<h3 class="wp-block-heading">Subject: Revision of rates of Dearness Allowance to Central Government employees effective from 01.01.2023.</h3>



<p>The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1/3/2022-E-II(B) dated 3rd October, 2022 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 38% to 42% of the Basic Pay with effect from 1st January, 2023.</p>



<p>2. The term ‘Basic Pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.</p>



<p>3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).</p>



<p>4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50. paise may be ignored.</p>



<p>5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways respectively.</p>



<p>6. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.</p>

<p><strong>Cabinet approves release of an additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners, due from 01.01.2023</strong></p>

<p>The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today has given its approval to release an additional instalment of Dearness Allowance to Central Governments employees and Dearness Relief to Pensioners with effect from 01.01.2023. The additional instalment will represent an <mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-vivid-red-color">increase of 4% over the existing rate of 38%</mark> of the Basic Pay/Pension, to compensate against price rise.</p>



<p>The combine impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.12,815.60 crore per annum.</p>

<p>This will benefit about 47.58 lakh Central Governments employees and 69.76 lakh pensioners.</p>



<p>This increase is in accordance with the accepted formula which is based on the recommendations of the 7th Central Pay Commission.</p>

<h3 class="wp-block-heading">4% Additional Dearness Allowance from 1st of January 2023.</h3>



<p>The Consumer Price Index (IW-BY 2016=100) from July-December 2022 showed a 4% hike in Dearness Allowance, pushing the total to 42%.</p>

<p>The Dearness Allowance is a major factor of income for state employees and pensioners in India. The DA table below shows how the allowance rate has risen from <strong>0% to 42% between 2016 and 2023</strong>.</p>

<h3 class="wp-block-heading">2023 DA Arrears for Central Government Staffs</h3>



<p>Generally, Dearness Allowance increases are announced in March and September, and are implemented in January and July of the following year, respectively. As a result, Dearness Allowance will be paid in arrears for the first two months of each quarter. All Central Government employees, pensioners, and beneficiaries of family pensions will be subject to an additional 4% rise in the Dearness Allowance rate effective on January 1, 2023. By March 2023, existing CG employees would get a 42% Dearness Allowance, along with arrears for the months of January and February 2023. The Dearness Allowance or Dearness Relief will be calculated using the existing and retired employees’ respective basic pay or basic pension.</p>

<p>Chief minister M K Stalin on Sunday announced a New Year gift for government employees and teachers, <strong>hike in Dearness Allowance DA from the existing 34% to 38%.</strong></p>

<p>Accordingly, Dearness Allowance (DA) has been increased from 34 per cent to 38 per cent with effect from today.</p>



<p>16 lakh government employees, teachers, retired government personnel, and their families will benefit from the announcement. The CM issued a statement, calling on government workers to assist the government in effectively implementing its welfare programmes for all sections of the population. &#8220;Accept this announcement as the New Year gift to celebrate the beginning of the year 2023, and I appeal to them to extend their cooperation to the government to improve the living standard of the people,&#8221; the CM said.</p>

<p>The government is willing to accept it for the benefit of the government employees even if it would result in an additional budgetary burden of Rs 2,359 crore. The order to raise the DA from 34% to 38% has been passed taking into mind the demands of the government employees, the announcement noted.</p>



<p>It further said the government was well aware of the government employees’ service and involvement in delivering the government welfare schemes to the people. Amidst the financial crisis, which was inherited by the present government from the previous government, the government continues its efforts to protect their welfare. It has been materalising several demands of the government employees in a phased manner.</p>



<p>The CM also stated that the government would constitute a panel under the Finance secretary to look into the teachers’ demand for equal pay for equal work. Based on the recommendation of the panel, the government would take appropriate measures.</p>
