
The above two proposals were totally disagreed by the Federations and submitted the following proposals</p>
<p><strong>PROPOSAL-I     </strong>       Semiskilled is going to be abolished.  Therefore, Skilled Grade PB-I Rs.5200+1900 GP = Rs7100/- should be fixed as Basic Pay for all the grades upto HIS  and for MCM Rs.9300/- should be co-related for piece work without any reduction in Rates/Estimates In addition, annual movements and allowances should be paid as separate elements without linking to piece work.</p>
<p>Further 3 ¼ hours between 44 ¾ and 48 Hrs in a week, piece workers should be paid OT Allowance on Time Wages at par with Day Workers.</p>
<p>After prolonged deliberations, to contain the cash out go, the following proposal was mutually agreed subject to the approval of DGOF &amp; Chairman in consultation of Finance division/OFB and will be forwarded to  M of D</p>
<p><strong>For Skilled, HS Grd-II</strong>         Rs.5200 will be taken as minimum of pay for calculating Hourly rate and HS Grd –I for all the correlated piece work For MCM    Rs.9300/- will be taken as minimum of pay for calculating the Hourly rate.</p>
<p>The Demand of payment of OT for 3 ¼ hours to Piece workers has to be paid for which a separate case will be submitted to Government of Indian, Ministry of Defence. This has to be approved by Defence Finance, DOP&amp;T, Ministry of Defence.  This has to be approved by Defence Finance, DOP&amp;T, Ministry of Finance and finally cabinet has to approve for issue of final orders.</p>
<p>To reach a Settlement it was unanimously agreed that there will be no reduction in rates/Estimates.</p>
