<p>Respected Sir,</p>



<p>The Confederation of Central Government Employees and Workers, represents about 7 lakhs Central Government employees working in various Central Government Departments like Postal, Income tax, AG’s, Audit Departments, Survey Departments, Census, GSI, CPWD, CGHS etc. numbering about 130 Associations &amp; Federations which are affiliates of Confederation of Central Government Employees and Workers.</p>



<p>The Central Government employees’ wages were last revised w.e.f. 01.01.2016, as on 01.07.2024, the percentage of DA entitlement crossed over 53%. During the past nine years the erosion of the real value of wages has become enormous especially after the Pandemic COVID-19. The depreciation of money value has come down very much.</p>



<p>The pay structure of the Central Government employees should be sound enough to attract the best talent of our Country, it should be revised every five years. The best talented employees would be instrumental in providing good leadership and good governance.</p>



<p>The Government of India is a model employer and it should take care of its employees to provide a comfortable living so that they work more effectively for implementation of the programmes and policies of the Central Government. The wage revision of Central Government employees is due from 01.01.2026, as it is in practice after every ten years.</p>



<p>The earlier Central Pay Commissions have all along been taking about 2 years for submitting their reports and another six months or more Government to consider it and to implement the same. A detailed note is enclosed along with the letter for perusal and necessary positive actions.</p>



<p>Hence, the Confederation requests that it is high time that the 8th&nbsp; Central Pay Commission is constituted without any further delay, necessitated due to higher inflation levels and depreciation in money value, so that the Central Government employees and pensioners could lead a decent life and work more effectively to implement the programmes and policies of the Central Government, so that its benefits reaches the common man.</p>

<p><strong>Detailed Note:</strong></p>



<p>The Central Government employees are the backbone of the Government, as they implement the programmes and policies of the Central Government and ensure that the benefits of it reaches the common man at the last mile of the country.</p>



<p>The Government of India is a model employer and it should take care of its employees to provide a comfortable living so that they work more effectively to implement the programmes and policies of the Central Government.</p>



<p>The Central Government wages were last revised as on 1/1/2016. After the pandemic situation (COVID) the prices of essential commodities and also the non-essential commodities have increased manifold including manufacturing industries, construction, health, service sector etc. The higher interest rates are also adversely affecting employees/Pensioners, the inflation is in the range of 4 % to 7% on an average is about 5.5 %. Due to higher inflation rates the real money value has gone down considerably in the past 9 years especially after the covid situation.</p>



<p>The Central Government employees should have a decent standard of living for which a decent living wage should be provided. As on 1.7.2024, the percentage of DA entitlement crossed over 53%. During the past 9 years the erosion of the value of wages has become enormous.</p>



<p>The residency period of any wage structure must not exceed 5 years, especially in the background that the pay revision in most of the PSUs takes place at the interval of 5 years. Similarly, the Bank employees wage revision takes place every 5 years.</p>



<p>Per capita Monthly Household Consumption Expenditure has more than doubled during 2011-12 to 2022-23, the data was published by NSSO, a government Department. This shows our expenditure has also doubled due to high inflation, but our wages have not increased accordingly, since last decade.</p>



<p>The Indian economy is steadily improving. The Indian economy, according to IMF estimates, will emerge as the world’s third largest economy by 2027, hopping over Japan and Germany, as its GDP crosses USSS trillion dollars. Hence the Central Government has good paying capacity.</p>



<p>The profit and loss of the Central Government departments should not be taken into account as the social responsibility of the Union Government is to provide social services like defence, posts, roads, railways, water, food, health, survey departments etc.</p>



<p class="has-text-align-center"><strong>7th Central Pay commission recommendations:</strong></p>



<p>To keep the salary structure of the employees viable, it has become necessary to improve the pay structure of their employees so that better, more competent and talented people could be attracted to governance.</p>



<p>The framework should be linked with the need to attract the most suitable talented candidate to the government service and promote efficiency, accountability and responsibility in the work culture.</p>



<p>The key expectation of employees at all levels is that there should be a significant increase in their pay and improvement in other facilities.</p>



<p>The pay structure should also need to address any significant deterioration in real value of emoluments as a consequence of inflation. One should get proper and adequate compensation for his merit. The increase in pay structure cannot keep pace with the market forces, at the same time it should not be so unattractive that talent is not attracted to government service.</p>



