<p>The undersigned is directed to refer to this Department s OM of even number dated the 3.1.2022 on the above-mentioned subject and to state that the biometric attendance shall remain suspended till 15th February, 2022 or till further orders, whichever is earlier. It is reiterated that the employees shall mark their attendance in the Attendance Registers to be maintained manually. All the Heads of Departments shall also ensure that all employees wear masks, at all times, and continue to follow COVlD-appropriate behavior strictly.</p>

<p>The undersigned is directed to refer to this Department’s O.M. of even number dated 14.06.2021, whereby instructions regulating the attendance of Central Government employees with reduced staff, staggered timings and exemption to certain categories of employees from attending offices, which were in force up to 30.06.2021, were issued. It was also provided in the said OM dated 14.6.2021 that the biometric attendance would continue to remain suspended and physical attendance registers maintained until further orders.</p>



<p>2. The matter has since been reviewed and it has been decided to resume biometric attendance for all levels of employees, with effect from Monday the 8th November, 2021. It shall be the responsibility of Heads of Department to ensure that :-</p>



<ul class="wp-block-list"><li>(a) Sanitizers are mandatorily placed beside biometric machines and all employees sanitize their hands before and after marking of attendance.</li><li>(b) Physical distancing of six feet must be maintained by all employees while marking their attendance. If required, additional biometric attendance machines may be installed to avoid overcrowding;</li><li>(c) All employees shall be required to wear mask/face covers, at all times, including while waiting to mark their attendance;</li><li>(d) As far as possible, designated personnel should be deployed near bio-metric stations to clean/wipe the touchpad/scanner areas of biometric scanners frequently. Such personnel will also guide employees to maintain COVID appropriate behavior while in queue;</li><li>(e) As far as possible, adequate number of biometric stations should be placed in an outside/open air environment. If indoor, adequate natural ventilation must be maintained; and</li><li>(f) All offices shall undertake orientation of the employees on precautions to be followed.</li><li>(g) Meetings, as far as possible, shall continue to be conducted on video-conferencing and personal meetings with visitors, unless necessary in public interest, are to be avoided.</li><li>(h) All officers/staff shall strictly follow the COVID-appropriate behavior, at all times, in offices.</li></ul>

<p>Subject: <strong>Preventive measures to contain the spread of Novel Coronavirus (COVID-19) &#8211; Attendance of Central Government officials regarding.</strong></p>



<p>In partial modification of this Department’s OM of even number dated the 3rd May, 2021 on the above-mentioned subject, it has been decided as under :-</p>



<ul class="wp-block-list"><li>(i) Secretaries of the Ministries/Departments and Heads of Department of Attached &amp; Subordinate Offices are mandated to regulate the attendance of its employees, at all levels, keeping in view the&nbsp;<a href="https://centralgovernmentnews.com/tag/Covid-19/">COVID</a>&nbsp;positive cases in the office and the functional requirement.</li><li>(ii) Persons with Disabilities and Pregnant Women employees may be exempted from attending office, but they shall continue to work from home.</li><li>(iii) The officers/staff shall follow staggered timings to avoid over-crowding in offices / workplaces as decided by the Heads of Department.</li><li>(iv) All officers/staff residing in the containment zone shall be exempted from coming to offices till the containment zone is de-notified. These officers/staff who are residing in the Containment Zone shall work from home and shall be available on telephone and electronic means of communications at all times.</li><li>(v) All officials who attend office shall strictly follow Covid-appropriate behaviour including wearing of mask, physical distancing, use of sanitizer and frequent hand-washing with soap and water.</li><li>(vi) Crowding in lifts, staircases , corridors, common areas, including refreshment kiosk and parking areas is to be strictly voided.</li><li>(vii) Meetings, as far as possible, may continue to be conducted with video-conferencing and personal meetings with visitors, unless absolutely necessary in public interest, are to be avoided.</li><li>(viii) In compliance of OM of even number dated 22.4.2021, all employees of the age of 18 years and above, are advised to get themselves vaccinated.</li><li>(ix) Proper cleaning and frequent sanitization of workplace, particularly of the frequently touched surfaces, may be ensured.</li><li>(x) Biometric attendance shall continue to be suspended until further orders.</li></ul>



<ol class="wp-block-list" start="2"><li>The above instructions shall be in force with immediate effect till 31st May, 2021 or until further orders, whichever earlier.</li></ol>

