<p>Subject: <strong>Implementation of recommendations of One-Man Committee on introduction of Children Education Facilitation Allowance for Gramin Dak Sevaks (GDS).</strong></p>



<p>The undersigned is directed to convey the approval of the Competent Authority on recommendations of One-Man Committee on introduction of Children Education Facilitation Allowance for Gramin Dak Sevaks (GDS).</p>



<p>2. Keeping in view the above, it has been decided to issue consolidated instructions on the subject of Children Education Facilitation Allowance as under :-</p>



<ul class="wp-block-list">
<li>(i) The reimbursement of Children Education Facilitation Allowance can be claimed only for the two eldest surviving children with the exception that, in case the second child birth results in twin/multiple birth. In case of failure of sterilization operation, the Children Education Facilitation Allowance would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm</li>



<li>(ii) The amount of reimbursement of Children Education Facilitation Allowance will be Rs.6000/- per annum (fixed) per child. This amount of Rs.6000/- is fixed irrespective of the actual expenses incurred by the GDS. In order to claim reimbursement of Children Education Facilitation Allowance, the GDS should produce a certificate issued by the Head of the Institution for the period,/year for which claim has been preferred. The Certificate should confirm that the child studied in the school during the previous academic year. In case such certificate can not be obtained, self-attested copy of the report card or self attested fee receipt(s) {including e-receipt(s)) confirming/indicating that the fee deposited for the entire academic year can be produced as a supporting document to claim Children Education Facilitation Allowance. The period-/year means academic year i.e. twelve months of complete academic session.</li>



<li>(iii) Children Education Facilitation Allowance can be claimed in a single form only for the two t:ldest surviving children with the exception that, in case the second child birth results in twin/multiple birth (proforma enclosed).</li>



<li>(iv) In case both the spouses are GDS/Government servant, only one of them can avail reimbursement under children Education Facilitation Allowance or CEA (in case of Government servant).</li>



<li>(v) The reimbursement of children Education Facilitation Allowance will be done just once in a financial year after completion of the financial year.</li>



<li>(vi) The reimbursement of children Education Facilitation Allowance shall have no nexus with the performance of the child in his/her class. In other words, even if a child fails in a particular crass, the reimbursement of children Education Facilitation Allowance shall not be stopped. However, if<br />the child is admitted in the same class in another school, although the child has passed out ofthe same class in previous school or mid- session, children Education Facilitation Allowance shall not be reimbursable.</li>



<li>(vii) If a GDS dies while in service, the children Education Facilitation Allowance shall be admissible in respect of his/her children subject to observance of other conditions for its grant provided the wife/husband of the deceased is not engaged as GDS or not employed in service of the central<br />Govt., State Government, Autonomous body, PSU, Semi Government organization such as Municipality, port Trust Authority or any other organization partly or fully funded by the central Govt./state Governments.<br />In such cases the children Education Facilitation Allowance shall be payable to the children till such time the GDS would have actually received the same, subject to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the GDS was working prior to<br />his death and will be regulated by the other conditions, laid down in this OM.</li>



<li>(viii) In case of discharge, dismissal or removal from engagement, Children Education Facilitation Allowance shall be admissible till the end of the academic year in which the GDS ceases to be in engagement due to discharge, dismissal or removal from engagement in the course of an academic year. The payment shall be made by the office in which the GDS worked prior to these events and will be regulated by the other conditions laid down in this OM.</li>



<li>(ix) The upper age limit for Divyaang children has been set at 22 years. In the case of other children the age limit will be 20 years or till the time of passing 12th class whichever is earlier. There shall be no minimum age.</li>



<li>(x) Reimbursement of Children Education Facilitation Allowance shall be applicable for children from class nursery to twelfth, including classes eleventh and twelfth held by the junior Colleges or school affiliated to Universities or Boards of Education.</li>



<li>(xi) Children Education Facilitation Allowance is allowed in case of children studying through &#8220;Correspondence or Distance Learning&#8221; subject to other conditions laid down in this OM.</li>



<li>(xii) The. Children Education facilitation Allowance is admissible in respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/ certificate course from Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the GDS has not been granted Children Education Facilitation Allowance in respect of the child for studies in 11th and 12th standards.</li>



<li>(xiii) In respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Government school or any education institution whether in receipt of Govt. Aid or not, recognized by the Central or State Government or Union Territory Administration or by University or a recognized educational authority having jurisdiction over the area where the institution /school is situated.</li>



<li>(xiv) In case of a Divyaang child studying in an institution i.e. aided or approved by the Central / state Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Facilitation Allowance paid by the GDS shall be reimbursed irrespective of whether the<br />institution is &#8216;recognized&#8217; or not. In such cases the benefits will be admissible till the child attains the age of 22 years.</li>



