<p>Subject:-<strong> One Rank One Pension (OROP) to the Defence Forces Personnel.</strong></p>
<p>Reference:- Gol, MoD letters No. 12(1)/2014/D(Pen/Policy)-Part-II dated 07.11.2015 and 03.02.2016 circulated vide this office Circular No. 555 dated 04.02.2016 and amended vide Circular No. 557 dated 17.03.2016, Circular No. 566 dated 16.09.2016, Circular No. 580 dated 05.07.2017, Circular No. 581 dated 02.08.2017.</p>
<p>A Copy of GoI, MoD letter No. 12(1)/2014/D(Pen/Pol)-Pt-II dated 17.10.2018 which is self explanatory, is forwarded herewith for further necessary action and immediate implementation.</p>
<p>2. Consequent upon issuance of GoI, MoD letter dated 17.10.2018, the tables No. 5, 14, 23, 32, 41, 50, 63, 64, 74, 83 and 92 have been modified to the extant mentioned in ibid Govt. letter. Pension of the affected pensioners may be reviewed and revised according to amended tables. However, if pension revised in these cases according to amended tables w.e.f. 1.7.2014 is less than the pension as on 30.06.2014, the same will not be revised of the disadvantage to the pensioners.</p>
<p>3. Further, in table No. 7, the pension rate of Hony. Nb. Subedar with qualifying service of 13 years has not been protected with reference to the lower rank viz Havildar of same qualifying service i.e. 13 years. As such following amendment may be carried out in tables No. 7.</p>

<p>Sub : <strong>Admissibility of Free Sea Passage to Service Personnel</strong></p>
<p>The case regard admissibility of free sea passage to service personnel at A&amp;N islands was referred to MOD for Clarification. The MOD vide ID Note No.10(8)/2014-D(Mov) dt.22.4.2016 and 7.3.2018 has clarified the LTC/Concession entitlement of the service personnel posted at A &amp; N group of Islands as under:</p>
<p><strong>Service Personnel posted in A &amp;N Islands are entitled for the following LTC/concessions as per various orders:</strong></p>
<blockquote><p>i. Normal LTC under provisions of Rue 177(A/B) and 184 of Travel Regulations.</p>
<p>ii. In addition they are entitled to one additional free passage including sea passage to their SPR/Hometown in terms of GoI MOD letter No.5(30/07/D(Mov)dt.28th April 2010. This has been incorporated under Rule 177© of Travel regulations (2014 edition)</p>
<p>iii. As per GoI MoD letter No.67669/AC/PS 3(a) /1613 /D(Pay/Services) dated 13th March 1973 service personnel and their families are entitled free sea passage appropriate class once a year to Kolkatta/Chennai &amp; back in addition to LTC</p></blockquote>
<p>LTC/concessions / Sea Passage claims of service personnel posted at A &amp;N group of Islands may be dealt with accordingly.</p>

<strong>MoU between Indian Army and HDFC Bank</strong></p>
<p><strong> </strong></p>
<p>A Memorandum of Undertaking (MoU) was signed between the Indian Army and HDFC Bank on the Defence Salary Package on 03 Apr 2018. The first MoU between HDFC Bank and the Indian Army was signed in 2011 and was renewed on 13 Mar 2015. The current MoU is tailor made to suit the requirements of serving soldiers, pensioners and families.</p>
<p>&nbsp;</p>
<p>The signing in ceremony was chaired by the Director General (MP&amp;PS), Lt Gen S K Saini and was attended by the top dignitaries of HDFC Bank headed by Ms Smita Bhagat, Head Government Business and Branch Banking.</p>
<p>&nbsp;</p>
<p>Currently Indian Army has MoUs on Defence Salary Package with 11 public and private sector banks. MoUs are considered for inception and renewal with banks on analyzing their utility and suitability to the requirements of serving soldiers, pensioners and families. Army is hoping that this MoU will benefit a large number of serving and retired Army personnel who are having their accounts with HDFC bank; and also provide them an opportunity to access modern banking facilities.</p>
<p>Under the current MoU apart from other benefits the Army personnel will get free personal accident death cover and free permanent disability cover of Rs 30 lakhs, free educational cover of upto Rs 1 Lakh per year for four years for education of dependent child in case of accidental death of defence personnel and 100% processing fees waived for Car Loans and Personal Loans.</p>