<ul class="wp-block-list"><li>(i) Secretaries of the Ministries/Departments and Heads of Department of Attached &amp; Subordinate Offices are mandated to regulate the attendance of its employees, at all levels, keeping in view the <a href="https://centralgovernmentnews.com/tag/Covid-19/">COVID</a> positive cases in the office and the functional requirement.</li><li>(ii) Persons with Disabilities and Pregnant Women employees may be exempted from attending office, but they shall continue to work from home.</li><li>(iii) The officers/staff shall follow staggered timings to avoid over-crowding in offices / workplaces as decided by the Heads of Department.</li><li>(iv) All officers/staff residing in the containment zone shall be exempted from coming to offices till the containment zone is de-notified. These officers/staff who are residing in the Containment Zone shall work from home and shall be available on telephone and electronic means of communications at all times.</li><li>(v) All officials who attend office shall strictly follow Covid-appropriate behaviour including wearing of mask, physical distancing, use of sanitizer and frequent hand-washing with soap and water.</li><li>(vi) Crowding in lifts, staircases , corridors, common areas, including refreshment kiosk and parking areas is to be strictly voided.</li><li>(vii) Meetings, as far as possible, may continue to be conducted with video-conferencing and personal meetings with visitors, unless absolutely necessary in public interest, are to be avoided.</li><li>(viii) In compliance of OM of even number dated 22.4.2021, all employees of the age of 18 years and above, are advised to get themselves vaccinated.</li><li>(ix) Proper cleaning and frequent sanitization of workplace, particularly of the frequently touched surfaces, may be ensured.</li><li>(x) Biometric attendance shall continue to be suspended until further orders.</li></ul>



<ol class="wp-block-list" start="2"><li>The above instructions shall be in force with immediate effect till 31st May, 2021 or until further orders, whichever earlier.</li></ol>

<p>Sub: <strong>100% attendance and horrific incidences of the COVID-19 positive cases in P. Way and Workshops in Eastern Railway</strong></p>



<p>As you are very well aware that; the number of <a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> positive cases is increasing very fast during the recent few days in the entire country. Railwaymen are also being detected COVID positive and there have been substantial casualties of the Railwaymen on this account due to this pandemic threat. It may also be appreciated that, in the absence of any proper treatment or availability of vaccination to check transmission of this disease, the only way out is social distancing, use of proper mask and sanitization etc. at the workplaces.</p>

<p>Complaints are pouring in this office that, over the Indian <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railways</a>, some of the Railway Administrations in general and Eastern Railway in particular are compelling P. Way and Workshop Staff for 100% attendance, which is a sheer violation of the guidelines of the Ministry of Home Affairs and Ministry of Health and Family Welfare to avoid gathering or overcrowding of the Railwaymen. This is causing rapid transmission of Coronavirus among the concerned staff, and ironically enough, substantial number of them are also losing their lives on this account. This is happening in some of the Zonal Railways and Production Units, and particularly in Eastern Railway.</p>



<p>It would, therefore, be highly appreciated if your goodself may kindly look into the matter on priority and issue necessary instructions to Eastern Railway and other Railway Administrations not to call 100% staff to attend the workplace, so that, transmission/ threat of the COVID-19 could be avoided in the larger interest of safety of Railwaymen in this pandemic time.</p>

<p>Subject: <strong>Guidelines for Tenure Transfer for the year 2020-21 to ensure economy in expenditure under TA/TP.</strong></p>



<p>Sir,</p>



<p>As you are aware that, Government of India has decided to impose cut on various heads of account to tackle situations arising out of pandemic of <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank">COVID-19</a></strong>. The budget cut is equally applicable to budget heads related to TA/TP related to transfer/ posting. In order to review the tenure transfer guidelines for ensuring economy in respective heads, the tenure transfer were kept in hold vide this office letter of even no dated 17.4.2020 and 06.05.2020. The guidelines have been reviewed in consultation with Vigilance Branch of <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/category/postal-department/" target="_blank">Postal</a></strong> Directorate and it has been decided that circles may issue tenure transfer for the year 2020-21 following the under mentioned guidelines:-</p>

<ul class="wp-block-list"><li>With a view to keep the expenditure at the barest minimum, economy on TA/TP should be a major consideration in the decision making.</li><li>Tenure transfer may be made in such a manner that it does not involve expenditure on TA/TP except in exceptional cases.</li><li>Where ever transfer liability lies within the same station / office premises involving no TA/TP, tenure transfer order can be issued.</li><li>Officials in C-class post offices / of doubtful integrity completing tenure / planned to be transferred will be transferred in such a manner that transfer does not attract expenditure on TA/ TP as far as possible. Where it is not possible to avoid TA/TP expenditure, the transfer orders be issued with TA/TP.</li><li>If the official is already on extension, no further extension will be given based on these instructions. Such cases will be handled as per existing instructions on the issue.</li><li>In all other cases, where it is not possible to transfer the officials following above guidelines, their tenure shall be extended till 31.03.2021 or until further orders whichever is earlier. However due care should be taken about the past work of the official, integrity and sensitivity of work allotted.</li></ul>



