<p>Will the Minister of Finance be pleased to state:</p>



<p>(a) whether the Government has received several representations regarding the release of arrears of Dearness Relief to Central Government pensioners of 18 months i.e. from January 2020 to June, 2021:</p>



<p>(b) if so, the details thereof: and</p>



<p>(c) whether Government is sincerely considering the release of 18 months arrears to pensioners, if not, the reasons therefor?</p>



<h4 class="wp-block-heading">Answer</h4>

<p>(a) &amp; (b) Yes, Sir. Several Representations regarding release of arrears of 18 months of DA/DR payable to Central Government employees/pensioners have been received from various Centra! Government employees/pensioners’ associations such as National Council (JCM), National Federation of Indian Railway Men (NFIR), All India Railway Men’s Federation (AIRF), All India Retired Railway Men’s Federation (AIRRF), JCOs/OR Veterans Association (JOVA), Bhartiya Railway Karamchari Union (BRKU), Bhartiya Pension Manch, National Ex-Servicemen Co-ordination Committee and Veteran Association etc.</p>



<p>(c) The decision to freeze three instalments of DA/DR to Central Government employee/pensioners due from 01.01.2020, 01.07.2020 &amp; 01.01.2021 was taken in the context of COVID-19 which caused economic disruption so as to ease pressure on Government finances.</p>



<p>As the adverse financial impact of pandemic in 2020 and the financing of welfare measures taken by Government had a fiscal spill over beyond Financial Year 2020-21, release of arrears of DA/DR was not considered feasible.</p>

<p class="has-text-align-center"><strong>OFFICE MEMORANDUM</strong></p>



<h3 class="wp-block-heading">Sub: Grant of Dearness Relief to Central Government pensioners/ family pensioners &#8211; Revised rate effective from 01.01.2022.</h3>



<p>The undersigned is directed to refer to this Department’s OM No. 42/7/2021-P&amp;PW(D) dated 27.10.2021 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 31% to 34% w.e.f 01.01.2022.</p>



<p>2. These rates of DR will be applicable to the following categories:-</p>



<ol class="wp-block-list"><li>Civilian Central Government Pensioners/ Family Pensioners including Central Govt. absorbee pensioners in PSU/Autonomous Bodies in respect of whom orders have been issued vide this Department’s OM No. 4/34/2002- P&amp;PW(D)Vol.II dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years.</li><li> The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates.</li><li>All India Service Pensioners</li><li>Railway Pensioners/ family pensioners</li><li>Pensioners who are in receipt of provisional pension</li><li>The Burma Civilian pensioners /family pensioners and pensioners/ families of displaced Government Pensioners from Burma/ Pakistan, in respect of whom orders have been issued vide this Department’s OM No. 23/3/2008-P&amp;PW(B) dated 11.09.2017.</li></ol>



<p>3. The payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.</p>

<p>4. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&amp;PW (G) dated 2.7.1999 as amended from time to time. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.</p>



<p>5. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.</p>



<p>6. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.</p>



<p>7. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II/34-80-II dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.</p>



<p>8. In so far as the persons serving in Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.</p>



<p>9. This issues in accordance with the Ministry of Finance, Department of Expenditure’s OM No. 1/2/2022-E.1I(B) dated 31.03.2022.</p>

<p><strong>Cabinet approves release of an additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners, due from 01.01.2022</strong></p>



<p>The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, has given its approval to release an <strong>additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2022 representing an <mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-vivid-red-color">increase of 3% over the existing rate of 31%</mark> of the Basic Pay/Pension, to compensate for price rise.</strong></p>



<p>This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.</p>



<p>The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.9,544.50 crore per annum. This will benefit about 47.68 lakh Central Government employees and 68.62 lakh pensioners.</p>

<h2 class="wp-block-heading">DA Calculation Formula 2022</h2>



<p>The present DA calculation formula which was recommended by the 7th pay commission! The key factor of the new&nbsp;<strong>AICPIN series [CPI(IW 2016=100)]</strong>&nbsp;is being used for the calculation of the Dearness Allowance for Central Government employees and pensioners from September 2020.</p>

