<p>EPFO makes payment of pension to 65 lakh pensioners every month under the Employees pension Scheme, 1995.</p>



<p>Central Provident Fund Commissioner (CPFC) had directed to process pension payments in all 135 offices of EPFO in advance so that no inconvenience is caused to pensioners on account of nationwide lock down for containing Covid-19 outbreak.</p>



<p>EPFO officers and staff worked with dedication under most difficult circumstances but completed the processing of pension payments in all 135 offices and provided pensioner wise pension  payment details for 65 lakh pensioners alongwith requisite cheques to all pension disbursing banks. Link nodal branches of all pension disbursing banks throughout India have   been directed to ensure credit of pension in the accounts of pensioners by 30th March, 2020. Thus timely credit of pension at this hour of need has been ensured by all 135 field offices. EPFO is committed to serve its pensioners at all times.</p>

Further it is to inform that in the meeting on fraud analysis and management in EPFO held on 08.12.2017 at Head Office it was decided to follow the following process for change of date of birth of members of Employees Pension Scheme 1995-</p>
<blockquote><p>(i) In case the correction required in date of birth is upto plus or minus one year, Aadhaar will be accepted as a valid document for date of birth.</p>
<p>(ii) In case the correction required in date of birth is more than one year. then in addition to Aadhaar. other valid documents will have to be submitted(viz.. matriculation certificate. certificate issued by Registrar (Birth). Passport etc). The concerned member should be intimated for submission of additional valid proof of birth in such cases while applying online/mobile/offline.</p>

<p>EPFO Concentrates on Workers in Construction Sector</p>
<p>Student-Trainees not Employees for Purpose of EPF &amp; MP act, 1952.</p>
<p>While taking stock of the various developments in EPFO during the month of October, 2015, Shri K.K. Jalan, CPFC noted that several important decisions have been taken in the past one month.</p>
<p>Addressing the concerns voiced by the Standing Committee on Labour, a drive for ensuring compliance in respect of Public Sector Undertakings has been initiated. Special emphasis is laid on extension of the benefits of the Act and schemes to the eligible employees working in PSUs like Bombay Port Trust, Jawaharlal Nehru Port Trust, BSNL, MTNL, ONGC, NHAI, Indian railways and CPWD. Likewise, the extension of benefits to the workers engaged in the construction industry has also been the focus of the organization this month and a strategy has been firmed up to initiate formal interaction with CPSUs, SPSUs and other state govt. departments and trade unions with a view to bring all the eligible employees engaged in the industry under the ambit of the Act so that social security benefits are extended to all of them.</p>
<p>The month of October also saw a slight modification in the constitution of the Central Board of Trustees (EPF) as Shri Balasubrahmanyam Kamarsu has been nominated to the Board as an employers’ representative against the vacancy arising out the demise of Dr. Ram Tarneja. The Sub Committees on Contract Workers, Pension and EDLI Implementation Committee, Finance, Investment and Audit Committee of CBT, EPF were also reconstituted.</p>
<p>Vigilance Awareness Week (26 to 30th October 2015) was celebrated in all the offices of the organisation across the country. This year, going beyond undertaking activities within the office, an effort was made to sensitize young minds to vigilance and corruption related issues by organizing speech competitions, discussions at schools and colleges in many cities like Delhi, Coimbatore, Kolkata, Faridabad, etc.</p>
<p>With a view to popularize Jeevan Pramaan Patra (Online Life Certificate) instructions have been issued to the field offices of the organisation to equip reception counters of the field offices with biometric devices and PC with Jeevan Pramaan Patra software installed for the ease and convenience of EPS pensioners. EPF helpdesk in major pension disbursing bank branches are also being contemplated. It is also decided to organize mobile camps in selected areas for enabling EPS pensioners to upload their life certificates.</p>
<p>In a major step, the organization has clarified those student trainees who are paid stipend during on the job training while pursuing course in technical /professional educational institutions would not come under the definition of employee for the purpose of EPF &amp;MP Act. This removes the ambiguity surrounding the eligibility of such student-trainees for enrolling as members of the Fund and is expected to bring about greater clarity among employers and also reduce litigations.</p>
<p>In a major step to assess the position of the accounting procedures in EPFO, it was decided to have a study conducted on the accounts issues of organization. It was also decided that Inoperative Accounts of less than Rs. 1,000 shall be transferred to the reserve account.</p>
<p>The organization has settled more than 70 lakh claims in the current fiscal and 42% of the same has been settled within 03 days while 80% has been settled within 10 days and 97% within the mandated 20 days. Likewise grievance redressal has also been progressing at a brisk pace and more than 18,000 grievances were settled in the month of October alone.</p>

