<p>Dear Comrades,<br />It is highly shocking that the recognition of NFPE &amp; AIPEU Group-C has been withdrawn by Postal Administration on the basis of false, fake, fabricated and concocted complaint of one unrecognized organization i.e. BPEF (Bhartiya Postal Employees Federation) affiliated to Bhartiya Mazdoor Sangh (BMS)<br />which is labour wing of RSS and BJP. The allegations are very much frivolous that the both organizations have done political funding to CPI (M), CITU and Farmers movement.</p>



<p><br />NFPE &amp; P-III Union are major constituents of Confederation. In one National Executive Committee Meeting of Confederation. The decision was taken to extend solidarity and Co-operation to the Farmers movement who<br />were fighting for the cause of every one to save the agriculture sector. On this earth, nobody can survive without food which Farmers produce and the same was totally non-political movement and so many farmers and agriculture workers union were participating in the same. After a period of more than one<br />year Prime-Minister himself apologized and withdrawn all three farmers bills.</p>



<p><br />Confederation collected some amount from its constituent organizations and handed over to one our fraternal organization of Farmers and agriculture workers. No amount was given by NFPE &amp; P-III union directly to Farmers<br />Movement. Other allegations are totally false. No funding was done to CPI(M) in any way by NFPE and P-III and no where it is mentioned in any account of NFPE and P-III whether it is believable the such a meagre amount transferred to CPI(M) may be political funding to a National Political Party.</p>



<p><br />Third allegation is to transfer money to C.I.T.U. that is also wrong. Confederation is affiliate of World Federation of Trade Union (WFTU) and every year affiliation fee is given to WFTU. NFPE explained that this amount was given to WFTU as affiliation fee from Confederation not by NFPE. So many organizations affiliated to WFTU are remitting affiliation fee and FNPO and BPEF both remit affiliation fee or levy to INTUC &amp; BMS respectively.</p>



<p><br />As this is a politically motivated action to grow and develop the BPEF unions in Department of Post which have not been able to gain membership more than 5% since after its formation in 1978 and could not get recognition under CCS (RSA) Rules-1993 after several rounds of verification since 1993.<br />So with the help of their political AKAS they want to destroy NFPE which is a militant organization and have been fighting for the cause of Postal Workers since its formation.<br /></p>



<p>There is a planned move of Corporatization and privatization of Postal Department through India Post Payment Bank. Against this move NFPE conducted a glorious strike on 10th August-2022. Being annoyed with the strike<br />and other agitational programmes being conducted by NFPE, this conspiracy has been hatched. Previously also some other attacks were unleashed on Postal Department and NFPE and the same were challenged, protested and halted by NFPE.</p>



<p><br />We as Confederation of Central Government Employees and Workers, stand like a rock behind NFPE and declare all kind of solidarity, co-operation and support to NFPE in this period and condemn highly undemocratic, illegal and arbitrary action of Postal Administration.</p>



<p><br />We appeal to all constituent organizations and state C-O-Cs to conduct lunch hour demonstrations in front of all big offices of Central Government on 2nd May-2023 declaring BLACK DAY and all employees should BEAR BLACK BADGE for whole day on 2nd May-2023.</p>



<p><br />The following resolution may also be sent to Prime-Minister, Communication Minister and Secretary Posts after holding demonstration.<br />“<strong><em>Restore the recognition and Trade Union Facilities to NFPE &amp; P-III</em></strong>”.<br /></p>

<ol class="wp-block-list"><li>Grant the arrears of DA/DR for the period between 1.1.2020 to 1.07.2021. held back by the Government to the employees and pensioners immediately.</li></ol>



<p>2. Take immediate decision on the following Covid related issues,</p>



<ul class="wp-block-list"><li>(a) Grant compensation of not less than Rs. 15 lakhs in case of all Covid affected deaths;</li><li>(b) Reimburse the hospitalisation bills for all Covid patients irrespective of the fact whether the hospital is recognised or not</li><li>(c) Ensure that all employees are provided with the vaccination facility preferably at the GGHS dispensaries</li><li>(d) Provide compassionate appointments in all death cases irrespective of the 5% ceiling.</li><li>(e) Ensure that the pensioners who do not have any health care facility especially for in-patient treatment are provided with insurance coverage at the cost of the Government.</li><li>(f) Revise the Pension of<ul><li>(i) BSNL pensioners with effect from 1.1.2017</li><li>(ii) PNB pensioners.</li></ul></li><li>(g) Grant the medical benefits to BSNL pensioners.</li></ul>

