<p>I am directed to refer to DPS(O &amp; HQ) DO letter no.Estt/R-275/Pt.II dtd 11.09.2019 on the above noted subject and to inform you that, the matter has been examined by this Directorate.</p>



<ol class="wp-block-list"><li>Further, I am therefore directed by the Competent Authority to inform you that, after rationalization of all categories of GDS on implementation of GDS Committee report, all the categories of <strong>GDS </strong>posts who erstwhile called as Mail Carrier/Mail Deliverer etc. have been brought under the category of ABPMIDak Sevaks. But nature of work/duties of these categories have not been changed. Hence, <strong>Cycle Maintenance Allowance</strong> may be granted to those ABPM/Dak Sevaks only, who use their own cycle for Out door duty, Mail Collection, Delivery, Conveyance etc.</li></ol>

<p>Sub: <b>Revision of the rates of Cycle (Maintenance) Allowance: Implementation of Seventh Central Pay Commission&#8217;s recommendations. </b></p>
<p>Consequent upon the decision taken by the Government on the recommendation of the 7th Central Pay Commission related to the above mentioned allowance and in supersession of Board’s letter No.F(E)I/2008/AL-7/2 dated 18.09.2008 , the President is pleased to revise the rates of Cycle (Maintenance) Allowance from Rs. 90/- to Rs. 180/- per month under Rule 1606 of IREC (Vol.II)-2005 Edition and the provisions contained in Railway Ministry’s decision below this rule.</p>
<p>2. The admissibility of Cycle (Maintenance) Allowance will be subject to the following conditions:</p>
<p>(A) The official concerned maintains and uses his own cycle for official journeys.</p>
<p>(B) Travelling Allowance (i.e. daily and mileage allowance) to a Government servant in receipt of Cycle. (Maintenance) Allowance under these orders will be regulated as under:</p>

<p>(C) The allowance will not be admissible for the calendar month(s) wholly covered by leave, training, or temporary transfer.</p>
<p>(D) For any period of more than one month at a time during which a Railway servant in receipt of Cycle (Maintenance) Allowance does not maintain a cycle. or the cycle maintained by him remains out of order or is not used for official journeys for any other reason, the Cycle (Maintenance) Allowance will not be admissible.</p>
<p>3. The Cycle (Maintenance) Allowance under these orders shall be granted by the sanctioning authority for a period not exceeding two years at a time and its continuance shall be reviewed sufficiently in advance of the expiry of such period. The sanctioning authority may, for this purpose, specify whenever necessary the local jurisdiction of a Railway Servant at the time of sanctioning the allowance. They should also make a review of the posts under their control and decide the posts for which the Cycle (Maintenance) Allowance should be sanctioned. The Allowance may be sanctioned with reference to the posts and not to the individual incumbents.</p>
<p>4. These orders shall take effect from 1st July, 2017</p>
<p>5. Hindi Version is enclosed.</p>

<div>I am directed to convey approval of the competent authority for revision of Cycle maintenance Allowance payable to GDS Mail carrier/Mail Deliverer who use their own cycle for discharge of duty.</div>

<div>2. Rate of Cycle maintenance Allowance are revised @ Rs.90/-(ninety only) per month with immediate effect. All Other terms &amp; conditions for sanctioning of Cycle maintenance Allowance will be unchanged.</div>
<div></div>
<div>3 The cycle maintenance allowance of GDS Staff will be increased by 25% as &amp; when the D.A. payable on revised pay Scales goes up by 50% in future.</div>
<div></div>
<div>4. It is requested to kindly circulate these orders to all subordinate offices for information and further necessary action please.</div>

<div>5. This issues with the concurrence of Integrated Finance Wing vide their Advice in Dy. No.144/FA/2015/CS Dated 15-09-2015.</div>

<p>Ref.: Railway Board’s letter No.F(E)I/2011/AL-28/18 dated 13.06.2011(RBE No.87) and E(P&amp;A) I-2011/SP-1/Misc.1 dated 13.06.2011(RBE No.88/2011)</p>
<p>The VI CPC in their report had recommended that certain allowances, viz. Children Education Allowance, National Holiday Allowance, Daily Allowance, Washing Allowance, Breakdown Allowance, Special Compensatory Allowance, Cycle Maintenance Allowance, Fixed Conveyance Allowance, Road Mileage Allowance, Special Allowance to various categories of staff etc., should be increased by 25% whenever Dearness Allowance crosses 50%, and this recommendation was duly accepted by the Government of India.<br />
Based on the above recommendation of the VI CPC, these allowances have since been enhanced by 25% w.e.f. 01.01.2011, i.e. from the date, Dearness Allowance having been crossed 50%.</p>
<p>Now, Dearness Allowance has crossed 100% w.e.f. 01.01.2014, there is, therefore, gross justification that the above allowances be further enhanced by additional 25%, as Dearness Allowance has again crossed the value of 50% after enhancement of these allowances w.e.f.01.01.2011.</p>
<p>The Board are, therefore, requested to issue necessary instruction to this effect an early date</p>