<p>(ii) Meeting should be held with State PSUs and State Department so ensure that all coverage of through construction workers takes place in respect of the workers working in these PSUs or departments including those deployed through contractors / sub-contractors. <p>(iii) Meetings with all the Trade Unions representatives should be held to deliberate on the issues of coverage of construction workers and action should be taken as per law on the suggestions made by the union representatives. The minutes of the meetings and action taken report be uploaded on the website and should be sent on email of CPFC as well as on the email of ACC(Compliance).</p>

<p>(iv) All construction sites which are located in your regions/sub- regions be visited. Photographs be taken, especially when the work is going on. This must be done in respect of the buildings where the area being constructed is 10,000 sq.ft. or more and in respect of other construction works also such as road, railways, laying pipe-lines, bridges etc;. A library of such photographs should be maintained invariably and EPFO Head Office will come up with a website for keeping track of these photographs. Therse photographs are not for the sake of photographs but for coverage of all workers which are working on these sites.</p>

<p>(v) You were directed through an earlier circular that you should guide all the employers having more than 500 or more workers which are engaging staff on outsourcing basis. The meetings of such employers having more than 500 employees in your zone should also be held and minutes of such meetings be uploaded on the website.</p>

<p>3. Principal employers be made liable to ensure compliance in respect of construction / other contractual workers deployed by them through contractors / sub contractors. It may also be impressed upon the principal employer that merely giving code numbers of contractors will not be suffice. To ensure compliance of construction workers engaged through contractors / sub contractors, they should not only ensure separate ECRs containing PF account numbers of their workers burt also copies of wages salary register and attendance register. Remittances of PF and ECRs should be verified by Principal employers from EPFO&#8217;s website before releasing the bills to avoid manipulations / misappropriation of PF dues b&#8217;y their contractors / sub contractors.</p>

<p>4. Principal employers should also be advised to mention PF account number and UAN number on I-card of each worker. UAN numbers of all workers be got activated so that the workers can get their E-pass books and even know about deposit of PF by contractors lat month alongwith PF balance just by giving a missed call from registered mobile.</p>

<p>5. For the purpose of aforesaid inspections standing permission is granted and matter should not be referred to seek permission from CAIU at Head Office.</p>

<p>6. Action on these above points should be taken and a monthly report should be sent as to how much coverage of employees increased in your area. It needs to be ensured that such workers get the UAN so that he is entitled for portability benefits. Monthly report be submitted by 15th of the following month in enclosed performa by e-mail in excel format</p>

<p>EPFO settles 11.77 lakh claims in April 2015: 77% of EPF claims settled within 10 days.</p>
<p>The Employees Provident Fund Organisation(EPFO) has settled 11.77 lakh claims were settled in the month of April itself. This fact emerged while reviewing the performance of EPFO in the first month of the new financial year 2015-16. According to Shri K.K. Jalan, CPFC showing an improvement in the time taken for settlement, 48% of the claims were settled within 03 days and 77% were settled within 10 days. More than 15 crore annual accounts were updated in the first two working days of the financial year which is a historical first and this was made possible by the adoption of new updated software by the organization.</p>
<p>A decision was also taken regarding continuation of minimum pension of Rs 1000 to the pensioners of EPS, 1995 on a perpetual basis. This move is expected to benefit more than 19 lakh pensioners who would otherwise draw less than Rs. 1000 as pension under EPS, 1995.</p>
<p>Grievance redressal continued to be given top most priority. More than 14,000 grievances were settled in the month of April leaving a balance of 3,354 grievances pending. Of these more than three-fourths were pending for less than 15 days. As grievance monitoring is being done at the highest level in the government under PRAGATI programme, comprehensive guidelines were also issued to further minimize the number of pending grievances.</p>
<p>A conference of the ten Zonal Addl. CPFCs also took place in last month. Several important decisions directly affecting the working of the organization were taken. Top priority is to be accorded to activation of UAN and also to activate e-life certificate, “Jeevan Praman Patra” for EPS pensioners.Use of e-governance tools has to be adopted in all functional areas including compliance management. This would help the organization in better monitoring and also foster a conducive compliance environment It was also decided to initiate efforts for making the members’ passbook on the portal, available in vernacular languages also, for the benefit and convenience of the PF subscribers.</p>