<p>Confederation of <strong><a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener">Central Government Employees</a></strong> and workers notes with distress that the Government has made yet another attempt to depress the wages of the workers this time in the organised sector. The indexation of wages and the consequent grant of compensatory allowance had been the product of bitter and prolonged struggles of the workers. The present system of computing the dearness compensation, though varies from sector to sector, is based on the consumer price index brought out in stipulated periodicity by the Ministry of Labour. There had been varied and wide ranging criticism over the manner and methodology adopted in the computation of the index figures. Instead of addressing those genuine and legitimate deficiencies, the Government has gone now to create a new series which would further accentuate those very defects to the utter disadvantage of the workers. It is all the more deplorable as the Government has chosen the pandemic days to usher in the new series of CPI.</p>



<h4 class="has-text-align-center wp-block-heading"><a href="https://centralgovernmentnews.com/expected-da-central-govt-employees-aicpin-for-the-month-of-september-2020-stands-at-the-level-of-118/" target="_blank" rel="noreferrer noopener">Expected DA Central Govt Employees AICPIN for the month of September 2020 stands at the level of 118</a></h4>



<p>The Government will bring out the new series with 2016 as the base year. 2016, in so far as Indian economy is concerned, is an extremely extra ordinary year when the economic activities almost came to a grinding halt over the grand declaration of demonetisation. It is an established dictum that base year selected must be a normal year, sans political, social and economic upheaval. Why then 2016, has no logical explanation.</p>



<p>The Government has also decided to change the components of the basket. Post justification had been an afterthought, conceived to cover up. Had there been a consultation with the stake holders, many of the controversies that have arisen could have been avoided. By depressing the food content in the basket, the lower rung in the working class will lose out more. In the past, the base year change used to be effected once after two decades. Why then the periodicity was reduced and bring out a new series now begs reasoned explanation.</p>



<p>Another important decision that would further depress the dearness compensation to the workers is that the Government has chosen the PDS prices of the commodities for computation. Universal PDS was disbanded when the new liberal economic policies were ushered in years back. The present truncated PDS targets only a segment of the population and most of the Central Government employees are excluded from the PDS in almost all States in the country. This apart the prices of the commodities sold in the PDS is highly subsided. Consequently, the prices of commodities included in the basket are nothing but imaginary and often below even the cost of production of such items. Since dearness compensation as an accretion to wages is available for the workers in the organised sector, the new series will bring about drastically reduced salary packet. The Central Government employees especially will lose out heavily once the new series are put in operation, which is announced to be with effect from September, 2016 onwards.</p>



<p>On the advice of the Technical Advisory committee, the geometrical mean will be employed instead of the arithmetical average . The conversion factor of 2.88 is devised possibly without taking this factor into account. The conversion factor will be employed in the case of Central Government employees for a very long time to come from September, 2020 onwards. The ruling class was always opposed to the grant of dearness compensation, rather the very concept itself. In the long run, they want the wages to remain static and the prices dynamic to ensure that the Corporates are happy. The resentment against this arbitrary, unilateral and anti-employees decision must be manifested by the increased participation of the Central Government employees in the ensuing one day general strike slated for 26th November,2020, which is organised by the Central Trade Unions on behalf of the Indian working class.</p>

<p>This year’s Bonus to Central Government Employees is not yet declared by the Central Government. Normally, every year Bonus is declared before the second week of October. We suspect some hidden agenda behind the deliberate delay on the part of the Government. From 1978 onwards Central Government Employees are paid Bonus without any interruption. Bonus is a product of historic strike of Railway employees under the banner of Railway Federations and other Central Government Employees under the banner of Confederation of Central Government Employees and Workers. Any attempt to deny Bonus under any pretext cannot be tolerated.</p>



<p>Confederation of Central Govt. Employees and Workers calls upon the entirety of Central Government Employees including Gramin Dak Sevaks <strong><a href="https://centralgovernmentnews.com/tag/GDS/" target="_blank" rel="noreferrer noopener">GDS </a></strong>to hold protest demonstrations all over India at all centres and also in front of all offices (observing Covid protocol) on 20th October 2020, Tuesday. Railway Federations have also given a similar call for protest demonstrations on 20.10.2020. Let us be ready for strike with short notice if circumstances demand.</p>