<p>2. Where tenure transfer are already issued and implemented, such cases will not be opened. Where tenure transfer have been issued but not implemented, the cases will be reviewed based on these instructions.</p>

<p>This Federation vide letter referred above have represented to your honour to reconsider the decision taken by the Government to freeze the 3 additional DA/DR due to the <a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener">Central Government Employees</a> and Pensioners w.e.f. 01/01/2020. We have also brought to your notice that when the entire country was in COVID-19 lockdown, it is the major chunk of the Central Govt. Employees who are working day and night to fight against the spread of the <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> Virus including the Defence Civilian Employees. You will appreciate that they are all working under serious risk of the Pandemic. While your honour announced a special economic and comprehensive package of Rs.20 Lakh Crore, the Central Government Employees and Pensioners were anxiously waiting for the announcement of the Hon’ble Finance Minister with the hope that the Central Govt. Employees &amp; Pensioners also will be given some relief in the economic package by releasing the additional DA/DR due to them, which was already approved by the Cabinet during March 2020.</p>

<p>Sir, to our dismay in both the economic relief measures announced by the Hon’ble FM even though she mentioned that the Government ‘s attentive to the needs of all the segment of the economy and society, it is unfortunate that no relief has been given to the Central Govt. and the pensioners to overcome the present economic crisis and exorbitant price rise of the essential commodities. Therefore we are forced to knock once again your door for getting justice to the Central Govt. Employees and pensioners. We therefore request you to kindly withdraw the earlier decision taken by the Govt. to freeze the DA/DR and release the same at the earliest.</p>

<p class="has-text-align-center"><strong>ORDER</strong></p>



<p><strong>Whereas</strong>, the National Disaster Management Authority (NOMA) in exercise of their powers under section 6(2)(i) of the Disaster Management Act, 2005, vide their Orders dated 24.03.2020 , 14.04.2020 and 01.05.2020 had directed the National Executive Committee (NEC) to take lockdown measures so as to contain the spread of <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> in the country;</p>



<p><strong>Whereas</strong>, Chairperson NEC, in exercise of the powers conferred under Section 10(2)(1) of the Disaster Management Act, 2005, has issued Orders of even number on lockdown &nbsp;measures &nbsp;dated &nbsp;24.03.2020 , 29.03.2020 , 14.04.2020, 15.04.2020 &nbsp;and 01.05.2020;</p>



<p><strong>Whereas,</strong> save as otherwise provided in the guidelines annexed to this Order, all Orders issued by NEC under Section 10(2)(1) of the Disaster Management Act, 2005, <strong>shall cease to have effect from 18.05.2020;</strong></p>



<p><strong>Whereas</strong>, in exercise of the powers under section 6(2)(i)  of the Disaster Management Act, 2005 , NOMA has issued an Order number 1-29/2020 – PP dated 17.05.2020 directing the Chairperson, NEC that lockdown measures to contain the spread of COVID-19 be continued to be implemented in all parts of the Country, for a further period upto 31.05.2020;</p>

<p><strong>Now therefore</strong>, under directions of the aforesaid Order of NDMA dated 17.05.2020, and in exercise of the powers, conferred under Section 10(2)(1) of the Disaster Management Act, 2005, the undersigned, in his capacity as Chairperson, NEC, hereby issues directions for strict implementation , to all the Ministries/ Departments of Government of India, State/Union Territory Governments and State/ Union Territory Authorities that lockdown measures to contain the spread of COVID-19 will continue for a period of upto 31.05.2020, as per the guidelines annexed to this Order, which will come into effect from 18.05.2020.</p>

<h3 class="wp-block-heading"><strong>Guidelines on the measures to be taken by Ministries/ Departments of Government of India, State/ UT Governments and State / UT Authorities for containment of COVID-19 in the country upto 31st May, 2020.</strong></h3>



<p><strong>[As per Ministry of Home Affairs (MHA) Order No. 40-3/2020-DM-1 (A) dated 17th May, 2020]</strong></p>



