<p>Sub:<strong> Grant of additional HRA to CAPF personnel on their transfer to non-family locations in the event of their vacation of Government accommodation retained by them after 3 years.</strong></p>



<p>The undersigned is directed to say that a proposal for grant of HRA of Old Station/Selected Place of Residence, in addition to the HRA admissible at the new place of posting, to CAPF personnel on their-transfer to non-family locations, vjz. North Eastern Region, Sikkim, Andaman &amp; Nicobar Islands, Lakshadweep Islands, State of Jarnmu &amp; Kashrnir and Left Wing Extremist (LWE) areas, in the event of their vacation of Government accommodation retained by them after 3 years, as per Ministry of Housing &amp; Urban Affairs OM No. 12035/4/2015-Pol.II dated 14.11.2017 and 01.08.2018, till they remain posted in such non-family stations, was examined in this Ministry in consultation with Ministry of Finance (Department of Expenditure), and it has agreed to:- </p>



<p>(i) allow HRA, on vacation of the Government accommodation by families of CAPF personnel after 3 years retention period, who are posted in non-family stations/locations (as defined by M/o Housing &amp; Urban Affairs in their OM dated 01/08/2018) , in addition to the HRA admissible at the new place of posting.</p>



<p>(ii) relax the mandatory provision of keeping families of CAPF personnel at last place of posting for allowing I-IRA at the rate of Selected Place of Residence.</p>



<p>This issues with the approval of Ministry of Finance (Department of Expenditure), vide their ID No.28/2/2018-E.II(B) dated 18.01.2019 and as vetted by Integrated Finance Division of this Ministry vide their Dy No.3437419 dated 22.01.2019. </p>

<p>Sub: <strong>Revision in the rate of Ration Money Allowance in respect of Non-gazetted RPF/RPSF personnel.</strong></p>
<p>In terms of Board&#8217;s letter of even number dated 19.06.2015, non-gazetted RPF/RPSF personnel were entitled for Ration Money Allowance at par with Central Para Military Force (CPMF)/Central Armed Police Force (CAPF) Personnel i.e. @ Rs.95.52/- per day/per head w.e.f. 01.04.2014.</p>
<p>2. It has now been decided to revise the rate of Ration Money Allowance from existing rate of Rs.95.52 per head per day to Rs.97.85 per head per day from 01.04.2015 to 31.12.2015.</p>
<p>3. Accordingly, sanction of the Ministry of Railways is hereby accorded post-facto to revise the rate of Ration Money Allowance from Rs.95.52 per head per day to Rs.97.85 per head per day from 01.04.2015 to 31.12.2015.</p>
<p>4. The other terms and conditions as stipulated in para 4 of Board&#8217;s letter of even number dated 10.06.2009 remain unchanged.</p>
<p>5. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<div>To enhance the strength of women in CAPFs, Government is taking continuous steps. Some of these steps are as follows:-</div>

<li>In the ongoing recruitment of Constables/General Duty, out of total vacancies of 62390, 8533 (about 14%) are earmarked for women.</li>
<li>Government has approved recruitment of 2772 Mahila personnel (21 Companies) during the year 2014-15 to 2017-18 in Sashastra Seema Bal (SSB).</li>
<li>Government has approved raising of 02 Mahila (women) Battalions in place of 02 General Duty Battalions in Central Reserve Police Force (CRPF) to be raised in the year 2015-16 and 2016-17.</li>