<p><strong>7th CPC para number 1.29</strong>: As we have mentioned above, government service is not a contract. It is a status. The employees expect fair treatment from the government. The States should play a role model for the services. In this connection, it will be useful to quote the observations in the case of Bhupendra Nath Hazarika and another vs. State of Assam and others (reported in 2013(2) Sec 516) wherein the Apex Court has observed as follows: “……… It should always be borne in mind that legitimate aspirations of the employees are not guillotined and a situation is not created where hopes end in despair. Hope for everyone is gloriously precious and that a model employer should not convert it to be deceitful and treacherous by playing a game of chess with their seniority.</p>



<p>A sense of calm sensibility and concerned sincerity should be reflected in every step. An atmosphere of trust has to prevail and when the employees are absolutely sure that their trust shall not be betrayed and they shall be treated with dignified fairness then only the concept of good governance can be concretized. We say no more. The pay scales of Central Government employees should be revised every five years as done in banking services, the inflation levels are rising and the ten years present revision is not favourable for employees and pensioners.</p>

<p>I would like to draw your kind attention towards non declaration of the due installment of DA/ DR w.e.f. from 01-07-2024, normally it used to be declared in the last week of September and three months arrears paid in first week of October.</p>



<p>Severe discontent is there amongst employees and pensioners, over the delay in Announcement of the same.</p>



<p>Similarly, Durga Puja festival is approaching and the PLB and Adhoc Bonus too, are to be declared.</p>



<p>The Confederation seeks your immediate intervention in the above matter and request you to kindly cause the Declaration/Issuance of DA/ DR order’s and the Bonus order’s, timely.</p>

<p>Dear Comrades,</p>



<p>In order to strengthen the campaign programme for the preparation of the ensuing general strike slated for 28th and 29th March, 2022, the Confederation of Central Government employees and workers met in their National Sectt. meeting on 20th inst. The meeting inter alia decided to mount campaign both physically and on virtual platform and associate with the affiliates and units of NCCPA. Comrades, you will recall that in our last National Sectt meeting one of the decisions we had taken was to organise a National Webinar on the strike issues. The Confederation has similar decision and they will fix the date convenient to all of us. The webinar will present three issues before the participants:</p>



<ol class="wp-block-list"><li>General demands and issues of the workers; and the reason as to why the strike had to be deferred to 28th and 29th March, 2022.</li><li>The Central Government Employees Demands;</li><li>The New Pension scheme and the issues and demands of the Pensioners as formulated by the NCCPA</li></ol>



<p>On hearing from the Confederation about the arrangements made to broadcast the webinar, we shall get in touch with experts as to how to simultaneously reach out to our members. It is decided, that while participation of minimum 5000 employees and 1000 pensioners must be ensured by the respective organisations, they must embark upon a venture to exceed the minimum. In the annexure to this letter we have made an allocation state-wise. The affiliates will get in touch with their state units and request that the members are linked in to the webinar. The COCs and CGPAs will also take care to ensure that as many number of pensioners participate in this webinar. 28th and 29th are Monday and Tuesday. As per our earlier decision, we must organise a dharma programme prior to the strike. Since the preceding two days are holidays, the proposed dharna must be organised on 25th March, 2022. (Friday). In between the National webinar, the affiliates and State Units might organise webinars especially using the vernacular medium to convey the strike message to as many number of members as possible. The Pensioners organisations representing the Bank retirees will organise the dharna in front of any bank as they decide. They might also get in touch with the Bank employees Associations and extend solidarity and support to the strike action. Similarly, the pensioners of the autonomous bodies may either choose to be with the CG pensioners or organise dharna in front of any of the autonomous organisation of the Govt. of India. So may be the case with the members of AIBDPA</p>



<p>We are hopeful that our members will remember the endeavour chalked out by the TUI (P &amp;R) of the WFTU of the need to align our activities with the working class. In India, as you are aware, the joint platform of Central Trade Unions barring the BJP led BMS is spearheading the struggle against the neo- liberal policies, the intensification of which peaked during the present regime. Not only the standard of living of the working class has fallen considerably, the entirety of the common people suffers from its pernicious impact. The Oxfam report (India supplement), which was released recently tells the sordid story of the Indian people that has come about in the last 6-7 years. The number of people who were driven to below the poverty line, (despite the engineering done by the Government in computing the poverty) had been huge. The Corporates had been the biggest beneficiaries of the dispensation of this Government. Not only they received tax concessions, they could also enjoy the largest chunk of bail out packages doled out by the Government to combat the covid related recession. Nothing was done to increase the purchasing power of the common people, which was the most important intervention expected of from a government, who is concerned of the misery of the people in pandemic period. The denial of dearness relief to the Pensioners for 18 months is a fitting example as to how the policy perceptions of the Government works even on retired personnel. The pensioners and retirees suffered most during the covid period due to their propensity to be affected by the virus infection; but nothing was done to help them out. But for the intervention of the people and courts in the country, the vaccination would have also been a marketing commodity available only for those who can afford. In a democracy public opinion matters and galvanising that in the right direction is the responsibility of the middle class who are benefited by the education they have received. Apart from this, our country is fast emerging as one of the most intolerant society in the world The way in which the government abets, engineers and helps those who indulge in disruption of the social fabric is unprecedented. Since such actions in the past have given them rich electoral dividends, they continue with it merrily at the cost of the working people. In the situation in which we are placed, the need for an intensive and effective campaign need not be emphasised. I, therefore, appeal to all of you to do everything possible to campaign amongst the people, make the workers and retirees realise the need for struggle and make the general strike action slated for 28th and 29th March a grand success.</p>



