<p style="text-align: right;">Dated: 12.03.2018</p>
<p>Subject: <strong>Payment of arrears accruing in respect of deceased pensioners/family pensioners to the nominee/legal heir.</strong></p>
<p>On death of the pensioners/family pensioners, the pension account is closed by the bank and the balance amount in the account of pensioners/family pensioners is paid to the nominees/legal heirs. However, it is observed that the life time arrears arising subsequently on account of Pay Commission etc. are not paid to the nominees/legal heirs of the deceased pensioners/family pensioners either on account of fact that the pension/family pension is not revised by the concerned Pension Sanctioning Authority (PSA) or the amount of arrears of revised pension/family pension is not paid due to closure of the bank account. In such cases action is to be taken by the concerned Pay &amp; Accounts Officer as per provision of para 7.5.6 of the Civil Accounts Manual (copy attached).</p>
<p>DP&amp;PW vide its OM No. 1/22/2012-P&amp;PW (E) dated 10th July, 2013 (copy enclosed) has clearly defined the procedure so that nominees/legal heirs of pensioners/family pensioners are not subjected to harassment in claiming the payment of arrears of pension.</p>
<p>In view of the above, all the Head of Offices/PAOs/CPPCs of banks are requested to comply with the procedure as mentioned in the above OM of DP&amp;PW for speedy settlement of claims of pension arrears.</p>

<p>Subject:<strong> Simplification of Pension Procedure &#8211; Submission of Life Certificate</strong></p>
<p>Attention is invited to CPAO&#8217;s 0M No. CPAo/Tech/Simplification/2012-13/325 dated-18.02.2013 on the above subject whereby it was decided to submit the life certificate to any branch of the authorized bank through which pension of pensioners/family pensioners is being disbursed. Format of acknowledgement to be given by the Life Certificates receiving branch to the pensioner/family pensioner was circulated vide this office OM No.CPAO/lT&amp;Tech/Scheme Booklet/2015-16/1666 dated-16.10.2015 which was reiterated vide OM No.CPA0/lT&amp;Tech/Jeevan Pramaan/2015-16/ 1680 dated-09.11.2 015.</p>
<p>But, it is observed that bank branches are still not providing the acknowledgement of Life Certificate to the pensioners/family pensioners. Moreover, it has been observed that they do not forward the same to their CPPCs, resulting in stoppage of pension/ family pension which causes undue financial hardship to the pensioners/ family pensioners.</p>
<p>In view of the above, Heads of CPPCs and Heads of Government Business Divisions of all the authorized banks are requested to issue necessary instructions to all their branches to provide the acknowledgement of Life Certificate to the pensioner/family pensioner without fail and forward the same to the concerned CPPCs for necessary action.</p>

<p>As per para 4.6.7 of the Accounting and Operating Procedure for Central Pension Processing Centre of Authorised Banks for Pension Disbursement to Central Government (Civil) Pensioners (February, 2012J wherein it has been provided that &#8220;the CPPC software will display on the computer screen, options and view of the details of calculation of pension and its breakup of the pension paid to the pensioner/ family pensioner. The Home Branch will act as intermediary with the CPPC and, besides providing accounts statement, provide to the pensioners the payment of TDS details, pension slip, the Due and Drawn Statement in respect of each arrear and the Annual Income Statement&#8221;.</p>

<p>These instructions have been reiterated vide this office OM No. CPAO/Tech/Banks Performance/2015-76/60 dated-14.06.2 015 followed by OM No. CPAO/ IT&amp; Tech/ Banks Performance/20 !6-17 /220 dated-09.01.2017 and OM No. CPAO/ IT&amp; Tech/ Clarification/ 13 [Vol-ltl)/2 076-77 /274 dated 31.03.2017 available on this office website www.cpao.nic.in.</p>

<p>Inspite of repeated instructions, it is observed that banks are still not giving the details of pension to the pensioners. Therefore, all Heads of CPPCs and Government Business Departments are once again advised to issue instructions to their branches to ensure that all pensioners are provided break up of payments made to them without fail.</p>

<p>Subject: <b>Revision of post-2016 pension cases &#8211; regarding.</b><br />
After government decision on the implementation of 7th CPC recommendations vide DP&amp;PW OM dated 04.08.2016, the pension cases of those government servants who retired/died after 01.01.2016 and whose pension was finalized under 6th CPC. These pension cases need to be revised under 7th CPC recommendations after doing the pay fixation under 7th CPC. Since initially these cases were processed using pension module of COMPACT, relevant data for revising the same under 7th CPC is available in COMPACT. Therefore, these cases may be processed in the COMPACT and do not require to be processed through e-Revision Utility. Necessary modifications have already been made in the COMPACT for revision of such cases under 7th CPC.</p>
<p>All the pension processing PAOs may be instructed to revise above mentioned pension cases of post-2016 retirees using COMPACT and take the printout of revised authorities and send to CPAO under their signatures and to calculate the differential amount of gratuity and commutation and convey the same to CPAO for payment by the Banks in the above mentioned revised authorities.</p>

