<p class="wp-block-paragraph">Constituting the 8th CPC, restoring OPS, releasing the pending/ impounded DA/DR for the eighteen months, and other demands: The Confederation is escalating a phased agitation that will conclude in a mega-rally on November 3rd, 2023.</p>



<p class="wp-block-paragraph">The Confederation of Central Government Employees and Workers is expanding their phased agitation in favour of seven demands as a team with the All India State Government Employees Federation. This includes a big rally in New Delhi on November 3, 2023, with the goal of breaking attendance records. The New Pension Scheme must be revoked, contract workers must be regularised, and privatisation must be halted. Each affiliate has a participation quota, and leaders encourage participants to exceed prior turnout. Affiliates&#8217; financial contributions are critical. The rally represents employee unity and desire to achieve their goals, perhaps altering the Indian labour environment.</p>

<p class="wp-block-paragraph">Dear Comrades,</p>



<p class="wp-block-paragraph">In continuation of the Confederations earlier circular dated 6-9-2023, If is again reiterated that the Confederation along with the All India State Government Employees Federation is conducting phase wise agitation/ programmes in support of seven Demands, as per Declaration of the joint National Convention held at Talkatora Indoor Stadium on 6th December 2022. Currently, State level Convention Seminars are being held everywhere, vehicle jathes are taken out either jointly with AISGEF wherever it is possible or separately by the respective organisations. A mega Rally is scheduled to be held on 3rd November 23 at Ramlila Maiden, all out efforts have to made by all the affiliates or Confederation, State COCS to make the Rally, an historic one terms or the number or participants . Already a Rally on single issue or “SCRAP NPS AND RESTORE OPS“, was held on the same venue on 10th August ,under the banner or JFROPS (NJCA), of which Confederation was a major Constituent and actively participated in the rally.</p>



<p class="wp-block-paragraph">The seven points Charter of Demands in pursuant of which the agitations are going on, and the rally is to be held, are as under ;</p>



<ol class="wp-block-list">
<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Annul PFRDA act, Scrap NPS, Restore OPS.</mark></li>



<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Regularise Contractual/ Outsourced/ Dally waged employees including Health, Education &amp; Postal GDS; fill up all the Vacancies in Central/ State Government Departments &amp; PSUs , urgently.</mark></li>



<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Stop privatisation/ corporatisation or PSUs and Downsizing of Government Departments.</mark></li>



<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Ensure Democratic Trade union rights; Review the derecognition order’s of NFPE, AIPEU Group C &amp; ISROSA</mark></li>



<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Abandon National Educational Programme.</mark></li>



<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Constitute 8th Central Pay Commission; Release the Pending/ Impounded DA/DR for Eighteen Months (from 1-1-20 to 30-6-21).</mark></li>



<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Remove all Rider’s/ Restrictions on Compassionate Employment Assistance Scheme</mark>.</li>
</ol>



<p class="wp-block-paragraph">The quota fixed for various organisations for the 3rd November 23 rally to be organised at RamIlia Maldan.on the call of Confederation and AISGEF. are as under :-</p>



<p class="wp-block-paragraph">1. NFPE : 5000<br />2. ITEF. : 3000<br />3. AUDIT : 1000<br />4. DELHI : 1000<br />5. EPF : 500<br />6. ALL OTHER AFFILIATES:: MINIMUM 50</p>



<p class="wp-block-paragraph">All the affiliates of Confederation have the daunting task of rising up to the occassion. and their leadership should leave no stone unturned to reach out to each and every member explain them the demands and circumstances under which we are agitating, mobilize the rank and file, for participating en mass in the 3rd November 23 rally and make it a grand Success .It should be ensured that participation of member’s from the Confederation must be more than, that was in the previous rally of 10th August . respective organisations must do their level best to fulfill the quota allotted to them .</p>



<p class="wp-block-paragraph">State COCs of Delhi and adjoining state’s have to play a major role in mobilizing the rank and file and bringing them for the Rally, as compared to the other states, wherein it would be difficult to bring members in large numbers, owing to various reasons .</p>



