<h3 style="text-align: center;"><i><b>Confederation of Central Government Employees and Workers Karnataka State</b></i></h3>
<h3>The date of effect of allowances</h3>
<p>Comrades,</p>
<p>The Central Government employees are always be cheated in respect of date of implementation of allowances especially on HRA , from past twenty years it is observed that these allowances are issued from a later date in 5th CPC case it was issued after 20 months , in case of 6th CPC it was issued after 32 months , in 7th CPC we hoped it will be issued in 7 months , but it was not the case , now it is likely to be issued only after 12 months . There by causing financial loss to the employees, the cost of living index is going up every month, but the allowances especially the HRA is not issued from the date of effect of the pay commission.</p>
<h3>The following are the facts :</h3>
<p>The Fifth Central Pay Commission was set up by the Government of India by Resolution No. 5(12)/E. III/93 dated 9th April, 1994. The Commission submitted on the 30th January, 1997. The revised allowances, other than dearness allowance, was effective from 1st day of August, 1997 instead of 1st January 1996.</p>
<p>&nbsp;</p>
<p>The Government constituted the Sixth Central Pay Commission vide Resolution No. 5/2/2006-E.III(A) dated October 5, 2006. and Gazette Notification for implementation of 6th CPC was issued on 29th August 2008, all allowances were issued effective from 1st August 2008 instead of 1st January 2006.</p>
<p>In a resolution dated 28th February, 2014, Government of India has appointed the Seventh Central Pay Commission. The Gazette Notification for implementation of 7th CPC was issued on 25th July 2016 (without allowances) , all allowances are likely to be issued from 1st December 2016 instead of instead of 1st January 2016 after a committee headed by the Finance Secretary gives its report .</p>
<p>The present HRA and other allowances as per 6th CPC is totally insufficient, the cost of housing has gone up drastically and cost of living has gone up hence urgent need to revise the HRA and other allowances , we hope the Government to review the allowances at the earliest, so that the Central Government employees will get the enhanced allowances especially HRA from 1st July 2016 as per earlier practices.</p>

										<content:encoded><![CDATA[<p>‘New Pension Scheme and its Impact’ – M. Krishnan Secretary General of Confederation of Central Government Employees</p>
<p><strong>CENTRE HAS NO LIABILITY SINCE FUND CREATED WILL BE ADMINISTERED BY PRIVATE INSURANCE FIRM</strong></p>
<p>The New Pension Scheme (NPS) introduced under the New Pension Fund Development and Regulatory Authority (NPFDRA) Act passed by the United Progressive Alliance-II government with the support of the Bharatiya Janata Party will affect the existing pensioners as well as all those who joined the service prior to January 1, 2004, according to M. Krishnan, secretary-general of the Confederation of Central Government Employees (CCGE).<br />
Speaking on ‘New Pension Scheme and its Impact’ on the second day of the two-day First Foundation All India Conference of the All India Postal &amp; RMS Pensioners Association (AIPRPA) here on Sunday, Mr. Krishnan said that the NPS was introduced by the Centre based on the recommendations of the Bhattacharji Committee which stated that the financial position of the Central government employees would be far better at the time of their retirement since they were getting better wages while in service.</p>
<p>On these grounds the committee recommended the introduction of the contributory pension scheme (CPS). The committee also stated that the pensioners need not be paid any compensation for price rise except the increase in pension which they would get whenever there was a pay hike for the serving staff. Based on this, the then National Democratic Alliance government issued the order introducing the NPS and making it applicable only to those who joined service after January 1, 2004.</p>
<p>The UPA-I government did not cancel the order but gave a legal status to the NDA government’s order by bringing an Ordinance, which however could not be made into a law because of the opposition of the Left parties. But the subsequent UPA-II government passed the NPFDRA Act in Parliament with the support of the BJP.</p>
<p>With the passing of the Act, the employees who joined after January 1, 2004 suffered a 10% salary cut since this 10% went towards the New Pension Fund created under the Act. The General Provident Fund too was withdrawn for this category by the government which stated that the employees who were under the CPS would get 60% of their contribution as pension at the time of their retirement. Under the NPFDRA, the Central government had no pension liability since the Pension Fund created under the Act was to be administered by a private insurance company which would invest the fund in the share market, which only went to benefit the corporates.</p>
<p>“This virtually amounted to privatisation of pension,” he said.</p>
<p>Cautioning existing pensioners and those Central government employees appointed prior to January 1, 2004 who were under the wrong impression that the NPS would not affect them, Mr. Krishnan pointed to a clause in the NPFDRA Act which states that the NPS could, by a notification of the Government of India, be extended to those who were appointed prior to January 1, 2004 too.</p>
<p>The Secretary General said that a committee constituted by the Central government to work out the projected liability for it if it were to make an initial contribution towards the Pension Fund to provide pension to those who joined before the cut-off date stated that the Centre would have to contribute Rs. 3,35,628 crores to provide pension for the next 30 years, which the Sixth Pay Commission said the government could not bear.</p>
<p>So the committee suggested that the government could consider segregating the liability into one for those below 40 years, and another for others. But such a fund too would be managed by a private agency which would invest it in the unpredictable share market.</p>
<p>“So, the Damocles’ sword of the NPS hung on the existing pensioners too”, he said, adding that the Central government employees and pensioners should fight a joint struggle against the NPS.</p>

