<p>Respected Sir,</p>



<p>With due regards, your kind attention is invited to the assurances made by higher authorities of Ministry of Defence to the recognised federations of Civilian employees of MoD that the service conditions of employees, who are on deemed deputation for a period of two years in newly incorporated DPSUs, will not be changed and they will be given better options of service conditions in new scenario.</p>



<p>But, those assurances are proving daydreaming at this budding stage. The PLB has always been declared and disbursed before Dussehra festival to the employees of Ordnance Factories, DGQA &amp; DGAQA. But at this time, there is no decision taken on the matter for these employees.</p>



<p>It has come to notice of the federation that DOO has made a proposal for approval of the Ministry only for first six months of previous year i.e. pre-corporatisation period. But for later period of the year, no proposal/ decision has been communicated either by Govt or by the Corporations. There is unrest amongst employees over the issue.</p>



<p>Therefore, you are requested to look into the matter and do the needful to ensure timely payment of PLB, as per existing formula, to the employees of Ordnance Factories, DGQA, DGAQA for the year 2021-22.</p>

<p>Subject: <strong>Extension of benefit of Insurance Scheme as announced by Hon’ble Finance Minister on 26 March 2020 for health workers fighting COVID-19 in Government Hospitals and the health Care Centers to Defence Civilian employees engaged in various essential services for supporting the front warriors of war against Covid-19.</strong></p>



<p>Respected Sir,</p>



<p>With due regards, your kind attention is drawn to the announcements made by Hon’ble Minister of Finance and Corporate affairs Smt.Nirmala Sitharaman on 26/March/2020 whereby it was made public that</p>



<p>“Safai Karmacharis, Ward boys, Nurses, Asha workers, Paramedics, Technicians, Doctors, Specialists and other health workers would be covered by a special Insurance Scheme.</p>



<p>Any health professional, who while treating <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">Covid-19</a></strong> patients, meet with some accident, then she/he would be compensated with an amount of Rs 50 lakh under the scheme.</p>



<p>And all government health centres, wellness centres and hospitals of Centre as well as States would be covered under this scheme. Approximately 22 lakh health workers would be provided insurance cover to fight this pandemic.</p>



<p>Further, it is for your kind information that employees of various Ordnance factories have been deployed to manufacture essential equipment like mask, coverall, sanitizer etc for our front warriors viz. Health professionals, Police personnel, Sanitation workers to protect them from this pandemic.</p>



<p>Ordnance Factory Board (OFB) has designated 285 beds as isolation wards for handling Covid -19 cases in various Ordnance Factories hospitals located in different parts of the country. Sufficient staff has also been engaged for the task.</p>



<p>DRDO employees are also serving the establishment as well as the Nation by manufacturing ventilators and sanitizer.</p>



<p>Besides above, essential duty employees like Durwan, Firefighting staff, Electrical and Maintenance staff etc are being deployed in various defence establishments like MES Depots ,Workshops under Army HQ, Civilian employees under AIR HQ and Naval HQ, DGQA &amp; DGAQA so as to maintain the establishments properly and prepare them for any untoward situation. They are continuing their services/support to Armed forces of India in this vulnerable time so as to prove them “ the strongest” at any situation.</p>



<p>In above circumstances, these employees may expose/ fall prey to this pandemic. Yet they are feeling proud of being part of this war against Covid-19.</p>



<p>Though these employees do not seek any additional favour/ remuneration from their employers, yet in case of any mishappening /accident happens with employees attributed to Covid-19 their families will have to face misery and sufferings.</p>



<p>Therefore, you are requested to extend the benefit of Rs 50 lakhs under Special Insurance Scheme as announced by Hon’ble Finance Minister to <a href="https://centralgovernmentnews.com/category/defence/" target="_blank" rel="noreferrer noopener">Defence</a> Civilian Employees too so as to mitigate the hardships of families of the employees, if any accident attributed to Covid-19 occurs with them while performing their duties.</p>