<p>In a few days time, we will prepare a pamphlet explaining the demands, we have agreed upon in our last meeting.</p>

<p>Dear Sir,</p>



<p>The Staff Side of the NC-JCM has submitted innumerable representations to your office and also to the office of Secretary DOPT on the various issues agitating the minds of the Central Government Employees and Pensioners. You will appreciate that is the Central Government Employees who kept the Government machinery cunning during the entire COVID-19 LockDown period. Many Central Government Employees because of their exposure to the risk of COVID-19 virus while performing their duty succumbed &amp; death. Their families are suffering since Government has not paid any compensation to them after losing the sole breadwinner. Even the DA / DR being paid to them to compensate for the price rise has been frozen for 18 months without any reason. In this situation the NJCA has decided to observe 1/2/2021 (day of presentation of Central Budget 2021) as CALL ATTENTION DAY BY <a href="https://centralgovernmentnews.com/central-government-employees-news-latest-update/" target="_blank" rel="noreferrer noopener">CENTRAL GOVERNMENT EMPLOYEES</a> by holding demonstration throughout of the county in front of the all the Central Government Establishments / Units / Branches in support of the following major and outstanding demands :</p>



<p class="has-text-align-center"><strong>Demands Of Central Government Employees</strong></p>



<p>1. Withdraw the decision to corporatize Railway Production Units, 41 Ordnance Factories, GOCO Model in Army Base Workshops and stop Privatization and Outsourcing of permanent and perennial jobs</p>



<p>2. Immediate release of three installments of DA / DR due to the Central Government Employees and Pensioners from 1/1/2020, 1/7/2020 and 1/1/2021.</p>



<p>3. Implementation of the assurances given by the Group of Ministers on <strong><a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" rel="noreferrer noopener">7th CPC</a></strong> demands including minimum pay end fitment factor etc.</p>



<p>4. Settle all the 7 CPC Anomalies pointed out by the Staff Side of NC &#8211; JCM including the extension of one more option to switch over to 7 CPC, restoration of certain allowances and advances, and grant of two increments while on promotion/ MACP, etc.</p>



<p>5. Withdrawal of NPS and restoration of the Guaranteed defined Pension under CCS (Pension) Rules 1973.</p>



<p>6. Withdrawal of FR 56(j) which is being misused as a measure of punishment.</p>



<p>7. Issue Government Orders on all the demands agreed in the meeting of the Standing Committee of NC JCM and in the 47th Meeting of the NC-JCM</p>



<p>8. Settle the demands of the Staff Side with regard to regularization of the absence of the employees during <a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-I9</a> pandemic and Lockdown Period due to non-availability of Public Transport and home quarantine etc.</p>



<p>9. Payment of compensation to the Central Government employees who died due to COVID-19 Virus infection.</p>



<p>10. Ensure 100% Compassionate Appointment to the wards of the deceased Central Government Employees and those who are medically invalidated from service</p>



<p>11. Implement the following Supreme Court Judgments for the similarly placed employees:-<br />(iii) Grant of Notional Increment to these employees who retired/ retiring on. 31st January / 30th of June.<br />(iv) Implementation of <a href="https://centralgovernmentnews.com/latest-macp-orders-from-dopt/" target="_blank" rel="noreferrer noopener">MACP Scheme </a>w.e.f. 1/1/2006</p>



<p>12. Payment of Night Duty Allowance to the employees detailed on Nightshift duty without any basic pay ceiling limit</p>



<p>13. Reimbursement of the Actual Amount charged by the CGHS empanelled Hospitals for the treatment of COVID-19 infection</p>

<h3 class="wp-block-heading">Central Government Employees Nation Wide Strike</h3>



<p>1. Scrap New Contributory Pension Scheme (<strong><a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener">NPS</a></strong>). Restore old defined benefit Pension Scheme (OPS) to all employees. Guarantee 50% of the last pay drawn as minimum pension.</p>