<p>In compliance of recommendations given by Parliamentary Committee on Empowerment of Women in its sixth report, directions have been issued to all CAPFs to bring percentage of women in the forces to 5%. <p>&nbsp;</p>
<p>The Government keeps on making efforts to improve better living, working and service condition for force personnel. The following measures have been taken in this regard:-</p>
<blockquote class="tr_bq"><p>i) Implementing a transparent, rational and fair leave policy;</p>
<p>ii) Grant of leave to the force personnel to attend to their urgent domestic issues and social commitments;</p>
<p>iii) Regular interaction, both formal and informal, among Commanders, officers and troops to find out and address their problems;</p>
<p>iv) Revamping of grievances redressal machinery;</p>
<p>v) Regulating duty hours to ensure adequate rest and relief;</p>
<p>vi) Improving living conditions through provision of basic amenities/facilities for troops and their families;</p>
<p>vii) Government has approved extensionof the facility of retention of Government accommodation at the last place of posting for CAPF personnel deployed/posted in Left Wing Extremism affected areas/ districts (except State capitals), as notified by the Government of India from time to time, on payment of flat rate/normal license fee. This facility is already being given to the Force personnel in case of posting to NE States and J&amp;K State.</p>
<p>viii) Motivating the forces through increased risk/hardship and other allowances such as Detachment Allowance, Kit Maintenance Allowance, Washing Allowance, Ration Money Allowance, MARCOS etc;</p>
<p>ix) Provision of STD telephone facilities to the troops to facilitate being in touch with their family members and to reduce tension in the remote locations;</p>
<p>x) Officers and Jawans serving in hard area are being given preference for posting to soft/static locations as per their choice to the extent possible;</p>
<p>xi) Better medical facilities for troop and their families including introduction of Composite Hospitals with specialized facilities;</p>
<p>xii) Organising talks by doctors and other specialists to address their personal and psychological concerns;</p>
<p>xiii) Yoga and meditation classes for better stress management;</p>
<p>xiv) Treating the hospitalization period due to injury suffered by CRPF personnel during the course of duty to be treated as duty.</p>
<p>xv) Adequate steps have been taken in all establishments to provide and upkeep the recreational and sport facilities. Force personnel are encouraged constantly to actively participate in sports and games;</p>
<p>xvi) Providing welfare measures like Central Police canteen facility to the troops and their families, scholarships to their wards, etc;</p>
<p>xvii) Giving status of ex-CAPF personnel to the retired personnel of CAPF, which is expected to boost the morale of the existing CAPFs personnel and also expected to provide better identity, community recognition and thus higher esteem and pride in the society to the Ex-CAPF personnel;</p>
<p>xviii) CRPF campus at various locations are renewed and upgraded according to present scenario. Adequate basic amenities like toilets, bathrooms, drinking water points, messing for both male and female are available. Mobile toilets are also provided to troops for use during operational duty.</p>
<p>xix) Force campuses are kept clean and sanitation rounds are done by medical officers to monitor and keep up the hygiene status of the campus.</p>
<p>xx) Schemes have been implemented for facilitating the women personnel i.e. Gender Sensitization, Health care Centre, improvised service, nutritional care centre etc;</p>
<p>xxi) in addition to the above, the female personnel are liberally given Child Care Leave (CCL);</p>
<p>xxii) Crèche is also established at various group Centres/Units locations to facilitate the female employees;</p>
<p>xxiii) The air courier service facility has been extended to CAPF personnel deployed in remote areas of North east and Jammu &amp; Kashmir region including Leh as a welfare measure;</p>
<p>xxiv) Promotions are being released regularly to the eligible personnel as and when vacancies arise in the next higher rank;</p>
<p>xxv) To increase the promotional avenues for CRPF Jawans. CRPF has been instructed to carry out Cadre Reviews regularly as per the DoP&amp;T guidelines.</p>
<p>xxvi) The financial benefits under Modified Assured Career Progression (MACP) Scheme and Senior Time Scale (STS) Scheme are given in time as per the rules to the eligible personnel in case they do not get promotion for want of vacancies;</p>
<p>xxvii) Relaxations are considered in residency/qualifying service, where there exist vacancies but the personnel in feeder grade are short of meeting the eligibility condition;</p>
<p>xxviii) The doctors are given time bound promotion upto the rank of Commandant (Grade Pay of Rs. 8,700/-) and time bound financial up-gradation to the further two ranks i.e. to Deputy Inspector General (Grade Pay Rs. 8,900/-) and Inspector General (Grade Pay Rs. 10,000/-).</p>
<p>xxix) On the recommendations of the 6th CPC, Government has introduced ASI rank in the General Duty of CAPFs including CRPF. This has reduced the stagnation in the rank of Head Constable.</p></blockquote>

<p>(a) whether a recent report prepared on the state of affairs of the Central Reserve Police Forces (CRPF) has indicated that continuous deployment in high intensity conflict areas is forcing the jawans and officers to suffer from large scale `Social Ostracism`;</p>
<p>(b) if so, the details thereof and the corrective steps taken/being taken by the Government in this regard;</p>
<p>(c) whether there are reports that the youths are reluctant to join CRPF and if so, the details thereof and the reaction of the Government thereto; and</p>
<p>(d) the comprehensive measures being taken by the Government for ensuring better living and working conditions of both male/female personnel, bringing more promotional avenues for CRPF jawans, boosting the morale of the personnel and to facilitate their involvement in society?</p>

<div> In a move that will benefit over nine lakh paramilitary personnel, the Ministry of Home Affairs (MHA) has proposed to the Seventh Pay Commission a “special pay” on par with the Army and has also batted for a better leave structure for the personnel who are deployed for counter-insurgency operations across the country. If MHA’s proposal to give extra allowance to the Central Armed Police Force (CAPF) personnel is accepted, a constable will be richer by at least Rs 48,000 per annum.</div>

