<h3 class="wp-block-heading">UPGRADATION OF CLASS OF TRAVEL IN RESPECT OF CANDIDATES APPEARING FOR SSB INTERVIEW AND / OR MEDICAL EXAMINATION AND CANDIDATES SELECTED FOR PRECOMMISSIONING TRAINING</h3>



<p>Sir,</p>



<p>1. I am directed to convey the sanction of the Competent Authority to amend the following provisions as contained in the Travel Regulations &#8211; 2014:-</p>



<p><strong>FOR</strong></p>



<p><strong>192 (3)(a)(i)(a) Civilian candidates called up for interview and / or medical test will be entitled to the following allowances within Indian limits:</strong><br />(a) One second class single fare for a journey performed by rail or road mileage at the rate laid down in Rule 61 at par with individual drawing grade pay of, Rs 2400/- to Rs 2800/- for journeys performed by road from the normal place of residence to place of interview and / or medical examination and return where Government transport is not provided. Where considered necessary or advisable, &#8211; the authority calling up a candidate for interview may issue railway warrant by second class for the journey to be undertaken by the candidate. Such railway te warrants will be issued by the shortest route. No cash TA will be paid in addition.</p>



<p><strong>192(3)(b)&nbsp;Candidates selected to join the National Defence Academy,&nbsp;</strong><strong>Khadakvasla, OTA, Chennai / Gaya, IMA, Dehradun and Naval Academy,&nbsp;</strong><strong>Kochi will be provided with conveyance as under:</strong></p>



<p>(i) Civilian candidates will be issued with second class warrants, but if this is not possible for want of time, they will travel in second class at their own expense and Claim second class fare on arrival at the destination.</p>



<p><strong>192(4)</strong>&nbsp;TA to the extent laid down in clause (3) of this rule will be admissible to the following when called for interview / medical examination:-</p>



<p>(a) Engineering graduates and graduates in agriculture called for permanent / regular commission by Service Selection Board.<br />(b) Medical graduates for regular commission in AMC.<br />(c) Dental graduates for regular commission in Army Dental Corps.<br />(d) Veterinary graduates for permanent / regular commission in RVC.<br />(e) Cadets of Senior Division of Army Wing of NCC for grant of regular commission in the Army.<br />(f) Special entry cadets of the Indian Navy, cadets of Senior Division Naval Wing NCC and Dufferin cadets.<br />(g) Civilian candidates called up for recruitment in the Education Branch of Indian Navy.<br />(h) Candidates called for interview by Air Force Selection Board.<br />(j) Candidates for the regular commission in the Military Nursing Services.</p>



<p><strong>192-A&nbsp;The ex-JCOs and their equivalents in the Navy and Air Force&nbsp;</strong><strong>when called for interview by Deputy Director General, Defence Security Corps&nbsp;</strong><strong>for selection as JCOs in Defence Security Corps will be entitled to:</strong></p>



<p>(a) Free return second class railway warrants within Indian limits.</p>



<p><strong>193 Conveyance to Recruits, Combatants and Non-Combatants (enrolled)</strong></p>



<p>(d) Candidates when called up for interview and medical examination for recruitment as Airman will be entitled to the following TA:</p>



<p>(i) Rail fare by second class from place of residence in India to the place of interview and back. If the placed are not connected by rail, actual bus fare will be admissible.</p>



<p><strong>194&nbsp;Travelling Allowance to individuals accepted as a candidate for direct&nbsp;</strong><strong>commission in the rank of JCO</strong></p>



<p>An individual accepted as a candidate for direct commission in the rank of JCO and ordered to join with a view to his nomination for a direct commission in entitled to 2nd class rail fare from home to the station where the unit is located. Road Mileage. Allowance at prescribed rate is admissible in respect of journeys by road if the placed are not connected by rail.</p>



<p><strong>196&nbsp;Conveyance to Ordnance Factories Personnel when called for interview&nbsp;</strong><strong>/ selection<br /></strong>Personnel of the Ordnance Factories, when permitted compete with outsiders for appointments in any posts in the ordinance factories and called for interview by a Selection Committee, will be granted 2nd Class rail fare.</p>



<p><strong>197&nbsp;Conveyance to Personnel for Scientific / Technical posts in Defence&nbsp;</strong><strong>Production / Inspection and R&amp;D Organisation</strong></p>



<p>Candidates called for interview in connection with appointment to Scientific / Technical posts | Establishments / Laboratories under the Defence Producation / Inspection Organisation, Research and Development Organization / Director General of Ordnance factory Organization, will be granted 2nd class railway fare from their normal place of residence to the place of interview and back When return tickets at concessional fare are available under the Railway Rules in force at the time of travel, reimbursement will be restricted to the actual cost of return ticket.</p>