<p class="wp-block-paragraph">Remittance of Quota :: As stated in previous circulars , it is again reiterated that the financial position of the Confederation is very weak , and without fund’s no movement or organisation can be effectively run , huge expenses would be incurred on the proposed program of rally and other activities of the Confederation . General Secretaries of ail the State COCs/All affiliates of the Confederation, are once again requested to kindly remit their “Due quota” of previous year’s,if not paid and the quota for the year of 2023 latest by the 20th October , so that functioning of the organisation could be carried out smoothly and in better way</p>



<p class="wp-block-paragraph">An online meeting of the National Executive Committee of Confederation would be held, soon to review the ongoing campaign programme and also the financial position of the Confederation .</p>

<h3 class="wp-block-heading"><strong>Sub: Notice for observing 01/02/2021 (day of presentation of Central Budget 2021) as CALL ATTENTION DAY BY CENTRAL GOVERNMENT EMPLOYEES</strong></h3>



<p class="wp-block-paragraph">Dear Sir,</p>



<p class="wp-block-paragraph">The Staff Side of the NC-JCM has submitted innumerable representations to your office and also to the office of Secretary DOPT on the various issues agitating the minds of the Central Government Employees and Pensioners. You will appreciate that is the Central Government Employees who kept the Government machinery cunning during the entire COVID-19 LockDown period. Many Central Government Employees because of their exposure to the risk of COVID-19 virus while performing their duty succumbed &amp; death. Their families are suffering since Government has not paid any compensation to them after losing the sole breadwinner. Even the DA / DR being paid to them to compensate for the price rise has been frozen for 18 months without any reason. In this situation the NJCA has decided to observe 1/2/2021 (day of presentation of Central Budget 2021) as CALL ATTENTION DAY BY <a href="https://centralgovernmentnews.com/central-government-employees-news-latest-update/" target="_blank" rel="noreferrer noopener">CENTRAL GOVERNMENT EMPLOYEES</a> by holding demonstration throughout of the county in front of the all the Central Government Establishments / Units / Branches in support of the following major and outstanding demands :</p>



<p class="has-text-align-center wp-block-paragraph"><strong>Demands Of Central Government Employees</strong></p>



<p class="wp-block-paragraph">1. Withdraw the decision to corporatize Railway Production Units, 41 Ordnance Factories, GOCO Model in Army Base Workshops and stop Privatization and Outsourcing of permanent and perennial jobs</p>



<p class="wp-block-paragraph">2. Immediate release of three installments of DA / DR due to the Central Government Employees and Pensioners from 1/1/2020, 1/7/2020 and 1/1/2021.</p>



<p class="wp-block-paragraph">3. Implementation of the assurances given by the Group of Ministers on <strong><a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" rel="noreferrer noopener">7th CPC</a></strong> demands including minimum pay end fitment factor etc.</p>



<p class="wp-block-paragraph">4. Settle all the 7 CPC Anomalies pointed out by the Staff Side of NC &#8211; JCM including the extension of one more option to switch over to 7 CPC, restoration of certain allowances and advances, and grant of two increments while on promotion/ MACP, etc.</p>



<p class="wp-block-paragraph">5. Withdrawal of NPS and restoration of the Guaranteed defined Pension under CCS (Pension) Rules 1973.</p>



<p class="wp-block-paragraph">6. Withdrawal of FR 56(j) which is being misused as a measure of punishment.</p>



<p class="wp-block-paragraph">7. Issue Government Orders on all the demands agreed in the meeting of the Standing Committee of NC JCM and in the 47th Meeting of the NC-JCM</p>



<p class="wp-block-paragraph">8. Settle the demands of the Staff Side with regard to regularization of the absence of the employees during <a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-I9</a> pandemic and Lockdown Period due to non-availability of Public Transport and home quarantine etc.</p>



<p class="wp-block-paragraph">9. Payment of compensation to the Central Government employees who died due to COVID-19 Virus infection.</p>



<p class="wp-block-paragraph">10. Ensure 100% Compassionate Appointment to the wards of the deceased Central Government Employees and those who are medically invalidated from service</p>



<p class="wp-block-paragraph">11. Implement the following Supreme Court Judgments for the similarly placed employees:-<br />(iii) Grant of Notional Increment to these employees who retired/ retiring on. 31st January / 30th of June.<br />(iv) Implementation of <a href="https://centralgovernmentnews.com/latest-macp-orders-from-dopt/" target="_blank" rel="noreferrer noopener">MACP Scheme </a>w.e.f. 1/1/2006</p>



