<p>Subject:- <strong>Rate of Dearness Allowance applicable w.e.f. 01.07.2019 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre revised pay scale / Grade Pay as per 6th Central Pay Commission</strong></p>



<p>The undersigned is directed to refer to this Department’s O.M. o. 1/3(1)/2008-E.II(B) dated 8th March, 2019 revising the rate of Dearness Allowance (DA) w.e.f. 01.01.2019 in respect of employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/Grade Pay as per <strong>6th Central Pay Commission</strong>.</p>



<p>2. The rate of DA admissible to above categories of employees of Central Government and Central Autonomous Bodies shall be enhanced from the existing <strong>154% to 164% w.e.f. 01.07.2019</strong>.</p>

<p>3. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M.No.1(3)/2008-E.ll(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.</p>



<p>4. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries / Departments which have adopted the Central Government scales of pay.</p>

<p>The undersigned is directed to refer to this Department’s O.M. No. 1/3(2)/2008-E.II(B) dated 8th March, 2019 revising the rate of Dearness Allowance (DA) w.e.f. 01.01.2019 in respect of employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scales <strong>as per 5th Central Pay Commission</strong>.</p>



<p>2. The rate of DA admissible to above categories of employees of Central Government and Central, Autonomous Bodies shall be enhanced from the existing 295% to 312% w.e.f. 01.07.2019.</p>

<p>The undersigned is directed to refer to this Ministry’s letter RBE No. 37/2019 dated 06.03.2019 (F.No. PC-VII/2016/I/7/2/1) on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 12% to 17% of the basic pay with effect from Ist July, 2019.</p>

<p>The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per ih CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.</p>



<p>The Dearness Allowance will continue to be distinct element of remuneration and will not be treated as pay within the ambit of Rule 1303 (FR 9(21)), Indian Railway Establishment Code, Volume – II (Sixth Edition – 1987)- Second Reprint 2005.</p>



<p>The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>

<p>The undersigned is directed to refer to Para No. 2 and Annexure-III to this Department’s O.M. dated 24.10.1997 wherein the rates of DA payable to the employees of CPSEs following CDA pattern pay scales, who are governed by HPPC recommendations had been indicated.</p>
<p>2. In continuation of this Department’s OM of even number dated 04.04.2018, the rates of Dearness Allowance payable to the employees of CPSEs governed by the recommendations of HPPC, which have not revised their pay scales in terms of DPE O.M. No. 2(54)/2008-DPE(WC) dated 14.10.2008 may be as follows:-</p>
<blockquote><p>a) In case of CPSEs who have not allowed the benefit of merger of 50% of DA with basic pay as contained in DPE O.M. dated 24.05.2005 to their employees, the DA payable maybe enhanced from existing rate of 324% to 334% w.e.f. 01.072018.</p>

<p>Subject:- <strong>Board level and below Board level posts including non-unionised supervisors in Central Public Sector Enterprises (CPSEs)- Revision of scales of pay w.e.f. 01.01.2017 &#8211; Payment of IDA at revised rates-regarding.</strong></p>
<div>The undersigned is directed to refer to the Para 7 and Annexure-III (B) of DPE&#8217;s OM dated 03.08.2017 wherein the rates of DA payable to the Board level and below Board level executives and non-unionized supervisors of CPSEs have been indicated. The next instalment for revision of rates of DA is due from 01.10.2018. Accordingly. the rate of DA payable to the executives and non-unionized supervisors of CPSEs is as follows:</div>
<p>(a) Date from which payable: 01.10.2018</p>
<p>(b) Average AICPI (2001=100) for the quarter June, 2018 &#8211; Aug 2018<br />
<em>June, 2018 &#8211; 291</em><br />
<em>July, 2018 &#8211; 301</em><br />

<em>Average of the quarter . 297.66</em></p>
<p>(c) Link Point: 277.33 (as on 01.01.2017)</p>
<p>(d) Increase over link point: 20.33 (297.66 minus 277.33)</p>
<p>(e) DA Rate w.e.f. 01.10.2018: 7.3% [(20.33/277.33) x 100]</p>
<p>2. The above rate of DA i.e. 7.3% would be applicable in the case of IDA employees who have been allowed revised pay scales (2017) as per DPE O.Ms. dated 03.08.2017, 04.08.2017 &amp; 07.09.2017.</p>
<p>3. All administrative Ministries/ Departments of the Government at India are requested to bring the foregoings to the notice at of the CPSEs under their administrative control for necessary action at their end.</p>

<p>Subject: <strong>Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective from 01.07.2018 onwards &#8211; reg.</strong></p>
<p>Consequent upon grant of another installment of Dearness Allowance with effect from 1st July, 2018 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure&#8217;s 0.M. No. 1/2/2018-E-II(B) dated 07.09.2018, duly endorsed vide this Department&#8217;s letters No. 8-1/2016-PAP dated 12.09.2018, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA Matrix at the same rates as applicable to Central Government Employees with effect from 01.07.2018. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be the same rates as payable to<strong> Central Government Employees i.e. @ 9% (percent) </strong>with effect from the 1st July, 2018.</p>
<p>2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks (GDS).</p>
<p>3. The expenditure on this account shall be debited to the Head &#8220;Salaries&#8221; under the relevant head of account and should be met from the sanctioned grant.</p>
<p>4. This issues with the concurrence of Integrated Finance Wing vide their Diary No 4057 Dated 25.09.2018.</p>

<p>I am directed to refer to this Ministry&#8217;s letter No. 1(2)/2004- D(Pay/Services) dated 28th March 2018, on the subject cited above and to say that the President is pleased to decide that the Dearness Allowance payable to Armed Forces Officers and Personnel Below Officer Rank, including Non-Combatants (Enrolled), shall be enhanced from the existing rate of 7% to 9% with effect from 01.07. 2018.</p>
<p>2. The term &#8216;basic pay&#8217; in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.</p>
<p>3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of Pay rules of Defence Force Personnel.</p>
<p>4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>
<p>5. This letter issues with the concurrence of Finance Division of this Ministry vide their Dy. No. 257-PA dated 17.09.2018 based on Ministry of Finance (Department of Expenditure) O.M. No. 1/2/2018-E.II(B), dated 7th September 2018.</p>

<p><strong>Sub: &#8211; Grant of Dearness Allowance to Railway employees &#8211; Revised </strong><strong>Rates effective from 01.07.2018.</strong></p>
<p>The undersigned is directed to refer to this Ministry’s letter RBE No 39/2018 dated 19.03.2018 (F. No. PC-VII/2016/I/7/2/1) on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of <strong>7% to 9% </strong>of the basic pay with effect from <strong>1st </strong><strong>July, 2018.</strong></p>
<p>2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.</p>
<p>3. The Dearness Allowance will continue to be distinct element of remuneration and will not be treated as pay within the ambit of Rule 1303 (FR 9(21)), Indian Railway Establishment Code, Volume &#8211; <strong>II </strong>(Sixth Edition &#8211; 1987) &#8211; Second Reprint 2005.</p>
<p>4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be</p>
<p>5. The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of September, 2018.</p>
<p>6. This issues with the concurrence of Finance Directorate of Ministry of Railways.</p>
