<p>Subject: <strong>Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at revised rates w.e.f. 01.01.2014 onwards — reg.</strong></p>
<p>Consequent upon grant of another installment of Dearness Allowance, with effect from 1st January, 2014 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure&#8217;s O.M. No. 1/1/2014-E-I1 (B) dated27.03.2014, duly endorsed vide this Department&#8217;s letter No. 8-1/2012-PAP (Pt.) dated 28.3.2014, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the revised rate with effect from 01.01.2014. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 90% to 100% on the basic Time Related Continuity Allowance, with effect from the 1st January, 2014.</p>
<p>2.    The additional installment of Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.</p>
<p>3.    The expenditure on this account shall be debited to the Head &#8220;Salaries&#8221; under the relevant head of account and should be met from the sanctioned grant.</p>
<p>4.    This issues with the concurrence of Integrated Finance Wing vide their Diary No98/FA/2014-CS dated 16/04/2014.</p>

										<content:encoded><![CDATA[<p><strong>Dearness allowance likley to be hiked by 10% on Friday: Zee News</strong></p>
<p>New Delhi: The Union Cabinet is likely to approve hiking dearness allowance to 100 percent from existing 90 percent benefiting 50 lakh employees and 30 lakh pensioners in it meeting scheduled on Friday.</p>
<p>&#8220;The Union Cabinet will take a proposal to hike Dearness allowance for its employees and dearness relief for its pensioners to 100 percent this Friday as per agenda listed for the meeting,&#8221; a source said.</p>
<p>This increase in the dearness allowance by the UPA-2 government comes ahead of the imposition of the model code of conduct by the Election Commission.</p>
<p>The model code of conduct is likely to come into force with the announcement of the schedule for the forthcoming general elections in a week or so.</p>
<p>Also it would be the second double digit DA hike in a row. The government had announced a hike of 10 percent to 90 percent in September last year, effective from July 1, 2013.</p>
<blockquote><p>The hike in DA would be effective from the January 1 this year.</p></blockquote>
<p>As per practice, the government uses Consumer Price Index- Industrial Workers data of the past 12 months to arrive at a quantum for the purpose of any DA hike. Thus, the retail inflation for industrial workers between January 1 to December 31, 2013 would be used to take a final call on the matter.</p>
<p>According to the provisional data released by government on January 31, the retail inflation for factory workers for the month of December stood at 9.13 percent. The revised retail inflation data for January would be released on February 28.</p>
<p>An official said that the preliminary assessment suggests that DA hike will not be less than 10 percent and would be effective from January 1 this year.</p>

<p>As already mentioned and calculated in our previous post that <a href="http://centralgovernmentnews.com/category/dearness-allowance/" target="_blank">Dearness Allowance</a> from January-2014 will be 100% now continued in view of All India Consumer Price Index Number [http://labourbureau.nic.in/indtab.html] for Industrial Workers (CPI-IW) on base 2001=100 for the month of December, 2013 declined by 4 points and pegged at 239 (two hundred and thirty nine).  Now it is absolutely confirmed that Dearness Allowance for Central Govt Employee &amp; Dearness Relief for Central Govt Pensioner from Jan-2014 will be 100%. Decline in AICPIN of Dec, 2013 vanished the expectation of crossing the DA from 100%.  The final chart for calculation for DA/DR is given below:-</p>

<strong>Consumer Price Index Numbers for Industrial Workers (CPI-IW) December 2013</strong></p>
</blockquote>
<p>According to a press release issued by the Labour Bureau, Ministry of Labour &amp; Employment the All-India CPI-IW for December, 2013 declined by 4 points and pegged at 239(two hundred and thirty nine). On 1-month percentage change, it decreased by 1.65 per cent between November and December compared with the rise of 0.46 per cent between the same two months a year ago.</p>
<p>The largest downward pressure to the change in current index came from Food group contributing -4.96 percentage points to the total change. At item level, Onion, Ginger, Chillies Green, Brinjal, Cauliflower, Cabbage, Peas, Tomato, Potato and other Vegetable items, Sugar etc. are responsible for the decrease in index. However, this was compensated to some extent by Fish Fresh, Eggs, Hen, Poultry, Milk, Pure Ghee, Garlic, Firewood, ESI Contribution, etc. putting upward pressure on the index.</p>
<p>The year-on-year inflation measured by monthly CPI-IW stood at 9.13 per cent for December, 2013, as compared to 11.47 per cent for the previous month and 11.17 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 11.49 per cent against 16.17 per cent of the previous month and 13.53 per cent during the corresponding month of the previous year.</p>
<p>At centre level, Giridih recorded the highest decline of 12 points each followed by Ahmedabad, Chhindwara, Varanasi, Munger, Jamalpur, Nagpur and Bhavnagar (10 points each).Jamshedpur (09 points), Rourkela, Ludhiana, Tripura and Angul Talcher (08 points each) Among others, 7 points decrease was registered in 9 centres, 6 points in 8 centres, 5 points in 11 centres, 4 points in 8 centres, 3 points in 7 centres, 2 points in 9 centres and 1 point in 7 centres. On the contrary, Sholapur centre reported an increase of 4 points followed by Puducherry (2 points), Coimbatore and Srinagar centres 1 point each. Rest of the 3 centres’ indices remained stationary.</p>
<p>The indices of 37 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Varanasi and Vijaywada centre remained at par with all-India index.</p>
<p>The next index of CPI-IW for the month of January, 2014 will be released on Friday, 28 February, 2014. The same will also be available on the official website <a href="http://www.labourbureau.gov.in. " target="_blank">www.labourbureau.gov.in. </a></p>

<p>Subject:- <strong>Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises (CPSEs) on 1987 and 1992 basis.</strong></p>
<p>The undersigned is directed to refer to para No. 3 of this Department&#8217;s O.M. No. 2(50)186- DPE (WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Armexure-II of the said O.M, the installments of DA become payable from 1st January, 1st April, 1st July, 1st October, every year based on the price increase above quarterly Index average of 1099 (1960=100).</p>
<p>2. In continuation of this Department&#8217;s O.M. of even No. dated 04.10.2013, the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and non-unionised supervisors following IDA pattern of 1992 pay scales may be modified as follows:-</p>

<p>3. The payment on account of dearness allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>
<p>4. The quantum of IDA payable from 01.01.2014 at the old system of neutralization @ Rs. 2.00 per point shift for increase of 145 points may be Rs. 290 /- and at AICPI 5494 DA payable may be Rs. 9577.75 to the executives holding Board level post, below Board level post and non-unionised supervisors following IDA pattern in the CPSEs of 1987 pay scales.</p>
<p>5. All administrative Ministries/Department of Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for necessary action at their end.</p>
