<h3 class="wp-block-heading"><strong>Sub : Guidelines under BSNLMRS in view of Covid-19 pandemic</strong></h3>



<p>In order to facilitate quick and smooth treatment to our employees during Covid-19 pandemic, following guidelines undei BSNLMRS are issued</p>



<p>1. <strong>Visit of designated officer</strong> – There is a provision that in all cases involving hospitalization of two or more than two days, a designated officer of BSNL shall visit the hospital and give a prescribed certificate (Guidelines issued vide Order No BSNL/Admn.1/15-2/05(Pt.) dated 8th August 2005). Considering the infectious nature of this disease and to protect our employees from exposure to this virus while visiting the hospital, the requirement of visit of designated officer of BSNL to the hospital and giving the prescribed certificate is dispensed with for all the diseases. However, a random check may be made, if felt necessary. Further, all other instructions including attachment of a certificate by the concerned doctor identifying the patient in the copy of BSNLMRS Card as conveyed by this office OM No. BSNL/Admn.I/15-4/04(Pt) dated 15 10.2004 and authorization for indoor treatment shall be strictly followed.</p>



<p>2&nbsp;<strong>Treatment in non-empanelled hospitals</strong>&nbsp;– In normal circumstances, indoor treatment should be taken only from BSNL empanelled hospitals. As per the existing provisions in MRS policy “In emergency cases, the reimbursement will be allowed for treatment in non-recognized hospitals with the approval of CGM for field office employees and concerned Director of BSNL Board for C.O. employees The amount will be restricted to the CGHS rates applicable at Delhi”. However, in view of the present crisis in availability of treatment of Covid-19 in empanelled hospitals, the requirement of taking indoor treatment of Covid patients only from BSNL empanelled hospitals is dispensed with. However, the amount shall be restricted to the CGHS rates as decided for Covid-19.</p>



<p>3.&nbsp;<strong>Reimbursement of Tele-consultation</strong>&nbsp;– During this pandemic tele-consultation is preferred mode of consultation from a doctor. Hence, Tele-consultation by a registered medical practitioner from India, supported by duly signed/computer generated prescription on doctor’s letter head and accompanied by valid, printed (system generated) or signed receipt shall be valid.</p>



<p>4. <strong>Charges of RTPCR / Rapid antigen test</strong> – Charges shall be reimbursed against the production of valid receipt but without the need of medical prescription. However the rates shall be restricted to the prescribed sates by the concerned State Govt. In case no rate has been prescribed by the State Govt. the rates prescribed by the Govt of NCT shall be applicable. These charges shall be reimbursable as part of the annual ceiling for out-door limit under BSNLMRS.</p>



<p>The above orders will be applicable w.e.f. 01.04.2021 and remain in effect for 6 months i.e. up to 30.09.2021 or till further orders, whichever is earlier. All other provisions of BSNLMRS shall be strictly followed.</p>

<h3 class="wp-block-heading">AMENDMENT FOR REIMBURSEMENT OF MEDICINES : SPECIAL SANCTION IN VIEW OF COVID-19</h3>



<p>1. Further to this HQ letter No B/49761/AG/ECHS dated 23 Mar 2020, even No at 24 Apr 2020, 01 Jun 2020, 02 Jun 2020, 07 Aug 2020, 05 Oct 2020 and 01 Jan 2021.</p>



<p>2. A onetime sanction for purchase of medicines and claim reimbursement was issued till 28 Feb 2021. In view of increasing cases of COVID-19 and restrictions on mov in containment zones, to promote social distancing and avoiding unnecessary exposure to ECHS beneficiaries as well as minimizing footfall at ECHS Polyclinics,&nbsp;<strong>the ECHS beneficiaries having life style/ chronic ailments/ diseases on long treatment may purchase medicines lasting till 31 Jul 2021 in one go or month wise based on the prescription held (prescribed by doctor of Polyclinic / Service hospital / Empanelled hospital / Sehat OPD) irrespective of NA or otherwise.</strong>&nbsp;It is also clarified that the ECHS Polyclinics are functional and ECHS beneficiaries also have the option to collect medicines through ECHS Polyclinics as per normal practice, instead of purchasing from market, after taking prior appointment from respective OIC Polyclinic.</p>



<p>3. One time sanction is hereby accorded to reimburse the above expenditure under individual reimbursement of medical claims. The reimbursement will be done as per guidelines issued by this HQ vide letter No B/49761/AG/ECHS/Medicine Policy dt 18 May 2020 and even No dt 21 Jul 2020.</p>



<p>4. These orders shall be valid from date of issue till 31st Jul 2021.</p>



<p>5. The date upto 31 Jul 2021 indicates that the beneficiary may purchase medicines under this provision on any day before or on 31 Jul 2021, as per the date of his prescription. The medicines may be purchased as per prescription for a period of 30 days if purchased in the month of Jul.</p>

<p>महोदय,</p>



<p>वर्तमान COVID-19 महामारी के बढ़ते प्रकोप के कारण, सक्षम अधिकारी दूवारा कर्मचारियों और अभिभावकों की सुरक्षा को ध्यान में रखते केन्द्रीय विद्यात्रयों में सत्र 2021-22 में प्रवेश की औपचारिकताओं को पूरा करने के लिए निम्नलिखित संशोधन किए जाने की स्वीकृति प्रदान की गई है-</p>



<p>1. The declaration of Class -1 admission to be done after 30th of April (instead of 23 April),depending on the situation.</p>



<p>2. DC’s to decide on the display of the admission list from class II to IX as per the exigencies of the State.</p>



<p>3. Class IX admission to be done on the basis of priority category. Admission test will not be conducted for admission in Class-IX.</p>

<h3 class="wp-block-heading"><strong>Sub:- Engagement of Medical Practitioners (CMPs) over and above vacancies to contain the spread of COVID-19 Pandemic.</strong></h3>



<p>Ref. This officer letter No. 2020/E(GR)I[/COVID-19/WFH/1 dated 24.12.2020 (https://indianrailways.gov.in/railwayboard/uploads/directorate/mgt_ser/Indian_Medical_Services /CMPs-241220.pdf)</p>



<p>Vide the above referred letter it was decided to further extend the engagement of&nbsp;Medical Practitioners over and above the vacancies in Indian Railway Health Services (IRHS) to meet the local requirements for handling the COVID-19 pandemic from 01.01.2021 to 30.06.2021 or till the pandemic continues, whichever, is earlier with the same terms as contained in Boards earlier letters on the matter.</p>



<p>2. Railways are finding it difficult to engage CMPs for this period on the present structure of remuneration payable to them and have sought parity with the remuneration being paid by the State Governments. In this regard Board has decided that in view of present COVID situation, General Managers with concurrence of Associate Finance be delegated powers for a period of 06 months only (from the date of this letter) to revise remuneration payable to CMPs as per respective State Government rates, as local conditions and rates may affect availability of CMPs in a particular area. This is a purely temporary measure, after which status quo ante shall be restored.</p>



<p>3. Railway wise details of intake of CMPs (date of entry, date of exit, category and expenditure on each CMP etc.) for the period should be uploaded on the office website and&nbsp;the link may be forwarded to undersigned for information.</p>



<p>4. This letter, however, does not extend the currency of the arrangement as made vide above referred letter dated 24.12.2020 beyond 30.06.2021.</p>



<p>5. This issues with the concurrence of Associate Finance of Ministry of Railways (Railway Board).</p>
