<h3 class="wp-block-heading">Sub: Brief of the meeting held with the Spl. Secty.(Pers.), Deptt. of Exp., Govt. of India</h3>



<p>A meeting was held today with the Special Secretary(Pers.), Deptt. of Exp., Government of India, on Agenda Item No.27/SC/22(D/o Exp.) of the Standing Committee of the NC/JCM regarding payment of the arrears of Dearness Allowance.</p>



<p>After prolonged discussions it has been agreed by the DoE that they will examine the issue once again and will consult the MoF on the subject.</p>



<p>Staff Side also discussed the issue of commutation of pension as per our agenda item. Staff Side demanded that, restoration of full pension after deduction of commuted value of the pension should be done after completion of 12 years instead of 15 years. It has been informed by the Ministry of Pension that the case been sent to the DoE after the last meeting of the Standing Committee of National Council(JCM). Special Secretary, (Pers.), Deptt. of Exp.. agreed to examine the issue and do the needful.</p>

<p>The 4% increase in Dearness Allowance benefits approximately 47.68 lakh central government employees and 68.62 lakh pensioners.</p>

<p>The proposal to release an additional installment of DA to compensate for the increase in price was approved at the Cabinet Committee on Economic Affairs (CCEA) meeting led by Prime Minister Narendra Modi.</p>



<p>Since the latest dearness announcement hike&#8217;s effective date is July 1, the staff would be paid the arrears with their latest salaries, in a festive cheer for approximately 47.68 lakh central government employees and 68.62 lakh pensioners, and is also applicable for civilian employees and those employed in defence services.</p>



<p>The additional financial impacts of this Dearness Allowance increase for Central Government employees are expected to be 6,591.36 crore each year, and 4,394.24 crore in the fiscal year 2022-23 &#8211; from 20th July 2022 to 20th February 2023.</p>



<p>The additional financial implications of this increase in Dearness Relief to seniors are expected to be Rs.6,261.20 crore per annum, and Rs.4,174.12 crore in the fiscal year 2022-23 &#8211; from July, 2022 to February, 2023.</p>



<p>The aggregate impact on the exchequer from Dearness Allowance and Dearness Relief would be 12,852.56 crore each year, and 8,568.36 crore in the fiscal year 2022-23, that is, from July 20, 2022 to February 20, 2023.</p>



<p>Every year, the central government revises the dearness allowance and dearness relief, however the decision is normally made in March and September.</p>



<p>Previously, in March, the Cabinet approved a plan to raise the dearness allowance (DA) for central government employees and dearness relief (DR) for retirees by 3% to 34% of basic salary, up from 31% previously, beginning January 1, 2022.</p>



<p>The government was paying employees three months in arrears at the time.</p>



<p>Every year, the central government revises the dearness allowance and dearness relief, however the decision is normally made in March and September.</p>



<p>Any modifications to the dearness allowance are made in accordance with the approved formula, which is based on the 7th Central Pay Commission&#8217;s recommendations to compensate for price increases.</p>



<p>From July 1, the grant of dearness relief (DR) to central government pensioners and family pensioners will be available at the same updated rate as it is for employees. Pension disbursing agencies, including nationalised banks, will determine the amount of DR payable to each pensioner on an individual basis.</p>



<p>The revised rates would apply to central government pensions, civilian central government pensioners/family pensioners, armed forces pensioners, civilian pensioners paid out of defence duty, all India service pensioners, railway pensioners/family pensioners, and provisional pensioners.</p>

<p>Chandigarh: The SAD-BJP government in poll- bound Punjab today announced its decision to release arrears of Dearness Allowance (DA) to the employees and pensioners in cash.Punjab Finance Minister Parminder Singh Dhindsa said the arrears of DA with effect from July 1, 2014 to February 28, 2015 at the rate of 7 per cent and arrears with effect from January 1, 2014 to September 30, 2014 at the rate of 10 per cent shall be given to employees and pensioners of the state government in cash.Dhindsa said 50 per cet of the DA arrears from July 1, 2014 to February 28, 2015 at the rate of 7 per cent shall be paid during the second quarter of financial year 2016-17 which is from July 1, 2016 to September 30, 2016 and pending 50 per cent of this arrears shall be paid during the third quarter of financial year 2016-17 –from October 1, 2016 to December 31, 2016.</p>
<p>Likewise, the 50 per cent of the DA arrears from January 1, 2014 to September 30, 2015 at the rate of 10 per cent shall be paid during the fourth quarter of financial year which means from January 1, 2017 to March 31, 2017 and the rest of the 50 per cent of this arrears shall be paid during the first quarter of financial year 2017-18 which is from April 1, 2017 to June 30, 2017.</p>
<p>He said the notification in this regard has been issued today.</p>