<p><strong>198&nbsp;Travelling Allowance to Scheduled Castes / Tribes / Disabled Ex-</strong><strong>Service Personnel when called up for Interview / Written test for group ‘C’&nbsp;</strong><strong>post</strong></p>



<p>(i) Scheduled Castes / Tribes candidates and disabled ex-Servicemen when called for interview / written tests for appointment to Group ‘C’ advertised posts, recruitment to which is made departmentally i.e. otherwise than through the UPSC., either direct or through employment exchange the recruiting authority may allow such candidates 2nd class rail fares by the shortest route from the Railway Station nearest to their normal place of residence, or from which they normally perform the journey whichever is nearer to the place of interview and back to the same station provides the distance travelled by rail each way exceeds eighty kilometers. No extra charges, if any incurred for reserving seat / sleeping berth in the train will however, be reimbursed to the candidates.</p>



<p><strong>READ</strong></p>

Where considered necessary or advisable, the authority calling up a candidate for interview may issue railway warrant by First Class / AC-IIl / AC Chair Gar for the journey to be undertaken by the candidate. Such railway warrants will be issued by the shortest route. No cash TA will be paid in addition.</p>



<p><strong>192(3)(b)</strong>&nbsp;Candidates selected to join the National Defence Academy, Khadakvasla, OTA, Chennai / Gaya, IMA, Dehradun and Naval Academy, AK Kochi will be provided with conveyance as under:-<br />(i) Civilian candidates will be issued with First Class / AC — III / AC Chair Car warrants, but if this is not possible for want of time, they will travel in First Class / AC — III / AC Chair Car at their own expense and claim First Class / AC — III / AC Chair Car fare on arrival at the destination.</p>

<h3 class="wp-block-heading">Subject : Implementation of the Government decision on the recommendations of the fifth CPC regarding casualty pensionary awards for the Armed Forces Officers and JCOs &amp; Other Ranks.</h3>



<p>Sir,</p>



<p>The undersigned is directed to refer to this Ministry’s letter No. 1(2)/97/D(Pen-C) dated 31st January 2001. In terms of Para 4.1 of this letter, various categories have been enumerated for determining the pensionary benefits for death or disability under different circumstances due to attributable or aggravated by military service causes. One of the circumstances enumerated under Category ‘E’ (f) (ii) of the said para of the above mentioned MoD letter is ‘battle inoculation training exercises or demonstration with live ammunition.</p>



<p>2. Subsequently, it was decided to vide MoD letters No. 1(11)/2006-D (Pen-C)/PC dated 8th September 2009 and No. 1(11)/2006- D(Pen-C)/PC dated 5th March, 2010 that the term &#8216;Battle Inoculation Training Exercises&#8217; would cover the following six categories :</p>



<ul class="wp-block-list"><li>(i) Flying operation involved in rehearsing of war plans and implementation of OP instructions inclusive of international exercises.</li><li>(ii) All combat and Tactical Sorties in preparation of war.</li><li>(iii) Valley flying and missions involving operating at ultra low levels.</li><li>(iv) All operational missions undertaken during peace like Special operations, Live ORP, Recce, Elint, Survey and induction trials of new weapons.</li><li>(v) Missions undertaken in support of troops and security forces deployed in forward areas.</li><li>(vi) Flying missions involving landings on the ALGs.</li></ul>



<p>3. Para 2 of the MoD letter dated 08th September 2009 states that “cases already settled prior to the date of issue of this letter will not be reopened”.</p>



<p>4. The matter has been examined in this Ministry and it has been decided that the flying accidents cases that occurred on or after 01.01.1996 and which fall strictly under six categories mentioned at para 2 above may also be considered for grant of pensionary benefits in terms of MoD letter No. 1(2)/97/D(Pen-C) dated 31.01.2001. Accordingly, Para 2 of the MoD letter No. 1(11)/2006/D (Pen-C)/PC dated 8th September 2009 stands removed.</p>

<p>5. Service Hqrs./Record Offices concerned are advised to re-examine each such case strictly in accordance with six categories mentioned at para 2 above in consultation with PCDA without any deviation.</p>



<p>6. This issues with the concurrence of MoD(Fin/Pen) vide their UO No. 10(4)/2010/FIN/PEN dated 30.06.2021.</p>

<p>All the Authorized Banks involved in disbursement of pension are to draw their attention towards provisions of Section-10, clause 18 (i) of Income Tax as notified vide Ministry of Finance, Department of Revenue, CBDT Notification dated 24th November, 2000. This notification provides for <strong>exemption of application of Income Tax for the pension received by an individual who has been in the service of the Central Government or State Government and has been awarded Gallantry Award</strong> as may be specifically notified by the Central Government from time to time. Family pension received by any member of the family of such individuals is also exempt. The referred clause also clearly indicates that no deduction of income tax should be made in the case of recipients of such awards.</p>