<p>ONAM is the State festival of Kerala. The Festival commences on 22nd August 2020 and culminates on 02nd September 2020 This is also a social festival and is celebrated by one and all. It had been the normal practice to draw and disburse the salary and pension of the employees and pensioners in the month in which the festival falls well prior to the commencement of the festival</p>



<p>We shall be grateful if orders are issued to all Departments to disburse the salary and pension for the month of August, 2020 by 20. August 2020 in respect of all employees and pensioners in the State of Kerala. A copy of the order issued by your office on 06.08.2018 in this matter ts enclosed for ready reference (Demo 2019 the festival was in the first week, Immediately alter the salary payment of previous month, and hence we have not requested for advance payment of salary during 2019)</p>

<h4 class="wp-block-heading">DECISION OF THE NATIONAL SECRETARIAT MEETING HELD ON 28.06.2020</h4>



<p>The National Secretariat Meeting of Confederation of Central Government Employees &amp; Workers was held on 28.06.2020 through Video Conference. Com. Ravindran B. Nair presided. About 21 office bearers attended. Senior leaders Com. K. K. N. Kutty and M. Krishnan were present.</p>



<p>Before Commencement of the meeting, one minutes silence was observed paying homage to the Jawans who were martyred on the India-China border and also to the departed leaders.</p>



<p>Com. R. N. Parashar, Secretary General, presented a brief report on the agenda items and also about the activities taken place during the period after the Nagpur national Conference. Thereafter the agenda items were taken for discussion. Detailed discussion took place on all agenda items. Many other issues faced by the Central Government Employees, especially COVID-19 related issues, were also discussed.</p>

<p>The following decisions are taken.</p>



<h4 class="wp-block-heading">Review of the 26th National Conference held at Nagpur</h4>



<p>The Conference was well organised and the arrangements made were excellent. About 36 affiliates and 13 state level COCs attended. 213 delegates and 13 visitors attended (Male &#8211; 238, Female-18). The Conference was jointly inaugurated by Com. Tapan Sen (General Secretary, CITU) and Com. Amarjeet Kaur (General Secretary, AITUC). The National Secretariat congratulated the COC, Vidarbha Region, Nagpur under the leadership of Com. Nilesh D. Nasare, for making best arrangements for the successful conducting of the meeting.</p>



<h4 class="wp-block-heading">Setting up of a committee for finalisation of Accounts for the period from 2016 to 2019.</h4>



<p>Secretary General reported that the Accounts for the period from 2016 April to 2019 March could not be presented in the national Conference, as the then Financial Secretary, Com. Vrigu Bhattacharjee, had not attended the Conference. Com. Vrigu Bhattacharjee has emailed the Receipt and Expenditute statements for the period from 2016 to 2019 to the then President. Com. K. K. N. Kutty on 7th February 2020. As it was not signed by the Financial Secretary nor it was audited, the Conference decided to appoint a committee of incoming office bearers and outgoing President and Secretary General. The Conference further decided that after finalisation of the accounts, it should be audited by the internal auditor of Confederation and presented before the National Council for adoption. Com. R. N. Parashar, Secretary General, reported that he had written to Com. Vrigu Bhattacharjee, Ex-Financial Secretary to hand over the accounts alongwith all connected documents to him. But no reply was received. He has also contacted Com Vrigu Bhattacharjee over phone and requested to hand over the accounts. But, Com. Vrigu Bhattachajee was reluctant to hand over the accounts to the newly elected Secretary General. The issue was discussed at length in the National Secretariat and following decisions are taken.</p>



<ul class="wp-block-list"><li>Secretary General, Confederation, shall write another letter to Com. Vrigu Bhattacharjee, Ex-Financial Secretary, to handover the accounts from the period from April 2016 to January 2020 along with all connected records, citing the decision of the national Secretariat held on 28.06.2020.</li><li>If Com. Vrigu Bhatacharjee, Ex-Financial Secretary, still refuse to handover the Accounts to the Secretary General, then the Secretary General Shall circulate the skeleton of Accounts sent by Com. Vrigu Bhattacharjee to Ex-President on 07.02.2020, which is not signed by the Financial Secretary nor it is audited, to all National Executive Committee members to verify whether there is any discrepancies in the accounts. After getting reply from national Executive Committee members, the accounts will be finalised by a Committee of following office bearers, for presentation in the next National Executive Committee meeting to be convened by Video Conference.</li></ul>