<strong>Raksha Mantri Issues Orders on Matter of Equivalence with Respect to Armed Forces and AFHQ CS Officers</strong></p>
<p>Raksha Mantri Smt Nirmala Sitharaman has issued the following orders with immediate effect:-</p>
<p>Ministry of Defence letter dated 18 October 2016 on the issue of equivalence between Armed Forces Officers and Armed Forces Headquarters Civil Services (AFHQ CS)Officers is withdrawn.<br />
The cadre restructuring of AFHQ CS as approved by the Union Cabinet shall be duly implemented. Designations to be created in consequence of the additional posts sanctioned by the Cabinet will be done in consultation with Service HQs. Local designations assigned both Service and Civilian Officers in Service Headquarters/InterService Organisations (ISOs) is hereby withdrawn. Both Service and Civilian Officers will use their respective cadre designations only.</p>
<p>So far as the Channel of reporting/rendition of Annual Performance Appraisal Report (APAR) is concerned, status quo ante is hereby restored, i.e., the position which existed prior to the issue of MoD letter dated 18 October 2016 shall prevail.</p>

<p>Sub: <strong>Comprehensive transfer policy &#8211; exemption from 5 years service condition &#8211; reg.</strong></p>
<p>Ref: (i) NFIR&#8217;s PNM Item No. 18/2016 and ATS given to Federation on 13th November, 2017.</p>
<p>(ii) Railway Board&#8217;s letter No. E(NG)I-2005/TR/20 dated 10/02/2017.</p>
<p>(iii) NFIR&#8217;s letter No. II/14/Part VII dated 21′ Feb, 2017, 23/02/2017 and 12/04/2017.</p>
<p>(iv) NFIR&#8217;s letter No. II/14/Part VIII dated 15/05/2017.</p>
<p>Kind attention of the Railway Board is invited to NFIR&#8217;s PNM Item No. 18/2016 on the subject and Board&#8217;s letter dated 10/02/2017 wherein relaxation in five years service condition has been granted in certain situations.</p>
<p>Consequent to receipt of representations from the Defence Forces Personnel re-employed in Railways and the widows/widowers appointed on compassionate ground seeking relaxation of five years minimum service condition, Federation vide letters cited under reference had approached the Hon&#8217;ble MR and sought approval for exemption from 5 years service condition to enable those re-employed ex-servicemen and widows/widowers to seek inter railway transfer to join their families and look after children. Thereafter a period of more than six months has passed this genuine demand has not been favourably considered. It is also sad to note that negative stand has been taken by Board while conveying &#8220;ATS&#8221; to the Federation without discussing the PNM Item. Attention is also invited to the General Manager (E), Western Railway&#8217;s letter No. EP/1140/0 Vol. IV dated 02/08/2017 to Railway Board on the subject.</p>
<p>NFIR once again urges upon the Railway Board to kindly review extant instructions and issue revised instructions for exempting 5 years minimum service condition for entertaining inter railway transfer requests of ex-servicemen re-employed in Railways and also the widows/widowers/wards of Railway employees appointed on compassionate ground. Federation also proposes that a separate meeting be convened at the level of &#8220;Member Staff&#8221; to discuss this PNM Item.</p>

