<p>We have to advise that the confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended September 2021 as published by Govt. of India in its website Labour Bureau are as follows:-</p>



<h3 class="has-text-align-center wp-block-heading"><strong>July 2021 &#8211; 8072.70<br />August 2021 &#8211; 8085.85<br />September 2021 &#8211; 8105.57</strong></h3>



<p>The average of the above is 8088.04 and accordingly the number of DA slabs works out to 434 (8088.04 — 6352= 1736.04/4 = 434 Slabs) The payment of DA for the months August, September &amp; October 2021 was at 397 Slabs. Hence, there is an increase of 37 slabs of DA 1.e. 434 -397 Slabs for payment of DA for the months November, December 2021 &amp; January 2022 Accordingly, in terms of clause 7 of the 11<sup>th</sup> Bipartite Settlement dated 11.11.2020 and clause 3 of the Joint Note dated 11.11.2020, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of November, December 2021 &amp; January 2022 shall be 30.38 % of &#8216;pay&#8217;. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>

<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960=100) for the quarter ended September 2019are as follows:-</p>

<p>The average CPI of the above is 7311 and accordingly the number of DA slabs are 717(7311¬4440= 2871/4= 717 Slabs) The last quarterly Payment of DA was at 681 Slabs. Hence there is an increase in DA slabs of 36, i.e 717 Slabs for payment of DA for the quarter Nov, Dec 2019 and January 2020</p>



<p>In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of Nov, Dec 2019 &amp; January 2020 shall be <strong>71.7%</strong> of &#8216;pay&#8217;. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>

<p>Dearness Allowance for Workmen and Officer Employees in Banks for the month of August, September and October 2018 under 10th BPS / Joint Note dated 25.5.2015</p>
<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2018 are as follows…</p>
<p><strong>April 2018 &#8211; 6573.86</strong><br />
<strong>May 2018 &#8211; 6596.69</strong><br />
<strong>June 2018 &#8211; 6642.34</strong></p>
<p><em><strong>The average CPI of the above is 6604.29 and accordingly the number of DA slabs is 541 (6604.29 – 4440 = 2164.29 / 4 = 541 Slabs).</strong></em></p>
<p>In the last quarter, payment of DA was at 529 slabs. Hence, there is an increase in DA Slabs of 12, i.e. 541 slabs for payment of DA for the quarter August, September and October 2018.</p>
<p>In therms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance to workmen and officer employees for the months of August, September and October 2018 shall be 54.10% of &#8216;Pay&#8217;. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>

<strong>Dearness Allowance for Workmen and Officer Employees in banks for the months of Novermber, December and January 2016 under X BPS/ Joint Note dated 25.5.2015</strong></p>
<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2015 are as follows:-</p>
<blockquote><p><span style="color: #ff0000;"><strong>July, 2015 – 6003.21</strong></span></p>
<p><span style="color: #ff0000;"><strong>August, 2015 – 6026.04</strong></span></p>
<p><span style="color: #ff0000;"><strong>September, 2015 – 6071.69</strong></span></p></blockquote>
<p><strong>The average CPI of the above is 6033. Consequently, Dearness Allowance payable to employees is for 398 slabs for the period November, December 2015 and January 2016 i.e. an increase of 34 slabs over the current level.</strong></p>
<p>In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of<strong> November, December 2015 and January 2016 shall be 39.80% of ‘pay’.</strong> While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>
<p>We advise banks to pay the difference between the old and revised salary and allowance to officers on an ad hoc basis, pending amendments to Officers’ Service Regulations.</p>

<p>On 27th September 2014, in order to find amicable solution UFBU indicated flexibility on its demand of 25% provided IBA revise its offer substantially and also settle other issues. IBA told they would hold meeting in the next week and respond.</p>

<p><strong>On Government approval for revision of Staff Housing Loan Scheme, IBA instructed the banks to revise the same by their Boards</strong></p>

<p>Department of Financial Services, Ministry of Finance, Government of India vide their letter no. F.No.4/5/2/2003-IR dated August 11, 2014 advised Public Sector Banks to revise the Staff Housing Loan Scheme. Accordingly, IBA vide their letter no. CIR/HR&amp;IR/2014-15/624-A/482 dated August 12, 2014 has issued instructions to all Public Sector Banks to formulate the Staff Housing Loan Policy with the approval of their respective Boards keeping the Housing Loan Scheme to Staff outside the purview of Industry level Bipartite Settlement.</p>

