OFFICE MEMORANDUM

Subject: Submission of Immovable Property Return (IPR) for the year 2020 (as on 31.12.2020) by the Officers of Central Secretariat Services (CSS) reg.

In terms of Rule 18 of CCS (Conduct) Rules, 1964, the Immovable Property Return is required to be furnished by the CSS Officers in the grade of Under Secretary and above, latest by 31.01.2021 . IPR should be submitted by all the CSS Officers through Web Based Cadre Management System which is hosted at cscms.nic.in. A copy of the print out (IPR submitted online) duly signed, should also be submitted to CS.I (PR/CMS) Section, which is the custodian of Immovable Property Return (IPR) of these Officers. Assistant Section Officers (ASOs) and Section Officers (SOs) of CSS will also submit the print out (IPR) duly signed, to their respective Admin/Vigilance Division.

2. Ministries/Departments are therefore, requested that the contents of this O.M. may be widely circulated to the notice of all CSS Officers/Officials working under their respective control. They should also ensure that the IPR for the year 2020 (as on 31.12.2020) is submitted within the stipulated time by all the CSS Officers. The officers are also informed that non-submission of IPR within the stipulated date, would invite the denial of vigilance clearance for empanelment, deputation and applying to sensitive posts and assignment to training programme (except mandatory training) as the IPR status needs to be checked for the said purpose(s).

3. It is, therefore, requested that all the CSS Officers may be directed to file their Immovable Property Return (IPR) for the year 2020 (as on 31.12.2020) well in time, latest by 31.01.2021, through Web Based Cadre Management System only. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines. It is also stated that the date of filing of IPR will start from 01st January, 2021 and the “Immovable Property Returns” window shall be opened/ provided at cscms.nic.in. automatically from that date only.

Subject: Making available publically scores and rankings of candidates in the recruitment examinations through portal – reg.

The undersigned is directed to refer to this Department’s OM of even number dated 21.06.2016 delineating the modalities for disclosure of scores and rankings of the candidates in the recruitment examinations conducted by various recruitment agencies. Subsequently, public recruitment agencies viz. UPSC, SSC, RRB etc were advised to use NCS portal of Ministry of Labour & Employment for disclosure of the scores and ranking of the candidates, vide this Department’s OM dated 19.07.2017. All the public recruitment agencies were requested to link their respective web pages to NCS portal (www.ncs.gov.in) of Ministry of Labour & Employment for disclosure of scores and ranking of all the candidates appearing in the final stage of each recruitment process being conducted by them. All Ministries/Departments were also requested to direct the recruitment agencies working under them for doing the needful.

2. Public recruitment agencies invest a lot of time and resources for conduct of exams and a number of students appear in multiple exams before clearing a particular exam and the data base of such non-recommended candidates who have successfully cleared all stages of recruitment may be helpful to private and public employers finding the right person to fill their vacancies and reduce the cost of recruitment.

3. Therefore, all the Ministries/Departments of Government of India are requested to advise Public Sector Enterprises, Autonomous/Statutory Bodies, Societies, Special Purpose Vehicles (SPVs) and other organizations, not being a participating service in the recruitment examination the results of which are proposed to be utilized, under their administrative control to utilize the lists displayed by the public recruitment agencies in their recruitment, as per suitability of the posts.

4. All the public recruitment agencies are once again requested to link their web pages to NCS portal of Ministry of Laobur & Employment for disclosure of scores/ranking of all the candidates appearing in the final stage of each recruitment process being conducted by them, as per the modalities laid down in this Department’s OM dated 21.06.2016.

Sub: Digitalisation of APARs in respect of CSS – reg.

Ref: 1. O.M. F.No.22/5/2017- CS.I(APAR) dated 6.11.2020.
OM No. 5/4/2019 – CS.1 (U), dated 23.5.2019

In order to bring all the physical APARs of CSS officers into the online SPARROW system, it has been decided to digitalize the APARs of CSS officers and migrate them onto SPARROW portal in a phased manner. The APARs of US and above are already available in CS-I Division, whereas the APAR dossiers of SOs and ASOs are maintained in respective cadre units.

2. As a part of the ongoing digitalization activity, this Division vide OM of even number dated 06.11.20 had requested all the cadre units to send the APARs of SOSLs 2011 and 2012 to CS. Division. It has now been decided to take up digitalization of APAR dossiers of Section Officers of Select Lists 2013 and 2014.

3. Hence, all the cadre units are requested to send the APAR dossiers of the SOSLs of 2013 and 2014 WITHIN FIVE WORKING DAYS. OM No. 5/4/2019 – CS.I (U), dated 23.5.2019 may be referred to in this regard.

Department of Social Justice & Empowerment invites applications for engagement of Consultants from retired officers from Central Government
Ministries/ Departments/ CPSUs, for engagement as Consultants on contract basis.

