<p><strong>Grant of Dearness Relief in the 5th CPC series effective from 01.01.2019 to CPF beneficiaries in receipt of ex-gratia payment</strong></p>

<p>Sub:- <strong>Grant of Dearness Relief in the 5th CPC series effective from 01.01.2019 to CPF beneficiaries in receipt of ex-gratia payment &#8211; reg</strong></p>



<p>In continuation of this Department’s OM No. 42/06/2018-P&amp;PW(G) dated 08.10.2018, the President is pleased to decide that the Dearness Relief w.e.f 01.0 l.20 19 to the CPF beneficiaries in receipt of ex-gratia payment shall be paid in the following manner :-</p>



<p>(i) The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 and 31.12.1985, and were sanctioned ex-gratia @ Rs. 600/ p.m. w.e.f. 1.11.1997 under this Department’s OM No. 45/52/97-P&amp;PW(E) dated 16.12.1997 and revised to Rs.3000, Rs.1000, Rs.750 &amp; RS.650 for Group A, B, C &amp; D respectively w.e.f 4th June,2013 vide OM No. 11l0/2012-P&amp;PW(E) dtd. 27th June, 2013 shall be entitled to enhanced Dearness Relief from 284% to 295% w.e.f 01.01.2019.</p>



<p>(ii) The following categories of CPF beneficiaries who are in receipt of ex-gratia payment in terms of this Department’s OM No.45/52/97-P&amp;PWCE) dated 16.12.1997 shall be entitled to enhanced Dearness Relief from 276% to 287% w.e.f 01.01.2019.</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(a) The widows and eligible children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and were sanction ex-gratia payment of Rs. 605/- p.m. and revised to Rs.645/-p.m w.e.f  04 June, 2013 vide OM No 1110/2012-P&amp;PW(E) dated 27th June, 2013.</p><p>(b) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of Ex-gratia payment of Rs. 654/-, Rs.659/-, Rs.703/- and RS.965/-</p></blockquote>



<p>2. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.</p>



<p>3. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.</p>



<p>4. In their application to the Indian Audit and Accounts Department, these orders issue after the concurrence of % C&amp;AG.</p>



<p>5. This issues in pursuance of Ministry of Finance, Department of Expenditure OM No. 1/3/2008- E.II(B) dated 08th March, 2018.</p>

<blockquote><p><strong>The New Pension Scheme introduced for the Central Government employees w.e.f. 1.1.2004, was made applicable to the regular employees of NVS w.e.f. 1.4.2009.</strong></p></blockquote>
<p><em><strong>Pension benefit to teachers of Jawahar Navodaya Vidyalayas</strong></em></p>
<p>The option to switchover to the GPF Scheme was available only to the employees of those institutions which were in existence as on 1.1.1986. Since the Navodaya Vidyalaya Samiti (NVS) was registered as a society only on 28.2.1986, the option of switchover to GPF scheme was not applicable to the employees of NVS.</p>
<p>The employees of NVS had been given the benefits of Contributory Provident Fund (CPF) scheme since its inception. The New Pension Scheme (NPS), which was introduced for the Central Government employees w.e.f. 1.1.2004, was made applicable to the regular employees of NVS w.e.f. 1.4.2009. Those employees who had joined NVS on regular basis before 1.4.2009 were given an option to continue with the existing CPF scheme or to join the NPS.</p>
<p>The option was to be exercised by 3.11.2009. Those employees of NVS who have opted for and are covered under the NPS, are entitled to the benefits envisaged under this scheme. Thus, the teachers of the Jawahar Navodaya Vidyalayas are already entitled to benefits of either the CPF scheme or the NPS scheme having regard to the option exercised by them.</p>
<p>This was stated by Shri Satya Pal Singh, Minister of State for Human Resource Development in a written reply to a question in Rajya Sabha on 13.12.2018.</p>

