<p>Sub: <b>Payment of difference on arrears of TA/DA arising out of Railway Board’s letter No.F(E)I/2011/AL-28/18 dt.29.4.14.</b></p>
<p>&nbsp;</p>
<p>One of the Railways has sought clarification regarding a supplementary claim for difference of TA/DA arising out of enhancement of Dearness allowance upto 100% w.e.f. 1.1.14 after issue of Board’s letter No.F(E)/2011/AL/28/18 dt. 29.04.14.</p>
<p>&nbsp;</p>
<p>2. The matter has been examined in Board’s office and it is clarified that where TA/DA has been paid at old rates supplementary claims for difference of TA/DA would be admissible in respect of official tours made on or after 01.01.14 consequent to increase in the rates of TA/DA by 25%, w.e.f. 01.01.2014.</p>
<p>&nbsp;</p>
<p>3. This disposes of South Eastern Railway’s letter No.ENG/Bills/TA&amp;DA/604 dated 25.08.2015.</p>

<p align="justify">The All India Audit &amp; Accounts Association has published a letter from Finance Ministry to National Council Secretary Shri Shiva Gopal Mishra on 17.6.2014, regarding the main demand of merger of dearness allowance with basic pay.</p>
<p align="justify">Finance Ministry said in the letter, 6th Central Pay Commission did not recommend merger of dearness allowance with basic pay at any stage and the recommendations has accepted by the Central Government vide resolution dated 29.8.2008.</p>

<p>50% of dearness allowance had been merged with basic pay for Central Government Employees and Pensioners with effect from 1.4.2004. This was followed the recommendation of 5th Central Pay Commission and the Union Government had decided to merge 50% of dearness allowance with baisc pay and issued orders on 1.3.2004.  (61% &#8211; 50% = 11%) 50% of dearness allowance merged with basic pay and remaining 11% had been issued as normal dearness allowance with effect from 1.1.2004.</p>

When implementation of 6th CPC, the above employee&#8217;s basic pay was 4200 as on 1.1.2006, it just multiply with 1.86 and add with corresponding grade pay.]</em><br />

</em> Everybody thinking as more benefit on 50% of DA merge with basic pay&#8230;not like that..!</p>
<p>It is essential to CG Employees, of course for others, getting from some other way in hike in regular income&#8230;</p>
<p>For Example, an employee&#8217;s basic pay Rs.10000 as on 1.1.2011, after merging of 50% dearness allowance the calculation is clearly shows the difference only 50 rupees per month&#8230;</p></div>

<p><strong><em></em></strong><strong><em>&#8220;Note that the 50% of Dearness allowance will not merged with basic pay, instead of the amount showing only as &#8216;Dearness Pay&#8217;. This amount will pay upto only the date of implementation of 7th pay commission. </em></strong></p>

</em></strong> <strong><em>This is only as a advance hike for all employees before the implementation of 7th CPC.</em> </strong><br />
<em><br />
</em> <em><strong>When fixation of pay on the recommendations of 7th CPC on 1.1.2016 according to the revised pay rules, the amount of ‘basic pay’ will be taken without dearness pay. </strong></em><br />
<em><strong><br />
</strong></em> <em><strong>For example, approximately basic pay of the above employee will be 12,250 as on 1.1.2016 . This amount only will be taken as Basic Pay for the calculation of pay fixation against the amount of 18,375. </strong></em><br />
<em><strong><br />
</strong></em> <em><strong>The enhanced amount will be given for us as <a href="http://90paisa.blogspot.in/2014/02/50-da-merger-or-interim-relief-for.html" target="_blank">‘</a>Interim Relief<a href="http://90paisa.blogspot.in/2014/02/50-da-merger-or-interim-relief-for.html" target="_blank">’</a> for the period between announcement and implementation&#8230;It is not at all merged with ‘Basic Pay’..!</strong></em></div>

