<p>Ref.: (i) Secretary, National Council (JCM)’s letter No.NC-JCM-2021/CS/PM/(DA) dated 17.07.2021 followed by reminder dated 27.12.2021<br />(ii) NC-JCM Item No.NC-48/6/2021.</p>



<p>This issue of payment of Dearness Allowance / Dearness Relief, w.e.f 01.01.2020. 01.07.2020 and 01.01.2021, with the arrears, had been discussed in detail, and it was pointed out that the Hon&#8217;ble Supreme Court, vide judgment dated 08.02.2021 in Civil Appeal No 399 of 2021 (arising out of SLP(C) No 12553 of 2020), had decided that the Salaries and Pension constitute rightful entitlement of the employees and are payable in accordance with the law.</p>



<p>Legitimate payment of Dearness Allowance arrears for 18 months need to be considered sympathetically as all the Central Government Employees were on duty during the COVID-19 Pandemic and financial situation has also improved post COVID era, hence you are requested to take necessary action and issue necessary instructions for payment of arrears of Dearness Allowance for 18 months.</p>

<p><strong>Subject: Grant of Disability Pension/ Element/ Special Family Pension in case of death of ESM due to COVID-19 &#8211; clarification thereon.</strong></p>



<p>Sir,</p>



<p>The undersigned is directed to say that references have been received from all the three services for want of clarification regarding grant of Disability Pension/ Special Family Pension in cases of disability / death of ESM due to COVID-19. The three Services have reported that during processing of such cases, Principal Integrated Financial Advisor (PIFA) of the concerned services have desired clarification from this Ministry on grant of SFP in case of death due to COVID-19.</p>



<p>2. The matter has been examined in this Ministry in consultation with its stakeholders. The competent authority has decided to clarify the following in this regard:</p>



<ul class="wp-block-list"><li>(i) All cases of infection due to any cause do not get attributability as per existing rules and regulations, as every case is different and the rules and regulations are robust. Similarly, all cases of disability / death due to COVID-19 will not qualify for award of attributability as being explained by the Release Medical Boards or the competent medical or the competent medical authorities.</li><li>(ii) It will be difficult to bring out such a direct causal connection between the Government Service and the disease (COVID-19) since contraction of infection from other sources beyond office hours cannot be ruled out, except in cases of frontline workers where Government has made other provisions.</li><li>(iii) For award of Disability Pension / Element / Special Family pension, a causal connection between disability or death and Military Service has to be established by appropriate authority. Thus, policy for grant of SFP in case of disability or death due to a particular infection / disease already exists. But the concerned competent authority has to establish causal connection between infection / disease and Military Service. This is equally applicable in the case of COVID-19 infections.</li></ul>



<p>3. This issues with the concurrence of Finance Division of this Ministry vide their ID Note No. 10(04)/2022/ FIN/PEN dated 16.06.2022.</p>

<p><strong>Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:</strong></p>



<p>(a) whether the Central Government Welfare Housing Organization (CGEWHO) has failed to complete the Greater Noida Housing Project within the stipulated time, despite easing of COVID-19 restrictions;</p>



<p>(b) if so, the reasons therefor, and the likely date of completion;</p>



<p>(c) Whether the CGEWHO, in violation of the RERA provisions, has made changes in the approved layout plan without the consent of the beneficiaries due to which the occupation/ completion certificates are stalled; and</p>



<p>(d) whether representations in this regard have been received from the beneficiaries and the action taken thereon by Government?</p>



<h4 class="wp-block-heading">ANSWER</h4>



<p class="has-text-align-center">THE MINISTER OF STATE IN THE<br />MINISTRY OF HOUSING AND URBAN AFFAIRS<br />(SHRI KAUSHAL KISHORE)</p>



<p>(a) &amp; (b) CGEWHO has completed the construction of Greater NOIDA housing project within the extended time period i.e. 27.05.2022 as granted by UP RERA. CGEWHO has applied for Occupancy Certificate to Greater Noida Industrial Development Authority (GNIDA) on 29.12.2021.</p>



<p>(c) Due to some unsold dwelling units (DUs) in Phase-l of Greater NOIDA housing project, the layout plan was revised which was approved by Greater NOIDA Industrial Development Authority (GNIDA). Presently, construction of Phase-I of the Greater NOIDA Project consisting of 1794 DUs stands completed and CGEWHO has applied to GNIDA for Occupancy Certificate.</p>



<p>(d) Yes, CGEWHO is in receipt of representations from some of the beneficiaries of Phase-I Project of Greater NOIDA regarding change in the layout plan. The grievances/concerns of the beneficiaries have been considered and it has been decided by the Competent Authority to revive/restore the originally sanctioned layout plan.</p>

<p class="has-text-align-center"><strong>Pradhan Mantri Garib Kalyan Package: Insurance Scheme for Health Workers fighting COVID-19 extended for a further period of 180 days</strong></p>



<p class="has-text-align-right">19 APR 2022</p>



<p>The ‘Pradhan Mantri Garib Kalyan Package (PMGKP), insurance scheme for Health Care Workers Fighting COVID-19’ has been extended for a further period of 180 days from 19th April, 2022. It has been decided to extend the policy so as to continue to provide the safety net to the dependents of health workers who are deputed to take care of COVID-19 patients.</p>