<div>The Seventh pay Commission was constituted by the UPA government in February 2014, just before they went out of power. The MHA has also proposed creation of the post of a “head constable” in every section (roughly comprising 11 personnel) for better promotion opportunity.</div>
<p>&nbsp;</p>
<div>“A standard company of any paramilitary generally consists of 100 personnel, which has nine sections. Presently there are only two head constables (HC) per section and if the MHA’s proposal is accepted, one more post of HC will be added,” said a senior official.</div>
<div></div>
<div>The Seventh Pay Commission will revise the salaries of over 50 lakh central government employees and remuneration of 30 lakh pensioners. The Sixth Pay Commission that was set up in 2006 cost the exchequer an additional Rs 26,035 crore.</div>
<div></div>
<div>A large number of paramilitary forces officers have quit in the last five years due to stagnation and tough working conditions. Around 9,000 personnel quit BSF, CRPF, ITBP, CISF and SSB due to unfavourable working conditions.</div>
<div></div>
<div>“While in the Army an officer is entitled to 20 casual leaves and jawans are entitled for 30 casual leaves, in the CAPF all the personnel are entitled to 15 days casual leave. The MHA has proposed to increase this too,” the official said.</div>
<p>&nbsp;</p>
<div>“It has been a longstanding demand of CAPF to provide them parity with the Army as the nature of their duties have changed over the years. They are deployed in areas affected by Maoists, which have tough living conditions and are also prone to high risk,” the official said.</div>

<p>BHUJ: The demand for granting one-rank one-pension to paramilitary personnel would be considered, Home Minister Rajnath Singh said today.</p>
<p>The Home Minister&#8217;s assurance came during an interaction with jawans of Border Security Force during a visit to the frontier district of Kutch along the India-Pakistan border.</p>
<p>Singh also inaugurated the integration of a Gujarat government project &#8211; Bhaskaracharya Institute for Space Applications and Geo informatics (BISAG) &#8211; with the BSF.</p>
<p>The Home Minister was briefed about the details and utility of BISAG and need for dedicated, encrypted channel for paramilitary forces.</p>
<p>Singh also addressed some BSF jawans live through BISAG and interacted with them. Some of the jawans telephonically made requests regarding increase of air courier services in the Northeastern region and Jammu and Kashmir and regarding time-bound promotions.<br />
Yesterday, the Home Minister visited BSF Mooring place (Satish) Koteshwar where he was briefed about issues concerning border areas, creek and coastal security.<br />

Sub: Grant of Risk/Hardship based allowances to CAPFs personnel as per the recommendations of Sixth Central Pay Commission—Regarding<br />
Kindly refer to FHQrs letter No.E-12013/1/10-Estt.11/4490 dated 04/12/2009 and letter of even No.(515) dated 23/02/2011 regarding admissibility for grant of Risk/Hardship allowance for CISF personnel posted in PSUs, Airports in J&amp;K and NE region.</p>
<p>2. The matter was taken up with MHA and MHA has now intimated vide their letter No.11- 27012/25/CF-62360/2010-PF.1 dated 16/04/2014 that proposal for Risk/Hardship allowance for C1SF personnel deployed at PSUs, Airports in J&amp;K and NE region has not been agreed to.<br />
3. In view of the above, it is requested to give instructions to all Unit Commander’s under your jurisdiction to stop giving Risk/Hardship allowance with immediate effect.</p>
<p>4. A consolidate compliance report may be forwarded to FHQr (Estt Branch) by 30th April 2014 positively.</p>

<p>There is no separate Authorization for female posts, where not indicated above.</p>
<p>Against the above vacancies, some of the candidates have already been selected and are undergoing training in the respective training institutes of the Central Armed Police Forces (CAPFs) and Assam Rifles (AR). The arising of vacancies in CAPFs &amp; AR on account of new raisings, voluntary retirements, resignations etc and filling up of the same is a continuous process. Recruitment process are undertaken in the CAPFs &amp; AR on regular basis through Union Public Service Commission (UPSC), Staff Selection Commission (SSC), Medical Officer Selection Board (MOSB), other Recruitment Boards and Departmental Selection Committees (DSCs) of the Forces. Special Recruitment rallies are also conducted, to fill the vacant posts from time to time as per the requirement.</p>

										<content:encoded><![CDATA[<p><strong>Govt reply on CAPF&#8217;s demands regarding One Rank One Pension and Ex-Servicemen Status</strong></p>
<p>Since, Central Armed Police Force (CAPF) personnel retire only on attaining the age of 57/60 years, no further employment benefits are justifiable. The CAPF personnel are entitled for pension and other pensionary benefits as per Central Civil Services (Pension) Rules, 1972, which are different from the pension rules applicable to Ex-servicemen. Therefore, one rank–one pension is not applicable in case of CAPFs.</p>
<p>The Government has approved a proposal on 1.11.2012 to declare the retired Central Armed Police Force (CAPF) personnel from Central Reserve Police Force (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP) and Sashastra Seema Bal (SSB) as Ex-Central Armed Police Force personnel (Ex-CAPF personnel). The status “Ex-CAPF” is quite distinct from “Ex-Servicemen” of Defence Forces. Based on such designation of Ex-CAPF personnel, the State/UT Governments concerned can extend benefits to them similar to those being extended to the Ex-Servicemen.</p>