<div>We can hear, what about hike in HRA and other entitlements&#8230;</p>
<p>The rate of HRA is provided according to the cities, like 10, 20 and 30%. Don&#8217;t think all Central Govt Employees are getting 30%. And one more important points is the percentage hike in HRA will not applicable to those who are living in Government Quarters. In major metropolitan cities, thousands of employees are residing with Government Accommodation. They will pay more as HRA to Government and they don’t bother about increasing in HRA.</p></div>
<div></div>
<div>Transport Allowance is providing according to their GP and classified cites, the amount is vary from 400 to 3200 plus DA thereon. The TA amount may decrease when 50% of DA merged with basic pay.</div>
<div></div>
<div>So, ultimately hike in Basic pay only the factor is more beneficial in DA Merger.</p>
<p>But in 6th CPC there was no recommendation to convert dearness allowance as dearness pay each time the CPI increase by 50% over the base index recommended in pay commission report.</p></div>
<div></div>
<div>All Central Government employees federations are showing maximum effort to achieve the demand of &#8220;Merger of 50% Dearness Allowance with Basic Pay&#8221; at this time.</div>
<div></div>
<div> Federations sources said, there will be chance to announce before March&#8230;!</div>

<p>BSNL Employees Union published a message about the merger of 50% Dearness allowance to Central Government Employees and Pensioners.</p>
<p>The Central Government has already formed the<a href="http://centralgovernmentnews.com/category/7cpc/" target="_blank"> 7th Pay Commission</a> for it’s employees. The Commission will recommend wage revision for the 50 lakh Central Government employees, as well as pension revision for the 30 lakh pensioners.</p>
<p>As per media reports, the Government may merge 50% DA with the basic pay, for which the unions are hard pressing the Government. As of now, the Central Government employees are getting 90% DA. They are going to get another 10% DA increase from next month, which will take their total DA to 100% of pay. The normal practice is that DA will be merged with pay, when it reaches 50%. Merger of 50% DA with basic pay was done by the 5th Pay Commission, while the 6th Pay Commission refused to do so. Now, as per media reports, the Government is likely to make a proposal in this regard to the terms of reference for the 7th Pay Commission.</p>
<p>In respect of the BSNL employees, the BSNLEU has already raised the demand that 50% IDA should be merged with the basic pay. The recently held Rajkot CEC meeting of BSNLEU has passed a resolution, strongly demanding 50% IDA merger.</p>

<p>Kolkata, Feb 22 (PTI) Centre should come forward and pay the dearness allowance of state government employees as well, West Bengal Chief Minister Mamata Banerjee demanded today.</p>
<p>&#8220;Whenever the Centre announces DA, state government employees should be given the same on a par (with central government employees).</p>
<p>&#8220;They (Centre) give it (to central government employees) before elections. Will others (state government employees) suck their thumbs?&#8221; Banerjee asked.</p>
<p>&#8220;We want the Centre to pay the DA for (state government) employees,&#8221; Banerjee said.</p>

</blockquote>
<p>A workshop organised by the Confederation of Central Government Gazetted Officers’ Organisations, Tamil Nadu region, has finalised the common minimum demands to be placed before the <span style="color: #008000;">7 Central Pay Commission</span>, including a just and equitable pay at the entry level of Group ‘B’ officers.</p>
<p>It was also agreed upon at the workshop here on Saturday to demand a joint consultative machinery to redress their grievances and a minimum of five promotions during their tenure — from entry to Group ‘B’ level either by promotion or direct recruitment.</p>
<p>The workshop for the constituents of the Confederation sought merger of 50 per cent dearness allowance for all purposes with effect from January 1, 2011 or 100 per cent DA with effect from January 1, 2014 for the serving officers. Other demands included free and hassle-free medical facilities to Group ‘B’ officers and adequate travel entitlements.</p>

<p>As per Hindu Businessline News the Cabinet approved terms of reference for seventh pay commission. This includes merging dearness allowance above 50 per cent with basic pay. The excerpt of Hindu Businessline News is reproduced below:-</p>
<p>Ahead of general election, the Centre today took key decisions to woo minorities and Government employees.</p>
<p>For minorities, the Cabinet has decided to form equal opportunity commission as suggested by Sachhar Committee. This commission will suggest ways to ensure equal opportunities in jobs, education and even finding house on rent for minorities. The commission is expected to be constituted soon.</p>
<p><span style="color: #ff0000;"><strong>Terms of reference for 7th pay commission</strong></span></p>
<p>In order to benefit over 50 lakh employees and over 30 lakh pensioners, the Cabinet also approved terms of reference for seventh pay commission. This includes merging dearness allowance above 50 per cent with basic pay. Currently DA is around 90 per cent of basic pay and another hike of 10 per cent is expected soon. DA is calculated on the basis of change in retail inflation.</p>