<p>2. (a) Scrap the draconian FR 56((j) &amp; (i) and Rule 48 of CCS (Pension) Rules 1972. Stop terrorizing and victimising employees.<br />(b) Withdraw the attack against the recognised status of Associations and Federations.<br />(c) Withdraw the anti-worker Wage/Labour codes and other anti-labour reforms.<br />(d) Stop attack on trade union rights.</p>



<p>3. (a) Withdraw the orders freezing the DA and DR of employees and Pensioners and impounding of arrears till 30-06-2021.<br />(b) Implement five year wage revision and Pension revision to Central Government employees and Pensioners. Appoint 8th Central Pay Commission and revise the Pay, Allowances and Pensionary benefits of Central Government employees and Pensioners with effect from 01-01-2021.<br />(c) Honour the assurance given by Group of Ministers (GoM) to NJCA leaders on 30-06-2016. Increase minimum pay and fitment formula recommended by 7th CPC. Grant HRA arrears from 01-01-2016.<br />(d) Withdraw “Very Good” bench mark for MACP, grant promotional heirarchy and date of effect of MACP from 01-01-2006.<br />(e) Grant Option-1 parity recommended by <strong><a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" rel="noreferrer noopener">7th CPC</a></strong> to all Central Govt. Pensioners. Grant one notional increment to those who retired on 30th June.<br />(f) Settle all anomalies arising out of 7th CPC implementation.</p>



<p>4. Stop ban on creation of new posts. Fill up all seven lakhs vacant posts in Central Government departments in a time bound manner. Scrap National Recruitment Agency and introduce Department wise recruitment and Regional recruitment for Group B and C posts. Stop re-engaging retired personnel in Central Govt. services.</p>



<p>5. Stop Corporatisation and privatisation of Railways, Defence and Postal Departments. Withdraw closure/ merger orders of Govt. of India Printing Presses and Postal Stores depots/ Postal Stamp depots. Stop proposed move to close down salt department. Stop outsourcing and closure of Govt. establishments.</p>



<p>6. (a) Regularisation of Gramin Dak Sevaks and grant of Civil Servants status. Implement remaining positive recommendations of Kamalesh Chandra Committee Report.<br />(b) Regularise all casual and contract workers including those joined service on or after 01-09-1993.</p>



<p>7. Settle all Covid-9 related issues pertaining to Central Govt. employees and Pensioners on top priority basis. Treat the period of absence during lock down as duty. Grant full wages to casual, part-time, contingent and contract workers during the lock down period.</p>



<p>8. Grant equal pay for equal work for all. Remove disparity in pay scales between Central Secretariat staff and similarly placed staff working in field units of various departments.</p>



<p>9. Implement 7th CPC wage revision and pension revision to remaining Autonomous body employees and pensioners. Ensure payment of full arrears without further delay. Grant Bonus to Autonomous body employees pending from 2016-17 onwards</p>



<p>10. Remove arbitrary 5% ceiling imposed on compassionate appointments. Grant appointment in all eligible cases.</p>



<p>11. Grant five time-bound promotions to all Group B &amp; C employees. Complete cadre review in all departments in a time bound manner.</p>



<p>12. Ensure prompt functioning of various negotiating forums under the JCM Scheme at all levels.</p>

<p>1. <a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener">Central Government employees</a>, particularly postal employees have a history of one and a half century of struggle spanning from pre-independence period to post-independence era. I am not venturing to explain the history of that period of sacrifice, brutal repression, severe punishments, and martyrdom in this article. That can be, on another occassion. I am trying to explain the common character of the struggles conducted by the Central Government employees and postal employees in pre and post independence era and their future task based on this experience.</p>



<p>2. If one analyse the struggles organised during seventy years period prior to 1947, it can be seen that majority of those struggles were mainly for achieving defined wage structure and service conditions which was not in existence at that period. Thus, through several big and small agitations and strikes, fixed working hours, wage structure based on the nature of duty performed, annual increments, leave entitlement, allowance to compensate price rise, pensionery benefits, right to organise and collective bargaining were achieved by employees from the most oppressive and unwilling British Government.</p>