<li>(xv) The children Education Facilitation Allowance shall be admissible to a GDS while he/she is on duty or is under put off duty or is on leave. provided that during any period which is treated as &#8216;non counted for duty&#8217;, the GDS shall not be eligible for the children Education Facilitation Allowance for that period.</li>
</ul>



<p>3. These above instructions would come into effect from 1st October, 2019. For the current financial year, GDS shall be eligible for CEFA @ Rs.3000/- per child.</p>



<p>4. This issues in consultation with Department of Personnel and Training vide their ID No DoP&amp;T I.D.No. A-27012/02/2018-Estt. (AL) dated 05.09.2018 &amp; Department of Expenditure, Ministry of Finance, ID Note No.7-31/2016-E.III(A) dated 06.09.2019/eFTS 1170513/ 2019.</p>

<h2 class="wp-block-heading"><strong>The salient features of CEA are:</strong>&nbsp;</h2>



<p>(i) CEA/Hostel Subsidy can be claimed only for the two eldest surviving children.&nbsp;(iii) The amount of hostel subsidy is Rs. 6750/- per month.&nbsp;(iv) The reimbursement of CEA for Divyang Children of Government servant shall be payable at double the normal rate of CEA i.e. Rs. 4500/- per month.&nbsp;(v) The CEA and Hostel subsidy is admissible in respect of children studying from three classes before class one to 12th standard in accordance</p>

<p>Applicable for children from class nursery to twelfth, including classes eleventh and twelfth held by the junior Colleges or school affiliated to Reimbursement of Children Education Facilitation Allowance shall be Universities or Boards of Education.&nbsp;</p>



<h3 class="wp-block-heading">CEA Correspondence or Distance Learning</h3>



<p>Children Education Facilitation Allowance is allowed in case of children studying through &#8220;Correspondence or Distance Learning&#8221; subject to other conditions laid down in this OM.&nbsp;</p>



<h3 class="wp-block-heading">Two classes before class one to 12th standard</h3>



<p>Respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/certificate course from The Children Education Facilitation Allowance is admissible in Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the GDS has not been granted Children Education Facilitation Allowance in respect of the child for studies in 11th and 12th standards.&nbsp;</p>



<h3 class="wp-block-heading">Nursery, primary and middle level</h3>

<p>The Department of Pension and Pensioners Welfare in collaboration with Pension Disbursing Banks, Pensioner Welfare Associations, UIDAI and Jeevan Praman has successfully conducted Digital Life Certificate Campaigns in 2022 and 2023. In 2023, the DLC Campaign 2.0 was held in 100 cities and 1.45 crore pensioners submitted their DLC’s. The Department of Pension and Pensioners’ Welfare has notified that the DLC Campaign 3.0 will be held from November 1-30, 2024. The DLC Campaign 3.0 will be held in all District Headquarters and major cities across India. The Pension Disbursing Banks, the Pensioner Welfare Associations, UIDAI and Jeevan Praman will conduct the DLC Campaign in 157 cities. For conducting the DLC Campaign 3.0 in all District Headquarters, the Department of Pension and Pensioners Welfare would coordinate with Department of Posts and India Post Payment Bank and the DLC Campaign 3.0 would be held in all District Post Offices across India.</p>



<p>A preparatory meeting to structure the DLC Campaign 3.0 in all District Post Offices was held by Shri V. Srinivas, Secretary (P&amp;PW) with Shri Sanjay Sharan Director General Postal Services, Smt. Rajul Bhatt Deputy Director General Posts, Shri R.Viswesvaran MD&amp;CEO IPPB, Shri Gursharan Rai Bansal CGM IPPM on 12.9.2024. Senior Officials of Department of Pension and Pensioners Welfare Shri Dhrubajyoti Sengupta Joint Secretary, Shri Ravi Kiran Ubale Director participated in the discussions. It was agreed that District Post Offices will coordinate with Pensioner Welfare Associations Pension Disbursing Banks, UIDAI and Jeevan Praman to conduct the DLC Campaign 3.0 at District Post Offices. Jeevan Praman can be submitted by Pensioners at District Post Offices using Face Authentication from an Android smart phone. The Department of Posts will also provide door-step delivery of services to aged/ inform Pensioners to submit their DLC’s as per requirements. Wide publicity will be given to the DLC 3.0 campaign by spreading awareness through banners, social media, SMS and short videos. UIDAI and MeitY will provide technical support during camps. It is envisaged that the collaboration will broaden and deepen the Government’s efforts for Digital Empowerment of Pensioners and will contribute immensely to their ease of living.</p>

