<p><strong>5th CPC</strong> &#8211; The Dearness Allowance (DA) for employees who are still receiving their pay based on the pre-revised pay scale under the <strong>5th Central Pay Commission</strong> will be increased from <strong>455% to 466% of Basic Pay</strong>, effective from <strong>January 1, 2025</strong>.</p>

<h3 class="wp-block-heading">Subject: Revision of rates of Dearness Allowance to the employees, who are continuing to draw their pay in the pay scale as per 5th Central Pay Commission.</h3>



<p>The undersigned is directed to refer to this Department’s O.M. No. 1/6(2)/2024-E.II(B) dated 7th November 2024 on the subject mentioned above and to say that the rate of Dearness Allowance (DA) in respect of employees, who are continuing to draw their pay in the pre-revised pay scale as per 5th Central Pay Commission, shall be enhanced from the existing rate of 455% to 466% of Basic Pay&nbsp;<strong>w.e.f. 01.01.2025.</strong></p>



<p>2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M.No.1(13)/97-E.II(B) dated 3 October, 1997 shall continue to be applicable while regulating Dearness Allowance under these orders.</p>



<p>3. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.</p>

<h2 class="wp-block-heading has-text-align-center">Cabinet approves additional instalment of three percent of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners</h2>

<p>The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2024 representing an increase of three percent (3%) over the existing rate of 50% of the Basic Pay/Pension, to compensate against price rise.</p>



<p>This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission. The combined impact on the exchequer on account of both DA and DR would be Rs.9,448.35 crore per annum.</p>



<p>This will benefit about 49.18 lakh central government employees and 64.89 lakh pensioners.</p>

<p>2. Therefore, it is requested to take action for revision of rates of such allowances, in accordance with the enhanced rate of DA at the rate of 50% effective from 01.01.2024.</p>

<p class="has-text-align-center"><strong>50% DA Milestone, from January 2024: How it transforms your Allowances</strong></p>



<p class="has-text-align-left">With the available Consumer Price Index for Industrial Workers (CPI-IW) indices as published by the Labour Bureau, it is seen that the Dearness Allowance for the central government employees will be at least 50%.</p>



<p>As a central government employee, you&#8217;re well aware of the significance of Dearness Allowance (DA) in your compensation structure. It&#8217;s a dynamic element that adjusts to the ever-evolving cost of living. The 7th Central Pay Commission had made provisions for hiking the allowances when the DA crosses 50%. However, what happens when DA hits the critical 50% milestone? How does this milestone impact your allowances and financial benefits as a central government employee?</p>



<p>It is expected that the Rate of DA will hit 50% Level from January 2024. When DA reaches 50%, certain allowances and salary components will be increased, as recommended by the 7th Pay Commission. These allowances include:</p>



<p><strong>House Rent Allowance<br />Children Education Allowance<br />Special Allowance for Child Care<br />Hostel Subsidy<br />TA on Transfer (Transportation of Personal Effects)<br />Gratuity Ceiling<br />Dress Allowance<br />Mileage Allowance for Own Transport<br />Daily Allowance<br />House Rent Allowance (HRA)</strong></p>



<p>The rates of HRA have been revised to 27%, 18%, and 9% of Basic Pay in X, Y, and Z cities when DA crosses 25%. The allowances have been revised according to the 7th CPC recommendation. No separate order is needed to revise this allowance, as the government has accepted the recommendation.</p>



<p><strong><span style="text-decoration: underline;">House Rent Allowance</span></strong></p>



<p>The percentage of HRA shall be increased as per the following table when DA reaches 50%:</p>



<p>Type of City HRA from 1.1.2016 HRA when DA reached 25% HRA when DA reaches 50%<br />X 24% 27% 30%<br />Y 16% 18% 20%<br />Z 8% 9% 10%</p>



<p><strong><span style="text-decoration: underline;">Children Education Allowance</span></strong><br />Children Education Allowance will be increased by 25% every time when DA reaches 50%.</p>