<p class="wp-block-paragraph">12. Payment of Night Duty Allowance to the employees detailed on Nightshift duty without any basic pay ceiling limit</p>



<p class="wp-block-paragraph">13. Reimbursement of the Actual Amount charged by the CGHS empanelled Hospitals for the treatment of COVID-19 infection</p>

<p><strong>Memorandum to be submitted to Hon’ble Prime Minister on 18.06.2016</strong></p>

<p>Subject: <strong>Submission of memorandum for settlement of demands of Central Government Employees.</strong></p>
<p>Hon’ble Sir,<br />
On the call of Bharatiya Mazdoor Sangh, Government Employees National Confederation and Bharatiya Pratiraksha Mazdoor Sangh, this union has observed one week agitation programme in this Defence Establishment from 13.06.2016 to 18.06.2016 for the settlement of long pending demands of Central Government employees in general and Defence Civilians in particulars.</p>
<p>Through this memorandum, we reflect the discontentment prevailing amongst the Central Government employees including Defence Civilians due to lethargic attitude of administrative machineries which have never accepted / respected / adopted the Hon’ble Prime Minister’s ‘3 S’ – Scale, Skill &amp; Speed to resolve the issues of employees. Earlier, we have also observed the demand week from 01.03.2016 to 05.03.2016 on the same issues but no fruitful result has come till date.</p>
<p>In such circumstances, we are re-submitting our charter of demands with hope and request that under your dynamic leadership Govt of India will take necessary action in favour of its own employees forthwith.</p>
<p style="text-align: center;"><strong>The demands are as follows:</strong></p>
<blockquote><p>1. Minimum Pay should be fixed Rs. 24000/- rupees in place of Rs. 18000/-;<br />
2. The fitment formula should be 3.42 in place of 2.57 ;<br />
3. The ratio of minimum Pay and maximum Pay should be 1:10 ;<br />
4. Annual increment should be 5% in place of 3% ;<br />
5. Five financial upgradation should be granted within the period of 30 years of Service under MACP scheme ;<br />
6. Pay Scales of Group ‘C’ employees should be merged and upgraded. Grade Pay 1900 and Grade Pay 2000 should be merged and upgraded to 2400 and Grade<br />
Pay 2400 and Grade Pay 2800 should be merged and upgraded to Grade Pay 2800 ;<br />
7. Risk Allowance, Washing Allowance, Family Planning Allowance should be continued ;<br />
8. HRA should be granted at the rate of 15%, 25% and 35% ;<br />
9. Minimum two increments should be granted at Promotion ;<br />
10. Interest free Advances should be continued ;<br />
11. OTA is being granted to the employees posted in offices, directorates etc at the rate of 12 rupees per hour (on the pay scales of 4 th CPC). OTA should be granted on the Pay Scales of 7 th CPC ;<br />
12. Old Pension Scheme should be restored in place of NPS ;<br />
13. The employees covered under NPS scheme should be benefited with gratuity ;<br />
14. Commuted Pension should be restored on 12th year in place of 15 th year ;<br />
15. CCL related to women employees should not be reduced ;<br />
16. There should not be any educational criteria (High School passed) for grant of compassionate ground appointment ;<br />
17. Benefits of 7 th CPC should be granted to Centre, State and autonomous body employees equally ;<br />
18. Since amendment in Bonus Act has retrospective effect and implemented since 2014, the arrear of 2014-2015 should be granted without any delay ;<br />
19. All the employees should be granted Night Duty Allowance without any ceiling ;<br />
20. In Ordnance Factories all Piece work employees should be paid OTA (Between 44¾ and 48 hours) on their actual Pay instead of minimum Pay ;<br />
21. The employees having equal qualification and same nature of work should be granted equal pay in all ministries ;<br />
22. Examiners working in Quality control department in OFB should be granted Incentive Bonus ;<br />
23. According to 7 th CPC recommendations, civilian employees retiring on same Post or same pay scale should be granted equal Pension ;<br />
24. Wards of employees died in harness are unable to find a Job due to 5% ceiling in compassionate appointment. Therefore, waiting dependants should be granted one time relaxation in compassionate appointment ;<br />
25. The employees of DRDO should be granted the benefit of PRIS ;<br />
26. Trade Apprentices should be taken in job in their respective establishments according to their batch wise seniority.</p></blockquote>
