<p>Subject: &#8211; <strong>Performing Data Correction, Initiation of Pension Claim and Identification in SPARSH (CIVIL) &#8211; regarding</strong></p>



<p>It has been observed that various Head of Offices/Pay &amp; Audit Offices are not following correct methodology while initiating Data Correction under SPARSH System for Defence Civilians causing delay in processing of the Corrigendum claims and inconvenience to the pensioners. Accordingly, the details methodology for initiation of Data Correction, Initiation of Pension Claims and performing identification on SPARSH is attached at Annexure-A, Annexure-B and Annexure-C respectively for information and following of the given steps while performing above-mentioned activities in SPARSH (CIVIL).</p>

<p><strong>DATA CORRECTION IN SPARSH (CIVIL)</strong></p>



<ol class="wp-block-list"><li>Data correction under SPARSH system will be initiated only for those cases which data has either been migrated in SPARSH and SPARSH PPO has been generated or initial (first) PPO has been notified through SPARSH portal.</li><li>The role of initiation of Data correction has been assigned to three users (service initiator,<br />medical initiator and pay initiator). Users will be decided as per the case and field (component) wherein the correction is required to be carried out.</li><li><strong>Data correction by service initiator user:-<br /></strong>Data correction will be initiated by service initiator user if corrections need in service related<br />fields. After completion of correction by service initiator, the correction claim will be submitted to service verifier for approval. Service verifier will login in SPARSH portal and will go to work list tab where correction claim will be available for verification. After verification, claim will be digitally signed and approved by the Service Verifier. Now the claim will go to Audit user for verification and approval. If correction affects the pay part, this correction claim will go through pay users and after amendment and approval of pay user, it will go to Audit user for verification and approval.</li><li><strong>Data correction by medical initiator user:-<br /></strong>Data correction will be initiated by medical initiator user if corrections need in medical related<br />fields. After completion of correction by medical initiator, this claim will be submitted to<br />medical verifier. Thereafter Medical Verifier will login in SPARSH portal and will go to work<br />list tab where correction claim will be displayed. After verification, claim will be digitally<br />signed and approved by medical verifier. Now this correction claim will go to Audit user for<br />verification and approval.</li><li><strong>Data correction by pay initiator user:-<br /></strong>Data correction will be initiated by Pay Initiator user if correction requires in pay related fields.<br />After completion of necessary correction in pay related fields by pay initiator, this correction<br />claim will be submitted to pay verifier. Pay Verifier will login in SPARSH portal and will go to<br />work list tab where correction claim will be displayed. After verification, claim will be digitally<br />signed and approved by Pay Verifier. Now claim will go to Audit users for verification and approval. If pay correction fields link with service related fields like Rank, MACP, then claim will go through service users for changing according to pay field change and after approval of the same the claim will go to Audit users.</li><li>The documentation required by PAO for Audit purpose in this regard shall be communicated by concerned head of the office to respective PAOs through offline mode.</li><li>A Follow chart of Data correction claim is given below:-</li></ol>

<p>I am directed to refer to this Ministry&#8217;s letter of even number dated 5th September, 2017 on the above subject and to convey the sanction of the<br /> competent authority to the grant of concessions mentioned in this Ministry&#8217;s letter of even number dated 10th Jan 1992 read with this Ministry&#8217;s letter No. 37269/ CI/AG/PS- 3(a)/121/ D(Pay/ Services) dated 14 Jan 1994, as amended, w.e.f. 15th Dec., 2017 to 30th June, 2019 or till the termination of Op Rhino, whichever is earlier.</p>

<p>As per list of Major &amp; Minor Heads of Accounts, recovery on accounts of CGHS contribution should be booked under Receipt Head 0210.01.103.00.00 {code heads 094/16-Defence, 095/16-MoD(Civ) &amp; 098/20-CSD}.</p>
<p>2. However, Test Audit of pay bills pertaining to Defence Civilians in one of our Controller Offices revealed that a recovery of CGHS subscription is being booked under MH-0076, Minor Head 800-Other receipts (code head 01/575/30). Similarly, CGHS contribution of Civilians of Navy and Air Force is being booked under MH-0077, Minor Head 800-other receipts (code head 01/670/30) and Major Head 0078, Minor Head 800-Other receipts (code head 01/710/30) respectively.</p>
<p>3. While your office is booking a significant amount under the code head 094/16, it may be possible that the recovery on account of Defence Civilians not being booked under the appropriate heads.</p>
<p>4. It is therefore, requested to review the booking on account of recovery of CGHS contribution by your office and furnish the practice being followed and code heads being used by your office for booking of said recovery in r/o both DAD &amp; Non-DAD subscribers. The review may be completed by 27.06.2018.</p>

