<p>The undersigned is directed to say that the matter regarding extension of CGHS facilities to the Defence Industrial Employees of Naval Dockyard, Mumbai, Central Ordinance Depot, Mumbai and AFMSD, Mumbai at par with the Defence Industrial employees who are availing CGHS facilities in stations other than Mumbai, was under examination in this Ministry.</p>
<p>2. The matter has beep examined in this Ministry in consultation with Ministry of Defence and it has been decided to extend CGHS benefits to Defence Industrial Employees of Naval Dockyard, Central Ordinance Depot and AFMSD in Mumbai</p>
<p>3. This issues with the approval of the Competent Authority.</p>

Respected Sir,<br />
With due regards, your attention is invited to the Anomalies Committee meeting held on 26.12.2016 under the Chairmanship of AS(J) Shri J Rama Krishna Rao wherein we have reflected our concern over the delay in the revision of statutory nature allowance (Over Time Allowance under the Factories Act, 1948) in defence establishments.</p>
<p>In turn, the AS(J) pleased and instructed to resolve the matter of the payment of Over Time Allowance as per revised pay consequent to implementation of 7th CPC recommendations.</p>
<p>Meanwhile, OFB has already submitted its views on the subject matter which is contrary to the statutory provisions and the copy of the OFB’s letter is enclosed for your perusal.</p>
<p>Therefore, you are requested to take necessary action so that the issue of the payment of overtime allowance in defence establishments on the revised pay of 07th CPC may be resolved without further delay.</p>

<p>In continuation to this Ministry’s ID of even no. dated 04.10.2013 it is clarified that the entitlement of earned leave of 30 days would be with effect from 20.07.1998 as the clarification was issued in response to ambiguity being raised to the effect of DOP&amp;T’s order dated 20.07.1998 with regard to entitlement of earned leave as was categorically mentioned in the first paragraph of the ID dated 04.10.2013.</p>

										<content:encoded><![CDATA[<p><strong>Child Care Leave to Female Industrial Employees of Defence Establishments &#8211; Clarification order issued by Dopt</strong></p>

<div style="text-align: justify;">An important clarification order on Child Care Leave to Defence Civilian Female Industrial Employees has been issued by the Department of Personnel and Training today. The order said that the benefit of Child Care Leave to civilian female industrial employees working in Defence Establishments with effect from September 2008. If earned leave availed by these employees between 1.9.2008 and 20.10.2011 may be converted into Child Care Leave.</div>

<p>Subject : <strong>Grant of Child Care Leave to Civilian Female Industrial Employees of Defence Establishments.</strong><br />
The undersigned is directed to refer to this Department OM of even number dated 20.10.2011 on the above subject and to state that it has been decided to extend the benefit of Child Care Leave to civilian female industrial employees working in Defence Establishments w.e.f. 01.09.2008 at par with the non industrial Central Government employees covered by the CCS (Leave) Rules, 1972. Earned Leave, if any availed by these employees between 01.09.2008 and 20.10.2011 specifically for the purpose of taking care of the needs of their eldest two minor children may be converted into Child Care Leave.</p>
<div align="justify">2. All conditions specified in Rule 43-C of the CCS (Leave) Rules, 1972 including the number of days and number of spells have to be fulfilled for conversion of Earned Leave into Child Care Leave.</div>