<p><span style="text-decoration: underline;"><strong>Component Present Rate After DA Reaches 50%:</strong><br /></span>Children Education Allowance Rs 2,250 /- per month Rs 2812.5/- per month<br /><br /><strong><span style="text-decoration: underline;">Children Education Allowance to Divyang Child</span></strong><br />Children Education Allowance to Divyang Child will be increased by 25% every time DA reaches 50%.</p>



<p><strong><span style="text-decoration: underline;">Component Present Rate After DA Reaches 50%</span></strong><br />Children Education Allowance to Divyang Child Rs 4500 /- per month Rs 5625/- per month<br /><br /><strong><span style="text-decoration: underline;">Hostel Subsidy</span></strong><br />Hostel Subsidy will be increased by 25% every time DA reaches 50%.</p>



<p><strong><span style="text-decoration: underline;">Component Present Rate After DA Reaches 50%</span></strong><br />Hostel Subsidy Rs 6,750 /- per month Rs 8437.5/- per month<br /><br /><strong><span style="text-decoration: underline;">Special Allowance for Child Care for Women with Disabilities</span></strong><br />Special Allowance for Child Care for Women with Disabilities will be increased by 25% every time DA reaches 50%.</p>



<p><strong><span style="text-decoration: underline;">Component Present Rate After DA Reaches 50%<br /></span></strong>Special Allowance for Child Care Rs 3000 /- per month Rs 3750/- per month</p>



<p><strong><span style="text-decoration: underline;">Gratuity Ceiling</span></strong></p>



<p>Gratuity Ceiling will be increased by 25% whenever DA rises by 50%.</p>

<p>For levels 8 and below, the amount of claim (up to the ceiling) may be paid without the production of vouchers against self-certified claims only. The self-certified claim should clearly indicate the period of stay, name of dwelling, etc. Additionally, for stay in Class &#8216;X&#8217; cities, the ceiling for all employees up to Level 8 would be Rs. 1,000 per day, but it will only be in the form of reimbursement upon the production of relevant vouchers. The ceiling for reimbursement of hotel charges will further rise by 25 per cent whenever DA increases by 50 per cent.</p>



<p><strong><span style="text-decoration: underline;">Reimbursement of Travelling Charges:</span></strong></p>



<p>Similar to reimbursement of staying accommodation charges, for levels 8 and below, the claim (up to the ceiling) may be paid without the production of vouchers against self-certified claims only. The self-certified claim should indicate the period of travel, vehicle number, etc. The ceiling for levels 11 and below will further rise by 25 per cent whenever DA increases by 50 per cent. For journeys on foot, an allowance of Rs. 12/- per kilometre travelled on foot shall be payable additionally. This rate will further increase by 25 per cent whenever DA increases by 50 per cent.</p>



<p><strong><span style="text-decoration: underline;">Reimbursement of Food Charges:</span></strong></p>



<p>There will be no separate reimbursement of food bills. Instead, the lump sum amount payable will be as per Table E(i) above and, depending on the length of absence from headquarters, would be regulated. Since the concept of reimbursement has been done away with, no vouchers will be required. This methodology is in line with that followed by Indian Railways at present (with suitable enhancement of rates). i.e. Lump sum amount payable. The lump sum amount will increase by 25 per cent whenever DA increases by 50 per cent.</p>

<p>The Union Cabinet chaired by Prime Minister Shri Narendra Modi approved&nbsp;to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2024 representing an increase of 4% over the existing rate of 46% of the Basic Pay/Pension, to compensate against price rise.</p>



<p>&nbsp;The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.12,868.72 crore per annum.&nbsp; This will benefit about 49.18 lakh Central Government employees and 67.95 lakh pensioners.</p>



<p> This increase is in accordance with the accepted formula, which is based on the recommendations of the 7<sup>th</sup> Central Pay Commission.</p>

<h3 class="wp-block-heading">Subject: Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises (CPSEs) on 1987 and 1992 basis.</h3>