<p>The National Secretariat decided that after completing the above formalities, the Accounts should be presented before the National Executive Committee meeting by not later than 15.08.2020.</p>



<h4 class="wp-block-heading">Financial review and strengthening of funds position</h4>



<p>After detailed discussion it is decided that the Secretary General and Financial Secretary shall issue notice to all affiliates and COCs directing them to remit up to date quota and to clear all arrears of quota and dues within one month. The Financial position will be further reviewed in the next national Executive meeting to be held before 15.08.2020.</p>



<h4 class="wp-block-heading">Freezing of DA and DR and other related issues.</h4>



<h4 class="wp-block-heading">Charter of demands of Confederation.</h4>



<p>Both the above agenda items were discussed together. It is decided that protest programmes should be organised, exclusively on Central Govt. Employees demands, by Confederation. In the revised Charter of demands adopted by the Nagpur National Conference, the following demands are to be added.</p>



<ul class="wp-block-list"><li>Withdraw the orders, freezing the DA and impounding of arrears of Central Govt. Employees &amp; Pensioners till June 30th 2021.</li><li>Stop the unjustified increasing of prices of Petrol and diesel. Reduce the price by reducing the excise duty by Central Government.</li><li>Settle all <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">COVID-19</a></strong> related issues pertaining to the Central Govt. Employees (detailed note will be attached). Treat the period of absence during lockdown as duty. Grant wages to casual, part-time, contingent and contract workers including daily-rated mazdoors, during the lock-down period. (It is reported that in Tamilandu Postal Circle no wages are paid during lockdown period to Casual/ Contract workers inspite of Finance Ministry &amp; DOP orders.)</li></ul>



<p>Secretary General and President is authorised to re-draft the Charter of demands and Circulate among all National Secretariat member for approval before publishing in website. The date of the protest programme is to be decided by President and Secretary General, preferably in the 3rd or 4th Week of July 2020. Next phase of programme will be decided by the National Executive Committee meeting to be held before 15.08.2020.</p>

<h4 class="wp-block-heading">Organizational Review</h4>



<p>The National Secretariat felt that the disruptive activities initiated by the Ex-Financial Secretary has not affected the overall functioning of Confederation. Efforts are to be made to sort out the issues and to bring back the misguided comrades and to further strengthen the functioning of all affiliated organisations and COCs. It is decided that indiscipline and anti-organisational activities from any corner should not be compromised or tolerated.</p>



<h4 class="wp-block-heading">Date of next National Executive Committee meeting</h4>



<p>The meeting authorised President and Secretary General to fix and notify the date of next National Executive meeting by not later than 15.08.2020.</p>



<h4 class="wp-block-heading">Central Trade Unions Programme on 03.07.2020</h4>



<p>The meeting decided to organise the protest programme against the anti-people and anti-worker policies of the Central Government at all important Centres on 03.07.2020. The Central TUs has included the DA freeze and impounding of arrears as one of the main demands. All affiliates and COCs are requested to ensure participation of Central Govt. Employees in the joint protest programmes of Central Trade Unions.</p>



<p>It is decided to prepare a detailed note on the present situation and the issues faced by the Central Govt. Employees for wide circulation among Central Govt. Employees through Websites and Social media. Com. K. K. N. Kutty, Vice President will prepare the draft.</p>

The main demand of the strike is “<strong>Scrap New Contributory Pension Scheme (<a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener" aria-label="NPS (opens in a new tab)">NPS</a>) &amp; Restore Old defined Pension Scheme (OPS)</strong>”.  The strike is also to express the anger and protest of the <a href="https://centralgovernmentnews.com/">Central Government employees</a> and Pensioners against the neo-liberal policies being implemented by the Central Government in the Central Government services, as a result of which the job security, wage structure, social security and the trade union rights of the employees are in danger. None of the 10 points Charter of Demands submitted to the Government by Confederation are settled.</p>



<p>In Postal department about four and half lakhs employees participated in the strike all over the country. 1,55,000 Post Offices and about 400 RMS offices remained closed.  Gramin Dak Sevaks of rural post offices also went on strike. Delivery work also affected as Postmen joined the strike.</p>



