										<content:encoded><![CDATA[<p>Explore the possibility of allowing an employer to undertake tour outside India once in his life time in lieu of the LTC.</p>
<blockquote><p><strong>Leave Travel Concession</strong><br />
Leave Travel Concession is a facility extended to the Government employees, which enables scheme to avail holidays and undertack travel as a tourist with his family.</p></blockquote>
<p>The facility provides him with an opportunity to be away from the monotonous daily routine and be with his family without the botherisation of the official duties. It is an established fact that if employer is encouraged to take such holidays they will reform rejuvenated and the employer is benefitted through his increased productivity.</p>
<p>Over the years, on representation from employees, the concession has been widened. However, some aspects of this facilities require certain further relaxations/improvements. We enumerate those as under:-</p>
<blockquote><p>1. Permission for air journey for all categories of employees to and from NE Region.</p>
<p>2. Permission for personnel posted in NE Region for a journey within NE Region.</p>
<p>3. To increase the periodicity of the LTC once in two years.</p>
<p>4. Explore the possibility of allowing an employer to undertake tour outside India once in his life time in lieu of the LTC.</p></blockquote>
<p>We request the 7th CPC to consider recommending our suggestion for improvements to the Government.</p>

<p><strong>Dearness allowance</strong></p>
<p>The neutralisation envisaged under the present system of computation of dearness compensation is supposed to be cent per cent, but in reality it is not the case. Actual consumer price index is much higher than the level at which DA is calculated on the basis of 12 monthly average. The average is always lower than the actual cost of living.</p>
<p>The calculation of consumer price index, its basis, the basket of goods on which it is based, are questionable and has become a matter of dispute. Since the Pay Commission being not the forum at which these issues could be taken, we do not propose to go into the details of this aspects.</p>
<p>We suggest, therefore, that the existing formula of computation of DA and its payment with effect from 1st January, and 1st July, may continue.</p>

<div>The Central Government constituted 7th Pay Commission on February 28, 2014, to examine various issues relating to emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required.</div>
<div></div>
<div>Within days, the 4-member Commission began its work and prepared a 42-points questionnaire covering 15 different topics. The Commission is now waiting for replies from different perspectives. That’s why the list of people who want to give their opinions – general public, individuals, associations, organizations, unions and federations – keeps growing. Unlike before, instead of confining to Postal, Courier, Telegram, email and fax services, this time the Commission is also offering online option so that people can share their opinions from any part of the world. The online survey mode is going to be especially useful for pensioners, women, differently abled persons and senior citizens. In addition to these, the 7th Pay Commission is also expecting memorandums and replies from various unions and associations.</div>

<div>If we assume that the 7th Pay Commission started working in the month of March, then its 18-month tenure ends on August 2015. The Terms of Reports states that the Commission has to submit its complete report within 18 months, and that, or when necessary, present an interim report to the Government.</div>
<div></div>
<div>With three months having already ended, the 7th Pay Commission has stepped up its pace. If the 7th Pay Commission Recommendation Report gets presented in August 2015, then within four months, or as early as 01.01.2016, the Government could implement the suggestions.</div>
<div></div>
<div>These are believed to be some of the most eagerly awaited aspects of the 7th Pay Commission:</div>
<blockquote><p><strong><em>1. Will the salary revision be increased by 3 times?<br />
2. Will the Grade Pay Structure continue?<br />
3. What will the increment percentage hike be?<br />
4. How much will the Children Education Allowance be increased by?<br />
5. Calculation of minimum pension amount?<br />
6. Will there be a change in the increment date?<br />
7. Will MACP be given as per promotional hierarchy?<br />
8. Will the 10 years mandatory period for MACP be reduced?<br />
9. Will there be changes in the DA calculation method?<br />
10. What will the HRA percentage be?<br />
11. Will bonus ceiling be increased?</em></strong></p></blockquote>
<div>In addition to these, there are a number of other expectations too in the minds of Central Government employees.</div>

<div>Will the 7th Pay Commission fulfil all these desires? We will have to wait and watch.</div>

<p>In Parliament the Minister of Finance Shri.Chidambaram informed in a written reply to a question on 2nd Febrauary 2014 that the date of effect of the recommendations of the 7th Central Pay Commission will be decided once the Report is submitted.<br />
And he also said, the composition of the 7th Central Pay Commission is broadly in line with the composition of the previous Central Pay Commissions.</p>
<p>The scope of the task before the Central Pay Commission is framed in such a fashion as to enable the Commission to examine holistically all aspects of emoluments structure of various categories of Central Government employees, including personnel of Defence Forces, having regard, inter-alia, to the issues specific to them and make recommendations thereon.</p>