<p>A letter dt. 19th April 2022 to this effect has been issued to the Additional Chief Secretaries (Health)/ Principal Secretaries (Health)/ Secretaries (Health) of all States/UTs for giving wide publicity amongst the health workers in their respective States/UTs.</p>



<p>The PMGKP was launched on 30th March, 2020 to provide comprehensive personal accident cover of Rs. 50 Lakh to 22.12 lakh health care providers including community health workers and private health workers who may have been in direct contact and care of COVID-19 patients and may be at risk of being impacted by this.</p>



<p>Further, on account of the unprecedented situation, private hospital staff/ retired/ volunteer/ local urban bodies/contract/ daily wage/ ad-hoc/ outsourced staff requisitioned by states/ central hospitals/ autonomous hospitals of central/ states/ UTs, AIIMS &amp; Institute of National Importance (INI)/ hospitals of Central Ministries specifically drafted for care of COVID-19 patients are also covered under the PMGKP.</p>



<p>Since the launch of the scheme, so far, 1905 claims of Health workers who died while being deployed for Covid related duties have been settled.</p>

<p>Attention is invited to para 2 of Office Order No. 12 of 2022 regarding exemption from marking of attendance through AEBAS upto 15th February, 2022 or till further orders whichever is earlier. As no such extension of exemption for recording of attendance through Biometric System has been issued by DOP&amp;T it has been decided all officials are to henceforth record their attendance on the Aadhar Enabled Biometric Attendance System (AEBAS) w.e.f. 21.02.2022. While recording attendance :-</p>



<ul class="wp-block-list"><li>(a) All employees are to invariably sanitize their hands before and after marking of attendance;</li><li>(b) Physical distancing of six feet is to be maintained by all employees;</li><li>(c) All employees are to wear mask/face cover.</li></ul>

<p><strong>Sub: Reimbursement of cost of OPD Medicines- Special Sanction in view of COVID-19- till 30th April 2022- regarding</strong></p>



<p>In view of the Corona Virus Disease (COVID-19), all out efforts are made by the Government to contain its impact by instituting measures at community as well as at individual level.</p>



<p>2. In this regard the undersigned is directed to draw attention is the OM of even number dated 27.03.2020, 29.04.2020, 29.05.2020 , 24th August 2020, 30th September 2020, 29.12.2020 and 15.04.2021 and 10.08.2021 vide which an option has been provided to CGHS beneficiaries getting medicines for Chronic diseases , to purchase medicines based on the prescription held (prescribed by CGHS Medical Officers / CGHS Specialists /other Govt. Specialists/ Specialist of empanelled hospital) till 31st October 2021, irrespective of Non-Availability certificate from CGHS or otherwise. However, several representations are received in the Ministry seeking extension of the period in view of the COVID-19 Pandemic and resurgence of active cases.</p>

The matter has been reviewed by the Ministry and it is now decided, that CGHS beneficiaries getting medicines for Chronic diseases shall be permitted to purchase medicines based on the prescription held (prescribed by CGHS Medical Officers/CGHS Specialists /other Govt. Specialists/ Specialist of empanelled hospital) till 30th April, 2022 on the same conditions as per the earlier OM dated 27.03.2020. It is also clarified that the CGHS Wellness Centres are functional and CGHS beneficiaries also have the option to collect medicines through CGHS Wellness Centres as per normal practice, instead of purchasing from market. This order is valid from the date of issue.</p>

<h3 class="wp-block-heading"><strong>AMENDMENT FOR REIMBURSEMENT OF MEDICINES : SPECIAL SANCTION IN VIEW OF COVID-19</strong></h3>



<p>1. Further to this HQ letter No B/49761/AG/ECHS dated 23 Mar 2020, even No dt 24 Apr 2020, 01 Jun 2020, 02 Jun 2020, 07 Aug 2020, 05 Oct 2020,01 Jan 2021, 16 Apr 2021 and 17 Aug 2021.</p>



<p>2. A onetime sanction for purchase of medicines and claim reimbursement was issued till 31 Oct 2021. In view of increasing cases of COVID-19 and restrictions on mov in containment zones, to promote social distancing and avoiding unnecessary exposure to ECHS beneficiaries as well as minimizing footfall at ECHS Polyclinics, the ECHS beneficiaries having life style/ chronic ailments/ diseases on long treatment may purchase medicines lasting till 30 Apr 2022 in one go or month wise based on the prescription held (prescribed by doctor of Polyclinic / Service hospital / Empanelled hospital / Sehat OPD) irrespective of NA or otherwise till 30 Apr 2022. It is also Clarified that the ECHS Polyclinics are functional and ECHS beneficiaries also have the option to collect medicines through ECHS Polyclinics as per normal practice, instead of purchasing from market.</p>



<p>3. One time sanction is hereby accorded to reimburse the above expenditure under individual reimbursement of medical claims. The reimbursement will be done as per guidelines issued by this HQ vide letter No B/49761/AG/ ECHS/Medicine Policy dt 18 May 2020 and even No dt 21 Jul 2020.</p>



<p>4. These orders shall be valid from date of issue of this letter and will be valid up to 30 Apr 2022.</p>



<p>5. The date up to 30 Apr 2022 indicates that the beneficiary may purchase medicines under this provision on any day before or on 30 Apr 2022, as per the date of his a prescription. The medicines may be purchased as per prescription for a period of 30 days if purchased in the month of Apr 2022.</p>
