Will the Minister of DEFENCE be pleased to state:

(a) whether the employees of Canteen Store Department (CSD) are entitled to avail Canteen facilities and if so, the details thereof and the number of employees who are benefitted through the said facility;

(b) the details of companies supplying goods to military canteens in the country and the criteria fixed by the Government for the said companies in supplying the goods;

(c) whether there are limited number of military canteens in Tamil Nadu and Maharashtra and if so, whether the Government proposes to set up more military canteens in these States;

d) the criteria fixed by the Government to avail canteen facilities;

(e) whether CSD canteens are selling food items of sub-standard quality and a large percentage of food items are not tested and some items are of expired dates and if so, the details thereof and the action taken in this regard; and

(f) whether the Government has reviewed the functioning of these CSDs recently and if so, the details and the outcome thereof including the follow up action taken by the Government thereon?

ANSWER

IN THE MINISTRY OF DEFENCE

(a) CSD Cadre employees are Govt employees and paid out of Defence Estimate Budget. Hence, they are entitled to avail Canteen facilities. The number of CSD employees is 2141.

(b) 436 companies are supplying goods against order placed by CSD Head Office based on the consumption pattern of URCs (Unit Run Canteens).

(c) There are adequate number of Unit Run Canteens in the states of Tamil Nadu and Maharashtra. Besides, on the request of Ex-servicemen (ESM), Unit Run Canteens have been opened up where the strength of ESM is more than 5000. No proposal is pending with Army Headquarter for opening of additional URCs in Tamil Nadu & Maharashtra.

(d) The criteria for availing canteen facilities is laid down at CS Directorate policy No. 95350/Q/DDGCS/ Policy/2018 dated 23 Mar 2018. Broadly, individual canteen smart cards are entitled to the following:-

• Armed Forces personnel (including Coast Guard) with minimum 5 years of physical service.
• All ranks of Assam Rifles and SFF, at par with Armed Forces personnel.
• All serving personnel of APS with minimum 5 years of service.
• All serving DSC personnel, including Ex-DSC personnel who are in receipt of pension from defence services estimates.
• Territorial Army personnel with minimum 5 years of physical service.
• Ex-Gentleman Cadets/Ex Recruits who are in receipt of disability pension, through defence services estimates, irrespective of length of service.
• Serving defence civilians in receipt of pay through defence service estimates.
• Retired defence civilians and their family pensioners, in receipt of pension from defence services estimates (Grocery only).
• Judges and Staff of AFT (Grocery only)
• NCC personnel.
• Civil GT drivers being paid through defence services estimates (Grocery only).
• Veernaris/ Widows /NoK of Armed forces personnel (including Coast Guard and DGBR) who are in receipt of pension through defence services estimates.
• Widows of Short Service Officers (only those who have completed their terms of engagement)

In addition to this, following category of individuals are also authorized for canteen facility:-

• EC Officers/ Widows of EC Officers.
• Widows of WW-I & WW-II
• Civilian staff on deputation with MoD
• Marital discord cases.

(e) All food items are FSSAI certified and are periodically tested atleast once in six months by Army Medical Authority. Hence, no substandard quality of food items are sold in Unit Run Canteens (URCs)

(f) Functioning of CSD is being reviewed periodically by Canteen Stores Department (CSD), Service Headquarters & by MoD, and follow up action is taken as per decisions taken in these review meetings

Unit Run Canteens

Demands from various forums have been received for implementation of Sixth Pay Commission recommendations in respect of URC employees, however, these recommendations have not been accepted as URC employees are not government employees.

The sales turnover and profit generated by CSD is as under:

As URC employees are not Government employees. They are given pay and allowances as per the rules regulating the terms and conditions of the services of the civilian employees of the URCs, issued by Army Headquarters. Consequent to Sixth Pay Commission, the basic pay of all categories has been increased by 50% w.e.f. 01.02.2009 and 15% w.e.f. 01.12.2009. Another 15% raise has been given w.e.f. 03.04.2013.

This information was given by Defence Minister Shri AK Antony in a written reply to Shri Hukumdev Narayan Yadavin Lok Sabha today.

Framing of Rules for URC Employees

The Unit Run Canteen employees are getting paid as per the rules regulating the terms and conditions of the services of the civilian employees of the URCs, issued by Army Headquarters in April 2003. These rules were made as per the directions of Hon`ble Supreme Court.

It has been held by the Hon`ble Supreme Court in its order dated 28-4-2009, in the case of R.R. Pillai Vs the commanding officer HQ SAC(U), that employees of the URC are not government servant.

Unit Run Canteens (URCs) employees are not Government employees, hence recommendations of Sixth Central Pay Commission are not applicable to them.

This information was given by Defence Minister Shri AK Antony in a written reply to Shri Shadi Lal Batra in Rajya Sabha today.

Whether the Government has received any request for providing Canteen Store Department (CSD) facilities to the working and retired personnel of Central Armed Police Forces (CAPF)..!

The Minister of Home Affairs Shri.R.P.N.Singh has replied to the question in a written form in Lok Sabha on 19th March, 2013 as follows…

“Accordingly a proposal to extend the Canteen Stores Department (CSD) facility to the CAPFs personnel, including serving and retired personnel, was duly considered in consultation with the Ministry of Defence, but it could not be agreed to because of the limited resource and infrastructure of the CSD.

On the lines of CSD, the Government has launched a Central Police Canteen System on 18/09/2006 for the CAPFs personnel, including the retired CAPFs personnel and their families. As on date 126 Master Canteens and 1009 unit Central Police Canteens are functioning throughout the country , including Rajasthan.

Note: The number of URCs is a dynamic one. Over a period of time, many URCs get disbanded, merged or become inactive. The number of URCs (3730) as given above are the active URCs, presently drawing stores from 34 CSD Area Depot.

The below information was given by the Minister of Shri A.K.Antony in Lok Sabha in a written reply on 13.8.2012 pertaining to the sale of CSD Canteen items in open market.

Sale of liquor/groceries to entitled customers of Defence canteens is through Unit Run Canteens (URCs). To stop irregularities, smart cards with confidential PIN (Personal Identification Number) have been introduced so that authorized persons alone can avail canteen facilities. Monetary limits for purchase of goods have been fixed and are strictly being followed. Surprise checks are carried out by the administrative/security staff of the respective canteens.

Products are enlisted in the Canteen Stores Department (CSD) as per the needs of consumers. CSD ensures that only quality products are introduced.

The URCs are audited by Charted Accountants on annual basis.