<p>The undersigned is directed to refer to Para No.4 of this Department’s O.M. No. 2(50)/86-DPE(WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-lII of the said O.M, the installments of DA become payable from 1st January, 1st April, 1st July and 1st October, every year based on the price increase above quarterly Index average of 1099 (1960=100).</p>



<p>2. In continuation of this Department’s O.M. of even No. dated 07.07.2023, the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and Non-Unionized Supervisors following IDA pattern of 1992 pay scales may be modified as follows:-</p>



<p><strong>Date from which payable: 01.10.2023</strong></p>



<p><strong>Average AICPI (1960=100) for the quarter June, 2023 to August, 2023 is 9100. The increase over the link point in percentage [(9100-1099)/ 1099*100] is 728.0%. DA Rates for various Pay Ranges w.e.f. 01.10.2023</strong></p>

<p>3. The payment on account of dearness allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>



<p>4 The quantum of IDA payable from 01.10.2023 at the old system of neutralization @ Rs.2.00 per point shift for increase of 287 points, may be Rs.974/- and at AICPI 9100, DA payable may be Rs. 16789.75 to the executives holding Board level post, below Board level post and non-unionized supervisors following IDA pattern in the CPSEs of 1987 pay scales.</p>



<p>5. All administrative Ministries/Departments of Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for necessary action at their end.</p>

<h4 class="wp-block-heading">Dearness Allowance Hike from July, 2023</h4>



<p>According to media reports, the Modi administration plans to give a major pre-Navratri gift to central employees and pensioners on October 4, 2023. An approval for boosting the dearness allowance of government employees and retirees is expected during a cabinet meeting chaired by Prime Minister Narendra Modi.</p>



<h4 class="wp-block-heading">Increase in dearness allowance is likely to be approved.</h4>



<p>The Union Cabinet and the Economic Affairs Committee of the Cabinet will meet at 10:30 a.m. on October 4, 2023. During this meeting, the Modi government is expected to enhance the dearness allowance for central employees and pensioners. This judgement is critical because the Election Commission can announce assembly election dates in all five states at any time. The enforcement of the code of conduct will occur immediately after the release of election dates, making it difficult for the administration to make this decision.</p>

<h4 class="wp-block-heading">A possible 4% increase in the 7th Pay Commission dearness allowance</h4>



<p>Since July, central employees and pensioners have been waiting for an increase in their dearness allowance. The central government may increase the dearness allowance from 42% to 46% beginning July 1. The dearness allowance rise is expected to be included in the October wage, and arrears from July to September may also be distributed to central employees together with the October salary.</p>



<h4 class="wp-block-heading">A timely gift before Navratri!</h4>



<p>The Navratri festival begins on October 15, and Dussehra is on October 24. Furthermore, the Election Commission may issue assembly election dates at any time. As a result, the decision to boost the dearness allowance for central govt staffs and pensioners is expected to be made on Wednesday. The Central Government&#8217;s move will assist 47 lakh employees and 68 lakh retirees, relieving them of the burden of rising inflation.</p>

<p>The All-India CPI-IW for June, 2023 increased by 1.7 points and stood at 136.4 (one hundred thirty six point four) points as per the press release by issued by Labour Bureau. Now, DA/DR from July, 2023 has been confirmed with this release.&nbsp; This month CPI-IW is showing&nbsp;<strong>4% increase</strong>&nbsp;in DA/DR from July, 2023 i.r.o. Central Govt Employees and Pensioners and be at 46% in 7th CPC DA/DR.&nbsp; All expectations regarding future DA/DR ends here with this release. </p>

<h3 class="wp-block-heading">Consumer Price Index for Industrial Workers (2016=100) &#8211; June, 2022</h3>



<p>The Labour Bureau, an attached office of the M/o Labour &amp; Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of June, 2023 is being released in this press release.</p>