<p>3. None of the benefits were granted as a gratis by the British Government. Each benefit was obtained through heroic struggle. The strike oganised by Postmen of Pune Head Post Office under the guidance of great freedom fighter Late Balagangadhara Tilak in the year 1880, the indefinite strike of Telegraph workers in 1908 under the leadership of Henry Barton, the indefinite strike of 1918 by Postmen of Mumbai under the leadership of V.G.Dalvi, the struggle organised by Potal Clerks in the years 1920-21 against the retrograde recommendations of Postal Enquiry Committee Report under the inspiring leadership of late Tarapada Mukherjee, the founder father of Postal Trade Union movement, the historic speech and clarion call for struggle by Tarpada Mukherjee in the 1921 Lahore speech and his consequent dismissal from service, the non-coperation agitation in 1931 of <a href="https://centralgovernmentnews.com/category/postal-department/" target="_blank" rel="noreferrer noopener">Postal employees</a> under the leadership of Dada Ghosh, the 25 days strike of 1946 which is written in golden letters in the history of Indian Independence struggle, commenced by Postmen of Mumbai and then joined by entire P &amp; T employees and finally converted into a biggest working class strike, inspired and guided by the revolutionary leader Late K.G.Bose, who electrified the entire Central Government employees movement — all these struggles were organised for achieving new benefits which were not available to Central Government employees till then. Most of the benefits which are now enjoyed by the Central Government employees are the result of the prolonged struggles conducted in pre-independent India, during British regime. Thousands of known and unnown leaders and workers had sacrificed their entire life for the cause of posterity during those period.</p>

<p>4. After independence (1947) upto 1990’s the struggle conducted by Central Government employees and Postal employees was mainly for improving or betterment of the benefits earned during the pre-independence period and to some extent for realizing some left out benefits like Bonus. The main cause of the struggles were for betterment of wages and other service conditions mainly through various pay commission mechanisms and also through various ED committees in the case of Gramin Dak Sevaks formerly called as Extra-Departmental Agents. The indefinite strike notice of 1957 demanding appointment of second Central Pay Commission and nationwide preparations thereof, indefinite strike of 1960 which lasted for five days demanding modifications and improvement of second pay commission recommendations, the historic one day strike of 1968 September 19th demanding Need Based Minimum Wage, 1974 Bonus strike of Railway Employees in which other Central Government employees also joined as solidarity strike for few days, the struggle against the attack on wages, DA and other service conditions during the 1975 Emergency period, the historic 1984 one day strike solely for realization of GDS demands, many other agitational programmes other than strikes &#8211; all were conducted for improvement of wages and other service conditions. These struggles were organised at national level under the leadership of legendary leaders like Dada Ghosh, K.G.Bose, N.J.Iyer, K.Adinarayana, Om Prakash Gupta, S.K.Vyas, and N.P.Padmanabhan and many other leaders in various states.</p>



<p>5. The post independence period upto 1990’s was also the period of tremendous growth and leap forward of Central Government services and departments. It was a period of all-round development of Central services. Through the five year plan, the Central Government expanded the Central services to all parts of the nation for catering to various needs of the people like Communications, health, education, industry etc. etc. More and more offices were opened in cities and villages. To cope up with the work load due to opening of new offices and further expansion of services thousands of new posts were created and lakhs of new employees were recruited and appointed. To supervise and coordinate the activities of field offices, Administrative offices at State, Central and Ministry level were also established. Thus there was big increase in the number of offices and number of employees in Central Services during this period. The quality of the services also has improved a lot.</p>



<p>6. This growth trajectory lasted for 42 years from 1947 to 1990. From 1991 onwards very big policy change took place in Central Services. Neo-liberal globalisation policies were implemented in all sectors of the economy. Central services were not an exception. Closure of offices, merger of offices, Ban on recruitment, abolition of vacant posts, Ban on creation of new posts, Largescale outsourcing of the work performed by Central Government employees, introduction of Casual, Contract and daily rated mazdoor system, corporatisation of Government departments as a prelude to eventual privatisation are some of the neo-liberal policies introduced in Central Government services. Fifth, Sixth and Seventh Pay Commissions, Expenditure Reforms Commission and various expert committees gave recommendations to expedite the implementation of neo-liberal policies in all Central Government departments. During this period various types of resistance struggles were organised by Central Government employees in general and in each department. In Postal department struggle and strikes against reorganisation and closure of Post Offices and RMS Offices, outsourcing of speed post booking, non-filling up of vacancies and closure of Branch Post Offices took place during the period from 1991 onwards along with the struggle for improvement of wages and service conditions and also against curtailment of trade union facilities.</p>



<p>7. From 1991 onwards, the struggle of Central Government employees are mainly against the neo-liberal policies of closure, downsizing, outsourcing, corporatisation and casual contract system. Unlike in the pre-independence period upto 1947 and post-independence period upto 1990’s, when the struggles were mainly for achieving benefits and for improving the wages and service conditions, the struggles from 1991 onwards in the Central Government departments was mainly for job security of employees. Existence of each department and its employees faced big challenge from the policy of the Government. Consequently, as a corollary to these attacks, attack on wage structure, social security and trade union rights also intensified. The contributory pension system (NPS) was introduced. Instead of struggle for improving the existing benefits, the struggle for protecting the existing benefits became more prominent. Confederation of Central Government Employees &amp; Workers organised strikes in 2012, 2014 and 2016. The historic sixteen days All India strike of Gramin Dak Sevaks took place during this period.</p>