<p>Subject: <b>Implementation of 7th Pay Commission Recommendations – Revision of Central Civil Pension Cases.</b></p>
<p>A large number of pension cases would be due for revision consequent to the implementation of 7th CPC recommendations. Revision of such large number of cases would not be possible in short span of time unless the same are done electronically under digital signatures of the PAOs. Further, this will also streamline and make all future revision process digital &amp; efficient.</p>
<p>2. To meet the requirement of pension revisions through digitally signed revision authorities, a system is under development/testing by CPAO. In this system, digitallly signed Revision Authorities will take place of the physical revision authorities so far being received from PAOs. For signing these authorities, digital signatures of all the PAOs dealing with pension cases and their registration in CPAO website would be required. CPAO had already requested all the Pr.CCAs/CCAs/CAs/AGs and Administrators of UTs vide its OM.No.CPAO/Coor/(99)/2015-16/1018 dated-21.12.2015 followed by OM.No.CPAO/Coord/(99)/2015-16/1048 dated 12.01.2016 (Copies enclosed) for obtaining of digital signatures of all pension processing PAOs. However, progress in this regard has been very slow and still many PAOs have not obtained the digital signatures.</p>
<p>3. In view of above, all Pr.CCAs/CCAs/CAs/AGs and Administrators of UTs are requested to review the status in this regard and arrange the digital signatures for the remaining PAOs urgently latest by 5th July, 2016 to avoid any inconvenience at later stage. As soon as the testing of system is over, step by step process of digital signature registration on CPAO website and schedule of training on the new system for PAOs/AAOs and dealing hands will be intimated.</p>
<p>4. Pr.CCAs/CCAs/CAs/AGs and Administrators of UTs are further requested to certify the availability of digital signatures for their all pension processing PAOs under their login in CPAO website.</p>

<p>Subject :-<strong><em> Revision of pension of pre-2006 Central Civil Pensioners and providing better service to pensioners</em></strong>.</p>
<p>Consequent upon the implementation of 6th CPC, revision of pensions of Pre-2006 pensioners were made suo-moto by banks as per ready reckoner provided by Deptt. of Pensions &amp; Pension Ers Welfare w.e.f. 01.01.2006. For regularizing these revisions and updating the records of Pension Sanctioning Authority, Pay &amp; Accounts Office and Central Pension Accounting Office; Pension Payment Orders (SSA) were to be issued through proper channel i.e. Head of Office –&gt; PAO –&gt; CPAO –&gt; Bank. But considerable number of pension cases are still pending for revision by Government for want of certain information like last pay drawn, scale of pay, qualifying service, date of birth, date of death, current pension account number, contact number etc. which are not readily available either with Pension Sanctioning Authority or with the Banks.</p>
<p>As the recommendations of the 7th CPC are due very shortly, it is imperative to settle all these pending cases before so that while implementing the recommendations of 7th CPC, pension may be revised expeditiously.</p>
<p>In this context, it is presumed that the Central Civil Pensioners’ Associations remain in touch with pensioners and they may facilitate in pursuing the pensioners to provide their latest addresses, telephone numbers, e-mail le while submitting their Life Certificates (Format of Life Certificate enclosed) to the bank in the month of November, 2015 so that the pensioners may be contacted to get the required information.</p>
<p>In view of the above, Secretaries of all Central Civil Pensioners’ Associations are requested to extend their support in making contact with pensioners and pursue them to provide the necessary information while submitting Life Certificates to enable us to serve them better.</p>

<p>Attention is invited to CPAO’s OM CPAO/Tech/Revision (Pre‐ 2006)/2015‐16/941‐ 1011 dated 04.09.2015 and even No.1016‐1086 dated 08.09.2015 regarding guidelines to be followved by all CPPCs for processing of these cases with the request to make the payment of arrears of pensions in compliance to the DP&amp;PW OM dated 30.07.2015 at the earliest (preferably within a week). Secretary (Pension)is monitoring the progress of payment of arrears to these pensioners.</p>
<p>Therefore,it is again requested to intimate the status of arrear payment of those pensioners whose consolidated amendment authorities have been issued on 08.09.2015 by reverse mall to vijay.cpao@gmail.com positively folowed by daily progress report if the arrear payment is still pending.</p>
