<h3 class="wp-block-heading">Sub: Implementation of recommendation of 7th CPC &#8211; Para 11.12.140 &#8211; Grant of Grade of Rs. 5400 (PB2) i.e. Level 9 of Pay Matrix in case of Assistant Accounts Officer of Defence Accounts Department of Ministry of Defence.</h3>



<p>Sanction of the Gol, Ministry of Finance, Department of Expenditure on the above subject conveyed vide its OM No. F.No. 25-2/2017-IC/E.III(ii) dated 06.11.2020 is hereby communicated. The OM has been issued in pursuance of the recommendations of <strong><a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" rel="noreferrer noopener">7th CPC</a></strong> as contained in para 11.12.140 of the Report and Government Resolution No. G.I, M.F. No. 1-2/2016-IC dated 25th July 2016.</p>



<h4 class="wp-block-heading"><strong><a href="https://centralgovernmentnews.com/7th-pay-commission-revised-pay-matrix-table-for-central-government-employees-pay-matrix-level-9/" target="_blank" rel="noreferrer noopener">7th Pay Commission Revised Pay Matrix Table for Central Government Employees &#8211; Pay Matrix Level 9</a></strong></h4>



<p>2. In accordance with the ibid OM, the revised pay scale of the post of Assistant Accounts Officer in <strong><a href="https://centralgovernmentnews.com/category/defence/" target="_blank" rel="noreferrer noopener">Defence</a></strong> Accounts Department would be in Level 8 of Pay Matrix and Level 9 on completion of 4 years in Grade Pay of Rs. 4800/- (PB-2)/ Level 8. This is a Non-Functional Upgradation (NFU), which is subject to the following terms and conditions:-</p>



<h4 class="wp-block-heading"><a href="https://centralgovernmentnews.com/macp-on-completion-of-10-20-30-years-of-service-or-10-years-of-service-after-previous-promotion-aaos-senior-auditor-adr-clerk-mts/" target="_blank" rel="noreferrer noopener"><strong>MACP on completion of 10/20/30 Years of Service or 10 years of service after previous promotion: AAOs, Senior Auditor, Adr, Clerk, MTS</strong></a></h4>



<ul class="wp-block-list"><li>(i) The grant of NFU will be admissible on completion of 4 years of regular service in the cadre from the date of joining as AAO. The aforesaid Non-Functional Upgradation (NFU) to AAQs is effective from 01.01 2016.</li><li>(ii) The NFU will be subject to vigilance clearance. While issuing orders, it may be ensured that none of circumstances for adoption of sealed cover procedure exists and the official is not undergoing any penalty under CCS (CCA) rules 1965.</li><li>(iii) The orders for grant of Non-Functional Upgradation to AAOs shall be issued by the Appointing Authority.</li><li>(iv) Benefit of Pay Fixation as per Rule 13 of CCS (Revised Pay) Rules 2016 shall be available at the time of grant of Non-Functional Upgradation to AAOs. Option for pay ‘fixation may be exercised within one month of issue of orders for grant of NFU.</li><li>(v) After the grant of NFU to AAOs in Pay Level-9 and their pay fixation under Rule 13 of CCS (RP) Rules 2016, there will be no further pay fixation on promotion to the post Accounts Officer in Pay Level-9.</li><li>vi) NEU will be reckoned for financial upgradation under Modified Assured Career Progression scheme (MACPS). Subsequent financial upgradation under MACPS, if any, is to be reckoned from the date of grant of NFU.</li></ul>

<p>2. The sanction is being conveyed within the existing budget and no additional allocation would be made on this account.</p>



<p>3. The officers/ staff entitled for Briefcase allowance can purchase briefcase/ office bag/ ladies purses of their own choice from any private/ public outlet. However, the reimbursement shall be restricted to the above mentioned ceiling limits.</p>

<p>It has come to the notice of this HQrs. that some of the Controller Offices are making reimbursement of briefcase allowance to the Officers and Staff of DAD at varied rates. It is therefore informed that the rates of reimbursement of briefcase allowance to the Officers and Staff of the DAD should strictly conform to the rates prescribed by the Ministry of Defence (Finance) vide its Circular No. S(10)/2013/Gen dated 16th April 2013 which are as follows:-</p>

<p>Min of Defence (Fin), DAD (Coord) vide their letter No.F.26 (1)/C/2009 dated 07.03.2017 has conveyed the sanction for revising the rates of honorarium for Guest Faculty for taking lectures in the training institutes of our department. The revised rates of honorarium are as under:</p>

