<p>Dear Comrades.</p>



<p>The National Secretariat of NCCPA met though video conferencing on 15th June, 2020. Com. Shiv Gopal Misra, President chaired the meeting. Due to some technical reasons, Com. Pavitra Chakraborty and Com. Prabhakaran Nair (both Deputy Secretary Generals) could not join the meeting. The meeting which lasted for more than an hour took note of the following developments.</p>



<ul class="wp-block-list"><li>The unhindered spread of Covid 19 corona virus in the country despite lock down of more than 75 days.</li><li>The plight of pensioners and other retired personnel during this period</li><li>The utter disregard of <strong><a href="https://centralgovernmentnews.com/category/cghs/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">CGHS</a></strong> over the difficulties of the beneficiaries, especially pensioners.</li><li>The decision of the Government to deny the dearness relief for 18 months</li><li>The vigorous persuasion of the privatization of even strategic sectors of the economy taking advantage of the corona situation in the country.</li><li>Amendments to labour laws including increasing the working hours</li><li>The proposed movement of the united platform of central trade unions.</li></ul>



<p>2. The meeting also briefly discussed the prospects of pursuing the MACP cases in the administrative tribunal. It was decided that in view of the situation obtaining in Delhi due to <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">Covid-19</a></strong> as also at Chennai, the matter might be kept pending for some more time. However, in the meantime the Secretary General may generate a format of application form and place the same on the website. The affiliates might get the application filled in by the interested persons and collect the requisite fees from them so that the case can be filed as and when the courts are open.</p>



<p>3. After discussions, the meting took the following decisions:</p>



<ul class="wp-block-list"><li>The pensioners, wherever possible will join hands with the working employees to take part in the protest actions organized by the united platform of working class as also independently by the CGE organizations.</li><li>to send an appropriately worded resolution to the Prime Minister conveying the feelings and problems of pensioners especially emanating from the denial of DR.</li><li>to advise each affiliate and the pensioner member to send a brief e mail communication to the Prime Minister.</li><li>the affiliates and the members will be advised to ensure that the e mails are sent before the end of July, 2020.</li><li>On CGHS difficulties, the President and Secretary General will take up the matter with the Staff Side JCM and prepare common communication as the issues are one and the same for both pensioners and working employees.</li></ul>



<p>The text of the resolution as also the draft e mail message to be sent by all to the Prime Minister are annexed. The e-mail to the Prime Minister may be sent to his official e mail address. <p>The meeting decided that the National Executive of NCCPA must meet in July through video conferencing. The Secretary General was asked to take requisite steps.</p>



<p>All the Sectt. members and the Chief Executives (Secretary General/ General Secretary) of affiliates are requested to communicate their e-mail address to Com. <p>In the meantime, a meeting was arranged by the General Secretary of TUI (P&amp;R) in which besides the undersigned, Com. K.Ragavendran and Com. K.G.Jayaraj attended. We are happy to inform you that Com. K.Ragavendran has been elected as the Convenor of the Asian region of TUI . We propose to hold a meeting of the representatives of the pensioners associations in the Asian continent first through video conferencing. <h4 class="wp-block-heading">Full text of the resolution to be sent to the Prime Minister by the NCCPA.</h4>



<p>This meeting of the National Secretariat of NCCPA held through video conferencing painfully takes note of the extremely alarming situation developed in the world due to the Covid 19 corona pandemic.</p>



<p>The meeting pays sorrowful homage to lakhs of people around the world who succumbed to the deadly disease and conveys the heartfelt condolences of the members of NCCPA to the bereaved members of the family of the covid victims.</p>



<p>The meeting takes note of the sacrifice, courage, conviction, dedication and the untiring efforts of the health workers, especially the Doctors, Nurses, Para medical staff both in India and abroad by virtue of which millions escaped from the jaws of death. The meeting specially noted the supreme sacrifice of some of the health workers who laid down their lives for rescuing others.</p>



<p>Besides the health workers, the meeting noted that the law enforcing personnel of the police department, officials of the local bodies, viz. Panchayat, City Corporations and towns, the Government officials from the revenue and other departments, the Asha and Anganawadi workers, the people who formed voluntary organizations; all have worked in unison to control and combat the spread of the deadly disease, given the fact that there exist no preventive and curative medicine. The meeting observed that but for the admirable response of the people at large to the directives of the Government, the lock down would not have been effective at all and they above all deserve the greatest appreciation and admiration.</p>