<p>The two-day mass casual leave on September 4 and 5 called by the United Forum of Reserve Bank Officers and Employees (UFRBOE) has been deferred after discussion with the bank management, the union said Monday.</p>
<p>&#8220;Consequent to series of meeting between top management of Reserve Bank of India with unions, the forum has decided to defer the pragramme of mass causual leave scheduled on <em><strong>September 4 and 5 to first week of January, 2019</strong></em> in response to the bank&#8217;s request to give some more time to resolve the demands,&#8221; a UFRBOE statement said.</p>
<p>The mass casual leave programme was likely to have paralysed operations of the central bank and other major lenders across the country.</p>
<p>UFRBOE had called the mass casual leave on September 4 and 5 demanding an option for contributory provident fund (CPF) retainers to switch over to pension scheme, and grant of additional provident fund (APF) to those recruited in the bank from 2012.</p>
<p>The forum had threatened that if the issue lingered, then they would resort to flash strike for two days.</p>

<p>The Central Government employees who are covered by CPF Rules (India) 1962 and who retired on or after 01.01.1986 are not entitled to any monthly pension/ex-gratia amount. However, the Government employees under CPF who retired between 18.11.1960 and 31.12.1985 are entitled to monthly ex-gratia amount of the following rates:</p>

<p>Dearness ex-gratia equal to 50% of the amount of ex-gratia and Dearness Relief, as notified from time to time as per 5th Central Pay Commission series, on the sums of amount of ex-gratia and dearness ex-gratia is being paid to them. There is no proposal to increase the aforesaid rates.</p>
<p>This was stated by Shri Shiv Pratap Shukla, Minister of State for Finance in a written reply to a question in Lok Sabha today.</p>

<p>(a) the details of existing pension rates of Contributory Provident Fund (CPF) pensioners in the country;</p>
<p>(b) whether the Government proposes to increase the CPF rates;</p>
<p>(c) if so, the details thereof and if not, the reasons therefor; and</p>
<p>(d) whether the Government has any information regarding the number of CPF pensioners as on 31st March, 2016, and if so, the details thereof?</p>
<p><strong>ANSWER</strong></p>
<p>The Minister of State in the Ministry of Finance</p>
<p>(a) to (d) The Central Government employees who are covered by CPF Rules (India) 1962 and who retired on or after 01.01.1986 are not entitled to any monthly pension/ex-gratia amount. However, the Government employees under CPF who retired between 18.11.1960 and 31.12.1985 are entitled to monthly ex-gratia amount. <p>Dearness ex-gratia equal to 50% of the amount of ex-gratia and Dearness Relief, as notified from time to time as per 5th Central Pay Commission series, on the sums of amount of ex-gratia and dearness ex-gratia is being paid to them. There is no proposal to increase the aforesaid rates.</p>

<p>Subject:- <strong>Grant of Dearness Relief to CPF beneficiaries in receipt of ex-gratia payment-revised rated effect from 01.07.2016 and 01.01.2017-reg</strong></p>
<p>In continuation of this Department&#8217;s OM No. 42/06/2016-P&amp;PW(G) dated 03.05.2016 and OMs of even no. dated 16.11.2016 and 07.04.2017, the President is pleased to decide that the Dearness Relief @ 5th CPC w.e.f 01.07.2016 and 01.01.2017 to the following:</p>
<p>(i) The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 and 31.12.1985, and are in receipt of ex-gratia @ Rs. 600/ pm. w.e.f. 1.11.1997 under this Department&#8217;s OM No. 45/52/97-P&amp;PW(E) dated 16.12.1997 &amp; revised to Rs.3000, Rs.1000, Rs.750 &amp; Rs.650 for Group A, B, C &amp; D respectively w.e.f 4th June,2013 vide OM No. 1/10/2012-P&amp;PW(E) dtd. 27th June, 2013 are entitled to Dearness Relief at the following rates:-</p>

