<h3 class="wp-block-heading">Subject: Productivity Linked Bonus for the Defence civilians employees of the Indian Navy for the financial year 2023-2024.</h3>



<p>Sir,</p>



<p>I am directed to refer to the Productivity Linked Bonus (PLB) Scheme circulated vide this Ministry’s letter No. F-24(9)/80/D(JCM), dated 28th September, 1983 as amended from time to time and to convey the sanction of the President to the payment of 40 days (forty days) wages as PLB for the financial year 2023-2024 to the eligible Defence civilian employees of the Indian Navy.</p>



<p>2. . The entitlement has been worked out on the basis of the working results for the financial year 2023-2024 in accordance with the agreed formula .</p>



<p>3. The PLB shall be paid to all eligible Gp.’B’ (Non-Gazetted) and Gp. ‘C’ civilian employees of Indian Navy who are covered under PLB Scheme for the Accounting Year 2023-2024. The calculation ceiling of Rs.7000/- (7000×40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.</p>



<p>4. Productivity Linked Bonus (PLB) to the casual labourer will be paid at the assumed wages of Rs.1200/-p.m. (1200×40/30.4) for the Accounting Year 2023-2024 . However, in cases where the actual wages fall below Rs.1200/- p.m., the amount will be calculated on the actual monthly wages . The other conditions remain unchanged .</p>



<p>5. The expenditure on this account will be debitable to Defence Service Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the financial year 2024-2025, without any additionality.</p>



<p>6. This issues with the concurrence of the Ministry of Finance (Deptt. of Expenditure) conveyed vide their I.D. Note No 11.04/2020-E.III-A dated 01.11.2024 and MoD(Fin) ID Note No.28028/02/22 -AG/PD dated 01.11.2024 .</p>

<h3 class="wp-block-heading">Subject: Refund of Penal Interest on LTC Claims.</h3>



<p>Sir,</p>



<p>I am writing to request your attention to the matter of the penal interest charged to Group ‘B’ &amp; ‘C’ Defence Civilian employees who had availed LTC to NER, J&amp;K, A&amp;N Islands by air after purchasing tickets from private/ unauthorized travel agents. As you may recall, vide letter No. BPMS / DoP&amp;T/ LTC / 50 (7/2/R), Dated 10.11.2014 this federation requested the DoP&amp;T as well as MOD to consider the issues related to LTC and in turn the Ministry of Defence had sent a proposal to the Department of Personnel and Training (DoPT) on 09.02.2017 seeking a one-time relaxation in this regard.</p>



<p>The DoPT had sympathetically considered the matter and had communicated via I.D. Note No. 43020/2/2016 -Estt.(A-IV), dated 19.02.2020, that such relaxation would be granted with the concurrence of the Financial Advisor of the concerned Ministry/ Department, subject to certain conditions. However, before the relaxation could be granted, the audit authorities had already recovered the advance/ claimed amount along with the charging of penal interest.</p>



<p>Now that the cases have been considered and the claims have been settled by granting one-time relaxation, it is only fair that the penal interest charged to the affected employees be refunded. We request you to kindly initiate the necessary steps to refund the penal interest to those employees whose claims have been allowed by granting one-time relaxation. We hope that you will take swift action in this matter and ensure that justice is done to the affected employees.</p>

<p>Sir,<br />I am to directed-to refer to DoP&amp;T OM No. A-27018/01/2017-Estt.(AL) dated 03rd November, 2020 regarding implementation of Government decision on VIT CPC recommendation on Risk Allowance to the Central Government employees.</p>



<p>2. It has been decided to revise the rates of Risk Allowance to the Defence Civilian employees who are in receipt of Risk Allowance in terms of MoD letter No. 34(1)/99/D(Civ-II)(i) dated 22.05.2002 addressed to R&amp;D/Naval HQ/AHQ/AHO/DGQA; MoD letter No, 34(1)/99/D(Civ-II)(ii) dated 22.05.2002 addressed to OFB; and MoD letter No. 34(1)/99/D(Civ-II) (iii) dated 22.05.2002 addressed to OFB.</p>



<p>3, The revised rates of Risk Allowance are as follows:</p>

<p>Subject: <strong>Payment of Night Duty Allowance on actual pay of 7th CPC, without any ceiling.</strong></p>



<p>Sir,<br />With due regards, it is submitted that this federation has been demanding the removal of the artificial ceiling of Rs. 43600/- for eligibility for Night Duty Allowance in Defence Installations which has been imposed vide DoPT OM dated 13.07.2020. This issue has been raised in the Additional Mechanism meeting of MoD as well as various JCM-III Level Councils.</p>



<p>This issue was discussed in the National Council (JCM) meeting held under the Chairmanship of Cabinet Secretary on 26.06.2021 as Agenda Point No. 5.22 Item No. NC48/19/21 and after prolonged discussion the Chairman asked the Secretary (P) and Secretary (Exp.) to resolve the issue expeditiously.</p>