<p><strong>Deptt of Financial Services, MOF, GOI advised PSBs to frame policy to minimize the hardship of female employees during transfers</strong><br />
Department of Financial Services, Ministry of Finance, Government of India vide their letter no. F.No.4/9/1/2014-IR dated August 8, 2014 advised Public Sector Banks including IDBI and SBI associates to frame policy on the subject with the approval of their Board to minimize the hardship of female employees during transfers, keeping in view the following:-</p>
<blockquote><p>i) -To accommodate as far as possible placement/transfer of married female employee, on her request, at a place where her husband is stationed or as near as possible to that place or vice versa; and</p>
<p>ii) -To accommodate as far as possible placement/transfer of unmarried female employee, on her request, at a place where her parents, are stationed or as near as possible to that place.</p></blockquote>

<p><strong>Compassionate Appointment Scheme in PSBs on the lines of Central Govt cleared by the Govt. Ex-Gratia Scheme will be discontinued</strong></p>

<p>Government of India vide their D.O.F. No. 18/2/2013-IR dated 7 August 2014 cleared Compassionate Appointment Scheme in Public Sector Banks on the lines of Central Government. Ex-Gratia Scheme in lieu of Compassionate Appointment will be discontinued. Scheme is effective from 05.08.2014. Necessary instructions in this regard have also been issued by IBA vide their Circular No.CIR/HR&amp;IR/2014-15/532/476 dated 11.8.2014</p>

<p>In terms of clause 7 of the 9th Bipartite Settlement dated 27.04.2010 and clause 3 of the Joint Note dated 27.04.2010, the rate of Dearness Allowance payable to workmen and officer employees for the quarter August 2014 to October 2014 shall be 102.45% of ‘Pay’ against 97.50% of ‘Pay’ applicable for the previous quarter.</p>
<p><strong> </strong></p>
<p><strong>On 13th June IBA improved their offer from 10% to 11% which UFBU rejected &amp; told 25% on pay slip components is their expectation</strong></p>
<p><strong> </strong></p>
<p>During negotiations on 13th June 2014, IBA improved their offer from earlier 10% to 11% which UFBU rejected. Since UFBU refused to accept the IBA’s offer of 11% increase, IBA wanted to know the expectation of the UFBU for which it was informed that our minimum expectation is 25% increase in the Pay Slip components cost. IBA expressed their total inability to accept the same as it is beyond the paying capacity of the Banks.</p>

<p><strong>Employees who were Dismissed / Removed but subsequently reinstated are entitled for one more option of pension</strong></p>

<p>The IBA vide its letter HR &amp; Industrial Relations No.CIR/HR&amp;IR/G2/2013-14/8618 dated 06.01.2014 communicated that the Ministry of Finance, Government of India vide its letter F.No.4/8/22/2001-IR dated 19.02.2002 advised banks to take an appropriate decision with the approval of Bank’s Board only in those cases where the officer/employee could not exercise option because he/she stood either dismissed or compulsorily retired as on 29.09.1995 but later on got reinstated either due to decision of the court or appellate authority. In case the incumbent has got full wages for the period of absence due to dismissal etc., such period will be counted as qualifying service for pension. In case the incumbent has not got the benefit of full wages, the period of absence will not be considered as qualifying service for pension. AII other requests received by the Bank for different reasons should not be accepted under any circumstances.</p>

<p><strong>Ex-Gratia amt. to Pre 1986 Retirees/ surviving spouses revised to Rs.350+Dearness Relief and Rs.175+Dearness Relief respectively</strong></p>

<p>The IBA vide its letter HR &amp; Industrial Relations No. CIR/HR&amp;IR/G3/2013-14/8615 dated 06.01.2014 communicated that the Ministry of Finance, Government of India has enhanced the Ex-gratia amount being paid to (1) Surviving Pre 01.01.1986 retirees and (2) Surviving spouses of pre 01.01.1986 retirees based on the recommendations of IBA as below:</p>