<p>2. Despite these clear provisions of the Act, it has come to notice of this office that the above provision of Income Tax is not being complied with in its letter and spirit by the certain pension disbursing banks.</p>



<p>3. All the pension disbursing banks are, therefore, required to ensure that the Income Tax at source is not to be deducted from pension in respect of Gallantry Awardee as per the provision of Section 10 clause 18(i) of the IT Act, CBDT Notification dated 24th November, 2000. The provision of Income Tax is to be followed scrupulously without fail by all pension Disbursing Banks.</p>

<p>The undersigned is directed to invite attention to Special Army Instructions 2008, Special Navy Instructions 2008 and Special Air Force Instructions 2008.</p>



<ol class="wp-block-list" start="2"><li>Enclosed herewith is the Ministry of Finance, Department of Expenditure OM No. 8-23/2017-E.IIIA dated 28.09.2018 and to say that the provisions contained therein of the said letter, will mutatis-mutandis be applicable to the Defence Services in respect of the following trades and ranks where an element of direct recruitment exists, provided all the conditions and stipulations laid down therein are strictly fulfilled:</li></ol>

<ol class="wp-block-list" start="3"><li>In (AF, Educator Instructor is the only trade where Recruitment Rules provides for Direct Recruitment in the rank of Sgt. Hence, Direct Entry Pay would be admissible only to Sgts of Education Instructor trades As an illustration, if a Col acquires sufficient qualification and re-musters to Education Instructor and thereafter. he is promoted to the rank of Sgt on or after 1.1.2006 and on promotion it the pay is fixed at a rate less than the pay of the Direct Entry of an Education instructor Sgt, his pay would be stepped up to the Direct Entry Pay from the date of promotion on or after 1.1.2006.</li><li>These instructions will be applicable with effect from 01.01.2006.</li><li>This issues with the concurrence of Finance Division of this Ministry vide their Dy. No. 58/AG/PD/2021 dated 25.3.2021 of R.F. No: 2(2)/202C-AG/PD.</li></ol>

<p>MoD vide Para 2 of the <a href="https://centralgovernmentnews.com/date-of-next-increment-rule-10-of-army-air-force-navy-officers-and-military-nursing-service-pay-rules-2017/">OM No.1(20)/2017/ D(Pay/Services) – Part–I dated 02.11.2020</a> has stated that the provisions contained in Para 6 of MoF OM No.4- 21/2017-IC/E/IIIA dated 28.11.2019 will be mutatis – mutandis applicable to the Defence Service Officers also provided all the conditions and stipulations laid down therein are strictly fulfilled.</p>



<p>2. As per the provisions laid down in Para 6 of MoF letter dated 28/11/2019, “The opportunity to exercise of an option for pay fixation under FR 22(I)(a)(1) is available to employees in case of promotional/ financial upgradation. Therefore, the Central Govt Employee promoted on a regular basis/granted financial upgradation on any date other than the date of his/her annual increment in a lower grade and exercises the option under FR 22(I)(a)(1) read with <a href="http://documents.doptcirculars.nic.in/D2/D02est/13_02_2017-Estt.Pay-I-27072017.pdf" target="_blank" rel="noreferrer noopener">DOPT’s OM No.13/02/2017-Estt.(Pay-I) dated 27/07/2017</a> for fixation of pay from the date of accrual of next increment in the scale of pay in a lower grade, he may be allowed the 1st increment in promotional grade on 1st January /1st July as the case may be after completion of 6 months qualifying service after such fixation on 1st July/1st January (i.e. the date of increment in lower grade) on the analogy of Deptt of Expenditure’s OM dated 31/07/2018. The next increment, thereafter, shall, however, accrue only after completion of one year”.</p>



<p>3. In light of the above provisions contained in Govt orders, this office is taking action to grant the first increment on completion of six months qualifying service in promotional grade, after fixation of pay on promotion from DNI, in respect of officers who have already exercised their option on promotion and also those who have re- exercised their option by 01/12/2020 as per ibid MoD letter. This work is being carried out in a phased manner.</p>



<p>4. This is put up for the kind information of the Army Officers, so that raising of queries on the above issue by the officers, may please be minimized/ avoided.</p>

<p>Please refer <a href="https://centralgovernmentnews.com/latest-dopt-orders-2021/" target="_blank" rel="noreferrer noopener">DOP&amp;T </a>OM bearing F.No.11013/08/2013 -Estt.(A-III) dated 31.08.2015and communication cited under reference containing guidelines regarding representation from Government servants on service matters.</p>