<p>Subject: <strong>Grant of Extra Work Allowance (abolition of existing Flight Charge Certificate Allowance) &#8211; decision of the Government on the recommendation of the Seventh Central Pay Commission.</strong></p>
<p>Sir,<br />
I am directed to refer to MoD letter No.1(54)/2008/D(Pay/Services) dated 04.11.2008 and Department of Expenditure OM No.12-3/2016-E.III(A) dated 20.07.2017 and to say that consequent upon the decision taken by the Government on the recommendations of the Seventh Central Pay Commission vide Ministry of Finance Resolution No.11-1/2016-1C, Flight Charge Certificate Allowance has been abolished as a separate allowance and the President is pleased to decide that the eligible personnel shall now to be covered under a New Extra Work Allowance which shall be governed as under:</p>
<blockquote><p>(a) Extra Work Allowance will be paid at a uniform rate of 2% (two percent) of the basic pay per month.</p>
<p>(b) An employee shall receive this allowance for a maximum period of one year, and there should be minimum gap of one year before the same employee is deployed for similar duty again.</p>
<p>(c) This allowance should not be combined, i.e., if same employee is performing two or more such duties and is ellqible for 2 percent allowance for each add-on, then the total Extra Work Allowance payable will remain capped at 2 percent of basic pay.</p>
<p>(d) The other terms and conditions would continue to be applicable along with their admissibility (unless otherwise stated) as mentioned in MoD letter dated 04.11.2008 and otherwise.</p></blockquote>
<p>3. These orders shall take effect from 1st July, 20174.</p>
<p>4. This issues with the concurrence of the Ministry of Defence (Finance) vide their Diary No.446/AG/PD dated 05.10.2017.</p>

<p><strong>Message Regarding 7 CPC</strong></p>
<p>1. &#8220;GoI, MoD has extended sanction of Operation Rhino for a further period of 3 months with effect from 15/06/2017 to 14/09/2017 or till the termination of Op Rhino whichever is earlier&#8221;. Units may publish Part II orders accordingly.</p>
<p>2. &#8220;Govt orders have been received vide SRO No 17(E) dated 06/07/2017 notified in Gazette of India No 14 dated 07/07/2017 and acted upon in Aug 2017. As per the orders, index of rationalization (IOR) of level 12A &amp; 13 of the Defence Pay Matrix has been enhanced from 2.57 to 2.67 for the entry level Pay but the multiplication factor is retained as 2.57. In some cases pay fixed on 01/01/2016 as per revised Pay matrix would be less than that fixed earlier as per SRO 12(E) dated 03/05/2017, leading to recovery in August 2017 pay account. A few examples are cited at Annexure &#8220;A&#8221;.</p>

<p>Subject: <strong>Applicability of the revised pay scales based on the recommendations of the 7th Central Pay Commission in respect of employees of Quasi-Government Organizations, Autonomous Organizations, Statutory Bodies set-up by and funded/controlled by the Central Government-regarding.</strong></p>
<p>All the Financial Advisors of various Ministries/Departments under the Central Government are aware that the recommendations of the Central Pay Commissions are not directly applicable in case of employees of Quasi-Government Organizations, Autonomous Organizations, Statutory Bodies set-up by and funded/controlled by the Central Government. Therefore, once the recommendations of the Central Pay Commissions are accepted and implemented by the Central Government in respect of Central Government employees, separate orders are issued by the Ministry of Finance, Department of Expenditure, regarding extension of the orders applicable to the Central Government employees to the employees of Quasi-Government Organizations, Autonomous Organizations, Statutory Bodies set-up by and funded [controlled by the Central Government, based on the stipulations and conditions laid down therein. This was the practice adopted at the time of the 4th, 5th &amp; 6th Pay Commissions. A reference is made to this Ministry&#8217;s OM No. 7/23/2008~E-IIIA dated 30.9.2008 issued at the time of 6th Central Pay Commission.</p>
<p>2. No orders have so far been issued by the Ministry of Finance, Department of Expenditure in regard to applicability of the orders issued by the Government regarding revised pay scales based on the 7th Central Pay Commission in respect of the employees of Quasi-Government Organizations, Autonomous Organizations, Statutory Bodies set-up by and funded/controlled by the Central Government. The matter is under consideration. As and when a decision is taken regarding applicability of the revised pay scales based on the 7th Central Pay Commission, as accepted by the Government in respect of the Central Government employees, in case of such employees, appropriate orders will be issued for its applicability in respect of employees of Quasi-Government Organizations, Autonomous Organizations, Statutory Bodies set-up by and funded/controlled by the Central Government. Till such time, revised pay scales shall not be extended in respect of such employees.</p>