<p>Subject: <strong>Payment of &#8220;Washing Expenditure&#8221; to Industrial Employees with revised rate. </strong></p>
<p>Respected Sir,</p>
<p>With due regards, it is submitted that the industrial personnel in Min of Defence have been authorized for protective clothing/garments such as water-proofs, warm overcoats, overall, Dangries, Apron and protective accessories such as gum boots, boiler suits, goggles and gauntlets etc. These protective clothing &amp; accessories are being issued to the specified categories whose duties require the issue of these accessories. Protective garments and accessories are provided either as a protection against inclement weather for those who works out-doors or against hazards such as are encountered in factories etc (kindly refer Para 1 &amp; 2 of Chapter 64 &#8211; Staff Amenities, 3rd CPC Report and Para 26.44 of 4th CPC Report).</p>
<p>For the washing of some of these protective clothing garments, all the concerned industrial workers employed in Army Ordnance Corps were granted ‘Washing Allowance’ Rs. 4/ per month per worker and this amount was revised to Rs. 8/- per month vide MoD letter No. 82147/P.CIo/OS- 10A/2876/D(O-II), Dated 08 Sep. 1998 (copy enclosed).</p>
<p>Later, a corrigendum was issued vide MoD Letter No. 82147/P.CIo/OS-10A/1626/D(O-II), Dated 06 May 1999 (copy enclosed) to define that &#8220;Washing Allowance&#8221; mentioned in the letter dated 08.09.1998 will be &#8220;Washing Expenditure&#8221;. In due course, this &#8220;Washing Expenditure&#8221; has been revised on the introduction of subsequent Central Pay Commissions.</p>
<p>Now, on the recommendation of 7th CPC &#8220;Washing Allowance&#8221; being granted for the washing of uniform has been abolished and subsumed in dress allowance in respect of Nurses as per DoE, Min of Fin, Resolution No. 11-1/2016-IC, Dated 06.07.2017. It has to be kept in the mind that the &#8220;Washing Expenditure&#8221; being granted to industrial personnel for washing of protective clothing has not been abolished or subsumed in the dress allowance and there is no mention of &#8220;Washing Expenditure&#8221; in the 7th CPC’s Report or in the Resolution of Govt of India dated 06.07.2017.</p>
<p>In such circumstances, you are requested to take appropriate action so that entitled industrial employees may be granted the &#8220;Washing Expenditure&#8221; unflagging with revised rate.</p>

