<p>The Standard Inspection Questionnaire of Branch Post Office and supplementary questions thereon circulated vide this office letter No. 16-03/2019-Inspn. dated 09.08.2019 and letter No. 16-03/2019-Inspn. dated 15.04.2021 respectively with respect to Question No. 36 of Branch Post Office Inspection Questionnaire is ordered to be revised as under with immediate effect:-</p>

<h3 class="wp-block-heading"><strong>Sub: Amendment to Rule 16 (i) and Rule 61 of Post Office Life Insurance Rules, 2011.</strong></h3>



<p>The provisions in connection with settlement of claims arising due to death of insurant by suicide i.e. Rule 16 (i) and Rule 61 of Post Office Life Insurance (POLI) Rules, 2011 has been amended. The amendment provides as follows:</p>



<p>(i) payment of 80% of premia paid or surrender value, whichever is higher, in case of suicide committed before expiry of 1 year from date of acceptance or date of revival, whichever is later, and</p>



<p>(ii) treating suicide cases at par with other death claim cases if suicide committed after 1 year from date of acceptance or date of revival, whichever is later.</p>



<p>2. Accordingly, Gazette Notification amending Rules, 16 (i) and Rule 61 of POLI Rules, 2011 is enclosed (Annexure-]). Illustrations are enclosed as Annexure-II.</p>



<p>3. This instruction may be widely circulated in the Circle for compliance.</p>



<p>This issues with the approval of CGM (PLI).</p>

<h3 class="wp-block-heading">Subject: Digital Data Management &amp; Retention Policy for PLI / RPLI</h3>



<p>1.1 As we are aware, CPCs receive many physical documents in respect of various types of service requests proposal, revival, conversion, commutation, change in nomination/address, loan/assignment, surrender/forced surrender, death/maturity claim etc in connection with PLI/RPLI policy for processing. The documents for new policy comprise of proposal forms, its enclosures like KYC documents, medical reports, age proof, eligibility proof etc. and for other service requests relevant documents as prescribed in respective SoP of the service.</p>



<p>1.2 The relevant information and data contained in the documents received in CPC is entered in the Core Insurance Solution (CIS) system for processing. This leads to generation of digital data in the system. At present all the documents received with any service request are also scanned at CPCs and uploaded in CIS system in electronic form.</p>



<p>1.3 This OM lays down the policy in respect of management and retention of digital data so generated by these documents to be adopted from the date of effect of required changes in the CIS system which will be communicated by PLI directorate separately.</p>



<p>1.4 In respect of management of physical documents at CPCs, ‘Physical Document Management &amp; Record Retention Policy’ is being issued separately.</p>



<h3 class="wp-block-heading">Digital Data Management &amp; Retention Policy for PLI / RPLI</h3>



<p>2.1 Scanning of documents at CPCs and uploading in CIS system shall be regulated as under-</p>

<p>2.2. Data entry in CIS system based on the details furnished in documents by the proposer/policy holder/claimant shall continue to be done in all cases for further processing in system as being done currently irrespective of the fact whether the documents are to be scanned or not.</p>



<p>2.3 Online Proposal form and supporting documents submitted by a proposer directly on the PLI Customer Portal/mobile app shall be processed online The documents so uploaded (attached as part of the proposal) shall be deleted from the CIS system after 5 years from the date of final disposal of claim on the policy by the approving authority in the event of death/maturity/surrender.</p>



<p>2.4 Digitised data i.e. data entry made in CIS system shall not be deleted from the server, except with the approval of CGM PLI.</p>



<p>2.5 All the documents scanned and uploaded in CIS system as prescribed in para 1 above shall be auto deleted after 5 years of the date of final disposal of the claim on the policy concerned by the approving authority thereon.</p>

<h3 class="wp-block-heading"><strong>Subject: Time limit for treating a Speed Post article as ‘lost’ in absence of final delivery status for the purpose of payment of compensation- regarding.</strong></h3>



<p>Reference is invited to BD Directorate OM number 57-07/2016-BD&amp;MD (pt.1) dated 20.12.2018 vide which the maximum period within which a Speed Post article | could be treated as ‘lost’ was fixed as 150 days provided that the complaint was lodged within the period prescribed for lodging the complaint i.e. within 60 days of booking the article. The period of 150 days for treating a Speed Post article as lost was fixed taking into account the time taken for completion of e-search bill inquiry.</p>



