<p>Note: For cases of retirement other than on superannuation, it is provided that PPO shall be issued within six months of submission of duly completed Form 5 or the date of retirement whichever is later.</p>

<h3 class="wp-block-heading">Subject: Issues related to delay in handing over physical possession of GPRA &#8211; reg.</h3>



<p>The undersigned is directed to refer to the Observations/ Recommendations contained in the Forty-First Report of the Public Accounts Committee (17th Lok Sabha) on “Functioning of Directorate of Estates” regarding delay in handing over physical possession of GPRA and to say that many cases have been reported to this Directorate wherein CPWD has not handed over the physical possession of the accommodation to allottee even after 8-10 months of allotment. In order to address the issue and keeping in view of the observations/ recommendations of Public Account Committee (PAC), the following actions shall be taken by CPWD/ NBCC with immediate effect:</p>



<ul class="wp-block-list">
<li>(i) Once a house is vacated, CPWD/NBCC may immediately assess its habitability and the house may be reflected as vacancy in e-Sampada immediately on vacation for allotment by DoE. CPWD/NBCC shall take necessary action to make it habitable at the earliest. Under no circumstances, it shall be taken for more than 75 days for making it habitable.</li>



<li>(ii) CPWD/NBCC may adhere to the timeline strictly in letter and spirit as mentioned above to handover the houses.</li>



<li>(iii) Once the house is made habitable for Physical Occupation, CPWD/NBCC shall generate Habitability Certificate and communicate the same to DoE on e-Sampada portal and to the allottee directly. If allottee fails to take Physical Occupation of the house within 5 working days from the date of issue of Habitability Certificate, the allotment shall be cancelled automatically and the allottee shall be debarred as per Rule 17 of CGGPRA Rules, 2017.</li>



<li>(iv) In case CPWD fails to make the house habitable for Physical Occupation within 73 days from the date of Technical Occupation, CPWD may take action as per their OM No. 7/13/2015-WIl/DG/695 dated 25.07.2015. NBCC may develop similar mechanism to fix responsibility by issuing an OM in case of delay in handling over of houses for more than 75 days.</li>



<li>(v) In such cases i.e. para (4) above, allottee will be offered option either to continue or cancel the Technical Occupation in e-Sampada. If the allottee opted for cancellation, he will not be debarred but will be allowed to apply in the next bidding cycle. NIC, DoE will carry out necessary changes in e-Sampada portal, accordingly.</li>



<li>(vi) Once a house is declared unsafe /dangerous/ uninhabitable, necessary action shall be taken at the earliest to vacate the allottee and the house be repaired/ renovated.</li>
</ul>

<p>As per the instructions contained in the Ministry of Personnel, Public Grievance and Pensions O.M. issued vide F. No.14014/0212012-Estt.(D) dated, 16.01.2013 and guidelines issued by this Directorate vide O.M. No. 38/F. No.5/2/2013-L &amp; CA dated, 14.03.2016, the vacancies for compassionate appointment in the MTS (.DG cadre) of this Directorate is hereby notified as under:</p>



<p>During the period starting from 01.01.2018 to 31.12.2018, thirteen(13) vacancies occurred in the MTS (DG cadre) of this Directorate, as may be seen from the six month period-wise vacancy statement for this period appended herewith.</p>



<p>The number of vacancies that can be filled up on compassionate appointment is 5% of the total number of vacancies( i.e.5% of l3), which works out to 0.65 (zero point six five). The fraction of vacancy either half or exceeding half but less than one has been taken as I (One) vacancy in MTS (DG Cadre) is available for filling up on compassionate appointment for the period ending 31.12.2018.</p>



<p>Accordingly, ONE (1) vacancy for compassionate appointment in the MTS (DG Cadre) of CPWD for the period ending 31.12.2018 is hereby identified and notified for information of all concerned</p>

<p>Sub: <strong>Installation of LED based Lightings in Govt. Buildings</strong></p>



<p>Please refer to OM No. 02/ECC/ESCO/2019/491 Dated 07.12.2018 vide which it was requested to pursue with client Department as well as EESL to get the work of Energy Efficiency Measures in Non-GPOA buildings completed by 31.12.2018. It is intimated that MoHUA had asked the progress in respect of the above for updation in e-Samiksha urgently on 30.05.20l9 and following data available with the Directorate was submitted:</p>



<ol class="wp-block-list"><li>Work completed in 337 Nos. Buildings.</li><li>Work in Progress in 216 Nos. Buildings.</li><li>Work is yet to be taken up in 686 Nos. Buildings.</li></ol>



<p>It is therefore again requested to pursue the matter with Client Departments &amp; EESL to complete the work in all 1239 Non-GPOA Buildings as early as possible. The zone wise details prior to restructuring are also enclosed for ready reference which may be corrected as per restructuring &amp; be intimated to the Directorate. A status report may also be sent on email delseetlqa.cpwd@nic.in &amp; deleeetlqa.cpwd@nic.in immediately for further appraisal of MoHUA about the updated progress in the matter.</p>

<p>The 7th Pay Commission report is still grabbing headlines as the various permutations and combinations are still being bandied about and discussed threadbare and now it spans a big controversy that has to do with the near monopoly currently enjoyed by the IAS and how to end it, once and for all. Moving forward, as per the requirement of the report, the Narendra Modi government has set up a task force to review the cadre structure of all Organised Group A Central Services. This controversy has acquired increased urgency after the turf war between the officers of the Indian administrative and revenue services (IAS and IRS) recently reached a flashpoint after several IRS officers huddled together in Mumbai last month bringing matters to a head and this set alarm bells ringing at the highest echelons of the government. <p>The 7th Pay Commission task force will be headed by Department of Personnel and Training additional secretary T Jacob and he will submit the report in 3 months. What he will have on his hands will deal with 4 basic factors that include 1) the ideal structure for posts of joint secretary and above, 2) percentage of reserves in organised Group A services, 3) ideal recruitment policy and 4) way forward in mitigating stagnation level. There are 49 Organised Group A Services ranging from the IFS, the Indian Postal Service, the five Accounts services and Indian Revenue Service (IT) to the 13 engineering services under the railways, CPWD, telecom, power, water and defence forces. <p>This move comes courtesy 7th Pay Commission panel chairman, Justice (retired) A K Mathur calling for an end to the dominance of IAS officials. However, there were divergent views in the panel on ending the IAS superiority. Under the scanner especially was the joint secretary-and-above-level positions in the central staff. The 7th Pay Commission threw up the data: out of a total of 91 secretary level posts, 73 (80%) were occupied by IAS; out of 107 additional secretary level posts, 98 (92%) were with the IAS and of 391 joint secretary level posts, 249 (64%) were with the IAS. <p>The 7th Pay Commission said IAS officers get two extra increments at promotion stages and it wanted to extend the same to the IPS and the Indian Forest Service. Other all-India services and central services (Group A) are not getting proper representation either. The IAS officers always had a two-year edge compared to other services. (PTI)</p>

<p>The solution that the 7th Pay Commission panel unveiled said that all personnel who have put in 17 years of service should be given equal opportunity for central staff. The panel was overwhelmed by the reactions of Group A Services, who demanded that the services should have equal opportunities to man the senior-most posts and it should not be the preserve of a small group.