<p>In Income Tax Department the strike is total in all the States.  Work of all Income Tax Offices came to a standstill. Employees of Audit &amp; Accounts department, Civil Accounts, Atomic Energy, Geological Survey of India, Customs and Central Excise, Survey of India, Botanical Survey of India, Postal Accounts, Indian Space Research Organisation (ISRO), Printing and Stationery, Indian Bureau of Mines (IBM), AGMARK, Central Government Health Scheme (CGHS), Medical Stores Depots, Film Division of India, Indian Council for Medical Research, Indian Council for Agricultural Research, Central Food Processing Laboratory, Census Department, National Sample Survey Organisation (NSSO), Defence Accounts, Rehabilitation Department, Central Public Works Department (CPWD), Canteen Employees, Institute of Physics, LNCPE, Sree Chitra Tirunal Institute of Medical Sciences, Employees Provident Fund Organisation (EPFO), Passport Department, Zoological survey of India, Patent Office, Central Drug Laboratory, NADMO, National Library, Marketing Inspection, Commercial Intelligence, Homeopathy Department, Archeological Survey of India and various other autonomous and Scientific Research Institutions participated in the nationwide strike.</p>



<p>Strike is near total in Kerala, West Bengal, Tamilnadu, Maharashtra, Karnataka, Odisha, Telangana, Andhra Pradesh, Chattisgarh, Jharkhand, Assam, North Eastern States including Tripura. 70 to 80% participation in Uttar Pradesh, Madhya Pradesh, Punjab, Haryana and Rajasthan. 60 to 70% strike in Uttarakhand, Bihar, Delhi, Himachal Pradesh, Gujrat and J &amp; K.</p>



<p>Solidarity demonstrations and dharnas are conducted by Central Government Pensioners Organizastions in various states.</p>



<p>National Secretariat of the Confederation thanked and congratulated the Central Government employees for their massive participation and for making the one day nationwide strike a resounding success.</p>

<p>To Mobilise and Participate in the 2020 January 8th Nationwide Strike<br /> Organise Mass Dharna and Demonstrations and Rallies at all important centres and State/ District/ Divisional Headquarters on 20th December, 2019.</p>



<ul class="wp-block-list"><li>Strike to be organised on 10 points Charter of demands of Confederation (attached herewith) and also the common demands of workers adopted in the National Convention of Workers.</li><li>First and most important demand to be emphasized is &#8220;<strong>Scrap NPS and Restore OPS</strong>&#8220;.</li><li>Each affiliated organisation should independently chalkout intensive campaign programmes to mobilise their entire membership to participate in the strike.  Campaign tour programmes of leaders of each affiliate should be chalked out immediately.  This is most important and urgent.</li><li>Campaign tour programmes of National Secretariat Members of Confederation will be published shortly.</li><li>Draft copy of the pamphlet to be distributed among all the Central Government employees will be published in the Confederation website shortly.  C-O-Cs and Affiliates at state/ district level to bring out pamphlets in respective vernacular, with additions/ modifications if necessary.</li><li>State C-O-Cs should publish Posters with Confederation Charter of demands.</li><li><strong><span style="text-decoration: underline;">Strike notice along with Charter of demands will be served on 12th December, 2019.</span></strong><br />Confederation Central Headquarters will serve strike notice to Cabinet Secretary.  All Affiliated organisations should serve strike notice to their respective Departmental heads.  Copy of the strike notice should be submitted to all lower level authorities also at State/ District/ Divisional level with mass demonstrations and gate meetings.</li><li>Affiliated organisations should send copy of the strike notice served by them to their Departmental heads, to all their lower units and also publish the same in their websites.</li><li>State/ District C-O-Cs should plan their own campaign programmes and mobilisation meetings.</li><li>Confederation Central Headquarters has already written to the Secretary General of Confederation of Central Government Gazetted Officers Organisation (CCGGOO) requesting to participate in the 8th January 2020 strike.</li><li>Message of the strike and strike demands should reach each and every Central Govt. employee including Gramin Dak Sevaks and Casual, Part-time contingent, daily-rated and Contract Workers.</li><li>All Affiliates and C-C-Cs should ensure maximum participation of Central Govt. employees in all the campaign and mobilisation programmes of Joint Action Council of Central Trade Unions and Independent Federations also.</li><li>As in the past, Government may issue circulars, threatening the employees who participate in the strike.  Ignore all such circulars and join the strike with courage and determination.  Don’t believe in rumours.  All information related to the strike will be published in Confederation website www.confederationhq.blogspot.com</li><li><strong>Mass dharna at all important centres and also at State/ District/Divisional headquarters may be organised on 20th December 2019, with maximum participation of Central Govt. Employees</strong>.</li><li>Give maximum publicity through local media, social media and websites.  Send photos and reports by whatsapp or Email to Confederation Headquarters.</li><li>Central Government Pensioners Associations may be requested to particpate in all mobilisation programmes and also to organise solidarity programme on 8th January, 2020.<br /><strong>Remember, all our existing benefits and rights are achieved through struggles and sacrifices only.  No strike action will go in vain.  No sacrifice will go in vain.  We will fight and we will win.</strong></li></ul>