<p>2. The matter has been re-examined. As the process of handling and transmission of Speed Post articles have been streamlined in the recent past and more visibility has come in the transmission and delivery of Speed Post articles due to technological upgradation and regular monitoring under MNOP-; it has therefore been decided that the maximum period after which a Speed Post article can be treated as ‘lost’ in the absence of final delivery status for the purpose of payment of compensation, will be 60 days from the date of booking or 30 days from the date of receipt of complaint, whichever is later, provided that the complaint is lodged within the period prescribed in this regard.</p>



<p>The compensation to the sender of the Speed Post article so declared as ‘lost’ will be paid thereafter within a period of 10 days.</p>



<p>3. The action to declare the Speed Post article as ‘lost’ shall be initiated on receipt of complaint with the proof of booking. The sender only can seek compensation prescribed under the rules (Rule 66-B of the Indian Post Office Rules, 1933 as amended on 18-11-2013 on submission of a valid proof of booking. Compensation for loss of the Speed Post article will continue to be paid in accordance with the instructions issued by the Department from time to time.</p>



<p>4. The process of investigation to establish the loss must be carried out by the booking office as per the extant provisions containing in Postal Manual Volume V and instructions issued by the Department from time to time. However, the process of investigation and inquiry to ascertain the cause of loss of the Speed Post article, fixing responsibility and recovery thereof is an internal exercise of the Department and need not be linked to the payment of compensation.</p>



<p>5. In case of insured Speed Post article, the time limit as prescribed in para-2 above will also be applicable and the process of investigation as per the rules and instructions issued by the Department from time to time are to be followed.</p>



<p>6. Due diligence has to be taken within the time line mentioned at para- 2 above to find out the delivery status of the Speed Post article. Due diligence, inter alia includes issue of e- search bill, cross checking with the delivery office, returned to sender office and payment office as the case may be. Delivery office shall ensure cross checking of delivery in the online system as well as manual records and update the status accordingly.</p>



<p>7. The provisions prescribed for registered articles in clause 81 (2) of the Post Office Manual Volume-VIII regarding recovery of whole or part of the contents will also be applicable in case of Speed Post articles.</p>



<p>8. An undertaking shall be obtained from the complainant/sender by the respective payment office that the complainant/sender has not received any payment compensation for the Speed Post article against which claim has been made and that in case of multiple payment comes to notice later, the excess amount shall be refunded by complainant/sender to the payment office or the same will be adjusted against any payments due in favour of the complainant/sender.</p>



<p>9. These instructions will be applicable to. the Speed Post articles booked on and after 01.04.2021.</p>

<p><strong>Subject : Extension of Grant of Advance- Special Festival Package to all approved category of Gramin Dak Sevaks.</strong></p>



<p>The undersigned is directed to say that with a view to enable Gramin Dak Sevak to meet expenses relating to festivals and to encourage spending thereby giving a boost to economic activities, in pursuance of decision taken by the Department in consultation with AS &amp; FA and Department of Expenditure, Ministry of Finance, it has been decided that a special festival package advance will be accorded to all approved category of Gramin Dak Sevaks for any important festivals upto 31st March, 2021 :</p>



<p>(i) Advance of Special Festival Package may be granted to a Gramin Dak Sevak if she/he fulfills the following conditions.-</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(a) <strong><a href="https://centralgovernmentnews.com/tag/GDS/" target="_blank" rel="noreferrer noopener">GDS</a></strong> should be is on duty and engaged regularly.</p><p>(b) The amount of package should not be granted to those GDSs who are going to discharge from engagement within 10 months from the date of sanction of advance.</p><p>(c) Provisionally engaged GDSs and substitute engaged against leave vacancy of GDS will not be entitled to this package.</p><p>(d) GDS who are under Put Off duty-disciplinary proceedings/cases are pending will not be entitled to this package.</p></blockquote>



<p>(ii) Head of office may sanction this festival package on the eve of any important festival to GDS under his administration control. The term “important festival: is clarified as such festivals or one of such festivals as Head of Department may declare in respect of establishment under his/her administration control.</p>



<p>(iii) The amount of the package is Rs5000/- to be paid as advance to Gramin Dak Sevak. This amount is interest-free. The amount would be released through a pre-loaded Rupay Card from SBI. DDQs, on receipt of application from GDS for this package, may process and acquire the prepaid cards from SBI for the issue among the applicants. A detailed SOP issued by the Ministry of Finance, Department of Expenditure vide their OM No. 12/2/2020-E IIA (Pt. dated 13th October, 2020 is enclosed for obtaining these pre-loaded Rupay cards with an amount of Rs.5000/-. The amount paid under this package is recoverable in not more than ten (10) equally installment.</p>