<p>Sub: <strong>Grant of Dearness Relief to Central Government Pensioners/ family pensioners &#8211; Revised rate effective from 01.07.2021</strong> &#8211; reg</p>



<p>The undersigned is directed to refer to this Department&#8217;s OM of even no. dated 22.07.2021 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government Pensioners/ Family pensioners shall be enhanced from existing date of <strong>28% to 31%</strong> of the Basic Pension/ Family pension (including additional pension/family pension) w.e.f 01.07.2021.</p>



<ol class="wp-block-list" start="2"><li>These rates 1of DR wi II be applicable to the following categories:-<ul><li>Civilian Central Go merriment Pens ionei s/Farn i ly Pensioners including Central Govt. absorbee pensioners in PSU/Autonomous Bod ies in i espect of whom orders ) n e been issued vide this Department&#8217;s OM to. 4/34/2002-P&amp;PW(D)Vol.II dated 23.06.2017 for restoration of full pension after expi i y of concur citation period of 1.5 years.</li><li>The Armed Forces Pensioners/Family Pensioners, Civilian Pensioners/Family Pensioners paid out of the Defence Service Estimates.</li><li>All India Service Pensioners/Family Pensioners</li><li>Railway Pensioners/family pensions.</li><li>Pensioners who are in receipt of provisional pension.</li><li>The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Burma/ Pakistan, in respect of whom orders have been issued vide th is Department&#8217;s OM No. 23/3/2008-P&amp;PW(B) dated 11.09.2017.</li></ul></li><li>The payment on account of Dearness Relief involving a fraction of a rupee shall be rounded to the next higher rupee.</li><li>Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in th is Department&#8217;s OM No. 45/73/97- P&amp;PW (G) dated 2.7.1999 as amended from time to time. The provisions relating to regulation of DR where<br />a pensioner is in receipt of more than one pension with remain unchanged.</li></ol>



<ol class="wp-block-list" start="5"><li>In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.</li><li>It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.</li><li>The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of rel ief to pens ionei s etc. on the basis of these insti uctions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter to 528-TA, 11/34-80-II dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circrular No. GANB to. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalized Banks.</li><li>In their application to the persons belonging to Indian Audit and Accounts Department, these orders are issued under Article 148(5) of the Constitution and after consultation with the Comptroller &amp; Auditor General of India.</li><li>This issues in accordance with the Ministry of Finance, Department of Expenditure&#8217;s OM No. 1/4/2020-E.II(B) dated 25.10.2021 .</li></ol>

<h3 class="wp-block-heading">Subject: Revised rates of Dearness Relief to Central Government Pensioners/ Family Pensioners w.e.f.01.07.2021.</h3>



<p>Attention is invited to the OM No. 42/07/2021-P&amp;PW (D) dated 22.07.2021 (Copy enclosed) issued by the Department of Pension &amp; Pensioners Welfare wherein it is decided that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 17% to 28% of the basic pension / family pension (including additional pension/family pension) with effect from 1% July 2021. Moreover, the rate of Dearness relief shall remain at 17% of basic pension/family pension for the period from 01.01.2020 till 30.06.2021.</p>

<h3 class="wp-block-heading">Subject: Revised rates of Dearness Relief to Central Government Pensioners/Family Pensioners w.e.f. 01.07.2021</h3>



<p>The undersigned is directed to refer to Ministry of Finance (Department of Expenditure) Office Memorandum No. 1/1/2020-E-II(B), dated 23.04.2020, vide which instalments of Dearness Relief to pensioners/family pensioners due from 01.01.2020, 01.07.2020 and 01.01.2021, were frozen and to say that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the <strong>existing rate of 17% to 28% of the basic pension/family pension</strong> (including additional pension/family pension) <strong>with effect from 1st July 2021</strong>. The increase subsumes the additional instalments arising on 01.01.2020, 01.07.2020 and 01.01.2021.</p>



<p>The rate of Dearness Relief, earlier determined vide this Department’s OM No. 42/04/2019- P&amp;PW(D) dated 21.10.2019, shall remain at 17% of basic pension/family pension for the period from 01.01.2020 till 30.06.2021.</p>