<p>No one can deny the fact that DA is a very important allowance as of now. This applies to both state and central government employees. On the 28th of February 2014, 10 % DA increase was approved by the cabinet and then the announcement about the same came out. In the past, mostly, this announcement and the Finance Ministry order have come out in the month of March. Hardly, has this ever changed so far. So the finance ministry order on DA is expected to come soon.<br />
After the order on the 10% DA is received, the corresponding DA value will be paid as arrears for the first two months and then it will paid along with the month’s salary. Similarly, every time when the DA touches 50%, some allowances can increase up to 25%. We have already got the benefits of the 50% DA increase. Now, as it has reached 100%, a formal announcement is expected to come out soon. Everyone can easily calculate the benefits that we’ll get from a 10% increase. 										<content:encoded><![CDATA[<p><strong>Govt to hike DA by 10%; benefit 80 lakh employees and pensioners</strong></p>
<p>New Delhi: Ahead of festival season, Central Government will this month announce a hike in dearness allowance to 90 percent from existing 80 percent, benefiting about 50 lakh central employees and 30 lakh pensioners.</p>
<p>According to official source, dearness allowance hike will be 10 percent and would be effective from July 1, this year.</p>
<p>The sources further said the exact amount of dearness allowance, as a proportion of basic pay, works out to over 90 percent after factoring in the revised all India Consumer Price Index for Industrial Workers (CPI-IW) for June.</p>
<p>According to revised data released on August 30, retail inflation for factory workers for June stood at 11.63 percent, higher than provisional estimate of 11.06 percent for the month released on July 31.</p>
<p>Sources said that since the revised estimate for the month of June is available, the Finance Ministry would soon prepare a proposal for the purpose for seeking Union Cabinet nod.</p>
<p>They further said the proposal will be moved this month.</p>
<p>There would be a double digit hike in DA after about three years. It was last in September, 2010, that the government had announced a hike of 10 percent to be given with effect from July 1, 2010.</p>
<p>DA was hiked to 80 percent from 72 percent in April, 2013, effective from January 1, this year.</p>
<p>As per the practice, the government uses CPI-IW data for past 12 month or a year to arrive at a number for the purpose of any DA hike. Thus, the retail inflation for industrial workers between July, 2012 to June 2013 will be used to take a final decision.</p>

<blockquote><p><em><strong>Decision in the right time –will avoid more funds to allocate as arrears!</strong></em></p></blockquote>
<p>At last, the most eagerly awaited announcement of additional dearness allowance has been declared by the cabinet, due from January 2013 to Central Government employees and Pensioners.</p>
<p>In general the announcement of dearness allowance has been made in the month of March every year. But this year this has been declared in the month of April. Though it was announced after some delay, there is no any loss, as the dearness allowance hike has to be paid with effect from 01-01-2013.</p>
<p>Before this announcement, there was a rumour that 50% dearness allowance will be merged with basic pay or otherwise dearness allowance will not be hiked, but the cabinet committee decision cleared these doubts.</p>
<p>Employees and Pensioners will get one more month arrears from January to April. Government has to allocate more funds as arrear due to delay.</p>
<p>If the decisions concluded in the right time, there will be no chance to allocate more fund for the payment of arrears and also prevent practical problems to accounting staff.</p>
<p>Even the National anomaly committee, after six years it was formed, has not solved all the problems raised due to the implementation of 6th CPC.</p>
<p>After the implementation of 6th CPC in 2008 with effect from 01.01.2006 , arrears had to be paid to Central Government servants. To avoid the additional financial burden, the Central Government decided to pay the arrears’ in two installments in 2008 and 2009. For this, government had to allocate more fund from budget. It can be avoided by early constitution of 7th pay commission.</p>
<p>So, to find the solution to all including disbursing authorities, setting up of 7th Central Pay Commission at early stage to implement in the right time, the same is demanding by the central trade unions and associations.</p>
<p>Every decision in the right time –will avoid more funds to allocate as arrears!</p>

<p>Generally the announcement of DA comes in the month of every year but this year it did not happened as expected. The government employees were eagerly awaiting for the announcement. As everyone knows that it will be from the month of January 2012 onwards. This situation has raised due to the finance minister’s trip to the japan as information’s received from some media. we can expect the decision of the government as soon as the arrives from there. But surely the announcement of <em><strong>DA will come out in day or two</strong></em>. Normally ,the DA arrears will be disbursed for January &amp; February and DA For March is included in the monthly salary but as of now, the situation may change.</p>

<p>As per reliable sources that the Union Cabinet Committee likely to approve the Finance Ministry proposal to hike the Dearness allowance and Dearness relief by 8% today.</p>
<p>An another additional Dearness allowance from Jan 2013 to all Central Government Employees and Pensioners is expected to declare by the Central Government on 2.4.2013, after the Union Cabinet approval. The agenda is expected to be approved by the committee today in the afternoon. Nearly 50 lakh employees and 30 lakh pensioners will get the benefit by this hike with minimum of Rs.560 per month.</p>
<p>After the Cabinet approval, Finance Ministry may issue necessary orders immediately to all Departments/Ministries to issue enhanced payment by cash.</p>
