<div>Ref.: <strong><em>Railway Boards letters No.E(GP)99/2/22 dated 22.7.2004, 29.04.2009 and 29.03.2010.</em></strong></div>

<div>In terms of instructions contained in Board’s letter of even number dated 22.7.2004, Group ‘C&#8217; employees with 03/05 years of non-fortuitous service in the grade the minimum of which is Rs.5000/- and in higher Group ‘C’ grades (Vth CPC) are eligible for being considered for appearing in the 70%S election/30% LDCE held for promotion to Group ‘B’ posts in the major departments having ‘Organized Services’s including Accounts Department. Consequent upon implementation of the pay scales recommended by the VI Pay Commission, these instructions have since been modified (except for Accounts Department) vide Board’s letter of even number dated 29.03.2010.</div>

<div>2. Now, the matter regarding eligibility conditions for appearing in the Selection/LDCE for promotion to Group &#8216;B’ posts in the Accounts Department, has been considered by the Board and it has been decided that:</div>
<div></div>
<div>i) For Group ‘B’ selections (70% quota), Group ‘C’ employees of Accounts Department working in Pay Band PB-2 (Rs.9300-34.800) with Grade Pay of Rs.4200 and above with 3 years of non-fortuitous service in the grade (including non-fortuitous service rendered in the corresponding pre-revised grades) in the Accounts Department and who have qualified the Appendix-3 IREM Examination will be eligible.</div>
<div></div>
<div>ii) For Group ‘B’ selections (30% LDCE quota), Group ’C’ employees of Accounts Department working in Pay Band PB-2 (Rs.9300-34800) with Grade Pay of Rs.4200 and above with 5 years of non-fortuitous service in the grade (including non-fortuitous service rendered in the corresponding pre-revised grades) in Accounts Department and who have qualified the Appendix &#8211; 3 IREM Examination will be eligible.</div>

<div>iii) In the integrated seniority of Group ‘C’ employees eligible for Group &#8216;B’ selections (70% quota), employees in Pay Band PB-2 (Rs.9300-34800) with Grade Pay of Rs.4800 will be placed above those in Pay Band PB-2 (Rs.9300-34800) with Grade Pay of Rs. 4200. In either category, the relative seniority of employees coming from different streams will be determined with reference to length of non-fortuitous service in the Scale of PB-2 + 4800 or PB-2 + 4200, as the case may be.</div>

<div>Ref :<strong> Railway Board&#8217;s letter No.E(NG)II/91/RR-1/20 dated 03/12/1991.</strong></div>
<div></div>
<div>NFIR wishes to invite kind attention of the Railway Board (MS) to the fact that the Railway Board vide letter, quoted under reference, had imposed ban in filling up the vacancies in the Clerical Cadre (Clerks and Senior Clerks) falling in the share of direct recruitment and at the same time had frozen 25% of such vacancies initially for a period of two years. These instructions further stipulate that Railways would undertake critical review of unfilled D.R. quota vacancies and progressively surrender the posts. A period of more than 21 years has passed and the present postion in the Clerical Cadre throughout the Zonal Railways/Producation Units has gone from bad to worse, and after over two decades the quality of working system at different levels is getting eroded.</div>

<p>&nbsp;</p>
<div>2. The NFIR desires to add that the extant instructions of the Railway Board have banned the intake in the Clerical Cadre even through Compassionate Ground appointments where female wards/widows of the Railway employees are not at all being considered. The General Managers for the purpose expect justification from the DRMs/Heads of Units, consequently the clerical posts are either lying vacant or surrendered in the mid and at the end of every financial year without caring the consequences of shortage. This situation is really alarming and if the Railway Board&#8217;s order continues for some more years there might be no clercial staff to even proces the papers what to speak of noting/drafting duly connecting instructions/rules, more particularly in Accounts and Personnel Departments of Railways.</div>

<div>NFIR, therefore, makes the following suggestions :-</div>
<div>(i) Freezing of 25% posts in Clerical Cadre in GP Rs.1900 and Rs.2800 should be lifted with immediate effect,</div>
<div>(ii) The condition laid down in Baord&#8217;s letter for considering compassionate appointment to wards of deceased/medically invalidated (who possess grdauate qualification) be removed.</div>

<div>NFIR urges the Railway Board (MS) to kindly consider the above suggestions and see that revised instructions are issued, duly endoring copy to the Federation.</div>

<div>References are being received from various controllers seeking clarification whether the candidates who have appeared in the subject examination are required to attempt the typewriting test in the same language as they have opted for the written examination.</div>

<div>In this regards it is clarified that typing test is an independent test to be conducted internally by PCsDA/CsDA for candidates serving under their jurisdiction. As such separate language option can be exercised by the candidates for typing test irrespective of the language opted for the written test.</div>

<div>Reference : In continuation of HQ letter No.AN/XI/11101/1/2004 dated 20/11/04.</div>
<div></div>
<div>The clarifications on the above subject have been sought for by some of the Controllers’ offices, consequent upon change of other educational qualification in revised RR. The following points may be noted, while conducting a typewriting test on Computer.</div>
<div></div>
<div>1. The typewriting test is a qualifying test only at speed of not less than 35 words per minute in English correspond to 9000 KDPH and 30 words per minute correspond to 9000 KDPH in Hindi and average of 5 key depressions for each word on Computer. The test will consist of one paper on running matter of 10 minutes duration. The candidates may repeat the test passage if they finished it before the expiry of the test duration.</div>
<div></div>
<p>2. The typewriting speed of a candidate would be calculated after taking into account the mistakes committed by him/her in the typewriting test. In other words, deduction of words/Key depressions on account of typing mistakes would be made from the total words/ Key depressions typed by him/her in working out his/her qualifying speed of not less than 35 words per minute in English and 30 words per minute in Hindi.</p>

<div>3. Answers books of candidates, who do net complete the passage of 350 words / 1750 key depressions in English or 300 words/1500 key depressions in Hindi shall not be evaluated.</div>
<div></div>
<div>4. The typewriting will be conducted by the PCsDA/CsDA concerned and question (Passage) for the subject will be prepared locally by them.</div>