<p>Family of Armed Forces who got Re-employed in Banks/PSUs/Civil Deptt./Autonomous Bodies/Local Funds of Central/State Govt. after getting retired from Military Service and were in receipt of Military Pension till death, shall also be allowed to draw Dual Family Pension (from Military as well as from the deptt. where re-employed). The Benefits shall be granted from 24.09.2012 only. However, this provision will also be allowed in past cases.</p>

<p><strong>33 SLABS INCREASE IN DA FOR BANK WORKMEN/OFFICERS FOR AUGUST SEPT AND OCT’14 QUARTER</strong></p>
<p>Labour Bureau,Ministry of Labour and Employment,Govt.of India, has released All India Consumer Price Index Numbers for Industrial Workers ,Base 2001=100 for the month of June’14,today which stood at 246 points with an increase of 2 points while compared to May figure.</p>
<p>Thus the confirmed All India average CPI(IW) 1960=100 for the quarter would be 5569.52.As such there will be 33 slabs increase in DA for bank Staff at 102.45 % (as against 97.50% in previous quarter with 4 .95% increase)as per details furnished here under:</p>

<p>Labour Bureau,Ministry of Labour and Employment,Govt.of India, has released All India Consumer Price Index Numbers for Industrial Workers ,Base 2001=100 for the month of May’14,today which stood at 244 points with an increase of 2 points while compared to April figure. ( There was a decrease of 16 slabs during last quarter )</p>
<p>Based on the confirmed AICPIN for April and May and assuming that index number for June may continued on same level , in tune with present inflationary trend , the DA for Bank Employees/Officers for Aug, Sept &amp; Oct may likely to show an increase of 29 slabs Or more as per details furnished here under:</p>

<div><strong>Dearness Allowance for Workmen and Officer Employees in banks for the months of May June &amp; July 2014 under IX BPS/Joint Note dt. 27.4.10</strong></div>
<div></div>
<div>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960=100) for the quarter ended March 2014 are as follows:-</div>
<div></div>
<div><strong><em>Jan 2014  &#8211;    5409.74</em></strong></div>
<div><strong><em>Feb 2014  &#8211;   5432.56</em></strong></div>
<div><strong><em>Mar 201 4 &#8211;  5455.39</em></strong></div>
<div></div>
<div>The average CPI of the above is 5432.56. The DA paid for the quarter Feb to Apr 2014 was CPI average of 5500. Hence, there is a reduction in CPI of 67.44 Points (16 slabs).</div>
<div></div>
<div>Consequently, dearness allowance to employees is payable for <strong>650 slabs</strong> for the period <strong>May, June &amp; July 2014</strong> i.e. a decrease of <strong>16 slabs</strong> over the current level.</div>
<div></div>
<div>In terms of clause 7 of the 9th Bipartite Settlement dated 27.04.2010 and clause 3 of the Joint Note dated 27.04.2010, the rate of dearness allowance payable to workmen and officer employees for the months of May, June &amp; July 2014 shall be<strong> 97.50%</strong> of &#8216;pay&#8217;. While arriving at dearness allowance payable, decimals from third place may please be ignored.</div>

<div>We advise banks to pay the difference between the old and revised salary and allowances to officers on an ad hoc basis, pending amendments to Officers&#8217; Service Regulations.</div>

<div><strong>Dearness Allowance for Workmen and Officer Employees in banks for the months of February, March &amp; April 2013 under IX BPS/Joint Note dt. 27.4.2010.</strong></div>

<div>The confirmed All India Average Consumer Price Index Numbers tor Industrial Workers (Base 1960—100) for the quarter ended December 2012 are as follows :-</div>

<div>October 2012 &#8211; 4953.22</div>
<div>November 2012 &#8211; 4976.05</div>
<div>December 2012 &#8211; 4998.87</div>
<div></div>
<div>Consequently, dearness allowance to employees is payable for <strong>535 slab</strong>s for the period <strong>February, March &amp; April 2013</strong> i.e. an increase of <strong>25 slabs</strong> over the current level.</div>
<div></div>
<div>In terms of clause 7 of the 9th Bipartite Settlement dated 27.04.2010 and clause 3 of the joint Note dated 27.04.2010, the rate of dearness allowance payable to workmen and officer employees for the months of February, March &amp; April 2013 shall be 80.25 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.</div>