<p>The meeting also placed on record with pride and satisfaction that the pensioner community and especially those who are members of various affiliates of NCCPA had responded to the call of the Government to donate a day’s salary /pension to the Prime Minister’s public relief fund to provide the much needed financial assistance to the people at large.</p>



<p>The meeting however noted that the pensioner community had felt exasperated over the failure of the Government of India to appreciate their plight caused by the sudden decision taken to bring into effect a complete lock down to combat the spread of the covid virus. Most of them being small income pensioners and family pensioners could not make both ends meet even in the normal circumstances. The lock down and the consequent difficulties were unbearable for them. Being Senior citizen, they had been inflicted with various ailments and other physical debilities. The lock down made their life miserable. No helping hand was extended to them. Contrary to what ought to have been done by the Government to mitigate their difficulties, Government of India chose to deny them even the dearness relief they were entitled to receive from 1st January, 2020.</p>



<p>The meeting felt that the decision of the Government conveyed vide their order in O.M. No. 1/1/ 2020.EII (B) dated 23rd April, 2020 to deny them the dearness relief with effect from 1.1.2020 for another 18months had been the unkindest one ever taken by any Government. The meeting noted that never in the history of the country even on occasions when its very existence had been threatened by external aggression or when it faced the worst financial crisis in 1990, has it resorted to confiscate the meager pension income of senior citizens. The meeting observed that no country in the world had resorted to such a step as has been taken by the Government of India to heap such inhuman burden on senior citizens. Especially in the background of the 20 trillion rupee package, the major beneficiaries of which had been the rich entrepreneurs and multinational corporate establishments, the denial of even the legitimate entitlements of the pensioners, the meeting felt has revealed the sadistic state of mind of people in authority.</p>



<p>The meeting also noted that it was the same disdainful attitude that had been responsible for the permission extended to the oil companies to raise the retail prices of petrol and diesel continuously for 22 days when the crude oil price in the international market had been diminishing, unmindful of the misery and agony of the people. It was the crudest exploitation of a situation pretty well knowing that the people gripped with the fear of the pandemic corona virus would not be able to make any resistance movement possible.</p>



<p>The meeting has, therefore, unequivocally affirms that the order issued on23rd April, 2020 to deny the dearness relief to the pensioners must be rescinded immediately, for besides the agony it inflicts on the pensioner community, it is without legal status for the rules strictly prohibits curtailment of pension entitlements under any circumstances. The Government must appreciate that dearness relief is an integral part of the pension and the Government has no authority either to deny any part of it or even to defer its payment.</p>



<p>The meeting has, therefore, decided to appeal to the Government to immediately release the <strong>7% <a href="https://centralgovernmentnews.com/category/dearness-relief/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">Dearness relief</a> </strong>and make over the payment of the arrears to the pensioners without any further loss of time and direct the Ministry of Finance to rescind the orders cited in so far as it is applicable to the pensioners and dearness relief.</p>

<p>We/I solicit your kind reference to the resolution adopted by the National Secretariat of the National Coordination Committee of Pensioners Association (NCCPA) , copy of which has already been submitted to the honourable Prime Minister on 4th July, 2020. We/I being an affiliated member association/member request the honourable Prime Minister to kindly direct the Ministry of Finance to rescind the order in O.M.No. 1/1/2020-E.II(B) dated 23rd April, 2020 forthwith and sanction the dearness relief which has become due from 1.1.2020.</p>

<p>Subject: <strong>Appraisal and Approval of all Public Funded Schemes / Sub-Schemes &#8211; reg.</strong></p>



<p>Reference is invited to DoE OM No.24(35)/PF-11/2012 dated 5-8-2016 vide which financial powers have been delegated for appraising/ approving all public funded schemes/projects. In terms of para 4(i) of the OM of even number, for initiating all new schemes/ sub-schemes , ‘in-principle’ approval will be taken from Department of Expenditure. It may be appreciated that in the wake of <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/tag/COVID-19/" target="_blank">COVID-19</a></strong> pandemic, there is an unprecedented demand on public financial resources, and a need to use resources prudently in accordance with emerging and changing priorities. However, many new proposals for ‘in-principle’ approval are being received from Ministries/ Departments.</p>



