The Department of Pension & Pensioners’ Welfare has been conducting Pre- Retirement Counselling, throughout the country, as part of Good Governance, to facilitate officials who are about to retire in this superannuation process. The next such Pre-Retirement Counselling is scheduled to be held on 17/05/2023 at 09:30 A.M. in Plenary Hall, Vigyan Bhawan, Maulana Azad Road, New Delhi-110011 under the auspice of Hon’ble Dr. Jitendra Singh, MOS (P).

2. In order to facilitate the smooth transition for the retiring employees, various sessions on BHAVISHYA portal, retirement benefits, CGHS, Income tax, ANUBHAV, Digital Life certificate etc will be conducted. In order to make aware the personnel working on-Pension Module of PFMS in all the Ministries/Departments about the Pension Rules and the Bhavishya system, the list of 100 employees of your organization may please be expedited by 5th May 2023 so that the delegate card can be issued. A copy of Minute to Minute programme is also enclosed.

Subject:- Precautions for issue of appointment letter to the SSC passed candidates – reg.

A few instances have come into notice of this office that the name and address of Office of the Controller General of Accounts, Ministry of Finance, Department of Expenditure is being used for issue of appointment letters to the individuals even though they have not been selected for any of the post in Central Civil Accounts Service (CCAS) under the CGA organization through any selection mode including recruitment through SSC. The matter has already been reported to the concerned investigating police agency.

The attention of the ‘Appointing Authorities in the Departmentalized Accounting Organizations under the CGA is, therefore, invited to take due precautions and to confirm all particulars/identity of the candidate, as detailed in this office’s O.Ms for distribution of dossiers of SSC passed candidates, before issue of appointment letter to the candidates selected for the post in CCAS cadre.

In case of any doubt, contact may be made to the Sr. AO (HR-IV), O/o the CGA for further clarification.

Subject: Revision of Central Government Account Receipts & Payments Rules, 1983

Reference is invited to this office OM No. TA-2-03002(01)/1/2020-TA-II/289 dated 02-07-2020 and e-mail dated 03-07-2020, OM of even No.334 dated 16-7-2020, 354 dated 27-7-2020 and D.O. letter of even No. 385 to 388 dated 10-8-2020 seeking comments/suggestions on draft R&P Rules (Volume-I and II). However, the comments are still awaited.

2. All Pr. CCAs/ / CAS(UIC) of Ministries/ Departments are again requested to expedite their comments/suggestions. if any. so that the draft RPR can be finalized by duly incorporating the comments/ suggestions. If no comments, then NIL report may be submitted.

3. The comments/suggestions may be furnished to this Office by mail and preferably in track change mode to neelakantan.r@nic.in.

Sub : Timely submission of the cases for approval of voluntary retirement / resignation.

It is observed that cases requiring approval of appointing authority for voluntary retirement and relaxation regarding curtailment of 3 months notice period in terms of Rule 48, 48-A of CCS (Pension) Rules and under FR 56(k) and 56(m) are received in this office incomplete and late at the fag end of the expiry of the prescribed notice period of three months. Further, the cases so received are devoid of the requisite documents, i.e., no dues Certificate and certificate regarding length of qualifying service rendered and vigilance clearance certificate. As a result, this office is left with a very short period for processing the request for seeking approval of the competent authority resulting in delay in obtaining the approval.

2. To facilitate timely processing of such cases by the field offices a proforma check list has been prepared. All Principal Accounts Offices are requested that, henceforth, the notice for voluntary retirement must reach to this office invariably with the annexed proforma enclosed herewith duly filled in, within ten working days of receipt of the notice for voluntary retirement from the officer concerned.

3. PrCCAs/ CCAs/ CAs are requested to direct their Principal Accounts Offices for compliance of the same.

This issues with the approval of the competent authority.

Subject: Issuance of Annual Statement of General Provident Fund Account-reg

As per Rule 39 of GPF Rules 1960 an annual statement of GPF is to be provided to the subscriber at the end of Financial Year.

2. The Annual Statement of GPF is to be maintained in Form 49 of CAM, which includes details of missing credit/debit and also provides for acknowledging the receipt of the statement. Immediate action should be taken by Pay and Accounts Office in case any variation in the GPF annual statement is reported. The statement is to be dispatched, invariably, to the subscribers latest by the 31st of July every year as per para 6.9.2 of CAM.
3. Despite the laid down guidelines/ provisions on the matter, DoP&PW has been receiving grievances from retired government servants regarding missing credits and delayed GPF settlement on their retirement, vide their OM No. No.3/7/2020- P&PW (Desk-F) E.6574 dated 17.07.2020.
4. All the Pr. CCAs/CCAs/ CAs(IC) are , therefore, requested to ensure that codal provisions of GPF prescribed under GPF(CS)Rules 1960 and CAM are scrupulously complied with and annual signed statement of GPF is, invariably, issued to all the GPF subscribers.

CORRIGENDUM

Subject: Revised terms and condition for the enrolment of retired Government officials willing to be worked as consultant

In continuation of this office OM No. G-25014/13/20 I 5- I 6/M F.CGA/IAD/250-288 dated 08.07.2015 regarding revised proforma and terms and conditions for the enrolment of retired Govt. officers willing to work as consultant, the following term s and condition may be read as

i. Serial Number 2:

“A retired official will be eligible for enrolment as consultant within one year from the date of retirement” and

Also check: Revised proforma for the enrolment of retired Government officials willing to be hired as consultants – CGA Orders

ii. Serial No. 14(a)

“The consultant must not assign or sub-contract any part of the services”.

As such the retired Govt. servant has to apply for enrolment or his name as consultant within one year of his retirement failing which his request will not be considered for enrolment. However prescribed proforma and other terms & conditions envisaged in the above OM dated 08.07.2015 will remain same.

This issues with the approval of the Controller General of Accounts.

Sub: Re-imbursement of Mobile charges to non-entitled officers (Sr.AOs/AOs/AAOs posted in SPMUs.

The undersigned is directed to convey the approval of Controller General of Accounts vide diary no. 230 dated 23.05.2018 and Secretary(Expenditure), M/o Finance vide diary no. 716366 dated 13.11.2018 for re-imbursement of mobile phone charges to the non-entitled officers (Sr.AOs/AOs/AAOs) posted at various State Project Management Units(SPMUs) of PFMS across the country.

2. Mobile Phone expenses shall be reimbursed up to a maximum of Rs. 500/-plus taxes per person/month which is subject to the actual uses and the production of original receipt.

3. These instructions will be effective from 01.12.2018.

4. All such claims shall be paid from the budget of PFMS under Head “Office Expenses”.

5. The approval of the aforementioned is for one year subject to the condition that the facility must be reviewed after one year based on infrastructure condition of the SPMUs.

Subject: Disbursement of Salary for the month of September, 2017.

Owing to Holidays in the State of West Bengal from 27.09.2017 to 02.10.2017 due to observance of Durga Puja & Dussehra Festival, PAO’s DDOs located in West Bengal are requested to take the necessary action to facilitate the payment of salary of employees on 26.09.2017 being the last working day of the month. It is also reiterated that Central Government Departments may pay their salaries on the last working day of the month in other States also as per the existing procedure laid down in Para 64 of the Central Government Account (Receipt and Payment) Rules, 1983.

All the accredited banks are also requested to follow the above directions and release the salary for the month of September, 2017 on 26th September, 2017 (i.e. the last working day) for the Central Government employees working in offices in West Bengal.