Dear Comrade,</p>
<p>The National Secretariat met today.  It reviewed the strike participation on the basis of the reports received from the States and the affiliates.  The meeting noted with appreciation the efforts undertaken by the affiliates and the State leaders in making the stake a grand success.  On the basis of the deliberations, the meeting adopted the enclosed resolution and took the following decisions.</p>
<blockquote><p>1. To organise 48 hour Dharna on 24th and 25th Feb. 2014 at Delhi against the  attitude of the finance Minister in not conceding the demand for Interim relief and merger of DA etc. , while presenting the Vote on Account. The National leaders along with the active workers of Delhi will participate in the programme.</p>
<p>2. To organise a National Convention at Nagpur on 4th April, 2014 from 11 AM to 5 PM to mobilise the    employees for the task for accomplishment detailed in the enclosed resolution, especially in    the coming general election.</p>
<p>3. The State Committees will organise such conventions in all State Capitals for the same purpose.</p>
<p>4. Campaign meetings will be organised in front of all Central Government offices, where the District level and State level leaders will detail the decisions taken by the National Secretariat.</p>
<p>5. The Confederation National Secretariat will meet in May 2014 and decide upon the indefinite strike      action in pursuance of the 15 point charter of demands to be organised in June, 2014.</p>
<p>6. The Tamilnadu State Committee will be requested to explore the possibilities of organising campaign against Shri P. Chidambaram, Finance Minister in the Constituency from where he would seek election to the Lok Sabha.</p>
<p>7. The State Committees will make arrangements for translating the resolution in vernacular and circulate amongst the mass of the employees.</p></blockquote>

<p>Before Commencement the meeting paid homage to Late Com. Samar Mukherjee, Ex-MP and Veteran Parliamentarian by observing two minutes silence.</p>