<p>8. The Telecom department, which was a part of Central Government Services with about five lakhs employees and 10000 crore rupees yearly profit was corporatised during the period of neo-liberal reforms. Private telecom companies are given licences to operate. Government privatised VSNL. Ultimate result was that BSNL and MTNL became loss making entities and lakhs of employees were sent out on Voluntary Retirement scheme (VRS).</p>



<p>9. After coming to power at Centre in 2014, the BJP-led Modi Government started vigourously implementing the extreme neo-liberal polices of naked privatisation and dismantling of public sector and Government departments. In the defence sector the FDI limit is raised to 74% from 49%. Defence ordinance factories are going to be corporatised and privatised. In postal department India Post Payment Bank (IPPB), a public limited company, started functioning. Proposal for corporatisation of Postal Life Insurance and Rural Postal Life Insurance is pending approval of the cabinet. Conversion of the existing parcel Directorate into a separate company is in the pipeline. Most of the work now done by postal employees such as booking of registered and speed post articles, money orders, acceptance of all savings bank deposits etc are going to be handed over to a public limited company called Common Service Centre (CSC). If all the above reforms are implemented, thousands of postal employees will become surplus and their job security will be in danger. The situation in other Central Government departments is also more or less the same. Govt’s decision to close down 12 out of 17 Government of India Printing Presses is an eye-opener to all those who believe that NDA Government will protect their job. During the Covid-19 pandenic period, the Government has declared unbridled privatisation of all strategic sectors including Space Research, Atomic energy, Defence production etc. The refusal of the Central Government to honour the assurance to increase the minimum pay and fitment formula, rejection of the demand to scrap Contributory Pension Scheme (NPS) and restore Old Pension Scheme (OPS), refusal to grant civil servant status and all benefits of regular employees to Gramin Dak Sevaks, increasing attack on the trade union rights are all part of this extreme neo-liberal policies pursued by the Government. <a href="https://centralgovernmentnews.com/freezing-of-dearness-allowance-to-central-government-employees-and-dearness-relief-to-central-government-pensioners-at-current-rates-till-july-2021/" target="_blank" rel="noreferrer noopener">Freezing of Dearness Allowance</a> and impounding of arrears till 30-06-2021 in the name of Covid-19 crisis is another blow to the Central Government employees. Stringent measures to implement the provisions of FR 56(j),(l) and Pension Rules 48 is a calculated move by Government to terrorise the employees.</p>



<p>10. Central Government employees in general and Postal employees in particular are facing very very serious challenges and crisis, never faced in the past, due to the ruthless policies being implemented by Modi Government. Their job security, wage structure, social security and trade union rights are under severe attack. How to overcome this situation? How to protect the hard-won benefits of the employees which are the fruits of the struggle and sacrifice made by thousands of workers and leaders in the past 150 years? The answer is that the Central Government employees, especially Postal Employees, who have a history of heroic struggles and sacrifice, should be ready for uncompromising struggle and for more sacrifices than the sacrifices of our earlier leaders and workers at grass root level. Benefits, wages and service conditions which are the products of hard-won battles of the past, can be protected through still bigger and more militant struggles only. This is what history teaches us. There is no short-cut. There is no substitute for the struggle for existence. There is only two options left – either fight or perish. Let us not surrender. Let us stand up and fight. Let us make the 2020 November 26th one day National Strike a resounding success</p>

<p>Confederation of <strong><a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener">Central Government Employees</a></strong> and workers notes with distress that the Government has made yet another attempt to depress the wages of the workers this time in the organised sector. The indexation of wages and the consequent grant of compensatory allowance had been the product of bitter and prolonged struggles of the workers. The present system of computing the dearness compensation, though varies from sector to sector, is based on the consumer price index brought out in stipulated periodicity by the Ministry of Labour. There had been varied and wide ranging criticism over the manner and methodology adopted in the computation of the index figures. Instead of addressing those genuine and legitimate deficiencies, the Government has gone now to create a new series which would further accentuate those very defects to the utter disadvantage of the workers. It is all the more deplorable as the Government has chosen the pandemic days to usher in the new series of CPI.</p>