<p>2. In view of the circumstances prevailing in the current financial year, the undersigned is directed to convey the following:-</p>



<ul class="wp-block-list"><li>No new proposal for a scheme/ sub-scheme , whether under delegated powers to Administrative Ministry including SFC proposals or through EFC should be initiated this year (FY 2020-21) except the proposals announced under the Pradhan Mantri Gareeb Kalyan Package, Atma Nirbhar Bharat Abhiyan package and any other special package /announcement. ‘In-principle’ approval for such schemes will not be given in this financial year.</li><li>The initiation of new schemes already appraised/ approved in Financial Year 2020-21 under the delegated powers of the Administrative Ministries including SFC proposals (schemes upto Rs. 500 Crore) (exception as mentioned in (i) above), will remain suspended for one year till 31st March, 2021 or till further orders whichever is earlier. This is applicable for those schemes as well, for which ‘in-principle’ approval has already been given by Department of Expenditure. A list of all such schemes (as per the enclosed proforma) may be sent to DoE by FAs of the Ministries / Departments by 30th June, 2020.</li><li>The continuation of all existing schemes will be governed by the DoE OM No. 42(02)/PF- 11/2014 dated 10-01-2020 by which an interim extension for all the ongoing schemes has already been given till 31st March, 2021 or till the date of recommendations of 15th Finance Commission come into effect, whichever is earlier. This is applicable for all the schemes, whether under delegated powers to Administrative Ministries/ Departments, through SFC or through EFC which the Ministry/Department wants to continue without changing their scope, nature, coverage and without creating any additional posts. It has also been reiterated therein that continuation of all schemes would be based on an outcome review based on evaluation. The continuing schemes need to be appraised and approved further for the period of 2021-22 to 2025-26 after 15th Finance Commission recommendations are accepted and resource position of public exchequer is clear. This would also be depend upon the evaluation and the outcome review.</li><li>No funds may be released for schemes which are not in strict conformity to the instructions given above and also in terms of DoE OM No. 24(35)/PF-11/2012 dated 05-08-2016 and No. 42(02)/PF-11/2014 dated 10-01-2020, nor should budgetary provisions be made available by re-appropriation to such schemes.</li><li>Any exception to the above guidelines shall require specific approval of the Department of Expenditure.</li></ul>

<p>I am directed to convey the sanction of the President to regularise the absence period on account of ‘<strong>Lockdown</strong>‘ due to orders of GOI/ State Govt. /Local authorities/service Hqrs. on account of anti <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> measures as Special Casual Leave in r/o Army /Navy/ Air Force personnel.</p>



<p>2. Personnel are permitted to utilise fastest available means of travel (as per their entitled class/ mode so as to return to their units at the earliest, post-lifting of lockdown.</p>



<p>3. The grant of <em>Special Casual Leave</em> period shall not have any impact on current leave entitlement and permissible service of the personnel.</p>

<p>With grave concern the undersigned wants to bring the following facts for your kind sympathetic consideration that. After the several appeals from this Federation time to time, till this day many <a href="https://centralgovernmentnews.com/category/postal-department/" target="_blank" rel="noreferrer noopener">Post Offices</a> and RMS units are not sanitized. Gloves, sanitizer are not provided to all employees. Some of the unit heads are reluctant in dealing with this situation. Many employees are now effected with <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank">Covid-19</a></strong> at the time of performing their duties especially in mail handling. The situation of some circles like Maharashtra, Gujarat are worst. The staff are being compelled to work in red zone and also in containment zone. Death of Postal/ RMS employees are also taking place.</p>

<p>Now it is proposed to delt with a speedy treatment to all those employees that,</p>



<ul class="wp-block-list"><li>The treatment should be arranged by the department without any delay.</li><li><strong>RS. 5000000/- </strong>(Fifty Lakh) compensation may be given immediately to the family of the deceased employees.</li><li><strong>Compassionate appointment</strong> to the family member may be given within 3 months after the death of the deceased employee under relaxation of normal recruitment rules.</li></ul>