<p>Com. S. K. Vyas, Advisor, in his opening remarks, explained the background of events which led to the formation of a Joint Council of Action of Railway (AIRF) Defence (AIDEF) and Confederation and also pointed out its weaknesses and limitations. He stressed the need to further strengthen the unity. He opined that on the 15 point charter of demands, Confederation must conduct its own independent campaign and agitational programmes. If the Railway and defence Federations come forward for serious agitational programmes including indefinite strike we must join such campaign and strike action.</p>
<p>&nbsp;</p>
<p>Com. K. Raghavendran, Ex-Working President, Confederation also addressed the meeting. Thereafter discussion on all agenda items took place.</p>
<p>&nbsp;</p>
<p><strong><span style="text-decoration: underline;"><em>The following are the main highlights and decision of the National Secretariat meeting</em></span></strong></p>
<p>&nbsp;</p>
<p>1.      Review of 24th National Conference held at Kolkata from 4th to 6th May 2013</p>
<p>&nbsp;</p>
<p>Com. M. Krishnan, Secretary General made a brief presentation of the Conference proceedings, which was approved by the house after discussion.</p>
<p>&nbsp;</p>
<p>2.      15 Points charter of demands and future course of action.</p>
<p>&nbsp;</p>
<p>The meeting decided to organize independent campaign and agitational programmes culminating in indefinite strike. The specific decisions were:</p>
<p>&nbsp;</p>
<blockquote><p>(i) To organize state level joint strike conventions of C-o-C with the participation of all affiliated unions/Associations/Federations during the month of August 2013. Whereever the C-O-C functioning is not satisfactory or has no participation of district units, efforts must be taken to revamp the committee.</p>
<p>(ii) To organize mass Relay dharna at different places in all important stations during the first week of September 2013 (from 02.09.2013 to 07.09.2013).</p>
<p>(iii)To conduct nationwide strike ballot during the last week of September 2013 (On 25, 26 and 27th September) Model of the ballot will be sent later.</p>
<p>(iv)To convene the Central Working Committee/Central Executive committee meetings of all affiliated unions/Associations/Federations before the 1st week of October 2013. All India Office Bearers of the Confederation may be invited to attend the meeting.</p></blockquote>
<p>&nbsp;</p>
<p>3.      Joint programme of AIRF, AIDEF and Confederation:</p>
<p>It was decided to make all out effort to further strengthen the Joint council of action (JCA) and also to launch serious agitational programmes culminating in indefinite strike before December 2013.</p>
<p>&nbsp;</p>
<p>4.      Formation of State Committees and District Committees</p>
<p>It was decided to reorganize the COCs which are defunct or not functioning satisfactorily. This is to be done when the state level strike campaign conventions are organized. Participation of representatives of all affiliates should be ensured in the conventions.</p>
<p>&nbsp;</p>
<p>5.      Conducting of All India Mahila Convention of the Confederation.</p>
<p>It was decided to conduct two day’s All India Mahila Convention at New Delhi in the 3rd week of October 2013. C-O-C Delhi has agreed to host the Mahila Convention. Delegate fee shall be Rs.600/- per delegate. Participation of maximum number of Lady comrades from all states/affiliates should be ensured.</p>
<p>&nbsp;</p>
<p>6.      Organising Trade Union Education Camp:</p>
<p>It was decided to hold the Trade Union Education Camp at Mumbai in November/December 2013. Number of participants shall be 150 (maximum). Delegate fee Rs. 600/- per delegate Postal, ITEF, Audit &amp; Accounts and Atomic Energy delegates accommodation shall be arranged by their respective Federations. C-O-C Mumbai shall function as the Reception committee. Date and Venue will be intimated later.</p>
<p>&nbsp;</p>
<p>7.      Publication of journal</p>
<p>Decided to publish a monthly journal. Name of the journal shall be “CONFEDERATION NEWS” (subject to availability at RNI) Editorial Board shall consist of Com. S. K. Vyas (Advisor) Com. K. K. N. Kutty (President) Com. M. S. Raja (Working President) Com. M .Krishnan (Secretary General) com. K. P. Rajagopal (Secretary) and Com. Vrigu Bhattacharjee (Financial Secretary).</p>
<p>&nbsp;</p>
<p>8.      Financial Review:</p>
<p>Financial Secretary shall present the actual picture in the next meeting. Meanwhile letters should be sent to all affiliated unions to remit the arrears of quota immediately.</p>
<p>&nbsp;</p>
<p>9.      Letter from ITEF and reply</p>
<p>A letter received from Secretary General, ITEF and the reply given, regarding the election of new office bearers of the Confederation was presented in the meeting by the Secretary General, Confederation. It was decided to send an appeal letter to the ITEF requesting them to resolve the issue amicably.</p>
<p>&nbsp;</p>
<p>10.  Affiliation to new organizations:</p>
<p>The application for affiliation received from the following two organisations was considered and it is decided to grant affiliation subject to their accepting the terms &amp; conditions for affiliation.</p>
<blockquote><p>(i)     Indian School of Mines Karmachari Sangh, Dhanbad.</p>
<p>(ii)   Song and Drama Division Employees Associations, New Delhi</p></blockquote>
<p>&nbsp;</p>
<p>11.  National Convention of Central Trade Unions on 6th August 2013.</p>
<p>The available National Secretariat members/leaders at Delhi will attend the convention on 6th.</p>
<p>&nbsp;</p>
<p>President, Com. K. K. N. Kutty in his concluding remarks, briefed decisions taken in the meeting. The meeting ended at 5 PM.</p>

<p>Dear Comrades,</p>
<p>The International Women&#8217; day which falls on 8th March is observed throughout the world. The UN theme for the International women&#8217;s day 2013 is &#8220;A promise is a promise; time for action to end violence against women&#8221;. This year in India, we saw a massive uprising against the atrocities on women immediately after the barbarous sexual assault on student in Delhi.  She later succumbed to the injuries suffered during the assault.<br />
Thousands of young men and women, students and common people assembled at Vijay Chowk and elsewhere in Delhi and other parts of the country demanding stringent action against the culprits besides asking the Government to make enactment to protect the women. Empowerment of women is an issue that has to be focused and taken to its logical end. There is no shortcut for that. Raising the conscious level of the society at large through sustained campaign and struggles is the only way out. It is a painstaking path, but there is no other alternative.</p>
<p>The brutalities against women, attempt to dispossess the women of their right to property is the outcome of the patriarchal system that has taken roots in our country. In our society today women are being portrayed as a commercial commodity an offshoot of the impact of the neo liberal economic policies where except profit nothing matters. The fight for empowerment of women, hence, cannot be separate from the struggle against finance capital driven neo-liberal economic policies.</p>
<p>We call upon  every affiliate and the State Committee to observe the International Women&#8217;s Day in a befitting manner by holding Seminar, Convention, meetings etc depending upon the local situation. The programmes may be utilized to drive the theme of the International Women&#8217;s Day 2013. The apathy of the rulers towards crime against women must be exposed.  We must bring to the public gaze that many in the ruling class have criminal background and are facing charges of assault on women. The convention/seminar/meeting may be preceded by handbills focusing on this issue.</p>
