No restriction has been put on entitlement of the beneficiary. However, instructions have been issued to Unit Run Canteens (URCs) for local restrictions on bulk purchases to prevent pilferage.

Consequent to implementation of GST the impact on sale of vehicles to CSD customers is as follows :-

Rates of Four Wheelers to CSD eligible customers will be CONSISTENT across the country. A slight variation may occur on account of varying freight and transit insurance charges of the companies.

Across India the customers will benefit in terms of price differential.

Eligible CSD Customers shall only be levied 50% of GST and will NOT be involved in claiming refunds.

The dealership across the country for all auto manufacturers have been expanded. All rates will be finalized by 31 Aug 2017.

CLARIFICATION ON ISSUED ‘SOPs’ TO ALL COMPANIES SUPPLYING GOODS, CARS, TWO WHEELERS IN IMPLEMENTATION OF GST

1. Please refer this office letter No.6/F&A/C&C/556 dated 20 July 2017.

2. It is once again clarified that only 50% of GST rates will be charged to URCs and authorized customers on purchase of other than AFD items and AFD items respectively. Though 50% refund mechanism is time consuming, CSD will take the responsibility of getting the same without charging URCs and end customers. This initiative has been taken by CSD to avoid timelags of benefit of 50% of GST rate to the authorized customers of URCs. However, cess will be levied totally in case of aerated drinks (Pepsi, Coco-cola etc) and cars at the applicable rates since no exemption has been granted towards cess.

3. All the Depot Managers are to educate the URCs and the end customers in case of AFD purchases on the above issue.

CSD CANTEEN FACILITIES TO RETIRED DEFENCE CIVILIANS

1. Refer Army Order 02/2006/QMG

2. Government of India has decided to extend the CSD Canteen facilities to the Retired Defence Civilian Employees vide MoD letter No. F.No.8(14)/2015-D(Mov) dated 31 Jul 2015.

3. Eligibility : Retired Defence Civilian Employees of following departments who were not entitled to avail CSD facilities will now be entitled for CSD facilities:

(a) Ministry of Defence including those working in their respective attached offices and those working in lower military formations.
(b) Defence Audit Departments.
(c) Executive Officer Cantonment Board
(d) Hindutan Aeronautics Ltd personnel retired from Air Force Station Hyderabad, Jorhat, Air Force Academy, Dundigal (Hyderabad) and Air Force Station Yelahanka(Bangalore)
(e) Indian Defence Accounts Services.
(f) Secretariat Border Roads Development Board and HQ Director General Border Roads.
(g) Retired employees of Canteen Stores Departments who are getting pension from CSD Fund.
(h) MES Employees.

4. Entitlement : They will be entitled for only Grocery Stores. No Liquor will be authorised.

5. Validity : The cards will have a validity of 10 years, from the date of issue and will be renewed every year.

6. Process for applying for Retired Defence Civilian Employees Card : All Retired Defence Civilian Employees will apply for the Smart Card to the URC through which they want to avail the Canteen facilities after authentication of the application.

7. Authentication : The application form will be authenticated for its correctness by the Department from which the employees has retired. The form will be countersigned by an officer not below the Rank of Under Secretary or equivalent.

8. Documents to be submitted to Department URC : The following attested documents will be submitted to the URC :

(a) Application for Canteen Smart card duly countersigned by the competent authority.
(b) Govt order for Retirement.
(c) Copy of Pension Payment Order (PPO)
(d) Address Proof and Copy of PAN card.
(e) Payment of Rs.135 to the URC.

9. Guidelines for Authenticating Authority:

(a) Each concerned department shoud appoint officer authorised to countersigned and promulgate orders and forward details to this office.
(b) Countersigned officer will verify that all columns are filled correctly prior to countersigned.

10. Guidelines for URC : Vetting of application will be done at URC for correctness. The following will be checked :

(a) That application is filled in all respect and no column is left blank.

(b) Signature of Countersiging authority.

(c) All personal particulars are checked for correctness with PPO and other supporting documents.

(d) In case an application is rejected the same will be informed to the applicant.

(e) New card will be sent by M/s. Smart Chip Ltd to the URC for issue to applicant. URC will check details with individuals Departmental retired identity Card prior to issue of new Canteen Smart Card.

(f) Since large number of applications are likely to be received intially at the URCs, the URC Manager must exercise due diligence while scrutinising and verifying the applications.

11. Guidelines for SCL : The following will be ensured ;
(a) All applications are sent by CCTS to M/s. Smart Chip Ltd, at the earliest.

(b) On receipt of application check for correctness with existing records through old Grocery Card Number.

(c) Verify applicants personal details through PAN No. on www.verifypan.in

(d) Ensure previous card of applicatin is hotlised prior to handing over of new card for Retired Defence Civilian Employees.

12. The application form (Blue Color) for Retired Defence Civilian Employees attached as Appendix will be made available in the URCs at the earliest by M/s. Smart Chip Ltd.

13. This letter be given vide publicity by displaying at prominent places like URSs, Station HQs, CAO and other controlling HQs.

“CSD Canteen facilities for Defence Civilian retired employees – Long pending demand accepted by MoD”

For a number of years the Defence Civilian employees have obtained the facility to buy items at subsidized prices from CSD canteens. Especially, Ordnance Employees could buy anything from groceries to bike – at super-subsidized rates from the CSD Canteens, also called Unit Run Canteens. But these facilities were denied to retired employees.