<p>(iv) GDSs are outside of the Civil service of the Union and shall not claim to be at par with Central Government employees on grant/sanction of this Special Festival package.</p>



<p>(v) These order will take effect from the date of issuance of this Office Memorandum and will be in force during the current financial year till 31st March, 2021.</p>



<p>2. This issue has the concurrence of IFW vide their diary No.86 dated 20.01.2021.</p>

<p>In the orders issued in Covid-19 guidelines the officials above 50 years of age and pregnant women were allowed to avail commuted leave without Medical Certificate due to <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">Covid -19</a></strong> pandemic.</p>



<p>The same may kindly be extended further till the Covid-19 Crisis is over as there is no loss to the Department by giving this facility to the elderly officials and pregnant women officials.</p>

<h3 class="wp-block-heading">Subject: Filling of vacancies under Sports quota- regarding.</h3>



<p>Madam / Sir,</p>



<p>I am directed to refer to Directorate’s letters of even number dated 15.05.2019, 05.07.2019, 12.09.2019 and 11.10.2019 regarding filling up of the vacancies earmarked for sports quota in accordance with the instructions issued by the Department of Personnel &amp; Training (DOP&amp;T).</p>



<p>2. Vide aforesaid letter dated 15.05.2019, following was communicated: &#8211;</p>



<p><em>‘<strong>while making recruitment under sports quota, Circles are required to notify such vacancies without restricting them to a specific sport/ discipline or to specific gender. The notification shall invite all meritorious sports persons belonging to approved disciplines and recruitment to these vacancies shall thereafter be made based on criteria stipulated in DOP&amp;T O.M. No. 14034/01/ 2013-Estt. (D) dated 03.10.2013.</strong>”</em></p>

Despite these instructions, references were received from various circles conveying that recruitment of meritorious sport persons in all the approved disciplines included in the instructions of DOPT will hinder development of teams at national level in any particular discipline. Thus, Circles were seeking clarification in this regard.</p>



<p>4. The matter was examined in detail and It was decided by the Competent Authority to obtain the advice of DOP&amp;T in the matter. DOPT has advised as under: &#8211;</p>



<p><em>“<strong>we may advise DoP that their pursuit of participating at major sporting events related to 13 identified sports disciplines has no bearing on appointment of meritorious sportsperson as per O.M. dated 03.10.2013, as the two are separate activities, DoP may participate In events relating to the proposed 13 sports disciplines by forming their own teams.  However, if any post is to be filled under the sports quota, meritorious sports persons relating to any of the 43 discipline are equally eligible to apply for such posts, in terms of O.M. dated 03.10.2013. Such appointment cannot be linked to development of a team to represent DoP at a national level.</strong></em></p>



<p>6. With regard to O.M, dated 03.10.2013, it may be informed to the Administrative Department that the said instructions are issued to provide incentives to already meritorious sportsperson who have achieved in their respective sports in the form of recruitment, promotion, increment etc. No such provision of recruiting sportsperson for formation of team in particular sports discipline is available in the said instructions. Therefore, restricting sports disciplines to 13 (in place of total 43 disciplines given in DoPT instructions) by the AD with the motive of developing team in a particular discipline appears to be denying right to sports persons of other disciplines to get the above mentioned incentives which is not considered to be in consonance with the above mentioned instructions issued by DoPT.”</p>



<p>5. In view of the above, Circles are requested to fill up the vacancies earmarked for sports quota in strict compliance with DOP&amp;T O.M. No. 14034/01/2013 -Estt. (D) dated 03.10.2013, as amended from time to time. Further, Circles may note that DOP&amp;T vide O.M. No. 140341/2013 (D)-Estt. dated 01.09.2020 (copy enclosed) has provided a list of 63 sports disciplines which have been identified for recruitment under sports quota.</p>



<p>6. The notification issued by the circles shall invite applications from meritorious sports persons belonging to all approved disciplines. If any circle has already notified sports quota vacancies for a limited number of sports disciplines and selection of candidates against such notification has not been finalized , such notification may be cancelled forthwith and a fresh notification accordance with the guidelines.</p>



<p>7. Further, as communicated vide letter of even number dated 15.05.2019, field trial shall not be conducted and selection of candidates will be done as per the criteria outlined in the guidelines issued by DOPT from time to time.</p>