<p>II. <strong>National Conference of Confederation of Central Government Employees &amp; Workers:</strong></p>



<p>As already informed to all in the Circular dated 01-08-2019, the  next National Conference of Confederation of Central Government  Employees &amp; Workers will be held at NAGPUR (Maharashtra) on  07-02-2020 and 08-02-2020 (7th &amp; 8th February 2020; Friday and  Saturday).  Delegate fee per head is Rs.1,000/- (Rs. One thousand only). <strong> In addition to delegates, visitors are also allowed to attend the  Conference on payment of Rs.1,000/- (Rs. One thousand only) per head.</strong></p>



<p><strong>All Affiliated organisations and C-O-Cs are requested to ensure  maximum participation of delegates and visitors in the National  Conference, including maximum Lady delegates and visitors.</strong></p>

<h2 class="wp-block-heading">10 Points Charter of Demands of Confederation</h2>



<ol class="wp-block-list"><li>Scrap New Contributory Pension scheme (NPS). Restore Old defined benefit Pension Scheme (OPS) to all employees. Guarantee 50% of the last pay drawn as Minimum Pension.</li><li>Honour assurance given by Group of Ministers (GoM) to NJCA leaders on 30-06-2016.  Increase Minimum Pay and Fitment formula.  Withdraw the proposed move to modify the existing time-tested methodology for calculation of Minimum wage.  Grant HRA arrears from 01-01-2016.  Withdraw “<strong>Very Good</strong>” bench mark for MACP,  Grant promotional heirarchy and date of effect from 01-01-2006.  Grant Option-I parity recommended by 7th CPC to all Central Govt. Pensioners.  Settle all anomalies arising  out of 7th CPC implementation.</li><li>Stop corporatisation / privatisation of Railways, Defence and Postal Departments.  Withdraw closure orders of Govt. of India Printing Presses.  Stop proposed move to close down Salt Department.  Stop closure of Govt. establishments and outsourcing.</li><li>Fill up all six lakhs vacant posts in the Central Government Departments in a time bound manner.  Reintroduce Regional Recruitment for Group B &amp; C posts.</li><li>(a) Regularisation of Gramin Dak Sevaks and grant of Civil servant status.  Implement remaining positive recommendations of Kamalesh Chandra Committee report.<br />(b) Regularise all casual and contract workers including those joined on or after 01-09-1993.</li><li>Ensure equal pay for equal work for all.  Remove disparity in pay scales between Central Secretariat staff and similarly placed staff working in field units of various departments.</li><li>Implement 7th CPC Wage Revision and Pension revision of remaining Autonomous bodies.  Ensure payment of arrears without further delay.  Grant Bonus to Autonomous body employees pending from 2016-17 onwards.</li><li>Remove 5% condition imposed on compassionate appointments.  Grant appointment in all eligible cases.</li><li>Grant five time bound promotions to all Group B &amp; C employees. Complete Cadre Review in all departments within a time-frame.</li><li>(a) Withdraw the anti-worker wage/labour codes and other anti-worker Labour reforms.  Stop attack on trade union rights.  Ensure prompt functioning of various negotiating forums under the JCM Scheme at all levels.<br />(b) Withdraw the draconian FR 56 (j) and Rule 48 of CCS (Pension Rules 1972</li></ol>