There is no doubt that such concessions are of tremendous importance post-retirement, when the person faces extreme financial crunch. There is no denying the fact that the mental satisfaction is much higher when these items are bought at subsidized rates from these canteens. Also, denying this privilege after retirement becomes a prestige issue of sorts.

After prolonged fights by all the federations of employees union, the Centre is accepted to extend the subsidized CSD canteen facility to retired defence civilian employees too. It is being said that the Minister of Defence has given his approval to the order.

More information on this is expected soon. Issues like who qualifies for the facility, what are the items they cold buy at subsidized rates, and providing Smart Cards, etc., have not yet been decided.

One thing is for sure – retired employees can now proudly shop at the CSD canteens.

1. Refer following letters:-
(a) This HQ letter No 96410/Q/DDGCS dated 15 Apr 2011.

2. Due to budgetary constraints, the car sanction was centralised in Jan 2012. However, due to the improved Budgetary allocations, the centralised Car Sanction by CS Dte on behalf of the QMG is being discontinued with effect from 20 Jul 2015. Individual(s) will process the car sanction through the CSD Depots as hither-to-fore prior to Jan 2012. The new indent form to be submitted to CSD Depot is att at Appx and also can be downloaded from www.csdindia.gov.in/www.indianarmy.nic.in. Guidelines for purchase of four wheeler from CSD is also enclosed.

3. The countersigning authorities and CSD Depots will exercise due diligence while scrutinising the documents to verify the authenticity of applicant and ensure that only eligible category avail this facility as enunciated vide our letter No 95286/SG/Q/DDGCS dated 29 Apr 2015 (Copy att). The onus of correctness of application will be on both applicant and countersigning authority to prevent any misuse/malpractice of this facility. Each application will be vetted by CSD Depot for orrectness in all respects. In case any malpractice/misuse is noticed, strict disciplinary action will be initiated.

4. This Letter be given vide publicity inculuding display in the notice boards in Station HQs Zila Sainik Boards and URCs for information of all concerned.

GUIDELINES FOR PURCHASE OF FOUR / TWO WHEELERS & OTHER AFD-I ITEMS

ENTITLEMENT FOR FOUR WHEELERS:

Entitlement for AFD-I items other than car (refrigerator, tv, w/machine, two wheelers etc.)

For all categories after every three years.

Procedure for purchase of four wheelers:

• Customer who wishes to purchase four wheelers through CSD must obtain sanction from the office of Deputy Director General Canteen Services (DDGCS), QMG Branch, New Delhi in the prescribed application form.
• Obtain availability certificate from the dealer.
• On receipt of approval letter from DDGCS, QMG Branch New Delhi submit prescribed application (CSD Depot Indent form) at the concerned depot alongwith availability certificate and payment in the form of DD or RTGS/NEFT.

Other documents required at the depot for verification in addition to copy of car sanction letter from DDGCS, QMG Branch.

• CSD depot indent form duly countersigned by Commanding Officer of the unit for serving personnel or by Station Commander or Dy Director of Zila Sainik Board for Ex-Servicemen.
• Car sanction letter from DDGCS office, QMG Branch.
• Copy of PAN card/ Form 16.
• Copy of driving license (relaxable for retired PBORs & Senior citizens)
• Certified copy of paybook bearing entry with regard to purchase of car (applicable only for serving JCOs/OR and equivalents).
• Certificate from the CO/OC of Unit confirming that financial position of the applicant allows to purchase a car (applicable only for serving JCOs/OR and equivalents).
• PPO/Discharge book/Release Order (for ESM).
• Any other document as prescribed under the respective State Govt. notification.This is essential since State Govts while extending VAT relaxation prescribe specific documents to be submitted.
• Address proof.

Procedure for purchase of two wheelers & other AFD I items:

Entitled customer can purchase the items from CSD depots on submission of prescribed application form duly filled in alongwith payment either by DD or RTGS/NEFT. No prior sanction is required for two wheelers and other AFD I items from QMG’s Branch.

Miscellaneous points

• DD to be drawn in favour of “Canteen Stores Department, Public Fund Account (Main) from any nationalized bank payable at the station of CSD depot. Prior to making the bank draft latest rates should be confirmed from the concerned depot/ dealer as these are subject to change. For approximate rates please go to product search on the Home Page of this website.
• On submission of application and payment, concerned depot will release documents such as OR, Sale letter, Supply Order, Authority letter etc.
• These documents have to be submitted to the concerned dealer for effecting delivery of the item.
• Payment for registration and insurance will be made to the dealer and not to CSD depot.
• For additional accessories, customer has to bear the expenses.
• In case a vehicle has a waiting list in the civil market, the same should be booked with a dealer who is affiliated with CSD, with minimum booking amount as decided by the manufacturer. Full payment can be made with CSD depot once the vehicle is available and the dealer issues an availability certificate. Advance booking of the vehicle with the civil dealer will be governed by the rules as promulgated by the manufacturer/dealer. This will save unnecessary blockage of funds.
• No payment is to be made on account of CSD handling charges/ logistic charges
  etc. to the dealer.
• Price will be charged as applicable at the time of delivery of item.
• No interest will be paid by CSD or by the dealer for late delivery of the vehicle.
• Business hours of CSD depots vary so please contact CSD depot concerned to ascertain transaction timings.
• No transactions are entertained on Sundays and Holidays.