<p>8. Circles may take note that no further reference on the issue of restricting the recruitment to a limited sports discipline and conducting field trial shall be entertained by the Directorate.</p>

<h3 class="wp-block-heading"><strong>Sub: Scheme for compassionate appointment &#8211; Relative Merit Points and Procedure for selection.</strong></h3>



<p>Madam / Sir,</p>



<p>I am directed to refer to Department of Posts letter No.37-36/2004- SPB-1/C dated 20.1.2010 on the above subject providing for Relative Merit Points and procedure for <a href="https://centralgovernmentnews.com/tag/compassionate-appointment/" target="_blank" rel="noreferrer noopener">compassionate appointments</a> in the Department of Posts. The matter has been reviewed keeping in view the instructions issued by Department of Personnel and Training, the changes in various factors for calculating Relative Merit Points and the changes in financial status of the family of the deceased employees consequent upon increase in the terminal benefits.</p>



<p>2. The Relative Merit Points (RMP) for assigning weightage to various attributes of the applicants for compassionate appointment have been reviewed. The revised RMP is based on 100 points of 10 variables with provision of additional 15 maximum bonus points for the applicant if she is the widow of the deceased employee/wife of an employee who has retired on medical grounds. The revised RMP to be applied are as laid down in Annexure 1.</p>



<p>3. Periodicity of CRC meeting: In respect of all applications for compassionate appointments received from January to December of a calendar year, the CRC meeting will be held by all circles once in a year, between January to March of the next calendar year.</p>



<p>4. Cut-Off Date: Date of death or date of retirement on medical grounds will be considered as cut off date for the purpose of assessing the indigent condition of the applicant under RMPS for compassionate appointment.</p>



<p>5. Circle specific vacancy: The vacancies to be utilised by a Circle for compassionate appointment in a year should not be more than 5% of the vacancies in Direct Recruitment Quota in Group C Posts in a year.</p>



<p>6. Place of Posting: As far as administratively feasible, applicant appointed on compassionate grounds will be posted at a place as per preference indicated or near his /her home town or in same division in which the applicant is residing, subject to availability of vacancies.</p>

<p>8. Date of effect of these guidelines: These revised guidelines will come into effect from 1st October 2020. Cases recommended by previous CRC to be considered by subsequent CRC will be considered based on these revised point system. All cases closed so far will not be reopened.</p>



<p>9, Instructions issued by DoPT from time to time related to compassionate appointment will continue to be guiding factor while deciding the cases.</p>

<h3 class="wp-block-heading"><strong>(B)&nbsp;<u>Bonus Points</u></strong></h3>



<p><strong>&nbsp;Bonus Points to Widow/Wife:&nbsp;</strong>In addition to the points allotted under RMP, 15 Bonus points will be allotted to applicant if she is the widow of the deceased employee/ wife of an employee who has retired on medical grounds.</p>

<h3 class="wp-block-heading">Subject: Regarding acceptance of withdrawal form (SB-7) with passbook for subsequent deposit/opening of new account for National (Small) savings Schemes in GDS Branch post offices.</h3>



<p>Sir/Madam,</p>



<p>Kindly refer to the SB Order No. 27 /2020, issued vide this office letter No. FS-13/01/2020-FS dated 23.01.2020 for acceptance of cheque in GDS Branch Post Offices. This office has been receiving various references to allow subsequent deposit/ opening of account through withdrawal form(SB-7) as many depositors in GDS Branch Post Offices does not have cheque facility in their PO Savings Account.</p>



<p>2. The issue has been examined in this office in the light of rule 7 of Government Savings promotion General Rules 2018 and relevant procedural rules of POSB (CBS) Manual and the competent authority has decided to allow acceptance of withdrawal form along with SB passbook for subsequent deposit and opening of new accounts in GDS Branch post Offices.</p>



<p>3. However, the process for necessary modification in RICT CBS application/ Finacle may take time. So, in order to facilitate rural customers to open account/ Subsequent deposit at the GDS Branch Post Offices through withdrawal form (SB-7) with passbook, the following guidelines are issued for further necessary action, till the provisions are made available in DARPAN (RICT CBS Application /Finacle).</p>