<p>Subject: <strong>Revision of pay-scale of Data Entry Operator in Defence Accounts Department. &#8211; implantation of Supreme court judgement.</strong></p>
<p>Reference: This qus letter no. EDP/113/II(PC)/VoI-13 dated 04-01-2005</p>
<p>1. The Hon’ble Supreme Court vide its Judgement Dated 09.12.2014 against Civil Appeals No. 10862 to 10867 of 2014 has given the final verdict that &#8220;‘Data Entry Operators Grade-A are not entitled for scale of pay of Rs 1350-2200 w.e.f. 01.01.1986 or thereafter merely on the basis of their qualifications or for the fact that they have completed their period of requisite service.</p>
<p>2. They further hold that any decision rendered by any Tribunal or any High Court contrary to their decision is wrong.</p>
<p>3. Accordingly, the matter was taken up with the Ministry of Defence(Finance), Government of India and MOD(F) vide their ID No. 1418/C/16 dated 13.06.2016 has directed CGDA for the implementation of Hon’ble Supreme Court Judgment dated 09-12-2014. (copy attached).</p>
<p>4. &#8216;It is therefore, enjoined upon all Principal Controllers/Controllers:</p>
<ul>
<li>to implement the said Supreme Court verdict and re-fix the pay of all DEOs who have earlier been granted the pay parity based on interim order of Mumbai High Court against an undertaking from the DEOs concerned as per this wing letter no. EDP/113/II(PC)/Vol-13 dated 04-01-2005 to initiate recovery action of the overpayments made till date. However,</li>
<li>to avoid the financial hardship to the affected DEOs, overpayment, thus calculated, may be recovered as per extant orders of Govt. of India.</li>
<li>A monthly report regarding details of overpayment, recovery effected, progressive balance, is to be conveyed to HQrs till liquidation of the demand.</li>

<p>Ref: This HQrs office circular bearing No. AN/XIV/14162NI CPC/Circular/Vol-IV, dated 04.09.2009.</p>
<p>Reference is invited to contents of circular cited under reference, wherein instruction was issued to discontinue the practice of allowing the benefits of pay fixation/allowances under RPR 2008 at the time of promotion from SO(A) to AAO in anticipation of clarification to be issued by Ministry of Finance (Department of Expenditure).</p>
<p>2. An OA No. 489/2011 was filed by Sh. S. Vijaya Kumar Naidu and 12 others before the Hon&#8217;ble CAT Bangalore Bench praying for restoration of pay fixation benefit of 3% allowed to the applicants on their promotion grade after 01.01.2006 and consequential benefits upon restoration of pay fixation benefit. The OA was allowed by the Hon&#8217;ble CAT and the order implemented by the Competent Authority in respect of the applicants only.</p>
<p>3. The issue was referred to DoP&amp;T, Ministry of Law &amp; Justice and Ministry of Finance for general implementation to all similarly placed persons. Having been approved by Ministries/DoP&amp;T, the competent authority has decided to extend the benefit of Hon&#8217;ble CAT Bangalore Bench order dated 10.10.2012 in OA No. 489/2011 to all similarly placed persons, who were promoted to the post of Assistant Accounts Officer during the period from 01.01.2006 to 29.08.2008.</p>
<p>4. Hence, it is requested to restore the pay fixation benefit of 3% granted at the time of promotion to AAO grade from SO(A), which was withdrawn earlier. Necessary fixation may be carried out with all consequential benefits.</p>
<p>Action taken in this regard may be intimated to HQrs office.</p>