<h4 class="has-text-align-center wp-block-heading"><a href="https://centralgovernmentnews.com/expected-da-central-govt-employees-aicpin-for-the-month-of-september-2020-stands-at-the-level-of-118/" target="_blank" rel="noreferrer noopener">Expected DA Central Govt Employees AICPIN for the month of September 2020 stands at the level of 118</a></h4>



<p>The Government will bring out the new series with 2016 as the base year. 2016, in so far as Indian economy is concerned, is an extremely extra ordinary year when the economic activities almost came to a grinding halt over the grand declaration of demonetisation. It is an established dictum that base year selected must be a normal year, sans political, social and economic upheaval. Why then 2016, has no logical explanation.</p>



<p>The Government has also decided to change the components of the basket. Post justification had been an afterthought, conceived to cover up. Had there been a consultation with the stake holders, many of the controversies that have arisen could have been avoided. By depressing the food content in the basket, the lower rung in the working class will lose out more. In the past, the base year change used to be effected once after two decades. Why then the periodicity was reduced and bring out a new series now begs reasoned explanation.</p>



<p>Another important decision that would further depress the dearness compensation to the workers is that the Government has chosen the PDS prices of the commodities for computation. Universal PDS was disbanded when the new liberal economic policies were ushered in years back. The present truncated PDS targets only a segment of the population and most of the Central Government employees are excluded from the PDS in almost all States in the country. This apart the prices of the commodities sold in the PDS is highly subsided. Consequently, the prices of commodities included in the basket are nothing but imaginary and often below even the cost of production of such items. Since dearness compensation as an accretion to wages is available for the workers in the organised sector, the new series will bring about drastically reduced salary packet. The Central Government employees especially will lose out heavily once the new series are put in operation, which is announced to be with effect from September, 2016 onwards.</p>



<p>On the advice of the Technical Advisory committee, the geometrical mean will be employed instead of the arithmetical average . The conversion factor of 2.88 is devised possibly without taking this factor into account. The conversion factor will be employed in the case of Central Government employees for a very long time to come from September, 2020 onwards. The ruling class was always opposed to the grant of dearness compensation, rather the very concept itself. In the long run, they want the wages to remain static and the prices dynamic to ensure that the Corporates are happy. The resentment against this arbitrary, unilateral and anti-employees decision must be manifested by the increased participation of the Central Government employees in the ensuing one day general strike slated for 26th November,2020, which is organised by the Central Trade Unions on behalf of the Indian working class.</p>

<h3 class="wp-block-heading">Sub: Grant of eligible Bonus to Central Autonomous body Employees.</h3>



<p>Respected Madam,</p>



<p>There are about more than 400 Central Autonomous bodies functioning under the direct control and supervision of various Central Government Ministries. The Employees of these Autonomous bodies are governed by the Rules and Regulations applicable to Central government Employees.  Their wages and service conditions are revised as and when the wages and service conditions of <strong><a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener">Central Government Employees</a></strong> are revised consequent on recommendations of Central Pay Commissions. They were also paid Bonus at par with other Central Government Employees upto 2014 -15.</p>



<p>Unfortunately, they are denied Bonus from the year 2015 – 16 onwards. The reason stated is that Finance Ministry has issued instructions to all Ministries to stop Bonus to Autonomous body employees as they are not Central Government Employees.  The reason stated for denial of Bonus by Finance Ministry is quite technical. In fact the Autonomous body employees are granted all the benefits of Central Government Employees including Bonus.  Sudden stoppage and denying the benefit of Bonus, which the employees got all these years, does not appear to be proper and justified.</p>

<p>In the above circumstances , I most humbly request the Hon’ble Finance Minister’s personal intervention in this case , so that instructions will be issued to all Ministries to restore Bonus to Autonomous body Employees with immediate effect. Action may also be taken to grant arrears of eligible Bonus from 2015 -16 onwards.</p>

Not only that, most of the issues raised in the common charter of demands are our own issues. The demands raised are mainly issues affecting the life and livelihood of workers, peasants , unorganised workers and the jobless youth of our country. Confederation and NFPE has decided to organize the strike on 26 November 2020, mainly on our own Charter of demands, in addition to the common Charter of demands of the working class and peasants. Strike notice will be served on 27 October 2020 (see Confederation circular and charter of demands published elsewhere).</p>