<p><strong>a) For subsequent deposits in SB/RD/SSA/PPF:-</strong></p>



<ul class="wp-block-list"><li>Subsequent deposit up to Rs.5000/- in SB/RD/SSA/PPF account through withdrawal form (SB-7) procedure prescribed in POSB (CBS) Manual Appendix II para lc(3) should be followed at GDS Branch Post Office.</li><li>For subsequent deposit above Rs. 5000/-, the depositor should submit withdrawal form (SB-7) along with POSB passbook and pay-in-slip along with passbook of SB/RD/SSA or PPF account (for all subsequent deposits).</li><li>On the acquaittance portion (receipt side) of the withdrawal form, the depositor has to write ‘For credit in the Account No …………… in the name of …………… (Signature of depositor)”</li><li>GDS BPM will check withdrawal form and pay-in-slip and with passbooks and check that withdrawal form and pay-in-slip are complete in all respect.</li><li>GDS BPM will examine the withdrawal form and follow the procedure laid down for handling high value withdrawal from savings account in para 4 of Appendix II of POSB CBS Manual and send both passbooks, withdrawal form and pay-in-slip to account office duly entered in BO Journal and BO Daily Account on the date of receipt through BO Account Bag.</li><li>vi) Receipts from SB-28 are to be issued for both the passbooks collected by the GDS Branch Postmaster.</li><li>vi) on receipt of passbooks from Account office, GDS Branch Post office will hand over the passbooks to the depositor after updating details in BOSB Joumal and Bo Journal of relevant scheme. Depositor’s copies ofSB-28 should be taken back and pasted with the office copy.</li></ul>



<p><strong>Procedure to be followed by Account Office.</strong></p>



<ul class="wp-block-list"><li>On receipt of withdrawal form (SB-7), pay-in-slip and passbooks, the account office will follow tire procedure prescribed for credit through transfer from Savings Account laid down in Rule 26(3) of POSB (CBS) Manual.</li><li>Account office should ensure that on acquittance portion (receipt side) of the withdrawal form depositor has written “For credit in the Account No……………….. in the name of …………………..(Signature of depositor)” and signature of depositor tallied with the signatures on application side of the withdrawal form and signatures available in office record/Finacle and both account under same CIF or minor under same guardian CIF.</li><li>Account office should ensure name of depositor in POSB account tallies with the name of depositor of the account in which subsequent deposit is applied.</li><li>After the transaction is complete, Account office will print both passbooks and send back to concerned GDS Branch Post Office duly entered in BO slip on the same day’</li></ul>



<h3 class="wp-block-heading">(b) For Opening of New Account</h3>



<ul class="wp-block-list"><li>For opening of new account (SB/RD/TD/SSA) up to Rs. 5000/- through withdrawal form, procedure prescribed in POSB(CBS) Manual Appendix II para 1(A) should be followed’</li><li>For opening of new account in SB/RD/TD/SSA above Rs. 5000/- or opening of account in PPF/MIS/SCSS/KVP/NSC, the depositor has to submit account opening form, KYC form, KYC documents (if not already submitted), pay in slip along with passbook of POSB account and withdrawal form (SB-7).</li><li>on the acquittance portion (receipt side) of the withdrawal form (SB-7) depositor has to write “for opening’ of new ………………….. (Name of scheme) Account in the name of ……………… (Signature of depositor)”.</li><li>GDS BPM will check withdrawal form and POSB passbook as well as Account Opening Form, KYC form, KYC documents and pay-in-slip and ensure that these are complete in all respect.</li><li>While examining withdrawal form, GDS BPM will follow the procedure laid down for high value withdrawal from savings account in para 4 of Appendix II of POSB CBS Manual’</li><li>Preliminary Receipt, 58-26 is to be issued for opening of new account and receipt from SB-28 is to be issued for the SB passbook collected by the GDS Branch Postmaster’</li><li>GDS BPM will send withdrawal form (SB-7), POSB passbook, Account opening Form, KYC form, KYC documents and pay-in-slip duly entered in BO Joumal and BO Daily Account on the date of receipt through BO Account Bag.</li><li>On receipt of both passbooks (POSB and New Account) from Account office, GDS Branch Post office will hand over the he passbooks to the depositor after updating SS Book, BOSB Joumal. BO Joumal of the relevant scheme and depositor’s copy of 58-26 and SB-28 should be taken back and pasted with the office copy.</li></ul>