<p>&#8220;To woo central government employees ahead of the general elections, the United Progressive Alliance (UPA) government is expected to ask the Seventh Pay Commission to consider merging 50 per cent dearness allowance (DA) with basic pay of employees.</p>
<p>This will form part of the terms of reference (ToR) for the Commission, to be considered by the Cabinet this week.</p>
<p>According to officials, the Pay Commission’s ToR categorically states a proposal in this regard should be actively considered.</p>
<p>The increases will be even more appealing as the Centre is expected to increase the DA by 10 per cent to 100 per cent by the end of February. Usually, the DA is merged with basic pay when the former goes beyond 50 per cent. It is 90 per cent now, but has not been merged so far.</p>
<p>Assuming an employee gets Rs 100 as basic pay and Rs 100 as DA at present, the basic will rise to Rs 150, even if 50 per cent allowance is merged. . A higher basic pay will also impact the house rent allowance (HRA) of employees as it is calculated at 30 per cent of the basic pay for central government employees.</p>
<p>DA is linked to the consumer price index (industrial workers). The government uses CPI-IW data of the past 12 months to arrive at a quantum for calculating any DA hike. The allowance will be announced from January. As such, the retail inflation for industrial workers between January 1 to December 31, 2013 would be used to take a final call on the matter. The average inflation during this period had stood at 10.66 per cent.</p>
<p>Earlier this month, the government had constituted the Pay Commission under the chairmanship of former Supreme Court Judge Ashok Kumar Mathur.</p>
<p>The other members of the panel are Petroleum Secretary Vivek Rae (full-time member), National Institute of Public Finance and Policy Director Rathin Roy (part-time member) and Officer on Special Duty in the Expenditure Department Meena Agarwal (Secretary).</p>
<p>The Commission’s recommendations would be implemented from January 1, 2016, officials said. However, it may recommend interim relief as well, they added.</p>
<p>The Commission’s recommendations will directly benefit almost five million employees and three million pensioners. Employees of state governments, which will adopt the recommendations of the 7th Pay Commission will also benefit.</p>
<p>Some officials said the Cabinet is also expected to consider another proposal to modify the Prime Minister’s 15-point programme for minorities, which will enable allocation of at least 15 per cent of the total funds for welfare of minorities in major programmes such as National Rural Health Mission, Rashtriya Mahila Shiksha Abhiyan, Employment and Skill Development&#8221;.</p>

<p>As everyone knows the Central Government has constituted the 7th Pay Commission and named its Chairmen recently. The decision of the government to constitute the 7th CPC has triggered many expectations among the central government employees. Among them was the merger of 50% DA with basic pay as done in the 5th CPC. But the 6th CPC did not recommended anything like that. It is understood that the employees are eagerly awaiting for an economic relief from the soaring prices of essential commodities. There are instances of announcing interim relief (I.R) to the employees apart from DA by a newly constitute pay commission prior to their implementations in the past.</p>

<div>Interim relief of Rs 5.p.m was granted by the 2nd pay commission with effect from the 1st july, 1957 to all employees drawing basic pay not exceeding Rs.250 per month.</div>

<div>The Fourth Pay Commission had recommended an Installment of interim relief at the rate of 10% of the basic pay of the employees subject to minimum of Rs.50 per month to be paid with effect from 1st march 1985.</div>

<div>The Fifth Central Pay Commission in their interim report have recommended a further instalment of interim relief at the rate of 10% of the basic pay to the employees subject to minimum of Rs .100 per month to paid with effect from 1st April, 1995.</div>

As of now the DA has touched 100% and its government is unable to satisfy employees. All federation and associations are pressing the government for the merger of 50% DA. They strongly suggest some kind of relief to the employees As the price of essential commodities are in the rise, the government should act now to fullfil the expectation of the employees. The government should come up with merger 50% DA merger or some interim relief to the employees as early as possible.</div>