<p>A delegation of the National JCA 
consisting of Com. M. Raghaviah, Com. Shiva Gopal Mishra, Com. Guman 
Singh, Com. K.K.N. Kutty, Com. Ashok Singh, Com. L.N. Pathak, and Com. 
R.N. Parasar met the honourable Home Minister on 8th February, 2019 at 
9.30 Am. The delegation conveyed to the honourable Home Minister, the 
discontent and anger of the central Government employees over the 
dishonouring the assurance held out by the group of minister headed by 
him on 30 th June, 2016 in the matter of the upward revision of the 
minimum wage and fitment formula.</p>



<p>They pointed out the honourable home 
minister that on all previous occasions, the Government had revised the 
minimum wage recommended by the respective pay Commission after 
negotiation with the Staff Side JCM. The growing concern of the Central 
and state Government employees manifested in large scale mobilisation of
 the newly recruited employees over the new contributory Pension scheme 
was also brought to his notice.</p>



<p>The employees and officers who are 
recruited in Central Government service after 1.01.2004 are extremely 
agitated over the meagre amount of annuity they are entitled to receive 
even after paying huge amount of subscription to the scheme devoid of 
cost indexation. Family pension protection ect. The delegation also 
brought to the notice of the honourable Minister that the number of 
employees and officers who are presently covered by the new scheme has 
crossed over 50% of the total strength and the demand for bringing back 
the old Pension scheme has gained momentum. It unfortunate</p>



<p>that the Government did not heed even to
 the modest suggestion made by the Staff Side before the pension 
committee to the effect to guarantee a minimum amount of annuity to 
those who are covered under the new scheme. The delegation also stated 
that they are constrained to belive of a concerted effort on the part of
 the Government to kill the negotiating forum JCM as repeated pleading 
made to revive the joint consultative Machinery has not been responded.</p>



<p>They pointed out that the National 
Council of the JCM met about 9 years back and the meetings of the 
Standing committee and national Anomaly Committee has been few and far 
between . Since no meetings are convened at the apex level, the 
departmental Councils had also become defunct, they added. In other 
words, they said that there has been virtually no interaction worth the 
name between the Government and the employees organisation , which has 
proliferated the litigation and in most of the cases, the Government has
 lost out in the Courts. They also pointed out that the official side 
had been taking extremely nugatory attitude and had not been acting upon
 even on the verdicts of the Supreme Court.</p>



<p>The Honourable Home Minister gave a patient hearing and recalled the<br /> interaction he had with the Staff side earlier, when an assurance to  revisit the quantum of minimum wage and fitment formula had been held  out . He assured the delegation that he would cause a discussion of the matter with the Honourable Prime Minister.</p>



<p>The National JCA met later at the Staff 
side office when Com. M.S. Raja and Com. Giriraj Singh joined the 
meeting. The issues were discussed at length, especially taking into 
account the ensuing general Election in the country. The meeting finally
 decided to organise the following programme of actions.</p>



<p><strong>13th March 2019</strong></p>



<p>A massive demonstration cum dharna will 
be organised under the auspices of the National JCA to highlight and 
focus the demand for the withdrawal of the new Pension scheme and 
restoration of the old Pension scheme for Central Government employees. 
The National JCA will simultaneously write to all Political parties to 
make their stand clear on the issue of the New Pension scheme in their 
respective manifesto. The National JCA will spcarhead a campaign amount 
the employees for the acceptances of the demand by the political 
parties. The dharna will be at jantar Mantar and the same will be 
participated by the employees working in and around Delhi besides the 
NJCA leaders. On the same day, similar dharna and demonstrations will be
 held in front of all Central Government offices throughout the country.
 The employees will also be requested to wear black badges projecting 
the demand for the withdrawal of the NPS.</p>



<p><strong>28th MARCH 2019</strong></p>



<p>A protest day long dharna will be 
organised at jantar Mantar on 28.03.2019, in which all the National 
council members will take part. A huge demonstration will also be 
organised on the same day in front of the dharna venue in which the 
employees working in and around Delhi will take part. The dharna will 
highlight the need to revive the JCM forum and thus constant and 
continuous inter action between the Government and the employees. It 
will also focus the intolerable attitude of the official side even in 
issuing orders, where the supreme Court has given the verdict in favour 
of the employees. The Cabinet Secretary will be informed of this 
decision well in advance.</p>



<p>Copy of the letter addressed to the 
Cabinet Secretary is enclosed. All participating organisations are 
requested to make the programme a grand success. The NJCA will meet 
again on 28.03.2019 to discuss of the future course of action to be 
mounted in the days to come.</p>
