<p>Sub: <b>Payment of difference on arrears of TA/DA arising out of Railway Board’s letter No.F(E)I/2011/AL-28/18 dt.29.4.14.</b></p>
<p>&nbsp;</p>
<p>One of the Railways has sought clarification regarding a supplementary claim for difference of TA/DA arising out of enhancement of Dearness allowance upto 100% w.e.f. 1.1.14 after issue of Board’s letter No.F(E)/2011/AL/28/18 dt. 29.04.14.</p>
<p>&nbsp;</p>
<p>2. The matter has been examined in Board’s office and it is clarified that where TA/DA has been paid at old rates supplementary claims for difference of TA/DA would be admissible in respect of official tours made on or after 01.01.14 consequent to increase in the rates of TA/DA by 25%, w.e.f. 01.01.2014.</p>
<p>&nbsp;</p>
<p>3. This disposes of South Eastern Railway’s letter No.ENG/Bills/TA&amp;DA/604 dated 25.08.2015.</p>

<p align="justify">The All India Audit &amp; Accounts Association has published a letter from Finance Ministry to National Council Secretary Shri Shiva Gopal Mishra on 17.6.2014, regarding the main demand of merger of dearness allowance with basic pay.</p>
<p align="justify">Finance Ministry said in the letter, 6th Central Pay Commission did not recommend merger of dearness allowance with basic pay at any stage and the recommendations has accepted by the Central Government vide resolution dated 29.8.2008.</p>

<p>Kolkata, Feb 22 (PTI) Centre should come forward and pay the dearness allowance of state government employees as well, West Bengal Chief Minister Mamata Banerjee demanded today.</p>
<p>&#8220;Whenever the Centre announces DA, state government employees should be given the same on a par (with central government employees).</p>
<p>&#8220;They (Centre) give it (to central government employees) before elections. Will others (state government employees) suck their thumbs?&#8221; Banerjee asked.</p>
<p>&#8220;We want the Centre to pay the DA for (state government) employees,&#8221; Banerjee said.</p>

<p>A workshop organised by the Confederation of Central Government Gazetted Officers’ Organisations, Tamil Nadu region, has finalised the common minimum demands to be placed before the <span style="color: #008000;">7 Central Pay Commission</span>, including a just and equitable pay at the entry level of Group ‘B’ officers.</p>
<p>It was also agreed upon at the workshop here on Saturday to demand a joint consultative machinery to redress their grievances and a minimum of five promotions during their tenure — from entry to Group ‘B’ level either by promotion or direct recruitment.</p>
<p>The workshop for the constituents of the Confederation sought merger of 50 per cent dearness allowance for all purposes with effect from January 1, 2011 or 100 per cent DA with effect from January 1, 2014 for the serving officers. Other demands included free and hassle-free medical facilities to Group ‘B’ officers and adequate travel entitlements.</p>

<p>All India Railwaymen&#8217;s Federation publishes the press statement regarding the merger of Dearness allowance with basic pay. The federation demanding <em>merger of 100% Dearness allowance with basic pay</em> for all purposes with effect from 1.1.2014.</p>

<p style="text-align: center;"><span style="text-decoration: underline;"><strong>PRESS RELEASE</strong></span></p>
<p>New Delhi: February 21, 2014 &#8211; All India Railwaymen’s Federation(AIRF) has addressed the issue of <span style="color: #800000;"><strong>merger of 100% Dearness Allowance with Basic Pay for all purposes w.e.f. 01.01.2014</strong></span> to Hon’ble Prime Minister of India and the Finance Minister, Government of India, as Dearness Allowance will cross 100%. Unfortunately, there is no heed to this issue despite agitations at length over the Indian Railways by the AIRF.</p>
<p>It is also unfortunate that due 10% Dearness Allowance w.e.f. 1st</p>
<p>January, 2014 has still not been announced by the Government of India.</p>
<p>AIRF earnestly requests the Government of India to immediately announce <span style="color: #800000;"><strong>Dearness Allowance w.e.f. 1st January, 2014 all along with merger of 100% Dearness Allowance with Basic Pay.</strong></span></p>

<strong><span style="color: #ff0000;">What will happen DA reaches 100%..!</span></strong></p>
<p>At present DA is getting ready to touch 80% level. We can expect that it will reach to 100% level near future.</p>
<p><strong><span style="color: #ff0000;">Dearness Allowance Vs Price Rise</span></strong></p>
<p>The <a href="http://centralgovernmentnews.com/" target="_blank">central government employee’s</a> confederation opined that The Dearness allowance which the cg employees are receiving now is not enough to meet the price rise of essential commodities. (see here)</p>
<p>The retail price of those commodities which go into making of minimum wage have risen by about 160% between 1.1.2006 to 2011 in comparison to D.A. compensation, which on the date had been just 51%</p>
<p><strong><span style="color: #ff0000;">The effect of 50% Dearness allowance on our Pay</span></strong></p>
<p>The sixth pay commission recommended that Whenever the DA reaches 50% level , Some allowances have to be increased by 25 % . Where as in Fifth CPC , it had been recommended when the DA reaches 50 % it should be merged with Basic Pay. It has been implemented with effect from 2004. And the fifth cpc also recommended that the Pay and Allowance should be revised after every five years. But it was not accepted by the Government.</p>
<p>The objectives of increasing Allowances by 25% as per the 6 CPC or merging DA with Basic pay as in the case of 5CPC, when ever DA reaches 50%, is to make the central government employees to balance the financial burden caused by Price Rise through increasing their pay package.</p>
<p><strong><span style="color: #ff0000;">The impact of DA Reaches 100%</span></strong></p>
<p>According to fifth CPC the 50 % DA had been merged with Basic Pay and in 6CPC , some allowances have been increased by 25%. But 5CPC didn’t say anything about what should be done when DA touch 100% level. Because the govt servants receiving their pay as per pre revised pay were not granted merging of another 50% of DA in 5CPC scale.</p>
<p><span style="color: #ff0000;"><strong>7th Pay commission</strong></span></p>
<p>Even after the rate of <a href="http://centralgovernmentnews.com/category/dearness-allowance/" target="_blank">DA</a> is increased to 50% level it is not enough to increase some allowance by 25% as it will not help to handle the expenses caused by inflation. So The central government employees are expecting that government should constitute 7th pay commission immediately.</p>