The eligibility criteria/ experience and terms and conditions of the engagement are as under:

1. Consultant-Finance (1 post) : Retired officers of Central Government / CPSUs in the level of Section Officer/ Under Secretary or equivalent. Should be capable of examining Annual accounts, financial statements, Board draft resolutions, Department of Public Enterprises (DPE) guidelines and implementation of India Accounting standard prescribed by Ministry of Company Affairs etc. The consultant must be well versed in commercial accounts and in broad understanding of DPE & Ministry of Company Affair’s orders/guidelines etc. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel, MS Power Point etc.
2. Consultant-Establishment (1 post) : Retired officers of Central Government in the level of Section Officer/ Assistant Section Officer or equivalent and having experience in handling Establishment matters and Secretariat procedures. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel, MS Power Point etc.
3. Consultant- Cash Section (1 post) : Retired officers of Central Government in the level of Section Office/ Assistant Section Officer or equivalent and having experience in handling various tasks in Cash Section which includes preparation of salary bills, income tax calculation, bills and vouchers, PFMS etc. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel, MS Power Point etc.
4. Consultant- Coordination (1 post) : Retired officers of Central Government in the level of Section Officer or equivalent and having experience in handling coordination work in the Ministry/ Department. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel, MS Power Point etc.
5. Consultant-Policy/ Scheme (1 post) : Retired officers of Central Government in the level of Section Officer or equivalent. Should have experience in handling work relating to Policy matters/ schemes/ drafting SFC/ EFC/ Cabinet Note etc. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel. MS Power Point etc.
6. Consultant legal (02 posts) : Retired officers of Central Government in the level of Under Secretary/ Deputy Secretary or equivalent with Degree of LLB and having experience in handling legal matters/ court cases related to Supreme Court High Court / CAT etc. Should have working knowledge in MS Word, MS Excel, MS Power Point etc.
7. Consultant- PCR Desk (1 post) : Retired officers of Central Government/ CPSUs in the level of Under Secretary/ Section Officer or equivalent. Should be capable to deal with Amendments in the Acts, Private Member Bill, Resolutions, Parliament Questions/ Assurances, Special Mentions, RTI, matters related to offences of untouchability & atrocities, Public Grievances and preparing & laying of Annual Reports in Parliament, etc. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel, MS Power Point etc.
8. Consultant-Statistics Division (1 post) : Retired officers of Central Government/ CPSUs in the level of Section Officer/ Assistant Section Officer or equivalent. Should be capable to deal with evaluation of Social Audit Scheme, Statistics related matter, Outcome framework, Gender Budgeting, preparation of Annual Report, Tender, Parliament Questions, Public Grievances, VIP References and RTI, etc. Should have competency in drafting of noting and communications and working knowledge in MS Word, MS Excel, MS Power Point etc.

The tenure of contract shall be initially for one year which is extendable on the basis of requirement of the office and performance of the candidate. The Contract can be terminated at any time at the discretion of the Department, if the performance of the person so engaged is not found satisfactory.

The Department of Social Justice & Empowerment reserves the right to accept or reject the applications without assigning any reasons.

Cut-off Age: The age of the applicant shall not exceed 63 years as on last date of receipt of application.

Monthly remuneration: The monthly remuneration and the terms and conditions of Consultants shall be regulated by Guidelines and Procedure for engagement of Consultants in Department of Social Justice & Empowerment (attached).

Subject: Implementation of orders relating to promotion of officers in various grades in CSS.

The undersigned is directed to refer to this Department’s Orders relating to adhoc promotion in various grades of CSS Cadre issued recently, as per the details below:

2. These adhoc-promotion orders had to be made to address the urgent
   requirement of various cadre units for manpower at various levels. However, it is seen that a large number of officers have not joined at Director and Under Secretary level. It may be appreciated that adhoc promotion is resorted to as a special dispensation for ensuring
   efficiency in Government’s functioning. The non-joining of officers is defeating the very purpose forwhich these adhoc promotions were made.
3. Hence, in partial modification of the Orders mentioned in para 1 above, all the Cadre units are hereby directed to issue instructions to the promoted officers in all grades, who have not yet assumed the charge of the posts, to assume the charge immediately and not later than 21st December, 2020, failing which the promotion orders with respect to
   non-joinee Officers, will be liable to be withdrawn, apart from deparment from ad-hoc promotion or other suitable consequences. Further, the vacancies on this account will be filled up by considering eligible officers next in order of seniority.
4. The Cadre units are also requested to submit a report by 21-12.2020 to this Department at email: gd.toppo@nic.in
5. All the concerned Ministries/ Departments are hereby requested to forward the list of officers who have not assumed the charge of the post on promotion by 21st December, 2020, 5:30 P.M, on the email id mentioned above.

NOTIFICATION

New Delhi, the 25th November, 2020

G.S.R. 733(E).- In exercise of the powers conferred by sub-section (3) of Section 10 read with section 59 of Lokpal and Lokayuktas Act, 2013 (1 of 2014), the Central Government hereby makes the following rules regulating
the method of recruitment to the post of Staff Car Driver in the Lokpal, namely: –

1. Short title and commencement.- (1) These rules may be called the Lokpal (Staff Car Driver) Recruitment Rules, 2020.
   (2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the Pay Matrix.- The number of post, its classification, and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.- No person, –
   (a) who has entered into or contracted a marriage with a person having a spouse living; or
   (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
   Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, other backward classes, ex-Servicemen and
   other special categories of persons, in accordance with the orders issued by the Central Government from time to time, in this regard.