<p>2. These rates of Dearness Relief will be applicable to:</p>



<ol class="wp-block-list"><li>Civilian Central Government Pensioners/Family Pensioners including Central Government absorbed pensioners in PSU/Autonomous Bodies in respect of whom orders have been issued vide this Department’s OM No. 4/34/2002-P&amp;PW(D) Vol. II dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years.</li><li>The Armed Forces pensioners/family pensioners and Civilian pensioners/ family pensioners paid out of the Defence Service Estimates.</li><li>All India Services pensioners/family pensioners.</li><li>Railway pensioners/family pensioners.</li><li>Pensioners who are in receipt of provisional pension.</li><li>The Burma Civilian pensioners/family pensioners and displaced pensioners/family pensioners from Pakistan, in respect of whom orders have been issued vide this Department’s OM No. 23/3/2008-P&amp;PW(B) dated 11.09.2017.</li></ol>



<p>3. The payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.</p>



<p>4. Other provisions governing grant of Dearness Relief in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&amp;PW (G), dated 2.7.1999, as amended from time to time. The provisions relating to regulation of Dearness Relief where a pensioner is in receipt of more than one pension will remain unchanged.</p>



<p>5. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.</p>

<p><strong>Grant of Dearness Relief to Central Government pensioners and family pensioners – Revised rate effective from July 2019</strong></p>

<p>Sub:<strong> Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 01.07.2019</strong> – reg.</p>



<p>The
 undersigned is directed to refer to this Department’s OM No. 
42/04/2019-P&amp;PW(D) dated 06.03.2019 on the subject mentioned above 
and to state that the President is pleased to decide that the Dearness 
Relief admissible to Central Government pensioners/family pensioners 
shall be enhanced from the existing rate of 12% to 17% w.e.f 01.07.2019.</p>



<p>2.
 These rates of DR will be applicable to (i) Civilian Central Government
 Pensioners/Family Pensioners including Central Govt. absorbee 
pensioners in PSU/ Autonomous Bodies in respect of whom orders have been
 issued vide this Department’s OM No.4/34/2002-P&amp;PW(D)Vol.II dated 
23.06.2017 for restoration of full pension after expiry of commutation 
period of 15 years (ii) The Armed Forces Pensioners, Civilian Pensioners
 paid out of the Defence Service Estimates, (iii) All India Service 
Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who 
are in receipt of provisional pension (vi) The Burma Civilian 
pensioners/family pensioners and pensioners/families of displaced 
Government Pensioners from Burma/ Pakistan, in respect of whom orders 
have been issued vide this Department’s OM No.23/3/2008-P&amp;PW(B) 
dated 11.09.2017.</p>



<p>3. The payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.</p>



<p>4.
 Other provisions governing grant of DR in respect of employed family 
pensioners and re-employed Central Government Pensioners will be 
regulated in accordance with the provisions contained in this 
Department’s OM No.45/73/97-P&amp;PW (G) dated 2.7.1999 as amended vide 
this Department’s OM No. F.No.38/88/2008-P&amp;PW(G) dated 9th July, 
2009. The provisions relating to regulation of DR where a pensioner is 
in receipt of more than one pension will remain unchanged.</p>



<p>5.
 In the case of retired Judges of the Supreme Court and High Courts, 
necessary orders will be issued by the Department of Justice separately.</p>



<p>6.
 It will be the responsibility of the pension disbursing authorities, 
including the nationalized banks, etc. to calculate the quantum of DR 
payable in each individual case.</p>



<p>7. The offices of 
Accountant General and authorised Pension Disbursing Banks are requested
 to arrange payment of relief to pensioners etc. on the basis of these 
instructions without waiting for any further instructions from the 
Comptroller and Auditor General of India and the Reserve Bank of India 
in view of letter No. 528-TA, II/34-80-II dated 23/04/1981 of the 
Comptroller and Auditor General of India addressed to all Accountant 
Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii)
 (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and 
its subsidiaries and all Nationalised Banks.</p>



<p>8. In 
their application to the pensioners/family pensioners belonging to 
Indian Audit and Accounts Department, these orders issue after 
consultation with the C&amp;AG.</p>



<p>9. This issues in 
accordance with the Ministry of Finance, Department of Expenditure’s OM 
No.1/3/2019-E.II(B) dated 14th October, 2019.</p>