<h2 class="wp-block-heading"><strong>1.&nbsp;&nbsp; Lockdown shall continue to remain in force upto 31st May, 2020.</strong></h2>



<h3 class="wp-block-heading">2. <strong>The following activities shall continue to remain prohibited throughout the country :</strong></h3>

<p>i. All domestic and international air travel of passengers, except for domestic medical services, domestic air ambulance and for security purposes or purposes as permitted by MHA.</p>



<p>ii.&nbsp; &nbsp;Metro rail services .</p>



<p>iii.&nbsp; Schools, colleges, educational/ training/ coaching institutions etc. will remain closed. Online/ distance learning shall continue to be permitted and shall be encouraged.</p>



<p>iv.&nbsp; Hotels, restaurants and other hospitality services, except those meant for housing health/ police/ Government officials/ healthcare workers/ stranded persons including tourists and for quarantine facilities; and running of canteens at bus depots, railway stations and airports. Restaurants shall be permitted to operate kitchens for home delivery of food items.</p>



<p>v. All cinema halls, shopping malls, gymnasiums, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places . Sports complexes and stadia will be permitted to open; however, spectators will not be allowed.</p>



<p>vi. All social/ political/ sports/ entertainment/ academic/ cultural/ religious functions/ other gatherings and large congregations .</p>



<p>vii. All religious places/ places of worship shall be closed for public. Religious congregations are strictly prohibited.</p>



<h3 class="wp-block-heading"><strong>3.&nbsp; The following activities shall be permitted with restrictions, except in the Containment Zones:</strong></h3>



<p>i. Inter-State movement of passenger vehicles and buses, with mutual consent of the State(s)/ UT(s) involved.</p>



<p>ii. Intra-State movement of passenger vehicles and buses, as decided by the States and UTs.</p>



<p>iii. Standard&nbsp;&nbsp;&nbsp;&nbsp; Operating Procedures&nbsp;&nbsp;&nbsp; (SOPs) for &nbsp;movement of persons, &nbsp;as mentioned in&nbsp;<strong>Annexure I</strong>, shall continue to operate.</p>



<h3 class="wp-block-heading"><strong>4.&nbsp;&nbsp; National Directives for COVID-19 Management</strong></h3>



<p>National Directives for COVID 19 Management, as specified in Annexure II, shall be followed throughout the country.</p>



<h3 class="wp-block-heading"><strong>5.&nbsp;&nbsp; Containment, Buffer, Red, Green and Orange Zones</strong></h3>



<p>i. The delineation of Red, Green and Orange Zones will be decided by the respective State and UT Governments, after taking into consideration the parameters shared by Ministry of Health &amp; Family Welfare (MoHFW), Government of India (Got).</p>



<p>ii. &nbsp;Within the Red and Orange Zones, Containment Zones and Buffer Zones will be demarcated by the District authorities, after taking into consideration the guidelines of MoHFW.</p>



<p>iii. In the Containment Zones, only essential activities shall be allowed . There shall be strict perimeter control to ensure that there is no movement of people in or out of these zones, except for medical emergencies and for maintaining supply of essential goods and services. Guidelines of MoHFW shall be taken into consideration for the above purpose.</p>



<p>iv. In the Containment Zones, there shall be intensive contact tracing, house-to­ house surveillance, and other clinical interventions, as required.</p>



<h3 class="wp-block-heading"><strong>6.&nbsp; Night curfew</strong></h3>



<p>The movement of individuals shall remain strictly prohibited between 7.00 pm to 7.00 am, except for essential activities. Local authorities shall issue orders, in the entire area of their jurisdiction, under appropriate provisions of law, such as prohibitory orders [Curfew] under Section 144 of CrPC, and ensure strict compliance.</p>



<h3 class="wp-block-heading"><strong>7. Protection of vulnerable persons</strong></h3>



<p>Persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, shall stay at home, except for essential and health purposes.</p>



<h3 class="wp-block-heading"><strong>8. All other activities will be permitted, except those which are specifically prohibited.</strong></h3>



<p><strong>However, in Containment Zones, only essential activities shall be allowed, as mentioned in para 5(iii) above.</strong></p>



<p><strong>Further, States/ UTs, based on their assessment of&nbsp; the situation, may prohibit certain other activities in the various zones, or impose such restrictions as deemed necessary.</strong></p>



<h3 class="wp-block-heading"><strong>9. Use of Aarogya Setu</strong></h3>



<p>i. Aarogya Setu enables early identification of potential risk of infection, and thus acts as a shield for individuals and the community.</p>