<p>2. As per existing instructions/ guidelines, wherever, in any matter connected with his service rights or conditions, a Government servant wishes to press a claim or to seek redressal of a grievance, the proper course for him is to address his immediate Official Superior, or Head of his Office, or such other authority at the appropriate level who is competent to deal with the matter in the Organization.</p>

<p>3. However, it has been observed that instances of bringing outside as well as political influence by the official and their close relatives in matters like transfer etc. are on the rise.</p>



<p>Such trend has been viewed seriously by the Competent Authority and it has been decided that representation received through proper channel will only be entertained and other representation from relatives/other source will be recorded. Further, the officials concerned may be liable for disciplinary action for such transgression and violation of provisions of CCS (Conduct) Rules, 1964.</p>

<h2 class="wp-block-heading">Special cash package equivalent in lieu of Leave Travel Concession Fare for Armed Forces Personnel &#8211; Covid-19</h2>



<p>1) Government of India, Ministry of Defence letter No. 12647/LTC/2020-21/Mod C/229/D (Mod)/2020 dated 11.11.2020, conveying sanction of the Competent Authority for extending the provisions of Ministry of Finance, Department of Expenditure E II (A) Branch, New Delhi OM F.No.12 (2)/2020-E II (A) dated 12/10/2020, (04/11/2020, 10/11/2020 &amp; 25/11/2020) to the Armed Forces personnel and to allow reimbursement of cash package equivalent of Leave Travel Concession to the Armed Forces personnel comprising of Leave Encashment and deemed <a href="https://centralgovernmentnews.com/category/ltc/" target="_blank" rel="noreferrer noopener">LTC</a> fare of the entitled LTC in lieu of the LTC in the Block of 2020-21 has been received. Service personnel who have already availed LTC in the year 2020 can claim the above incentive till 31/03/2021 for the year 2021 against their due LTC. This order is effective from 12/10/2020.</p>



<p>2) Officers desiring to avail advance for Special cash package equivalent in lieu of Leave Travel Concession Fare may submit their claims online through a facility made available on PCDA (O) Website.</p>



<p>3) Officers who are not having User ID credentials on PCDA (O) Website, may forward the claim manually in the format at Annexure &#8216;A&#8217;. &#8220;Advance for CASH LTC&#8221; should be clearly mentioned on the top of the forwarding letter of the claim.</p>



<p>4) Officers are required to spend the amount under this package as per the conditions mentioned in the Govt. letters i.e purchase of Goods or Services with GST 12% or more and digital payment for the same, cited above, before 31 March 2021.</p>



<p>5) Last date of submission of Final claims duly preferred on contingent bill along with original invoices will be 31.03.2021.</p>



<p>6) Officers who are retiring before 31.03.2021 should submit their vouchers/ bills well in advance so as to settle the final adjustment claims before the date of superannuation.</p>



<p>7) Amount not spent by 31/03/2021 is recoverable along with Penal Interest as per provisions of LTC advance.</p>



<p>8) Final adjustment claim of officers for reimbursement of cash package equivalent of Leave Travel Concession may forward in the format at Annexure &#8216;B&#8217;.</p>

<p>Office of <strong><a href="https://centralgovernmentnews.com/category/cgda/" target="_blank" rel="noreferrer noopener">CGDA</a></strong> may kindly refer UO Note No. AN/VIII/8200/ Recruitment/ Sportsman /XXV /2019-20 dated 19.10.2020 on the subject mentioned above.</p>



<p>2. In this connection it is intimated that Secretary (Coordination), Cabinet Secretariat convened a meeting on 21.10.2020 at 10.30 A.M. through video conference lo discuss the rules/ provisions in MO recruitment/career management of sportsperson in their organization/PSUs.</p>



<p>3. Joint Secretary &amp; Additional FA(AN) attended the meeting and directed to obtain the information on the following issues:</p>



<ul class="wp-block-list"><li>a) No. of recruitment of the meritorious sportsperson made by the Defence Accounts Department in terms of DoP&amp;T OM dated 04.08. 1980.</li><li>b) As on date, in which grade/post, candidates who are recruited as meritorious sportsperson (Group B &amp; C) in Defence Accounts Department are placed. Total no. in each grade to be indicated.</li><li>c) Provision in the existing RRs (Group &#8216;B&#8217; &amp; &#8216;C&#8217;) for the recruitment in r/o of sportsperson in DAD.</li><li>d) Provisions regarding career Progression in the existing RRs in r/o sportsperson.</li></ul>



<p>4. Office of CGDA is requested to furnish requisite information for further action by this Ministry.</p>