										<content:encoded><![CDATA[<p><strong>History of Defence Accounts Department &#8211; DAPWA<br />
</strong><br />
The organisational history of the present Defence Accounts Department may be traced to the Article of War adopted by the British Parliament en April, 1747. Regulation 17 of the Articles empowered the Government to appoint a Millitary Pay Master for disbursing the Pay and Allowances of the officers, NCOs and Private men. Millitary Pay Master General, Purser General and Pay Master General were the fore-runners of Commissary General, in modern parlance Controller of Defence Accounts.</p>
<p>Defence Accounts Department, evolved over the last 266 years, is presently responsible for the payments, accounting, financial compilation of reports, internal financial advice and internal audit of the expenditure and receipts of Army, Navy, Air force, Ordnance Factories, Research and Development Organization and Inter-Service Organizations. Similar services are also provided to the Defence related organizations such as the Border Roads, the Coast Guard and the Canteen Stores Department.</p>
<p>During the year 1747 to 1760, our Department was known as Millitary Pay Master and Commissary General. During 1766 Pay Master General was created by amalgamating Commissary General and Millitary Pay Master. After a lapse of seven years in 1773 the Commissary General was revived to control Millitary Stores, Contracts and to audit and certify all bills for Millitary Charges. Again after fifteen years in 1788 Commissary General was re-designated as Auditor General of Millitary Accounts. Millitary Pay Master General constituted to make advances for Millitary Disbursements.</p>
<p>After completion of 113 years in 1860, Millitary Finance Department with a Chief for whole of India was constituted. Under the Chief, functioned a Controller of Millitary Finance in each Presidency and under each Controller functioned Examiners and Compliers. The Board of Audit comprising Accountant General (also Auditor General) and Chief of Millitary Finance Department was constituted. After a short span of five years Accountant General of Millitary Department was redesigneated as Controller General of Millitary Expenditure, which was further re-designated as Accountant General of Millitary Expenditure in 1871. In 1906 Millltary Accounts Department was made subordinate to Finance Department as a result of creation of two separate departments viz Army and Millitary Supply in lieu of Millitary Department. It was headed by Millitary Accountant General. On 01st October 1913, Financial Advisor Millitary Finance was created in place of Millitary Finance Branch.</p>
<p>Thus it would be seen from the above that number of times the name of the Department was changed without diluting the functions of the Department. In 1920 a major change was effected as Accounting of Millitary Works Expenditure hither to being done by Comptroller and Auditor General was transferred to Millitary Accountant General and in the same year Controller of Marine Accounts, presently CDA (Navy) formed In Bombay (now Mumbai) and Controller of Royal Air Force Accounts, presently CDA (Air force) formed in Ambala. The year 1920 saw so many changes because Accounting of Millitary works was decentralized to various Controllers of Millitary Accounts. After World War-I Army restructured into four commands. The idea of Centeralized Pension, hither to dealt by each controller was mooted and ultimately resulted in the creation of Controller of Millitary Accounts (Pensions), Lahore in 1929. Our Department was the first wherein Hollerith Machines were introduces in 1931. In 1942 consequent upon on major restructuring of entire Army, Millitary Accounts Department reorganized with CMA, North Western Command at Rawalpindi, CMA Eastern Command at Ranchi, CMA Southern Command at Pune, CMA Central Command at Meerrut, CMA (Pension) at Lahore and FCMA, Pune to Account and audit all field formations and for making advances to the officers. In 1950 FCMA (ORS) moved from Ambala to Secundrabad and the fund work transferred from Eastern Cmmand to Hollerith Section, Meerut in 1951.</p>
<p>On 01st October 1951 Millltary Accounts Department was re-designated as Defence Accounts Department and Controller of Millitary Accounts accordingly re-designated at Controller of Defence Accounts. Millitary Accountant General was also re-designated as Controller General of Defence Accounts. This is the precise reason for celebrating 01st October as Annual Day of Defence Accounts Department.</p>
<p>We are the first Department of the Govt. of India to introduce computer IBM-1401 in Meerrut during the year 1969. Undergoing a great change DAD projects for construction of office and residential accommodation were undertaken by us in 1977. To impart training National Institute of Financial Management and Accounts (CDA Training) was established at Meerrut in 1978. In 1983 Integrated Financial Scheme was introduced in Ministry of Defence-FA (DS) and DAD came under the jurisdiction of Ministry of Defence. Further, to strengthen the system of training Regional Training Centers were setup at Meerut, Pune, Bangalore and Calcutta (now Kolkatta) in 1991. The Controllers of Accounts (Factories) was also redesignated as Controller of Finance and Accounts (Factories) in 1994. IFA system was introduced for Air Force, Naval HQs, Border Roads and Army HQs in the years 1994, 1995. A major change took place in the reorganization of the Army Controllers. Functional Controllers for other ranks abolished and the work transferred to respective Army Controllers in 1995.</p>
<p>In 1996 the Department look a further leap by inauguration of Training-cum-Convention Centre, CGDA Office, Brar Square, New Delhi and We are first amongst various Departments of Govt. of India, to whom the award of ISO 9002. 1994 was accorded to one of our Accounts Office, Ordnance Factory, Dehu Road.</p>
<p>Defence Accounts Department is marching ahead of various other departments of the Govt. of India with a missionary zeal with moto ‘In the service of Services. We are proud to be a part of this great Department and we bow our head to the great traditions of the Department and wish the present leadership will strive to achieve more glorious heights in the time to come.</p>
