<p style="text-align: center;"><span style="text-decoration: underline;"><strong>RATION MONEY ALLOWANCE</strong></span></p>
<p>As per the provisions of Govt. of India, Ministry of Defence letter No. 03(01)/2016/D(QS) dt. 31st July 2017, provision of free ration for officers of Defence Forces was discontinued in peace areas. Ration Money Allowance will be admitted by PCDA(O) by Direct Benefit Transfer (DBT) through individual bank accounts. Amount of Ration Money will be remitted alongwith the salary and reflected in Pay Slip as ‘Ration Money Allowance”</p>
<p><strong>SOP FOR CLAIMING RATION MONEY/ RATION ALLOWANCE :</strong></p>
<p>(1) Ration Money will be admitted based on the Part-II order published by the units.</p>
<p>(2) Ration money will be admitted as per the monthly rate of Ration Money Allowance by Govt. from time to time.</p>
<p>(3) The casualty will be published in the Part- II notifying casualty POSIN (Posting in) and admissible from the date of TOS (Taken on strength of new unit)</p>
<p>(4) Ration money will continue to be admitted till receipt of Part-II order for &#8216;POSOUT&#8217;/&#8217;STPRMONY&#8217;</p>
<p>(5) Officer on Ty. Duty is not entitled to Ration Money, however, ration money paid during ty. duty period will be adjusted by &#8216;T&#8217; wing while processing the claim for temporary duty.</p>
<p>(6) Copy of initial Part-II order for grant of Ration Money w.e.f. 01.07.2017 should be supported with a certificate for &#8216;Non-drawal of Ration Money in cash or kind beyond 01.07.2017 till the date of publication of Part-II order for GTDRMONY&#8217; for grant of Ration Money by this office.</p>
<p><strong>Amendment to revised Documentation Procedure for publication of Part-II Orders (Officers) for claiming Ration Money/Ration Allowance is as follows :</strong></p>
<p><strong>1. Ration Money Allowance (in peace)</strong><br />
A new code is to be generated for Ration Money Allowance to officers posted in peace area and the same is to be published on POSIN/POSOUT, as the case may be.</p>

<p>A certificate to the effect is also be enclosed with the DO Part II orders:<br />
a. Certified that the conditions laid down in GoI, MoD letter No. 03(01)/2016/D(QS) dated 31/07/2017 have been fulfilled.</p>
<p>ii. The officer is posted to peace station i.e………………. (name of the station)</p>
<p>iii. No free messing/ration in kind was provided for the period.</p>
<p>iv. The officer has not claimed, paid Daily Messing Allowance for the period for which Ration Money Allowance is claimed.</p>

<strong>Disbursement of Old Age, Disability and Widow Pensions</strong></p>

<p>Resolution of technical issues, if and when faced by the Banks, in dealing with assistance being disbursed through them is an ongoing process. No Bank has raised any issue related to any specific training requirement for their human resources for handling the pension issues.</p>
<p>Government has adopted the Direct Benefit Transfer (DBT) Scheme for direct transfer of benefit into the bank/post office accounts of beneficiaries of schemes under National Social Assistance Programme (NSAP). Instructions have been issued to the States for getting the due consent for seeding the Aadhaar details. Instructions also mention that disbursement of pension of any beneficiary could not be affected due to non-availability of Aadhaar number. Further, NSAP guidelines provide that given their physical, social and economic vulnerability, States should ensure that an infirm/old beneficiary will not have to travel far distance to access his/her pension account. As far as possible, for people who cannot cover distance physically, the objective is to provide door step delivery.</p>
<p>Several Banks in many states are using the services of Bank Sakhi&#8217;s coming from self help groups to provide cost effective solutions for delivery of pensions at home.</p>
<p>This information was provided by the Minister of State for Rural Development, Shri Ram Kripal Yadav today in a written reply to a Lok Sabha question.</p>