<p>ii. With a view to ensuring safety in offices and work places, employers on best effort basis should ensure that Aarogya Setu is installed by all employees having compatible mobile phones.</p>



<p>iii. District authorities may advise individuals to install the Aarogya Setu application on compatible mobile phones and regularly update their health status on the app. This will facilitate timely provision of medical attention to those individuals who are at risk.</p>



<h3 class="wp-block-heading"><strong>10.&nbsp; &nbsp;Special directions to ensure movement of persons and goods in certain cases</strong></h3>



<p>i. All States/ UTs shall allow inter-State and intra-State movement of medical professionals, nurses and para medical staff, sanitation personnel and ambulances, without any restriction.</p>



<p>ii. All States/ UTs shall allow inter-State movement of all types of goods/ cargo, including empty trucks.</p>



<p>iii. No State/ UT shall stop the movement of any type of goods/ cargo for cross land-border trade under Treaties with neighbouring countries.</p>



<h3 class="wp-block-heading"><strong>11. Strict enforcement of the guidelines</strong></h3>



<p>i.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; State/ UT Governments &nbsp;shall not dilute these guidelines issued under the Disaster Management Act, 2005 , in any manner.</p>



<p>ii.&nbsp; All the District Magistrates shall strictly enforce the above measures.</p>



<p>iii. In order to implement these measures, the District Magistrates will deploy Executive Magistrates as Incident Commanders in the respective local jurisdictions . The Incident Commander will be responsible for the overall implementation of these measures in their respective jurisdictions.</p>



<p><strong>12.&nbsp; Penal provisions</strong></p>



<p>Any person violating these measures will be liable to be proceeded against as per the provisions of Section 51 to 60 of the Disaster Management Act, 2005, besides legal action under Sec. 188 of the IPC, and other legal provisions as applicable. Extracts of these penal provisions are at Annex III.</p>

<h2 class="wp-block-heading"><strong>Standard Operating Procedures (SOPs) issued by MHA</strong></h2>



<p>i. SOP on transit arrangement for foreign national(s) in India issued vide Order dated April 02, 2020.</p>



<p>ii. SOP on movement of stranded labour within States/ UTs, issued vide Order dated April 19, 2020.</p>



<p>iii. SOP on sign-on and sign-off of Indian seafarers, issued vide Order dated April 21, 2020 .</p>



<p>iv. SOP on movement of stranded migrant workers , pilgrims , tourists, students and other persons, issued vide Order dated April 29, 2020 and Order dated May 01, 2020.</p>



<p>v.&nbsp; SOP on movement of Indian Nationals stranded outside the country and of specified persons to travel abroad, issued vide Order dated May 5, 2020.</p>



<p>vi. SOP on movement of persons by train, issued vide Order dated May 11, 2020.</p>



<p class="has-text-align-right"><strong>Annexure II</strong></p>



<h2 class="wp-block-heading"><strong>National Directives for COVID 19 Management</strong></h2>



<p>i. Wearing of face cover is compulsory in all public and work places.</p>



<p>ii. Spitting in public &amp; work places shall be punishable with fine, as may be prescribed in accordance with its laws, rules or regulations by the State/ UT local authority.</p>



<p>iii. Social distancing shall be followed by all persons in public places and in transport.</p>



<p>iv. Marriage related gathering shall ensure social distancing , and the maximum number of guests allowed shall not be more than 50.</p>



<p>v.&nbsp; Funeral/ last rites related gathering shall ensure social distancing, and the maximum numbers allowed shall not be more than 20.</p>



<p>vi.&nbsp; Consumption of liquor , paan, gutka, tobacco etc. in public places is not allowed.</p>



<p>vii. Shops will ensure minimum six feet distance (2 gaz ki doon) among customers and shall not allow more than 5 persons at the shop.</p>



<h3 class="wp-block-heading"><strong>Additional &nbsp;directives for Work Places</strong></h3>



<p>viii. As far as possible, the practice of work from home should be followed.</p>



<p>ix. Staggering of work/ business hours shall be followed in offices, work places, shops, markets and industrial &amp; commercial establishments .</p>



<p>x. Provision for thermal scanning, hand wash and sanitizer will be made at all entry and exit points and common areas.</p>



<p>xi. Frequent sanitization of entire workplace , common facilities and all points which come into human contact e.g. door handles etc., shall be ensured, including between shifts.</p>



<p>xii. All persons in charge of work places shall ensure social distancing through adequate distance between workers, adequate gaps between shifts, staggering the lunch breaks of staff, etc.</p>