<p>Later, it was also discussed in National Council (JCM) meeting held under the Chairmanship of Secretary (P) on 30.07.2021 as Agenda No. 4.2 Item No. NC-47/31/19 -Litigation cases on service matter wherein AS (E), DoPT stated that the guidelines issued by DoPT on the subject matter are not for the industrial employees working under the MoD. Hence, MoD has to take a conscious decision in the matter.</p>



<p>Therefore, you are requested to issue necessary instructions/clarifications to remove this artificial ceiling of Rs. 43600/- for defence civilians for eligibility of Night Duty Allowance so that all the eligible employees may get their legitimate monetary benefits without further delay.</p>

Hence, Direct Entry Pay would be admissible only to Sgts of Education Instructor trades As an illustration, if a Col acquires sufficient qualification and re-musters to Education Instructor and thereafter. he is promoted to the rank of Sgt on or after 1.1.2006 and on promotion it the pay is fixed at a rate less than the pay of the Direct Entry of an Education instructor Sgt, his pay would be stepped up to the Direct Entry Pay from the date of promotion on or after 1.1.2006.</li><li>These instructions will be applicable with effect from 01.01.2006.</li><li>This issues with the concurrence of Finance Division of this Ministry vide their Dy. No. 58/AG/PD/2021 dated 25.3.2021 of R.F. No: 2(2)/202C-AG/PD.</li></ol>

<p>Sub: <strong>Entry / Updation of Family details in Service Book</strong></p>



<p>It has been observed that some of the sub offices are casually forwarding the family details of the employees for updation in Service Books which is resulting in undue correspondence. Hence, the following instructions are hereby issued which are required to be followed while forwarding the family details for updation in the service records:</p>



<ol class="wp-block-list"><li>The family details are being received on different proforma from different offices. Therefore a common format of &#8216;Details of Family&#8217; has already been uploaded on the website of <strong><a href="https://centralgovernmentnews.com/tag/PCDA/" target="_blank" rel="noreferrer noopener">PCDA </a></strong>(WC) Chandigarh and details should be forwarded in the prescribed format only.</li><li>Proof of DOB of every dependent should be enclosed with the request for entry / updation of family detail.</li><li>In case of dependent Parents, the income certificates of the parents/ affidavit sworn in before 1st Class Magistrate duly mentioning that the joint income of parents from all sources is less than Rs. 9000/- plus applicable DA.</li><li>If any of the dependent children is handicapped, the Certificate issued by concerned Medical Authorities should be enclosed.</li><li>In case spouse is employed in State/ Centre Govt. a joint declaration regarding claim of Tuition fee/ Medical reimbursement/ LTC should be enclosed (Format available on www.pcdawc.gov.in )</li><li>In case the family details-are present in the service records and further updation is required due to any addition/deletion in family the same should be supported by requisite documents (e.g Birth Certificate/ Divorce Decree etc.) and names of all present family members should be reflected in the prescribed format for the purpose.</li><li>The Family details should be countersigned by the Officer-In-Charge of the sub office.</li><li>It should also be ensured that the employee has tick marked / cross marked all five declarations provided in the format.</li></ol>

<p>2. In this connection it is intimated that Secretary (Coordination), Cabinet Secretariat convened a meeting on 21.10.2020 at 10.30 A.M. through video conference lo discuss the rules/ provisions in MO recruitment/career management of sportsperson in their organization/PSUs.</p>



<p>3. Joint Secretary &amp; Additional FA(AN) attended the meeting and directed to obtain the information on the following issues:</p>



<ul class="wp-block-list"><li>a) No. of recruitment of the meritorious sportsperson made by the Defence Accounts Department in terms of DoP&amp;T OM dated 04.08. 1980.</li><li>b) As on date, in which grade/post, candidates who are recruited as meritorious sportsperson (Group B &amp; C) in Defence Accounts Department are placed. Total no. in each grade to be indicated.</li><li>c) Provision in the existing RRs (Group &#8216;B&#8217; &amp; &#8216;C&#8217;) for the recruitment in r/o of sportsperson in DAD.</li><li>d) Provisions regarding career Progression in the existing RRs in r/o sportsperson.</li></ul>

<p>2. Enclosed herewith is the Ministry of Finance, Department of Expenditure OM No. 421/2017-IC /E.IIIA dated 28.11.2019 and to say that the provisions contained therein of the said letter, will mutatis-mutandis be applicable to the Defence Services Officers and JCO/OR and equivalence &#8211; provided all the conditions and stipulations laid down therein are strictly fulfilled.</p>



<p>3. Since there is a material change, the personnel who have been regularly promoted or granted financial up-gradation on or after 1.1.2016 and desire to exercise/ re-exercise option for pay fixation shall be given opportunity to exercise or re-exercise of the option. Such an option shall be exercised within one month of issue of this O.M.</p>

<p>4. These instructions will be applicable with effect from 01.01.2016.</p>



<p>5. This issues with the concurrence of Finance Division of this Ministry vide their Dy. No. 1(8)/2017-AG/PA/101 dated 21.10.2020.</p>