<h3 class="wp-block-heading">Subject: Transfer under Rule-38 cancellation of approved transfer &#8211; reg.</h3>



<p>Madam/Sir,</p>



<p>I am directed to refer to above mentioned subject and to say that it has been observed that many official(s) approved for transfer under online transfer cycle operated in September and December, 2022 are requesting to cancel their approved transfer.</p>



<p>2. Employee has been provided with option to withdraw transfer request migrated / registered on online transfer portal. Further, after provisional allotment on transfer, employee is provided with opportunity to ‘Accept / decline’ approved transfer. However, still employees are requesting for cancellation of approved transfer.</p>



<p>3. Sufficient opportunity is provided to employee to withdraw his transfer request, if he is not willing to avail it. Therefore,&nbsp;<strong>it has been decided that for transfers to be approved during March, 2023 onwards, if an employee seek cancellation of approved transfer, it would be deemed that he / she has availed one chance of transfer</strong>. This provision has also been included in transfer guidelines.</p>



<p>4. Therefore, all employees may be sensitized to arrive to decision of availing transfer registered by them on portal or otherwise and in case they don’t want to get their request considered they should withdraw their requests immediately.</p>



<p>5. In order to provide wider circulation, this letter 1s also being placed on India Post website.</p>

<p>Department of Posts with its omnipresent network of 1.5 lakh Post Offices, has taken &#8220;Har Ghar Tiranga&#8221; Programme to every citizen of the country. Within a short span of 10 days, India Post has sold more than 1 crore National Flags, through Post offices as well as online, to citizens. These Flags have been sold by the Department at a very economical price of Rs. 25/- . For online sale, the Department has provided free doorstep delivery to any address across the country; more than 1.75 Lakh flags have been purchased online by the citizens through the ePost Office facility.</p>



<p>4.2 lakh strong Postal employees across the country have enthusiastically propagated the message of “Har Ghar Tiranga” in cities, towns and villages, in border areas, in LWE Districts, and in mountainous &amp; Tribal areas. Through Prabhat Pheris, Bike  Rally and Choupals sabhas, India Post has taken the message of “Har Ghar Tiranga” to every section of the society. Social Media tools like twitter and facebook have also been extensively used for spreading the message of the programme among digitally connected citizens.</p>



<p>The sale of the National Flag through Post Offices is open till 15 August 2022. Citizens can walk in, to the nearest Post Offices or visit the epost office (<a href="http://epostoffice.gov.in/" target="_blank" rel="noreferrer noopener">epostoffice.gov.in</a>) and obtain their National Flag and become a part of “Har Ghar Tiranga” campaign. Citizens can also take a selfie with the Flag and upload it on <a href="http://www.harghartiranga.com/" target="_blank" rel="noreferrer noopener">www.harghartiranga.com</a> and register their participation in the largest celebration of New India.</p>

<p>The Department proposes to sale of National Flags under &#8220;Har Ghar Tiranga” Campaign from its <a href="https://www.epostoffice.gov.in/" target="_blank" rel="noreferrer noopener">ePostoffice Portal</a>. The customer shall order on this portal, make payment and delivery of Flags shall be effected from the nearest Post Office where Flags are available.</p>



<p>2. A set of broad guidelines for online sale of National Flags through ePostoffice Portal have been framed and are attached herewith for further necessary action at your end.</p>

<h3 class="wp-block-heading">Broad Guidelines for sale/distribution of National Flags through Post Offices under Har Ghar Tiranga Campaign through ePostoffice portal of Department</h3>



<p>1. NIC will make necessary provision on ePostoffice Portal for sale of National Flag of size 20 inches x 30 inches (Without Flag pole) similar to other products such as Gangayal, eIPO, Philately items etc.</p>



<p>2. The sale price of the Flag is Rs. 25/- per piece. There is no GST on the Flag.</p>



<p>3. Sale/distribution of National flag through ePost office Portal will commence on August 2022.</p>



<p>4. Sansad Marg HO has been identified as Nodal Office for receipt of Payment through ePostotfice Portal.</p>



<p>5. NIC will make provision to display a Picture (icon) of Indian National Flag on ePostoffice Portal home page. which will be a hyperlink directing registered user of the Portal to the form for purchase of the National Flag. CEPT will give link on India Post website.</p>



<p>6. Beneath the National Flag picture “Click the image to purchase Flag must be written.</p>



<p>7. In the purchase form, user need to specify address of delivery, quantity of the Flags, (maximum of 5 Flags per customer initially) to be purchased and his/her mobile number.</p>



<p>8. Customer will make payment online for completing the purchase formalities.</p>



