Subject: Staff strength in Non- Statutory departmental canteens/ Tiffin rooms functioning from Central Government Offices in Delhi/ Outside Delhi.

The undersigned is directed to say that Office of the Director (Canteen Employees Cadre) is the nodal agency for laying down policies/ guidelines/ instructions on various aspects of Non-Statutory Departmental Canteens and its employees. While formulating any policy for departmental canteens, its data as well as staff strength working in departmental canteens is required.

2. In view of the above the Ministry/ Department is requested to furnish the details of each and every Departmental Canteens under their administrative head along with the staff strength sought as per the Annexure enclosed. Subject: Introduction of healthy and hygienic foods in the Departmental Canteens.

The U.N. General Assembly adopted a resolution, sponsored by India, declaring 2023 as the International Year of Millets. The resolution is intended to increase public awareness on the health benefits of millets and their suitability for cultivation under tough conditions marked by climate change.

2. In line with the resolution adopted by UN General Assembly and in compliance of the instructions received from the Ministry, the undersigned is directed to advise Controllers offices to restrict fried food items and aerated cold drinks in their menu and replace with healthy/ millets based food items in their departmental canteen such as poha, moong dal chilla, upama, rajama wrap, fruit shakes in snacks and khichadi, missi/ bajara roti, dal, seasonal vegetable, curd etc. in lunch.

3. In this context, a copy of Ministry of Personnel & Public Grievances & Pensions, Department of Personnel & Training’s OM no. 4/1/2022-Dir(C) dated 19.09.2022 alongwith copy of DO letter no. Subject: International Millets Year-2023 Video Conference for introduction of healthy and hygienic foods in the Departmental Canteens regarding.

The undersigned is directed to refer to Ministry of Health & Family Welfare’s D.O. letter No.- G.2011/01/2016-HC dated 22.08.2022 (copy enclosed) on the above subject and to say that as per the proposal brought forward by Government of India, the U.N. General Assembly recently adopted a resolution, declaring 2023 as the International Year of Millets. The resolution is intended to increase public awareness on the health benefits of millets and their suitability for cultivation under tough conditions marked by climate change.

2. In view of the above, the departmental canteens are advised to restrict fried food items and aerated cold drinks in their menu and replace with healthy/ millets based food items.

3. In addition, a Video Conference is also proposed to be convened with all the nodal officers of departmental Canteens of Central Government Offices for introduction of healthy and hygienic foods in Departmental Canteens.

4. All the Ministries/ Departments are requested to furnish the details of the respective nodal officer (of the rank of Deputy Secretary/ Director or equivalent) looking after the charge of departmental canteen, who will attend the said Video Conference. The details may also be e-mailed at the ID kb.malhotra@nic.in. This may be given top priority.

Office of the Director (Canteens) being the nodal authority has issued various instructions/ guidelines on various aspects of Non-Statutory Departmental Canteens and its employees. The Orders issued by Office of Director (Canteens) from time to time had been brought together in the compilation “Administrative Instructions on Departmental Canteens in Government Office and Industrial Establishments” (Known as “Green Book”). Since then, certain instructions / orders have been revised and new instructions have also been issued by this Department.

2. It may be mentioned here that the instructions/ guidelines issued by this Department are to be implemented by the administrative Ministries/ Departments of the respective departmental canteens. With a view to provide complete gist of functioning of departmental canteens, the orders issued by this Department till date have been compiled and enclosed herewith for ready reference. All the orders mentioned herein available on DoPT’s website (www.dopt.gov.in => Notification => OM & Orders => Canteen).

3. All the Ministries/ Departments are requested to bring the instructions/ guidelines to the concerned Establishments/ Attached/ Subordinate Offices under their jurisdiction.

Subject: Preventive measures to contain the spread of Novel Coronavirus (COVID-19) – Opening of Departmental Canteens regarding.

The undersigned is directed to refer to OMs of even number dated the 20th April 2020 and 1st September 2020 whereby Departmental Canteens in Central Government Ministries/ Departments/ Offices were directed to be closed.

2. The matter has been reviewed and it has been decided that all Departmental Canteens may be opened. The Canteen employees are to strictly follow hygiene & safety protocols to avoid crowding, especially at the distribution/sale counters. A Standard Operating Procedure (SoP) on preventive measures to contain the spread of COVID-19 in offices, containing provisions specifically in para 4(xxiii) in respect of cafeteria/ canteen/ dining halls, issued by the Ministry of Health & Family Welfare on 13.2.2021 is also available at mohfw.gov.in for strict compliance.

Subject:- Preventive measures to contain the spread of COVID-19 -Closure of Departmental Canteens.

The undersigned is directed to refer to this Department OM of even number dated 20th April. 2020 whereby, as a part of preventive measures to contain the spread of COVID-19, it was decided to close all Departmental Canteens until further orders.

2. As the re-opening of prohibited activities has gradually been allowed, it has been decided to open the Departmental Canteens located in Ministries/ Departments of Government of India in Delhi.

3. All the Ministries/ Departments/ offices as well as the Central Government employees are, therefore, directed to ensure strict compliance of instructions issued by MHA, MoH&FW and DoPT from time to time on social distancing norms and health & hygiene practices etc. The canteen employees may be advised to strictly follow hygiene & safety protocols and to avoid crowding, especially at the distribution/sale counters.

Subject: Non- Statutory Departmental Canteens functioning in Central Government Offices procuring License under Food Safety and Standards Act, 2006 and Rules & Regulations framed there under.

The undersigned is directed to refer to this Department’s D.M. No. 10/1/2004-Dir.(C) dated 30.05.2016 on the above subject and to say that Food Safety & Standards Authority of India has rationalized the license/ registration fee for Departmental tiffin rooms/ canteens functioning in Central Government Offices. All the Non- Statutory departmental tiffin rooms/ canteens having turnover of less than Rs. 12 lakhs per annum would be registered on payment of fee Rs. 100/- per annum and those having turnover of more than Rs.12 lakhs would be licensed on payment of fee Rs. 2000/- per annum.

2. As a facilitation measure, FSSAI is orgainising an on-spot registration camp for departmental canteens having turnover less than Rs. 12 lakhs per annum at FSSAI- HQ on 7th August, 2018. The following documents are required for on-spot registration:-

i) Aadhar Card/ PAN Card
ii) One Passport size photo
iii) Employer ID Card
iv) Fee i.e. Rs 100 (registration fee)

3. All the Ministries/ Departments who have not registered their departmental canteens under Food Safety & Standards Act, 2006 are requested to nominate individual from Canteen Staff for the said on-spot registration camp.

Subject: Training programme of Cook Category for Canteen Employees of Non-Statutory Departmental Canteens – Nominations from Ministries/Departments – regarding.

The undersigned is directed to refer to this Department’s O.M. of even number dated 10th July, 2015 on the subject mentioned above and to say that various Ministries/Deptts. were requested to forward nominations of the canteen employees to impart training. The training programme is mandatory and will be organized in the Institute of Hotel Management/FCIs located across the country. The duration of the training programme would be 6 days. The schedule dates of training programmes would be intimated accordingly. TA/DA for trainees as admissible will be borne by the respective Ministry/Department.
2. The Indian Institute of Hotel Management, Pusa, New Delhi has intimated that they are organising two programmes for Cook Category starting from 18.04.2016 and 25.04.2016 and the dates of subsequent programmes would be informed in due course of time.
3. It is requested that all the Ministries/Department’s may please forward nominations of canteen employees in the enclosed proforma – I to the Department of Personnel and Training by 04.04.2016.
