<h3 class="wp-block-heading">Subject: Revised rates of Dearness Allowance to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/Grade Pay as per 5th Central Pay Commission. </h3>



<p>The undersigned is directed to refer to this&nbsp;Department’s O.M. No. 1/3(2)/2008-E.N(B) dated 12th October, 2022&nbsp;on the subject mentioned above and to say that the rate of Dearness Allowance (DA) in respect of employees of Central Government and Central Autonomous Bodies, who are continuing to draw their pay in the pre-revised pay scale as per 5th Central Pay Commission, shall be enhanced from the existing rate of&nbsp;<strong>396% to 412% of Basic Pay w.e.f. 01.01.2023.</strong></p>



<p>2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M.No.1(13)/97-E.I(B) dated 3 October, 1997 shall continue to be applicable while regulating Dearness Allowance under these orders.</p>



<p>3. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.</p>

<p>The undersigned is directed to refer to this Ministry’s&nbsp;<a href="https://centralgovernmentnews.com/grant-of-dearness-allowance-to-central-government-employees-revised-rates-effective-from-01-01-2022-pdf-doe/">Office Memorandum No. 1/2/2022-E-II(B) dated 31.03.2022</a>&nbsp;on the subject mentioned above and to say that the President is pleased to decide that the rate of Dearness Allowance payable to Central Government employees, shall be&nbsp;<strong>enhanced from 34% to 38% of the Basic Pay with effect from 1st July, 2022</strong>.</p>



<p>2. The term ‘Basic Pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.</p>



<p>3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(271).</p>



<p>4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>



<h2 class="has-text-align-center wp-block-heading"><a href="https://centralgovernmentnews.com/dearness-relief-order-july-2022-for-central-government-pensioners-family-pensioners/">Dearness Relief Order July 2022 for Central Government pensioners/family pensioners PDF</a></h2>



<p>5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.</p>

<p>6. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.</p>

<p>From 1.07.2022, the current DA for employees of the central government is 38%.</p>





<p>By dividing the central government employee&#8217;s base wage by the current dearness allowance rate, the dearness allowance is determined. Example: Basic Salary: Rs. 18,000 x 38% = Rs. 6,840.</p>





<p>According to the most recent AICPIN report from August 2022, the anticipated dearness allowance is set to increase by 3% starting in January 2023.</p>

<p><strong>Cabinet approves release of an additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners, due from 01.01.2022</strong></p>



<p>The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, has given its approval to release an <strong>additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2022 representing an <mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-vivid-red-color">increase of 3% over the existing rate of 31%</mark> of the Basic Pay/Pension, to compensate for price rise.</strong></p>



<p>This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.</p>



<p>The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.9,544.50 crore per annum. This will benefit about 47.68 lakh Central Government employees and 68.62 lakh pensioners.</p>

<h2 class="wp-block-heading">DA Calculation Formula 2022</h2>



<p>The present DA calculation formula which was recommended by the 7th pay commission! The key factor of the new&nbsp;<strong>AICPIN series [CPI(IW 2016=100)]</strong>&nbsp;is being used for the calculation of the Dearness Allowance for Central Government employees and pensioners from September 2020.</p>

<p>Subject: <strong>Grant of Dearness Allowance to Central Government employees- Revised Rates effective from 1.7.2019.</strong></p>



<p>The undersigned is directed to refer to this Ministry&#8217;s Office Memorandum No, 1.11/2019-E II (B) dated 27th February, 2019 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 1<strong>2% to 17% of the basic pay with effect from 1st July, 2019</strong>.</p>



<p>2. The term &#8216;basic pay&#8217; in the revised pay structure means the pay drawn in the prescribed Level in the <strong>Pay Matrix</strong> as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.</p>



<p>3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).</p>

<p>4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>



<p>5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of ( Railways, respectively.</p>



<p>6. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.</p>

<p>Subject: <strong>Recommendations of the Seventh Central Pay Commission &#8211; Decision of Government relating to grant of Dearness Allowance to Central Government employees &#8211; Rates effective from 1.7.2016</strong>.</p>
<p>The undersigned is directed to say that consequent upon decision taken by the Government on the recommendations of the Seventh Central Pay Commission relating to Dearness Allowance, the President is pleased decide that the Dearness Allowance (DA) to all categories of Central Government employees shall be admissible at rate of 2 percent of basic pay per month, w.e.f.01.07.2016.</p>
<p>2. The revised pay structure effective from 01.01.2016 includes the Dearness Allowance of 125% sanctioned from in the pre-revised pay structure. Thus, Dearness Allowance in the revised pay structure shall be zero from 01.01.2016.</p>
<p>3. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix but does not include any other type of pay like special pay. etc.</p>
<p>4.  The Government vide Resolution No.1-2/2016-IC, dated 25/07/2016 has decided that till a final decision Allowances is taken based on the recommendations of the Committee constituted under the Chairmanship of Finance Secretary &amp; Secretary (Expenditure), all Allowances will continue to be paid at existing rates.</p>
<p>5.  The Dearness Allowance will continue be a distinct element of remuneration and will not be treated as pay with in the ambit of FR 9(21).</p>

<p>The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved release of an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.01.2016. This represents an increase of 6 percent over the existing rate of 119 percent of the Basic Pay/Pension, to compensate for price rise.</p>
<p>This will benefit about 50 lakh Government employees and 58 lakh pensioners.</p>
<p>The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission (CPC). The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of Rs. 6796.50 crore per annum and Rs.7929.24 crore respectively, in the financial year 2016-17 (for a period of 14 months from January, 2016 to February, 2017).</p>