<p>9. Customer should be prompted to adhere to the latest Flag code during the purchase. Also Circles and all the agencies involved in the process of Sale/distribution of National Flag would make sure that latest Flag Code regulations are adhered to at all stages.</p>



<p>10. Once order is placed. no cancellation would be possible.</p>



<p>11. The payment by the User will be credited in the Account of Sansad Marg HO through Payment Gateway already available on ePost Office Portal.</p>



<p>12. On completion of payment by User. invoice will be sent to Sansad Marg HO through ePostoffice Portal. On confirmation of pavment. Sansad Marg HO will forward the invoice and address to concerned Circle through email provided by the Circle.</p>



<p>13. As sale/distribution window is very narrow and delivery should be done in minimum possible time; invoices must be transferred to Circles by Sansad Marg HO every two hours on a given day. It is responsibility of Circle SPOC to arrange timely monitoring of incoming invoices and prompt delivery to the addressee.</p>



<p>14. Nodal Officer (SPOC) at Circle will arrange to take out the print of invoices received from Sansad Marg HO.</p>



<p>15. Circle will take necessary action to deliver the National Flag to the concerned customer at their address from the available stock in the Post offices nearest to the addressee.</p>



<p>16. The delivery of National Flag will be made free of cost to customer. Circle/Region/Division will make arrangement for delivery of Flag at the address as mentioned in the invoices received from Sansad Marg HO, under proper acquittance. Tracking facility to this service is not available.</p>



<p>17. Circle will send a report regarding order received. order fulfilled and orders delivered on daily basis without fail through google link provided by BD Directorate</p>

<p>Kindly refer to this of6ce letter of even number dated 03.02.2022, on the subject mentioned above, vide which the instructions issued vide this office letter of even number dated 05.12.2018 were reiterated that &#8220;<strong><em>LSG HSG-II, HSG-I and HSG-I (NFG) posts will be deemed to have been upgraded to these grades only w.e.f the dates they are filled up, ie. from the date the promoted official assumes the charge. Otherwise, the post will remain in the lowest grade</em></strong>&#8220;.</p>



<p>2. In this regard, it is further clarified that <span style="text-decoration: underline;"><strong>the additional (new) posts of LSG, HSG-II, HSG-I &amp; HSG-I (NFG), allocated to the Circles after the Cadre Restructuring, which have not been created by the Circles due to un-availability of eligible officials in feeder grades, shall remain in the lowest grade i.e. Postal Assistant</strong></span> while ensuring that the total sanctioned strength of PA, LSG, HSG-II, HSG-I &amp; HSG-I (NFG), must not exceed the total number of posts in these grades as mentioned in this office letters of even number dated 27.05.2016/10.11.2017.</p>

<ol class="wp-block-list" start="2"><li>The proposal has been examined in this Department and it has been decided to <strong>restrict </strong>the PLB to <strong><span style="text-decoration: underline;">Sixty 60 days wages</span></strong> only in respect of eligible employees of Department of Posts.</li></ol>



<ol class="wp-block-list" start="3"><li>The payment of bonus will be governed by the existing terms and conditions and expenditure on this account will be met from the existing budget provisions for financial year 2021-22 without any additional support from the Government.</li><li>This issues with the approval of Hon&#8217;ble Finance Minister.</li></ol>

<p>Subject: <strong>Regarding submission of Digital Life Certificate (DLCs).</strong></p>



<p>This is regarding the submission of Digital Life Certificate by various Pensioner’s at Jeevan Pramaan Centres (JPCs) in Head Post Offices across the Country</p>



<ol class="wp-block-list" start="2"><li><strong>The facility of submission of Life Certificates by the pensioners aged 80 years and above is to be allowed from 1st October 2021 to 30th November 2021. The remaining pensioner’s may continue to submit their Life Certificate from 1st November 2021 to 30th November 2021.</strong></li><li>In view of the upcoming activity of submission of Digital Life certificate by pensioners to start from 1 Oct 2021, it is requested to do the following:</li></ol>



<ul class="wp-block-list"><li>a) Activate all the Jeevan Pramaan Centre IDs which are currently inactive in your respective Circle.</li><li>b) Establish the Jeevan Pramaan Centres in the Head Post Offices wherein it has not been established, get their Jeevan Pramaan IDs created and ensure that ail Jeevan Pramaan Centre IDs as well as Common Service Centres (CSCs) are activated positively by 20th Sept,2021.</li></ul>



<ol class="wp-block-list" start="4"><li>The official guidelines from Department of Pension and Pensioners Welfare (DoPSPW) regarding submission of DLCs when received shall be circulated in due course</li><li>This issues with the approval of competent authority.</li></ol>