<p>As already explained, the COVID-19 Pandemic has created an unprecedented for situation, not only in our country, but also across the globe. The Central Government Employees, including Railwaymen, are, however, exerting a lot to combat the situation, and the Railwaymen are working hard 24X7 with full devotion and dedication to maintain uninterrupted supply chain of all the essential commodities and goods, viz. Foodgrains, Sugar, Petroleum, Vegetables, Milk, Medical Items etc. throughout the country, by running large-number of timetabled Goods and Parcel Trains.</p>

<p>You may appreciate that, Hon’ble Prime Minister of India as well as Hon’ble Minister for Railways have repeatedly applauded and praised the contribution of the Railwaymen in this <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> crisis, facing the risk of Coronavirus threat.</p>



<p>While addressing the Nation on 12th May, 2020, Hon’ble Prime Minister has announced a Mega Package for all the sections of the society to combat the COVID-19 Pandemic Crisis to boost the economy as well as morale of the country.</p>



<p>Since Railwaymen are performing their duties to transport aforementioned goods as well as Migrant Workers and have further started operating “Special Trains” for common rail users w.e.f. 12.04.2020, they can in no way be treated less than “COVID-19 Warriors”. As already submitted vide our letter dated 27.04.2020, freezing of Dearness Allowance and Dearness Relief, has proved to be extremely de-motivational rather than boosting their morale by sanctioning some Additional Incentive to them.</p>

<p>I would, therefore, request your goodself that, in the wake of Hon’ble Prime Minister’s announcement of Mega Package of Rupees Twenty Lakh Crore, the orders of freezing Dearness Allowance and Dearness Relief be withdrawn to boost the morale of the Railway Employees and other Central Government Employees who are fighting day-and-night against the COVID-19 Pandemic.</p>

<p>Subject: <strong>One-time relaxation to the allottees of General Pool Residential Accommodation (GPRA) in view of Novel Coronavirus (COVID-19) &#8211; extension of retention period.</strong></p>



<p>In continuation of the OM of even number dated 25-3-2020 on the above subject, it has been decided by the competent authority that suo-moto extension of retention of quarters granted to the allottees vide OM dated 25.3.2020 for the period from 17.3.2020 to 31.5.2020 shall remain extended upto 30-6-2020.</p>



<p>2. The other terms and condition of the OM dated 25-3-2020 will remain the same.</p>

<p>Sub: <strong>One-time relaxation to the allottees of General Pool Residential Accommodation (GPRA) in view of Novel Coronavirus (COVID-19).</strong></p>



<p>Ministry has been receiving calls from various allottees of Government accommodations, who were / are due to vacate their flats / houses and are not able to do so in the light of the advisories regarding social distancing issued by Ministry of Health and Family Welfare (MoH&amp;FW) under the current global Coronavirus Pandemic (<strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong>). Further, Department of Personnel &amp; Training (<a href="https://centralgovernmentnews.com/latest-dopt-orders-2020/" target="_blank" rel="noreferrer noopener">DoPT</a>) has issued Guidelines with do’s &amp; don’ts for government personnel vide their O.M. dated 17.03.2020 to contain the spread of this virus. Ministry of Home Affairs (MHA) vide its Order dated 24.03.2020 has issued directions for nation-wide complete lockdown to contain the fast spreading infection.</p>



<p>This extraordinary situation has been considered by the Ministry and it has been decided by the Competent Authority to allow suo-moto retention for the period from 17.03.2020 to 31.05.2020 for all such allottees under the Central Government General Pool Residential Accommodation (CGGPRA) Rules, 2017. This relaxation will be applicable to the following categories: </p>



<ul class="wp-block-list"><li><strong>Rule 24(2)</strong> &#8211; where two allottees, who are in occupation of separate accommodation allotted under these rules marry each other, and are directed to surrender one of the accommodation within one month of their marriage;</li><li><strong>Rule 40</strong> &#8211; which provides for concessional period of retention of GPRA under different cases; and</li><li><strong>Rule 44</strong> (7 &amp; 8) &#8211; which provides for change of accommodation.</li></ul>



<p>2. The suo-moto retention period will be on the payment of licence fees as applicable to the allottee under these rules. No damage will be charged for this period.</p>



<p>3. These relaxations will be given to such allottees also where she/he has become unauthorized occupant of government accommodation before 17.03.2020. However, in such cases, after the retention period of 75 days i.e. upto 31.05.2020, the damage charges at telescopic rates, as was continuing prior to this period, will be resumed.</p>
