<p class="has-text-align-center"><strong><span style="text-decoration: underline;">IMPORTANT CIRCULAR</span></strong></p>



<p>The number of <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> positive cases are going up rapidly. Many Officials in various Central Government Ministries/Departments have been tested COVID-19 positive. Some have lost their life to this pandemic. Therefore, it is the duty of every officer to protect themselves and each other and help prevent further spread of the disease. All officers in <strong><a href="https://centralgovernmentnews.com/tag/DARPG/" target="_blank" rel="noreferrer noopener">DARPG</a></strong> are advised to follow the following protocol to contain the spread of disease in the office:</p>



<ul class="wp-block-list"><li>Only asymptomatic staff shall be allowed. Anyone with a mild cold/ cough or fever needs to stay at home.</li><li>Officers/ staff residing in containment zone shall not come to office and work from home till containment zone is de-notified.</li><li>Not more than 20 staff/ Officers shall be attending office in a day. Roster will be reworked accordingly. Remaining staff will continue to work from Home.</li><li>Under Secretaries/ Deputy Secretaries if sharing cabin, then they will come alternate day to enforce social distancing.</li><li>The Section shall not have more than two officials at a time. Staggering office hours shall be followed to ensure not more than 20 staff in any given time in the office. As far as possible windows may be kept open to ensure proper ventilation in halls</li><li>Face mask and face shield have to be worn at all times inside the office premises. Disciplinary action will be taken if it is found that protocol for mask is not followed in the office.</li><li>Used masks and gloves shall be discarded carefully in yellow colour bio medical waste bin only. Strict action will be taken on throwing gloves or masks in open or in normal waste bins. General Section will inform housekeeping about norms for disposal of such waste.</li><li>Face to face meetings/ discussions/interactions be avoided as far as possible. Officers/ Staff will use intercom/ phone / VC for interactions.</li><li>VCs may be attended from the respective rooms of the officers. VC in Board room may be avoided as far as possible. General Section will provide necessary equipment to the officers so that they can join web-room from their respective computers.</li><li>Handwashing in every half an hour is a must to prevent spread of infection. Hand sanitizing dispensers shall be installed at prominent places in corridors.</li><li>Frequently touched places such as electric switches, door knobs, elevator buttons, hand rails, washroom fixtures etc shall be cleaned in every one hour with 1% sodium hypochlorite. Officers /Staff are also advised to clean their personal equipment like keyboards, mouse, phones, AC remotes etc by themselves by using any ethanol based disinfectant frequently.</li><li>Distance of 1 mtr shall be maintained while sitting or walking. Visitors’ chairs in the cabins of the officers shall accordingly be placed keeping the norms of social distancing.</li><li>All officers/staff are requested to follow these instructions  without fail. Cooperation of all Officers is crucial to contain the spread of infection. The latest SOP on preventive measures issued by MH&amp;FW on 4th June 2020 is also enclosed for strict compliance.</li></ul>

<p style="text-align:center">Ministry of Personnel, Public Grievances &amp; Pensions<br /> <strong>Dr Jitendra Singh to present Certificates of Appreciation to 9 ministries/departments for implementation of e-Office tomorrow</strong></p>

<p>The MoS (PP) Dr. Jitendra Singh will confer Certificates of Appreciation to 9 Ministries/Departments of Government of India tomorrow (12.02.2019) here, to appreciate the sincere efforts made by them and giving recognition of the commendable work done by them in implementation of e-Office. In 2018, 34 Ministries/Departments were awarded Certificate of Appreciation.</p>



<p>The e-Office is a Mission Mode Project under the National e-Governance Plan and is being implemented by the Department of Administrative Reforms and Public Grievances (DARPG) to improve efficiency in Government Process and Service Delivery Mechanism.</p>



<p>The e-Office is a Digital Workplace Solution that replaces the physical files and documents with an efficient electronic system. Being an electronic system, it has its inherent advantages such as data is stored digitally with audit trails for every transaction being done. Regular backups and Disaster Recovery Systems are in place which ensures that Government files are not damaged in case of any mishap. In addition, this being a web based application; people can access it from anywhere through VPN.</p>

<p>4) Personnel Information Management System (PIMS)</p>

<p>8) Tour Management System (TMS)</p>



<p>9) Master Data Management</p>



<p>The Department of Administrative Reforms and Public Grievances (DARPG) has coordinated with all Central Ministries/Departments to expedite the implementation of the e-office. The Department has taken various steps to accelerate the implementation in the various Ministries/Departments. This includes, conducting review meetings and visiting Ministries/Departments to understand the specific problems. As a result of these efforts, till date, 43 Ministries/Departments are completely on e-Office platform. Department of Health Research is the latest to achieve complete e-Office implementation. 75 Ministries/Departments are actively using the e-office platform. Ministry of AYUSH is the most recent Ministry to go live on the e-office platform.</p>



<p>The main outcomes generated by the e-Office are as follows:-</p>



<p>Transparency and Accountability has been brought by e-office. File notes cannot be changed or undone and the file cannot be kept pending as the system is designed to give feedback and monitoring mechanism.<br /> Quick Disposal of files and timely monitoring of pending files has been the other advantage of e-office<br /> Instant file exchange: The file can be received within fraction of seconds.<br /> Knowledge Repository: Knowledge is wealth and now using KMS (Knowledge Management System) knowledge can be preserved in a centralised and easily accessible repository for employees.</p>