<p>Eventhough Central Government started implementation of neo-liberal reforms from 1991 onwards , the BJP-led Government from 2014 onwards, intensified vigourous implementation of the right-extreme neo-liberal. Policies of naked privatisation and dismantling of Public sector and Government departments. The privatisation of Telecom , which was a Central Government Department , initiated during the Congress regime is almost completed during the period from 2014 onwards. As a result, BSNL which was making a profit of 10000 crore profit in 2000 has become a loss making entity and lakhs of workers are sent out on voluntary (compulsory) retirement scheme. In the Defence sector , Foreign Direct Investment (FDI) is raised from 49 per cent to 74 per cent and Government declared that 41 ordnance factories will be corporatised (and then privatized). In this process, just like Telecom, thousands of Defence Employees will become surplus and will be sacked unceremoniously.</p>



<p>In the Postal department, India Post Payment Bank (IPPB), a public limited company , started functioning. Proposal for Corporatisation of Postal life Insurance and Rural Postal life Insurance is pending approval of Cabinet. It may happen any time. Conversion of existing Parcel Directorate into a separate company is in the pipeline. Most of the counter work now done by Postal Employees such as booking of registered and speed post articles , money orders , acceptance of all Savings Bank deposits etc are going to be handed over to a Public Limited Company called “Common Service Centre (CSC). If all the above reforms are completed, thousands of Postal Employees will become surplus and their job security will be in danger.</p>



<p>The situation in other Central Govt Departments is also more or less similar. Railways are on fast-track privatisation. More than 150 private trains are going to be commissioned shortly and the process of long term leasing out of Railway stations, Railway lands along with large scale outsourcing of the work presently performed by Railway employees is already in progress. Alongwith Railway Printing presses, Government has decided to close down 12 out of 17 Government of India printing presses also. Postal Printing Press (PPP) in Bhubaneswar is already closed. Postal Stores Depots and Circle Stamp Depots are ordered to be merged and closed. During the Covid-19 pandemic period, Government has declared unbriddled privatisation of all strategic sectors including Space Research (ISRO), Atomic Energy, Defence production etc.</p>



<p>The refusal of the Central Government to honour the assurance given by Group of Ministers headed by Shri Rajnath Singh , then Home Minister , to increase Minimum Pay and Fitment Formula , rejection of our demand to scrap Contributory Pension Scheme (NPS) and restore Old Pension Scheme (OPS) and also to grant 50 per cent of last pay drawn as Minimum Pension , refusal to grant Civil Servants Status and Pension based on entire past services to Gramin Dak Sevaks , non-consideration of the demand for one time Regularisation of all Casual and Contract Workers , refusal to relax 5 per cent condition on compassionate appointments , increasing attacks on Trade Union rights &#8211; are all part of this extreme neo-liberal policies pursued by the Central Government.</p>

<p>Freezing of Dearness Allowance and Dearness Relief of Employees and Pensioners and impounding of arrears upto 30.06.2021 in the name of Covid-19 crisis is another blow to the Central Government Employees and Pensioners. The special package of Festival advance and Cash payment in lieu of Leave Travel Concession (LTC) is nothing but a hoax. To get 1/3rd we have to spend 2/3rd from our pocket that too on 12 per cent GST items. <strong><a href="https://centralgovernmentnews.com/category/bonus/" target="_blank" rel="noreferrer noopener">Bonus</a></strong> declaration is unduly delayed and Government is not disclosing its mind. To terrorise the employees, strict implementation of the draconian FR 56(j), FR 56(l) and Pension Rules 48 are ordered.</p>



<p>In short, Central Govt Employees in general and Postal Employees in particular, are facing very very serious challenges and crisis, never faced in the past, due to the ruthless policies of the Central Government. Our Job security, Wage structure including DA formula, Social Security ie; pensionary benefits and Trade Union rights are under severe attack. How to overcome this situation? How to protect the hard-won benefits of the employees which are the fruits of the struggles and sacrifices made by thousands of workers and leaders in the past? The answer is that, the Central Government Employees, especially the Postal Employees who are a bigger and more militant force, should be ready for uncompromising struggle and for more sacrifices than the sacrifices of our earlier leaders and ordinary workers at grass root level. Benefits, wages and service conditions which are the products of bitter struggles of the past, can be protected through still bigger and more militant struggles only. This is what history taught us. There is no short-cut. There is no substitute for struggle for existence. There is only two options left before us &#8211; either fight or perish.</p>



<p>Let us not surrender like cowards. Let us stand up and fight. Make the 26th November 2020 one day strike a resounding success.</p>

<p>Every year <strong>Bonus is declared to the Central Government Employees</strong> before Durga Puja. Now Durga Puja celebrations will start from 17 October 2020 and Dussehra will be celebrated on 25th October 2020, but the bonus has not been declared yet.</p>



<p>It is therefore requested to kindly cause orders for payment of Bonus to Central Government Employees before Durga Puja so that they may celebrate the Festival happily.</p>