<p>Dear Chief Secretary,</p>



<p>The Senior Citizens who are aged above 60 years and especially those with medical conditions are particularly susceptible to infections during the COVID times. MSJE alongwith Ministry of Health &amp; Family Welfare and Department of Geriatric Medicine, AllMS Delhi has prepared an Advisory to be followed by all the senior citizens and their care givers during these times.</p>



<p>I would request that this Advisory is widely publicised in all the districts, in all institutions working for senior citizens and through NGOs who are working in this area.</p>

<p>Based on the Census 2011 age-cohort data, it is projected that there would be approximately 16 Crore Senior citizens (aged above 60 yrs) in the Country.</p>

<p>Senior citizens above the age of 60 years face an increased risk in COVID times. This is an advisory for Senior Citizens and their caregivers on how to protect them from increased health risk during this period.</p>



<h3 class="wp-block-heading"><strong>From whom is this?</strong></h3>



<ul class="wp-block-list"><li>Aged 60 and above particularly those with following medical conditions<ul><li>Chronic (long-term) respiratory disease, such as asthma, chronic obstructive pulmonary disease (COPD), bronchiectasis, post tuberculous sequelae, interstitial lung disease</li><li>Chronic heart disease, such as heart failure</li><li>Chronic kidney disease</li><li>Chronic liver disease, such as alcoholic, and viral hepatitis</li><li>Chronic neurologic conditions, such as Parkinson’s disease, stroke</li><li>Diabetes</li><li>Hypertension</li><li>Cancer</li></ul></li></ul>

Especially before having meals and after using the washroom. This can be done by washing hands with soap and water for at least 20 seconds Clean frequently touched objects such as spectacles Sneeze and cough into tissue paper/handkerchief. After coughing or sneezing dispose of the tissue paper in a closed bin/wash your handkerchief and hands Ensure proper nutrition through home cooked fresh hot meals, hydrate frequently and take fresh juices to boost immunity Take your daily prescribed medicines regularly.Monitor your health. If you develop fever, cough and/or breathing difficulty or any other health issue, immediately contact nearest health care facility and follow the medical advice Talk to your family members (not staying with you), relatives, friends via call or video conferencing, take help from family members if needed</td><td>Come in close contact with someone who is displaying symptoms of coronavirus disease (fever/cough/breathing difficulty).Shake hands or hug your friends and near ones Go to crowded places like parks, markets and religious places Cough or sneeze into your bare hands Touch your eyes, face and nose self-medicate Go to hospital for routine checkup or follow up. <h3 class="wp-block-heading">Promulgated by the President in the Seventy-first Year of the Republic of India.</h3>



<h3 class="wp-block-heading">An Ordinance further to amend the Salary, Allowances and Pension of Members of Parliament Act, 1954.</h3>



<p>WHEREAS India, as the rest of the world, is grappling with Corona Virus (<strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong>) pandemic which has severe health and economic ramifications for the people of the country;</p>



<p>AND WHEREAS the Corona Virus (COVID-19) pandemic has shown the importance of expeditious relief and assistance and therefore, it is necessary to take certain emergency measures to prevent and contain the spread of said pandemic;</p>



<p>AND WHEREAS in order to manage and control such situation, it has become necessary to raise resources by reduction of salaries and allowances of Members of Parliament;</p>

<p>AND WHEREAS Parliament is not in session and the President is satisfied that circumstances exist which render it necessary for him to take immediate action;</p>



<p>NOW, THEREFORE, in exercise of the powers conferred by clause (1) of article 123 of the Constitution, the President is pleased to promulgate the following Ordinance :</p>



<ol class="wp-block-list"><li>(1) This Ordinance may be called the<strong> Salary, Allowances And Pension </strong>of Members of Parliament (Amendment) Ordinance, 2020.<br />(2) It shall come into force at once.</li><li>In the Salary, Allowance and Pension of Members of Parliment Act, 1954, in section 3, after sub-section (1), the following sub-section shall be inserted, namely :-</li></ol>



<p>“ (1A) Notwithstanding anything contained in sub-section (1), the salary payable to Members of Parliment under sub-section(1) shall be reduced by thirty percent for a period of one year commencing from the 1st April, 2020, to meet the exigencies arising out of Corona Virus (COVID-19) pandemic,”.</p>

