Subject: Grant of House Rent Allowances to the DAD employees attached to GREF- Reg.

Of late, references are being received from field Controllers seeking clarification on retention of DAD Pool accommodation by the Officers/staff who have been transferred from Static stations to Non-static stations under GREF.

2. In. this regard attention is invited to MoD (Finance Division)’s letter No.AN/XIV/ 14004/III/Vol.IV(PC), dated 30.03.1994 and No. F.12(3)/C/2003, dated 16.04.2003 (copies enclosed) wherein guidelines were issued regarding retention of accommodation or alternatively, admissibility of HRA applicable to their last duty station in respect of those DAD employees who are transferred from Static to non-static stations, from one non-static to another non-static station. A list of Static stations has also been annexed to MoD letter dated 30.03.1994. Further, it has been stated therein, that all other stations other than Static stations will be called non-static stations.

3. Accordingly, PCDA/CDA/ Estate Officers of DAD Pool accommodation are requested to deal with such cases in terms of ibid MoD orders.

Subject: Grant of relaxation for air ticket purchased from unauthorized travel agent/ website in respect of DAD employee.

Government of India, Ministry of Finance, Deptt of Expenditure vide O.M No. 19024/03/2021-E.IV dated 31.12.2021 has modified procedure of booking of air ticket. As per latest instructions the air tickets are required to be purchased from the authorized travel agents viz M/s Balmer Lawrie & Company, M/s Ashok Travels and IRCTC. The order further states that in case of unavoidable circumstances, where the booking of ticket is done from unauthorized travel agent/website, the FA of the Ministry/Department and HoD (not below the rank of JS in subordinate/attached offices are authorized to grant relaxation.

2. Accordingly, it has been decided by the competent authority that PCsDA/ CsDA/ IFAs (SAG level) are empowered to grant relaxation for air ticket purchased from unauthorized agent/website in respect of DAD employees serving under their administrative jurisdiction/office in terms of MoF. DoE O.M dated 31.12.2021.

Sub : Reimbursement of Briefcase allowance in the Defence Accounts Department.

Sanction of the Ministry of Defence (Fin.) is hereby conveyed for revision of rates and entitlement for reimbursement of briefcase allowances to the Officers and Staff of DAD as follows. The revised rates/ entitlement will be effective from 01st June 2020:-

2. The sanction is being conveyed within the existing budget and no additional allocation would be made on this account.

3. The officers/ staff entitled for Briefcase allowance can purchase briefcase/ office bag/ ladies purses of their own choice from any private/ public outlet. However, the reimbursement shall be restricted to the above mentioned ceiling limits.

4. The reimbursement for briefcase allowance shall be made to the entitled officers/ staff on joining the Department or on completion of three years from the date of issue of earlier one.

Sub: Information regarding over payments made to DAD employees on account of wrong pay fixation granting the benefit of financial up gradation under ACP/ MACP scheme

Recently Hqr office has intimated that it has received a case where a clerk appointed in the DAD on Inter Departmental Transfer basis was granted financial up gradation under ACP scheme of 1999 in the pay scale of Rs.4000-100-6000 in his erstwhile department . Although he was appointed in the DAD as clerk in the pay scale of Rs.3050- 75- 3950- 80-4590 still his pay was erroneously fixed in the pay scale of Rs.4500-125-7000 (granting him financial up gradation in the hierarchy of post in the DAD ie., pay scale applicable to Auditor) instead of granting him pay protection in the pay scale applicable to the post of clerk in the DAD ie 3050- 75-3950- 80-4590 . This pay fixation is not as per rules /orders.

2. Hqr has already issued a clarification on the issue of MACP to the employees appointed in DAD through Inter Departmental Transfer vide letter no. AN/Xl/11051/ MACP/2010 v.11-1 dated 25.2 .2010 and AN/Xl/ 11051/MACP/ 2011/ID dated 04.06.2012.

3. It is therefore, requested to confirm that no such cases are there in your office where over payments have been made to any employee due to wrong pay fixation or erroneous grant of financial upgradation under ACP/ MACP scheme.