										<content:encoded><![CDATA[<p><strong>Benefits under Direct Benefit Transfer Scheme</strong><br />
Government proposes to include 500 central schemes under the Direct Benefit Transfer (DBT) scheme during the next fiscal year. The scope of DBT has been expanded to include &#8216;in kind&#8217; transfers as well as transfers to various &#8216;enablers&#8217; of Government schemes like ASHA/ Aanganwadi workers etc. It has been decided to bring all welfare and subsidy schemes of the Government under DBT. DBT Mission has identified more than 500 Schemes/ Components of 63 Ministries /Departments to be implemented through DBT mode in a phased manner by 31st March, 2018. Out of the same, 90 such schemes of 19 Central Ministries/ Departments have been on-boarded to DBT platform as on 20.3.2017. A monitoring framework to assess the preparedness and progress of on-boarding has been put in place. To facilitate DBT implementation, DBT Cells have been set up by 76 Ministries / Departments.</p>
<p>Direct Benefit Transfer (DBT) is a major reform initiative where benefits, in cash or kind, are delivered directly to accurately identified beneficiaries using mostly Aadhaar as an identifier. It envisages efficiency and inclusion in the delivery processes leading to greater accountability and transparency in the system.</p>
<p>The Central Ministries / Departments and various States have assessed DBT implementation in their Welfare &amp; Subsidy schemes and have reported saving in view of de-duplication, elimination of ghost beneficiaries etc. in the last three years.</p>
<p>Ministry of Petroleum and Natural Gas had launched modified Direct Benefit Transfer for LPG (DBTL/PAHAL) Scheme in 54 districts on 15.11.2014 and across the country on 01.01.2015. LPG consumers, who join the PAHAL scheme, get the LPG cylinders at non-subsidized price and receive LPG subsidy (as per their entitlement) directly into their registered bank accounts. As on 27.03.2017, out of 19.81 crore active LPG consumers, 16.95 crore have joined the PAHAL Scheme. Subsidy amount of more than Rs. 46,000 crore has been transferred to the beneficiaries&#8217; bank accounts since its launch.</p>
<p>This was stated by Shri Arjun Ram Meghwal, Minister of State in the Ministry of Finance in written reply to a question in Lok Sabha today.</p>

										<content:encoded><![CDATA[<p><strong>National Mission on Teachers and Training to be Launched to Improve Quality of Teachers and Teaching</strong></p>
<p>The Minister of Human Resource Development, Dr. M.M. Pallam Raju today said that a National Mission on Teachers and Training will be launched which will lay down a roadmap to improve the quality of teachers and teaching thereby improving the educational delivery and learning outcomes in higher education institutions and added that a sum of Rs 100 crore has been provided in Annual Plan 2013-14.</p>
<p>The Minister further added that a major new initiative is the Centrally Sponsored Scheme (CSS) of Rashtriya Uchhatar Shiksha Abhiyan (RUSA) which will be launched to provide financial assistance to State Instituions. The total outlay for the scheme in the XII Plan is Rs. 25,000 crore of which a sum of Rs 500 crore has been provided in Annual Plan 2013-14.</p>
<p>On the issue of social imbalances in higher education system, the Minister said that National initiative will be launched for greater inclusion of socially disadvantaged sections of SCs, STs, Minorities, Backward classes, girls and inclusion of persons with disabilities in higher education will be accorded priority.</p>
<p>Since the launch of Direct Benefits Transfer (DBT) scheme on 1.1.2013, the Minister said that the Department of Higher Education has disbursed scholarships to 36060 students under ‘Universities / College Students’ and fellowship to 4971 students under ‘Fellowship Schemes of UGC’ and the amount has directly been transferred into the bank account of beneficiaries spread all over the country.</p>
<p>On the issue of elementary education the Minister said that thirteen states have asked for relaxation of guidelines in terms of qualification of teachers so that those states could have more number of teachers. He also expressed that untrained teachers in these states could be trained through distance education programme. There are 7.72lakh untrained teachers out of which 6 lakhs are being trained through this programme.</p>
<p>Regarding women’s education, he said that Sakshar Bharat Programme is being implemented to increase literacy level among women.</p>
<p>On Akash tablets, the Minister expressed that IIT Mumbai, has placed order for one lakh sets which are to be supplied by the end of this month. There is a gap in supply; the ministry is concentrating on content rather than hardware in order to let the people have choice about the set. The Ministry, he said wants to create enabling and conducive environment for technology based education.</p>