<p>The All-India CPI-IW for June, 2023 increased by 1.7 points and stood at 136.4 (one hundred thirty six point four). On 1-month percentage change, it increased by 1.26 per cent with respect to previous month compared to increase of 0.16 per cent recorded between corresponding months a year ago.</p>



<p>The maximum upward pressure in current index came from Food &amp; Beverages group contributing 1.62 percentage points to the total change. At item level, Rice, Wheat, Wheat Atta, Arhar Dal, Moong Dal, Fish Fresh, Poultry Chicken, Egg-Hen, Apple, Banana, Brinjal, Carrot, Ginger, Cauliflower, Chili Green, Potato, Onion, Tomato, Cumin seed/Jira, Supari, Casual Wear, Canvas Shoes, Utensil, Medicine ayurvedic, etc. are responsible for the rise in index. However, this increase was largely checked by Mustard Oil, Palm Oil, Sunflower Oil, Coconut Oil, Lemon, Mango, Kerosene Oil, etc. putting downward pressure on the index.</p>



<p>At centre level, Angul- Talchar recorded a maximum increase of 8.5 points followed by Raipur and Labac- Silchar with 6.8 and 6.3 points respectively. Among others, 3 centres recorded increase between 5 to 5.9 points, 2 centres between 4 to 4.9 points, 10 centres between 3 to 3.9 points, 11 centres between 2 to 2.9 points, 28 centres between 1 to 1.9 points and 26 centres between 0.1 to 0.9 points. On the contrary, Mungel- Jamalpur recorded a maximum decrease of 1.1 point. Among others, 4 centers recorded decrease between 0.1 to 0.9 points.</p>



<p>The next issue of CPI-IW for the month of July, 2023 will be released on Thursday, 31st August, 2023. The same will also be available on the office website labourbureau.gov.in</p>

<p><strong>Minutes of the 32nd Meeting of Standing Committee of Voluntary Agencies (SCOVA) held on 12.04.2022 under the Chairmanship of Hon’ble MOS(PP) at Sardar Patel Bhawan, New Delhi.</strong></p>



<h2 class="wp-block-heading">(32.6) Payments of DA/DR arrears freezon for 18 months from 1.1.2020 to 30.06.2021</h2>



<p>The Central Government Pensioners Welfare Association, Jaipur and Ex-Defence Employees Welfare Association, Balasore mentioned that although the Central Government has granted the DA/DR rise of 11% from 01.07.2021, the arrears for 18 months have not been released. The Association requested for releasing the DA/DR for 18 months to Central Government employees and pensioners / family pensioners.</p>



<h4 class="wp-block-heading"><strong>Discussion/Decision on the agenda item</strong></h4>



<p>Joint Secretary, Department of Expenditure stated that this issue was raised in the last meeting of JCM chaired by Cabinet Secretary also and the JCM was informed that</p>



<p>The decision to freeze DA and DR due from 01.01.2020, 01.07.2020 &amp; 01.01.2021 was taken in the context of Covid-19 pandemic, so as to ease pressure on Government finances. The rates of DA/DR have been restored prospectively and subsumed in the cumulative revised rates effective from 01.07.2021 vide OM dated 20.07.2021.</p>



<p><strong>In view of the above, item was closed.</strong></p>



<h2 class="wp-block-heading">Minutes of the 32nd Meeting of Standing Committee of Voluntary Agencies (SCOVA) held on 12.04.2022 under the Chairmanship of Hon’ble MOS(PP) at Sardar Patel Bhawan, New Delhi.</h2>



<p>The Departments concerned were requested to take a final decision, at the earliest, on the following agenda items of 31st meeting of SCOVA, which are remained unresolved:</p>



<p>i. Extension of benefit of Composite Hospitals to CAPF personnel</p>

<p>ii. Booking of Holiday Homes for Central Government Pensioners-enhancement of time limit from 30 days to 60 days.</p>

<p>The agenda items for 32nd meeting were discussed. The gist of the discussion held and decisions taken on these items are as under:</p>