<p><em>Minister reviews the functioning of DARPGSEVA</em></p>
<p>The Union Minister of State for Development of North Eastern Region (I/C), Prime Minister’s Office, Personnel, Public Grievances &amp; Pensions, Atomic Energy and Space, Dr Jitendra Singh gave away the award of certificates for meritorious performance by the Ministries/Departments for effective redress of public grievances received on CPGRAMS, here today. Under the scheme, the certificate of recognition is given to three Ministries/Departments who are found to have done outstanding work during a quarter as per the prescribed criteria.</p>
<p>On the occasion, Dr Jitendra Singh awarded the following Ministries/departments for the quarter July, 2016 to September, 2016 and October, 2016 to December, 2016:</p>

<p>Speaking on the occasion, Dr Jitendra Singh said that the awards will act as a motivator for the departments. He said that the number of grievances lodged has increased considerably in the recent years, which shows the increased faith of public in the government. He also said that the emphasis of the government has been on transparency and accountability. The Minister also said that the government has given importance to citizen-centric government with maximum governance and minimum government.</p>
<p>The Minister also reviewed the functioning of Twitter Seva started by the DARPG on February 1, 2017. The Twitter Seva will enable the DARPG to reach out to the common public and various stakeholders for facilitating redress of grievances and other issues of importance related to department.</p>

										<content:encoded><![CDATA[<p><strong>Dr Jitendra Singh awards Certificates of Appreciation to the Ministries/Departments for their performance in CPGRAMS</strong><br />
The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), Minister of State (Independent Charge) for Youth Affairs and Sports, MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh awarded the Certificates of Appreciation to the Ministries/Departments based on their performance in the Centralized Public Grievance Redress and Monitoring System (CPGRAMS), here today.</p>
<p>Speaking on the occasion, Dr Jitendra Singh said that the number of grievances received have increased in the last two years. It is an indication of increasing faith of the citizens in the grievance redressal mechanism, he added. He also said that he himself and the senior officers of Department of Administrative Reforms and Public Grievances (DARPG) have been personally calling the citizens whose grievances have been redressed. These calls are made at random to the citizens to take feedback from them and to ascertain their satisfaction level.</p>
<p><strong>The following Ministries/ Departments have been awarded:</strong></p>

<p>From each category one Ministry/Department is selected for issue of Certificate of Appreciation based on the parameters of percentage of disposal and quality of disposal. A three member Committee evaluates the performance for each quarter.</p>
<p>The CPGRAMS is an online web enabled application to facilitate speedy redress of public grievances as it allows for online lodging and status tracking of grievances by the citizens. The system is flexible enough to be extended to multiple levels as per the requirement of concerned Ministry/Department/ Govt. Organization for speedy forwarding and redress of grievance. There has been a five-fold jump in Public Grievances to 10 lakh complaints in 2015-16 over previous year. With continuous monitoring a record disposal of 95% has been achieved.</p>
<p>For greater motivation towards redress of public grievances and also for introducing a sense of competiveness among the nodal officers for public grievances belonging to different Ministries/Departments, a decision was taken to issue Certificate of Appreciation to the best Ministries/Departments based on their performance with reference to the percentage of disposal and the quality of disposal of public grievances in the defined three categories for each quarter.</p>
<p>The aim of the Government is to have minimum Government and maximum Governance with citizen centric approach. Accordingly, an attempt to put in place a mechanism to make all grievances count is by encouraging all Ministries/ Departments to view public grievances with utmost importance and give effective and speedy redress. Award Scheme is expected to bring a sense of competitiveness in Ministries/ Departments to address public grievances.</p>
<p>Shri C. Viswanath, Secretary, DARPG, Smt. Usha Sharma, Additional Secretary, DARPG and other senior officers of the Department were also present on the occasion.</p>

<p>To reduce the number of vexatious and malicious complaints the government has decided to encourage the complainants to mention their Aadhaar card numbers while filing grievances on governance-related matters through an online platform.</p>
<p>&nbsp;</p>
<p>The Department of Administrative Reforms and Public Grievances (DARPG), which is the nodal agency for formulating policy guidelines for citizen-centric governance, manages a Centralised Public Grievance Redress and Monitoring System.</p>
<p>&nbsp;</p>
<p>People can visit public grievance website — <a href="http://pgportal.gov.in/"><strong>http://pgportal.gov.in/</strong></a> — to file their complaints. The grievance can be filed against any government organisation in the country through this portal.</p>
<p>&nbsp;</p>
<p>“There have been some vexatious complaints and those with no concrete information. People should be encouraged to mention their Aadhaar number so that false complaints can be separated from the genuine ones and there is no harassment of government officials in the process,” a senior DARPG official said.</p>
<p>He said the filing of Aadhaar has not been made mandatory and is an optional field in an application form available online for lodging grievances.</p>

<p>Aadhaar is a 12-digit unique identification number which acts as a proof of identity and address anywhere in the country.</p>
<p>&nbsp;</p>
<p>Grievances are now also being monitored by Prime Minister Narendra Modi himself through the online Proactive Governance and Timely Implementation (PRAGATI) wherein grievances identified for systemic changes are discussed through video conferencing with the concerned Secretaries.</p>
<p>A mobile application was also launched in October last year which can be downloaded on a smart phone for lodging grievances.</p>

<p>Lakhs of public grievances are filed online every year. About three lakhs grievances were filed in 2014, 2.35 lakh in 2013 and 2.01 lakh in 2012, according to government data.</p>
