Subject: Revision of rates of Dearness Allowance to Central Government employees – effective from 01.01.2025.

The undersigned is directed to refer to this Department’s Office Memorandum No. 1/5/2024- E.II(B) dated 21st October, 2024 on the subject mentioned above and to say that the President is pleased to decide that the rates of Dearness Allowance payable to Central Government employees, shall be enhanced from 53% to 55% of the Basic Pay with effect from 1st January, 2025.

2. The term Basic Pay in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.
3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).
4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.
5. The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of March, 2025.
6. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
7. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under clause (5) of Article 148 of the Constitution of India.

The undersigned is directed to refer to this Department’s O.M.of even No. dated 22nd April, 2016 revising the rates of Dearness Allowance w.e.f.01.01.2016 in respect of employees of the Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scales as per 5th Central Pay Commission.

2. The rate of DA admissible to above categories of employees of the Central Government and Central Autonomous Bodies shall be enhanced from the existing rate of 245% to the revised rates as under:

3.The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(13)/97-E.II(B) dated Yd October, 1997 shall continue to be applicable while regulating Dearness Allowance under these orders.

4. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

2. The rate of DA admissible to above categories of employees of Central Government and Central Autonomous Bodies shall be enhanced from the existing rate of 132% to 136% w.e.f.1.1.2017.

3. The provisions contained in paras 3,4 and 5 of this Ministry’s O.M.No. 1(3)/2008-E.II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

Subject : Grant of Dearness Allowance to Central Government employees – Revised Rates effective from 1.1.2017.

The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1/2/2016-E-II (B) dated 4th November, 2016 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 2% to 4% of the basic pay with effect from 1st January, 2017.

2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

DA Order Jan 2017

Dearness Allowance is not only important for Central Government employees but also for all the State Government employees.

As we all know, generally, Dearness Allowance is given twice a year based on the inflation rates.

Mostly, this DA has been released at end of February or March. Occasionally, it has been released in the month of April.

Only after the DA for the Central Government employees is announced, most of the State Governments will make DA announcements. After the approval of the Cabinet, the Finance Minister will announce the DA order.

The pensioners have placed a plea to the government to release the DR Relief order also when it announces the Dearness Allowance in order to avoid possible delays in getting DR Relief.

In this scenario, it is natural for the employees to expect the announcement of DA every day. Let us hope that the announcement will come soon.

Subject:- Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 01.07.2014.

The undersigned is directed to refer to this Ministry’s Office Memorandum No.1/1/2014-E.II(B) dated 27th March, 2014 on the subject mentioned above and to say that the President is pleased to decide that the Deamess Allowance payable to Central Government employees shall be enhanced from the existing rate of 100% to 107% with effect from 1st July, 2014.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(3)/2008-E.II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

Sub:- Grant of Dearness Allowance to State Government employees.

The Governor is pleased to order that the existing rate of Dearness Allowance payable to the State Government employees, drawing pay in Rajasthan Civil Services (Revised Pay) Rules, 2008, under Finance Department Order No. F.6(1 )FD(Rules)/2008 dated 01-03-2014 shall be revised from 100% to 107% with effect from 01-07-2014.

The term ‘Pay’ for the purpose of calculation of Dearness Allowance shall be the Basic Pay i.e. sum of pay in running pay band and grade pay drawn and shall not include any other type(s) of pay like Special Pay or Personal Pay, etc.

The payment on account of Dearness Allowance involving fraction of 50 paisa and above may be rounded off to the next higher rupee and the fraction of less than 50 paisa may be ignored.

The amount of increase in Dearness Allowance for the period from 01-07-2014 to 31-08-2014 shall be credited to the General Provident Fund Account of the respective employees and cash payment shall be admissible from 01-09-2014 i.e. salary for the month of September, 2014 payable on 01-10-2014.

The arrear of DA from 01-07-2014 to 31-08-2014 to the employees recruited to the Civil Services on or after 01-01 -2004 and who are governed by Contributory Pension Scheme, shall be paid in cash.

GOVERNMENT ORDER NO. FD 9 SRP 2013,
BANGALORE, DATED 8th MAY 2013

Government are pleased to sanction increase in the rates of Dearness Allowance payable to the State Government employees in the Revised Pay Scales 2012 from the existing 4% to 9% of Basic Pay with effect from 1st January 2013.

2. These orders will apply to the full time Government employees, employees of Zilla Panchayats, work charged employees on regular time scales of pay, full time employees of aided educational Institutions and Universities who are on regular time scales of pay.

3. For the purpose of grant of Dearness Allowance, the term ‘Basic Pay’ means, pay drawn by a Government Employee in the scale of pay applicable to the post held by him and includes:

a.    Stagnation increment, if any, granted to him above the maximum of the scale of pay.

b.    Personal Pay, if any, granted to him under sub-rule (3) of Rule 7 of the Karnataka Civil Services (Revised Pay) Rules, 2012.

c.    Additional Increment, if any, granted to him above the maximum of the scale of pay.

4.    Basic Pay shall not include any emoluments other than those specified above.

5. Government are also pleased to sanction increase in the rates of Dearness Allowance from the existing 4% to 9% of the basic pension/family pension with effect from 1st January 2013 to the State Government pensioners/family pensioners and pensioners/family pensioners of the aided educational institutions whose pension/family pension is paid out of the Consolidated Fund of the State.

6. Separate orders will be issued in respect of pensioners who were drawing immediately before retirement pay in the UGC/AICTE/ICAR and NJPC scales of pay and who retired on or after lst January 2006.

6.    The increase in Dearness Allowance admissible under this order is payable in cash.

7.    The payment on account of Dearness Allowance involving fractions of 50 paise and above shall be rounded off to the next rupee and fractions less than 50 paise shall be ignored.

8.    The Dearness Allowance will be shown as a distinct element of remuneration and will not be treated as pay for any purpose.