<p>Sub: <strong>Preventive measures to contain the spread of COVID19.</strong></p>



<p>In continuation of this Department OM of even no. dated 17th March, 2020 (Copy Enclosed), the following further instructions are issued:</p>

<p>(i) Heads of Department (HoDs) may ensure that 50 per cent of Group B and C employees are required to attend office every day, and the remaining 50 per cent staff should be instructed to work from home. All HoDs are advised to draft a weekly roster of duty for Group B and C staff and ask them to attend office on alternate weeks. While deciding the roster for &#8216;the first week, HoDs are advised to include officials who are residing in close proximity to their office or use their own transport to travel to the offices.</p>



<p>(ii) Further, the working hours for all employees who attend office on a particular day should be staggered. It is suggested that three groups of employees may be formed and asked to attend office as per the following timings:-</p>



<p><strong>(a) 9 AM to 5.30 PM<br />(b) 9.30 AM to 6 PM<br />(c) 10 AM to 6.30 PM</strong></p>



<p>(iii) The officials who are working from home on a particular day as per the roster drawn up should be available on telephone and electronic means of communication at all times. They should attend office, if called for any exigency of work.</p>



<p>(iv) Similar instructions may be issued to Attached/Subordinate Offices, Autonomous/Statutory Bodies.</p>

<p>(v) The Department of Financial Services (DFS) and Department of Public Enterprises (DPE) may issue similar instructions regarding Financial Institutions and Public Sector Undertakings.</p>



<p>(vi) These instructions shall not apply to the offices and employees engaged in essential / emergency services and those directly engaged in taking measures to control spread of COVID-19. </p>



<p>(vii) These orders shall be applicable with immediate effect and will remain in force till 4th April, 2020.</p>

<p>Indian Railways has geared up its entire machinery in a big way to take comprehensive measures on prevention of Corona COVID 19 virus infection.  Minister of <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener" aria-label="Railways (opens in a new tab)">Railways</a> and Commerce &amp; Industry, Shri Piyush Goyal has directed the Railway Board to ensure that adequate prevention measures are put in place across Indian Railway system. The Chairman Railway Board, Shri Vinod Kumar Yadav, has taken meeting with all General Managers through Video Conference on 5th and 6th March 2020 to review the preparedness and convey priorities and directions.</p>



<p>Heads of Railway Zones, Divisions and Units have been taking meetings in their respective areas to firm up necessary arrangements. The situation is being constantly monitored and coordinated at all levels in the Indian Railway system i.e. at Railway Board level, zone level and at Division level. Control rooms have been set up all over the railway system and the staff has been sensitized and educated about the subject. The collaboration and coordination with the concerned health authorities is also being ensured.</p>



<p><strong>Following action has been taken for prevention of Coronavirus (COVID-19) infection by Indian Railways.</strong></p>

<ul class="wp-block-list"><li>Information, Education, &amp; Communication (IEC) material (posters and pamphlets) regarding corona virus (COVID-19) are being prominently displayed for awareness of general public in local language at railway stations and in trains and are also being distributed to patients visiting hospitals and in Railway colonies. Audio and video clips are being played at railway stations to spread awareness. Public announcements are being made at stations.</li><li> In Railway hospitals, Persons with fever are being separated from other patients. Separate counter / ward with specific signage for fever cases have been established. Medical staff has been deployed at such areas having proper protective gears.</li><li> Railway hospitals have been provided with 1100 isolation beds for fever related cases for treating suspected Corona virus cases with availability of necessary protective gears. Further, Railways has identified 12483 beds for quarantine at different locations across the country.</li><li> Medical staff have been advised that if any patient of Corona virus disease is suspected or reported in any of the Railway Hospital / Health Unit in Zone / PU, the same may be informed to Railway Board and local health authorities immediately.</li><li> All medical in-charges of Zones /PUs have been advised to be in constant touch with the respective State Authorities to obtain the guidelines / updates issued on the subjects and take necessary detection, prevention &amp; curative measures suggested by such State Authorities.</li><li> Control rooms and Telephone helplines have been set up at all Railway hospitals.</li></ul>