<p>Furthering the Digital India-initiatives of Govt. of India, Principal Controller of Defence Accounts(Pensions), Allahabad has startedissuance of electronic-Pension Payment Orders (e-PPOs) to the pensioners along with their Pension Disbursement Agencies viz., Banks, Defence Pension Disbursement Offices, Post Offices, etc. What began in the first phase, for all Commissioned Officers and JCOs/ORs of Armed Forces from the month of October 2017, has now been extended to all defence pensioners including defence civilians.</p>
<p>Principal Controller of Defence Accounts (Pensions), Allahabad is the sole agency under Ministry of Defence which sanctions Pensions for the Defence Services viz., Army, Coast Guard, Defence Research and Development Organization,General Reserve Engineer Force, Border Roads Organization, Military Engineering Services and other Defence organisations including Defence Account Department and Defence Civilians.</p>
<p>The shift from manual system to e-PPO system is expected to minimize delays in pension disbursement and further revision as and when needed. This initiative also eliminates the occurrence of human errors in data entry at multiple levels.</p>

<p>Subject: <strong>Productivity Linked Bonus for eligible Defence civilians of the Army Ordnance Corps (AOC) for the year 2016-2017.</strong></p>
<p>Sir,</p>
<p>1. I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry &#8216;s letter No.F.24(6)/80/D(JCM), dated 28th September,1983 as amended from time to time, and to convey the sanction of President to the payment of 40 days (Forty Days) wages in cash as PLB for the year 2016-2017 to the eligible civilian employees of the AOC.</p>
<p>2. The entitiement has been worked out on the basis of the working results for the year 2016-2017 in accordance with the agreed formula.</p>
<p>3. The PLB will be paid to all eligible Gp.&#8217;B&#8217; (Non-Gazetted), Gp.&#8217;C&#8217; and Gp.&#8217;D&#8217; civilian employees of AOC who are covered under PLB Scheme for the accounting year 2016-2017. The calculation ceiling of Rs.7000/-(7000*40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.</p>
<p>4. Produuctivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs.1200/-p.m.(1200*40/30.4) for the accounting year 2016-2017,.However, in cases where the actual wages fall below Rs.1200/-p.m., the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.</p>
<p>5. The Expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budjet grant for the year 2017-2018.</p>
<p>6. This issues with the concurrence of the Ministry of Finance (Deptt. Of Expenditure) vide their I.D. No. 300349248/E.III(A)/2017 dated 08.09.2017 and Defence (Finance/AG/PB) vide their Dy. No.149/AG/PB/2017 dated 11.09.2017</p>

<p>Respected Sir,<br />
With due regards, your attention is invited to the Agenda Point No. 65 raised by this federation BPMS in the Steering Committee meeting for the 90th Departmental Council (JCM) (MoD) held on 27.09.2013 {Refer MoD F.No. 5(2)/2013/D(JCM), Dated 24.09.2013}. This federation BPMS submitted that Ministry of Shipping, Road Transport and Highways have issued a notification vide Notice No. NH 11065/12/2003 P&amp;M, dated 15.09.2004 to Secretary, PWD of all States/Union Territories and National Highways Authority of India clarifying that the provisions of Indian Tolls (Army and Air Force) Act, 1901 is applicable to all States and National Highways whereby Army personnel are exempted from paying tolls on roads and highways in the States/Union Territories for their private vehicles irrespective of whether they are on duty or not.</p>
<p>This Federation has firm belief that the defence civilians are also integral part of Defence Forces and they perform their duties in almost similar conditions of uniform personnel without any extra financial benefits. Hence, they (Defence civilians) also deserve to be granted the benefits to some extent on par with uniform personnel.</p>
<p>In this regard, D(Mov) offered its comments (copy enclosed for ready reference) that the subject matter was not being dealt with by D(Mov).</p>
<p>Therefore, you are requested to take appropriate action so that Defence Civilians may also be exempted from paying tolls on roads and highways in the States/Union Territories for their private vehicles.</p>