1. छठे वेतन आयोग की कुछ विसंगतियाँ जैसे एम0ए0सी0पी0 पर चर्चा करते हुए प्रतिनिधि मंडल ने कहा कि छठे वेतन आयोग द्वारा एम0ए0सी0पी0 दितीय ग्रेड पे में दिये जाने के कारण अनेकों विसंगतियाँ पैदा हुयी। एक जैसे कर्मचारियो को अलग-अलग ग्रेड पे में एम0ए0सी0पी0 प्राप्त हुयी &#8212; जैसे औधोगिक कर्मचारियो को 30 वर्ष में सभी को 4600 /- ग्रेड पे मिलना चाहिए था परन्तु कुछ कर्मचारियों का 4200/- कुछ को 2800/- ग्रेड पे मिला जिससे कर्मचारियो में असंतोष है माँग की गयी कि ए0सी0पी/एम0ए0सी0पी0 Promotional grade pay में मिलना चाहिए</p>
<p>वेतन आयोग ने कहा कि विमिन्न मंत्रालयों एवं विभागों से विचार विमर्श करके ए0सी0पी/एम0ए0सी0पी0 की विसंगतियों को दूर किया जायगा।<br />
2. ग्रुप &#8220;सी0&#8221; कं वेतन मानों को मर्ज करते हुए अपग्रेड करने का सुझाव दिया जैसे 1800/- ग्रेड घे को अपग्रेड करकं 1900/- देना और वर्तमान में 1900/- और 2000/- ग्रेड पे को मर्ज करते हुए 2400 /- में अपग्रेड करना, 2400/- ग्रेड पे को 2800/- में अपग्रेड करना, 4600/- और 4800 /- को मर्ज करकं 4800/- ग्रेड पे देना।</p>
<p>वेतन आयोग कं प्रतिनिधि ने कहा कि विमिन्न मंत्रालयों से सुझाव लिये जा रहे है।<br />
3. प्रमोटी और रिकूटी के वेतनमान के वेतनमान एक समान होने चाहिए। छठे वेतन आयोग ने रिकूटी कर्मचारियो के लिये ग्रेड पे अनुसार न्यूनतम पे बैण्ड निर्धारित थे और प्रमोटी कर्मचारी के लिए 3 प्रतिशत पदोन्नति लाभ देने के बाद न्यूनतम से काफी कम रह जाता था।</p>
<p>इस विषय पर वेतन आयोग ने आश्वा‍सन दिया कि ऐसी विसंगतियाँ दूर की जायेगी।<br />
4. वार्षिक वेतन वृद्ध‍ि की विसंगति को दूर करना जिससे प्रत्येक कर्मचारियो को 12 महीने में वेतन वृद्ध‍ि मिलना सुनिश्चित हो। जो कर्मचारी जनवरी से जून के बीच सेवा निवृत्त होते हे जिन्हे एक अतिरिक्त वेतन वृद्वि देकर पेशन का निर्धारण किया जाय क्योंकि वेतन वृद्वि की पात्रता सेवा छ: माह है।</p>
<p>इस पर वेतन आयोग कं प्रतिनिधि ने कोई टिप्पणी नही की।<br />
5. जो कर्मचारी नेवल डाकयार्ड ओर ई0एम0र्ड0 ने छठे वेतन आयोग कं पूर्व एच0एस0 तथा पांचवे वेतन आयोग के पूर्व सीधे एच0एस0-1 में भर्ती होते थे उन्हे एच0एस-1 के वेतनमान अर्थात 2800 /- ग्रेड पे में सीधी भर्ती करना चाहिए।<br />
यह मामला विभागीय है रिक्रूटमेंट नियम के अनुसार विभाग को तय करना होगा।<br />
6. नेवी और एयरफोर्स में कुछ कार्य ऐसे है जिन्हे सैनिक और सिविलियन दोनों कर्मचारी साथ साथ करते हैं उन्हें टेेक्निकल भत्ता दोनों तरह के कर्मचारियों को मिलना चाहिए।<br />
7. एन0पी0एस0 के सम्बन्ध में विस्तृत चर्चा की गयी और कहा गया कि सामाजिक सुरक्षा के नाम पर CCS Pension Rule 1972 के अन्तर्गत पेंशन प्राप्त हो रही थी उसे जारी रखा जाय।</p>
<p>वेतन आयोग ने कहा कि यह सरकारी योजना है जिसे वेतन आयोग बदल नहीं सकता। एन0पी0एस0 के सम्बन्ध में आप अपने सुझाव दे सकते हैं।<br />
प्रतिनिधि मंडल ने कहा कि सर्वोच्च नयायालय के सितम्बर 2012 के निर्णय के अनुसार न्यूनतम पेंशन प्रत्येक कर्मचारी को उसक न्यूनतम वेतन के 50 प्रतिशत + मँहगाई भत्ता की गारन्टी अवश्य‍ होनी चाहिए।<br />
वेतन आयोग के सदस्यों ने आयुध निमांणियो, नेवल डाकयार्ड की कार्यप्रणाली पर चर्चा की और कहा कि बहुत से कार्य जैसे स्यीपिंग आदि आउटसोर्सिग के द्वारा होनी चाहिए । इस प्रस्ताव का विरोध करते हुए बी0पी0एम0एस0 प्रतिनिधि मंडल ने कहा कि आउट सोर्सिंग से उत्पादो की गुणवक्ता पर सीधा असर पडता है इसलिये आउटसोर्सिग को रोका जाना चाहिए। वेतन आयोग ने कहा कि वेतन बृद्रि के सापेक्ष उत्पादकता Efficiency मॅ बृदि होनी चाहिए। प्रतिनिधि मंडल ने कहा कि उत्पादक ईकाईयों को Long Term work load Users कं द्वारा नही दिया जाता डस लिये उत्पादकता पर प्रभाव पडता है सरकार यदि Long Term work load उपलब्ध करायेगी तो निश्चित रूप से उत्पादकता में पर वृद्धि होगी।<br />
8. मृतक कर्मचारियो के आश्रितों को नौकरी का कोटा कवल 5 प्रतिशत है इसमें वृद्वि की जानी चाहिए।</p>
<p>9. वेतन आयोग की रिपोर्ट जनवरी 2016 से Implement हो और सभी भत्ते, Incentive आदि उसी तिथि से संशोधित किए जाये। वेतन आयोग ने कहा कि हम अपनी रिपोर्ट दिये हुए समय के अन्तर्गत प्रेषित करने का प्रयास करेंगे।</p>