<h3 class="wp-block-heading">Procedure to be followed at Account Office</h3>



<ul class="wp-block-list"><li>on receipt of withdrawal form (SB-7), Account Opening Form, KYC form, KYC documents, pay-in-slip and passbook of SB account, Account office should ensure that the depositor is eligible to open new account and name of depositor in POSB Account and in the Account opening Form must be tallied.</li><li>Account office has to ensure that on the acquittance portion (receipt side) of the withdrawal form, depositor has written. For opening of new………………… (name of scheme) Account in the name of ……………..(signature of depositor)” and signature of depositor is tallied with the signatures on application side of the withdrawal form and signatures available in the office record/ Finacle and both account under same CIF or minor under same guardian CIF’.</li><li>Account office will follow procedure prescribed for opening of account and funding through transfer from Savings Account as per Rule 22 of POSB (CBS) Manual. Account should be linked with relevant BO in Finacle CBS Application.</li><li>After opening of account is completed, the Account Office will print new passbook and update SB passbook through Passbook printer and send back both passbooks to concerned GDS Branch Post Office duly entered in BO slip on the same day.</li><li>All accounting entries will be done in Account Office</li></ul>



<p>4. It is requested to circulate this SB Order along with copy of Forms enclosed to all concerned for information and necessary action. The same may also be placed on the notice boards of the Post Offices in public area.</p>

<p>Sub: <strong>Revision of Schedule of engaging Authority Disciplinary Authority and appellate authority for ABPMs and ABPMs/ Dak Sevaks under Rule 31 of the GDS (conduct &amp; engagement) Rules, 2020 for all categories of Gramin Dak Savaks loss.</strong></p>



<p>Ref:- Your office letter No 17-31/2016-GDS dated 28-07-2020.</p>



<p>A kind reference is invited to our letters of even no dated 04-08-2018 in which we had requested this letter to you because the Changes in the Schedule could not have been made without your approval. We have firm belief that our views will be objectively Considered and the changes would be rescinded schedule as existing previously would be restored:</p>



<ol class="wp-block-list"><li>We feel that before bringing about such fundamental changes in the schedule this union which the only union recognized should have been consulted and we would have given constrictive suggestions. Unfortunately this did not happen and the administration brought out the changes unilaterally.</li><li> The Hon‘ble Supreme Court of India observed sometime back that discharge/ dismissal from service is a financial capital punishment. We feel that it being so such punishment is to be awarded by a person who has sufficient experience in person management and jurisprudence. you may agree that it is not for no reasons that cases involving theft, dacoity murder and attempt to murder etc are only to be considered by the district and session Jude who is pretty senior and has vast experience in jurisprudence.</li><li>The schedule as existed earlier was more balanced, judicious for the following reason :</li></ol>

<ul class="wp-block-list"><li>(ii) In case of BPMs only superintends/ divisional heads were empowered to award all penalties including minor punishments Now the power to impose the minor penniless has been vested in the inspectors/ Asst superintends, the inspector are new to the job and have little experience in matters of jurisprudence. The institutional or practical training is hardly enough to give sufficient knowledge and experience. Similarly the Assistant superintendents also do not have much experience in dispensation of justice.</li></ul>



<p>The <a href="https://centralgovernmentnews.com/tag/BPMS/" target="_blank" rel="noreferrer noopener">BPMs</a>, on the other hand have multiple functions to discharge. It is quite natural that some minor genuine and inadvertent mistakes would occur. It officers with little experience are empowered to inflict even minor punishment this that will result in award of several unjustified and improper punishment.</p>



<p>It is all justified thus only the Divisional heads are empowered to consider case involving all punishments including menorahs.</p>



<p>(ii) In case of ABPMs (earlier <strong><a href="https://centralgovernmentnews.com/tag/GDS/" target="_blank" rel="noreferrer noopener">GDS</a></strong> delivery agents, mail carriers etc including such staff in RMS) the inspectors/ Asst superintendents were empowered only to award minor punishments while Divisional head were empower to award major punishments. Now powers to award all punishments including major ones have been vested in inspector/ Asst inspector’s superintendents.</p>



<p>We have disused in sub-para 3(i) above the qualification of the Asst superintendents To empower such authorities even to award “financial capital punishment” does not meet the balance of justice.</p>



<p>We feel that there is every justification for restoration of the earlier provisions.</p>



<p>4. We are aware that there are scopes of filing the appeal or revision petitions. But this a long process and it becomes too late before justice is done and the mental agony and loss suffered during the period is immeasurable.</p>



<p>5. It would be better to find a prevention than to find a cure which, however, proves to be too costly and tortuous.</p>



<p>We, therefore, request you kindly to look into the matter very purposefully, objectively and dispassionately and restore the powers to award all punishments to divisions heads in case of BPMs, in case of ABPMs the powers to award at least major punishments should remain with the divisional heads ie superintends Sr. superintendents. The appellate authorities may be accordingly redesignated.</p>