<p>As per OM No.1-5/2016-IC dated 29.07.2016, the payment of pay and Allowances for the month of August 2016 will be made in August 2016 along with the arrears of pay from 01.01.2016 till 31.07.2016.</p>
<p>In this connection, you may refer to the Gazette Notification notified by Govt. Of India dated 25.07.2016.</p>
<p>The units under your jurisdication may be advised to forward the following documents for pay fixation as per 7th CPC.</p>
<blockquote><p>1. Statement of fixation of pay as per CCS(RP) Rules, 2016 duly filled in and signed by the competent authority.</p>
<p>2. Service Books along with previous approved pay fixation proforma and connected documents.</p>
<p>3. The service Book should be updated in all respects.</p>

<p>HQrs. Office vide their letter No. 5049/AT-P/Vol-XXIII Dated- 16.05.2016 has once again called for data on entollment of Aadhaar in respect of Defence Civilian Employees as well as Pensioners for reviewing the progress of “Digital Life Certificate Scheme”, introduced by GOI in November, 2014.</p>

<p>In the process of reviewing the progress of the Scheme, the Defence Secretary in a meeting on 12.03.2015 has directed that CGDA in consultation with UIDAI, RGI and other agencies would get themselves registered as Registers for Aadhaar enrollment in r/o defence civilians. In this regard, a weekly report was introduced vide CGDA’s letter of even no. dated 31.08.2015. The Weekly Report is required to be furnished to the Nodal Office i.e. O/o the CDA (IDS) New Delhi to reflect the correct number of defence civilians for Aadhar seeding/ Enrollment in the following format w.e.f. 31st of May 2016.</p>

<p>Now all Controllers are also required to submit the ibid report on weekly basis. Since no report in this regard is being endorsed to this office till date, it is requested to forward a copy of the weekly report to enable this office for further action at this end.</p>

<p>Further it is observed that marking of attendance through Aadhaar Enabled Biometric Attendance System [AEBAS] has since been implemented only in a few Branch Accounts Offices under the Organisation of PCA (Fys) Kolkata the Competent Authority has desired information on the present status on the progress of implementation of AEBAS in the Offices under each Branch Controller.</p>

<p>It is, therefore, requested to inform the present status on enrolment of Aadhaar and implementation of AEBAS in the offices under the Group. <p>BPMS writes a letter to Defence Minister regarding compassionate appiontment in the establishments of MoD.</p>

<p>Subject: <strong>Grant of one time relaxation from the ceiling of 5% for compassionate appointment in Ministry of Defence.</strong></p>
<p>Hon’ble Sir,</p>
<p>Through this letter, I would like to invite your attention to the following grievance of Civilian employees working in the Ministry of Defence:-</p>
<p>Govt. of India, DoP&amp;T O.M. No. 14014 / 6 / 94- Estt (D) dated 09th Oct 1998 read with O.M. No. 14014/23/ 99- Estt (D) Dated 03rd Dec 1999 has a provision to give a compassionate appointment to one of the dependent for the survival of his family, if the employee unfortunately dies during his service period; leaving his family behind to survive, but it is limited to 5% of the vacancies. Due to this, a large number of wards are waiting for their appointment on compassionate grounds to look after the family.</p>
<p>Sir, there are 5.85 lakh sanctioned strength of defence civilians but the existing strength is only 3.98 lakh as on 01.01.2014 as mentioned in the report of 07 th CPC. It establishes that there is a deficiency of 1.87 lakh civilian manpower and there are Approx 20 thousands aspirants who are seeking appointment on compassionate grounds.</p>
<p>It is worth to mention here that DoP&amp;T is the competent authority to grant one time relaxation from the limit of 5% vacancies falling under direct recruitment quota in Group ‘C’ post in a recruitment year.</p>
<p>Hence, you are requested to kindly intervene into the matter and issue necessary directives so that DoP&amp;T may grant one time relaxation from the limit of 5% vacancies for compassionate ground appointments in the Defence Installations.</p>