<blockquote><p>(a) The widows and eligible children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and are in receipt of Ex-gratia payment of Rs. 605/- pm. &amp; revised to Rs.645/-p.m w.e.f 04 June ,2013 vide OM No 1/10/2012-P&amp;PW(E) dated 27th June,2013.</p>
<p>(b) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of Ex-gratia payment of Rs. 654/-, Rs.659/-, Rs.703/- and Rs.965/-</p></blockquote>
<p>3. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.</p>
<p>4. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.</p>
<p>5. In their application to the Indian Audit and Accounts Department, these orders issue after consultation with the C&amp;AG.</p>
<p>6. This issues in pursuance of Ministry of Finance, Department of Expenditure vide their OM No. 1/3/2008-E.II(B) dated 7th April, 2017.</p>

<p><strong><span style="text-decoration: underline;">ORDER:</span></strong></p>
<p>In  the  Government  orders  first  to  third  read  above  orders  were issued fixing the rate of interest for accumulations at the credit of the subscribers   to   Contributory   Pension   Scheme   for   the   period   upto  31.03.2014.</p>
<p>2.  In the Government orders fourth and fifth read above, the rate of interest for General Provident Fund was fixed at the rate of 8.7% for the year 2014-2015 and 2015-2016.</p>
<p>3.   The Government now direct that the rate  of  interest on  the accumulations at the credit of the subscribers to the Contributory Pension Scheme be fixed at 8.7% for the year 2014-2015 and 2015-2016.</p>
<p>4.   The above rate of interest will remain until further orders are issued in this regard.</p>

										<content:encoded><![CDATA[<p><b>Government to recruit over 11,000 women in central police forces</b></p>
<p>New Delhi: Over 11,000 women will soon be recruited in central security forces for combat duties like border guarding and law and order assignments.</p>
<p>The government has taken this decision to enhance representation of women in these forces.</p>
<p>It has already set in motion its plan to hire 8,533 women constables in paramilitary forces like CRPF, BSF, CISF and ITBP after it recently announced one of its biggest recruitment drives to hire over 62,000 young men and women as constables this year.</p>
<p>Also, sanctions have been granted by the Union Home Ministry for raising 21 new companies or a total of 2,772 women personnel in the Sashastra Seema Bal (SSB) which guards open Indian borders with Nepal and Bhutan by 2017.</p>
<p>“The recruitments are being done to take the representation of women in central forces to at least 5 per cent of the total strength in the coming days. At present, women constitute about 2.15 per cent of the total strength of these forces,” a senior officer said.</p>
<p>Under the mega drive to hire a young workforce for these forces, a special sanction has also been accorded to the CRPF to raise two exclusive ‘Mahila’ (women) battalions within its establishment to bolster the strength of the existing three such units.</p>
<p>The Home Ministry, the officer said, has made its policy clear that women personnel should be at least 5 per cent of the total strength of these forces and this could only be done after conducting fresh recruitments.<br />

<p>In continuation of this Department’s OM No. 42/13/2012-P&amp;PW(G) dated 24th May, 2013, the President is pleased to grant the Dearness Relief at the rate of 5th CPC w.e. f. 1.7.2013 to the following:</p>

Sub: <strong>Grant of Ex-gratia to those pre-1986 Contributory Provident Fund (CPF) employees who retired otherwise than on superannuation after 20 years of service &#8211; reg.<br />
</strong><br />
In this Department&#8217;s OM No.45/52/97-P&amp;PW(E), dated 22.03.2004, it was clarified that the following categories of CPF beneficiaries would not be entitled to grant of ex-gratia payment in terms of OM No.45/52/97-P&amp;PW(E), dated 16.12.1997:-</p>
<p>(a) those who were dismissed or removed from service,</p>
<p>(b) those who resigned from service, and;</p>
<p>(c) those who retired from service other than on attaining the prescribed age of superannuation.</p>
<p>2. The matter has been reviewed. It has now been decided to delete the clause (c) above from the OM dated 22.03.2004. Accordingly, all CPF beneficiaries who retired voluntarily or on medical invalidation before 01.01.1986 after completing 20 years of continuous service would also be eligible for the ex-gratia payment in terms of OM dated 16.12.1997. Other conditions given in OM dated 16.12.1997 will remain same.</p>
<p>3. This issues with the concurrence of Ministry of Finance, Department of Expenditure, vide their ID 563/E.V./2013 dated 24/06/2013.</p>
